a big point of contention with bolton was how to deal with north korea. insight tonight, and bolton's former chief of staff, stick around. we are just hours away from a boat in the house judiciary committee. lawmakers on the panel save the former acknowledgment of the house as impeachment inquiry, and they will shy away from using that terminology. california is on a fact-finding mission, and the white house as president trump is taking notice of the homelessness crisis. local officials are skeptical of help but, what are resident saying. mike emanuel, and i mike emanu mike emanuel. green light restrictions on asylum-seekers at our southern border. >> the order from the supreme court came down earlier this evening and it is quite a victory for the trump administration. trump and his team proposed a ban on asylum for people trying to -- from el salvador, and they would not be able to seek asylum if they did not in another country before. this also applies to people from other countries at the southern border hoping to come into the united states. u.s. district judge in california put a stop to the practice over the summer. this court of appeals narrowed the injection to arizona and california meaning the van could only be put into place in texas and new mexico. but the supreme court says it could move forward in all states now. 2 of 9 justices on the court dissented. so the mayor wrote, that seeks long-standing practices regarding refugees who seek shelter from persecution. there is much more work still to be done and thankfully that supreme court took decisive step here and rejected the lower courts egregious ruling. while the president and his administration celebrate it's important to note that this is not a ruling on the merits of the case. arguments over the merits of the case continue in lower courts. groups like the aclu vowed to challenge this new ruling. >> mike: it david, thanks a lot. president trump may have an announcement on new measures to keep guns out of the hands of possible colors and the mentally ill. the president speaking with pat toomey, joe manchin and chris murphy about their proposal to expand background checks. background checks may be just one piece of the puzzle. >> it's really gone sense if you look at it. we could call it the gun since bill. >> mike: if president trump is expected to speak with the leaders tomorrow and indicate what he would be willing to throw his support behind. in the meantime, house speaker nancy pelosi got angry with "the san francisco chronicle" reporter for asking about democrat in action on gun control. listen. >> the senate did not come back to pass the bill. i'm getting very angry. >> speaker pelosi then told to report to ask senate republicans why they haven't acted on guns. bipartisan senators pitch expanded background checks in the trump administration get some that are calling huge legal victory on restrictions for asylum-seekers. let's bring in a republican senator from florida, rick scott. your reaction to the supreme court ruling tonight? >> it's positive but, we have to get something done here. this place is completely dysfunctional. we need to secure our borders and have an immigration policy that everybody understands and we have to take care of the people who want to come here, work and go home. we have to take care of the kids and why are we waiting on the supreme court to make decisions? >> mike: your thoughts on the people suffering after hurricane dorian, i know you've been there. what are your thoughts on those folks seeking asylum? >> software didn't hit any bomb us but we flew over about 150 feet above and we don't know how anyone survived. we've been talking to the prime minister and with helped raise the goods to get over there. we've been talking to a variety of federal agencies and i talked to border patrol today, i think they are all doing a good job. they are working hard. i'd like the government to be more specific about what they want and that's what i've asked them to do. we are helping them in florida and it's the right thing to do. >> to the gun debate i want to play for you a clip from a gentleman that you know well. >> the first thing that e for my daughter i had to uncover every single stone and fact to find out what went wrong. >> what your reaction to that comment from andrew pollack? >> and he is good friend, he lost his daughter, meadow. what he's saying is what is reality. one, everyone wants to go to the gun debate. they didn't follow up on the tip. the school knew this kid was a problem. he had been stopped 40 times by law enforcement and they would let him come in with a backpack and did nothing about it. and then law enforcement sat on the sidelines while his daughter was killed. so there are so many -- why don't we focus on what people could have done to stop this? why won't they even tell us -- do they hold anybody accountab accountable? i had the post terrorist attack, and i had a yoga studio attack. they won't tell me what happens and they won't tell the parents what happened. what the democrats do is go off on, let's take away everybody's guns. that's not the right answer. >> what about the current debate? how are talks with your colleagues going? >> they are talking to me about what we did in florida because as soon as parkland happened i got within a few days, i got law enforcement together and mental health counselors together and educators together and i said, what should we do. three days after that i came up with a plan and within three weeks of the shooting we had a risk protection order saying if you are threatening harm to yourself or somebody