multiple plagiarism charges. is free speech under fire accused of using bias investigators to crack down on students who had uncomfortable statements. we'll lay out the case and you will decide. i'm in dallas, texas tonight. we begin with kristin fisher, lots of breaking news with mexico aimed at stopping the flood of illegal immigration at our southern border. good evening. >> tonight president trump was successfully able to use the threat of tariffs to get mexico to the negotiating table and commit to take several concrete steps to help reduce migrants from illegally entering the united states. he made the announcement as he often does on twitter by saying i am pleased to inform you that the united states of america has reached a signed agreement with mexico. the tariffs scheduled to be implemented by the u.s. on monday against mexico are indefinitely suspended. mexico has agreed to take strong measures to stem the tide of migration through mexico and to our southern border. so let's take a look at exactly what mexico has agreed to do. it will deploy 6,000 national guard troops to mexico's southern border monday. the entry point for many of these central american migrants. allow migrants awaiting conclusion of their u.s. asylum process to be sent to mexico and wait there and it will provide job opportunities to those migrants while they wait. mexico will also try to dismantle human smuggling and drug trafficking organizations. if that doesn't work, listen. >> in the event the measures do not have the expected results, they will take further action. >> in return president trump will not impose that 5% import tariff on all mexican goods set to go in effect on monday. remember, many republicans in congress were against those tariffs and even threatened the try to block them if they took effect. so far tonight there has been nothing but praise from republicans since the deal was announced. congressman steve scalise says once again president trump has proven those bho doubted him wrong by getting mexico to step up their efforts. senator marco rubio says by exerting maximum pressure and demanding decisive action president trump has secured an important victory on behalf of the american people. democrats don't agree. 2020 contender o'rourke tweeted the damage of trump's reckless trade policies and tariffs has been done. what we see is another example of him trying to be both the arsonist