else, law enforcement can take away your weapons. >> do you think something gets across the finish line? here's the pitch from one of your colleagues in california, a democrat. >> so we know if you look at what happened during watergate, it takes a while to get all the facts out to the public. it allows us to have certain procedures in terms of reviewing the grand jury testimony and having staff do interviews, it will expedite the impeachment inquiry that we've been in. >> so what do you see from across the aisle on impeachment? >> they have no idea what they are doing. but the vote tomorrow means, nothing. nadler ran to become chairman of the day after the election and they took the majority. and you know what his big campaign for his conference was? that he would be the best for impeachment. they are trying to impeach the president when they have nothing to do because i have accomplished nothing. a new poll shows by democrats that they know more about the investigation than anything they passed on the floor. they have achieved nothing. name me one problem they have solved? they are so angry because president trump won an election and they have never gotten over it. >> so you have house speaker nancy pelosi, take a listen to speaker pelosi. >> yes i do. and we all work together. >> are they trying to have it both ways by trying to convince the basis that they are going forward? >> if they are to appease their base and claim they are doing something they are not because they can't impeach a president that is doing nothing. they have risen wages for individuals and think what just happened last night. two new republicans just one in north carolina. in 2018 would barely won the seat by 900 votes. you know what happened? we increase that 400%. >> so how does that basically preview 2020? >> it looks like the republicans will take the house. >> the democrats take center stage in houston. >> what i see is, it's coming down to five people. joe biden, elizabeth warren, bernie sanders and mayor pete. i think -- joe biden will not get there, he's collapsing. the person they will flock to best represents the new social economic party and that will be elizabeth warren. i think president trump will have a resounding reelection that will drive -- you have to remember, there are 31 democrats that sit in seats that trump carried. >> considering her positions, are they surprised by the energy of elizabeth warren? let's ask retired air force brigadier general, and it's great to have you. let's start with you. what was john bolton's impact and do you expect a major change going forward? >> i think john bolton worked very hard to prove present the national security agenda. he helped the president score major successes but, there were major policy differences between the president and the national security advisor. when this happens it's normal and natural for the official who disagrees to move on and that's what happened here. it's nothing personal and it's the way our government operates. >> mike: was as a bad fit from the beginning since bolton and the president seemed to have different takes on a lot of these hot spots? >> i think it's difficult for the president to get the right fit, it's a different strategy than he's had for the last three decades. he's really focusing more on kind of a strategic competition with china and he's focusing less on being an interventioni interventionist. he's had a hard time with the national security doing that. it's going to be tough and this town though because a lot of people think conventionally -- and when i say conventionally is about post-globalization and post-cold war. we are going into a bipolar world and organizing for more of a unite unipolar world. let me play this to you and then i will get you to react. >> he made some very big mistakes. that was not a good statement to make. and it did set us back. >> fred, your response? >> he will be looking for a national security advisor who promotes the america first agenda to keep us out of wars and not start new wars and engage in negotiations. they lowered tensions, getting negotiations with iran will be tough but it's something we have to pursue and i'm sure the president will find a security advisor who will help them accomplish this. >> mike: here's president today on north korea and i will get you to respond. >> president trump: these are countries we are dealing with on a very high level and iran has a tremendous potential. not looking for a regime change, if we can't make a deal, that's fine, too. >> mike: also is that the dealmaker in chief sending a signal? >> our foreign policy has been quite militaristic over the last three administrations and whathe should be brought to bear. he is the chief diplomat as the elected representative of the american people and he's the guy making the decision on how he's going to greet each of these executives in their own right and deal with them for the betterment of the american people. so for him to call the shots and for the rest of the federal bureaucracy to get behind him as a result of the american people. >> mike: gentlemen, thank you very much very much. internment camps for the homeless? >> i think they do. the problem was they were short over 300 units of housing in a state of california and that there have been efforts in california to address that. it's been a broad coalition of housing and it's an issue that we do have the resources, but -- excuse me, they avoided the issue of the ninth circuit tying the cities to address it. >> are california officials just wanting a check from the feds but no rule to go along with that money?
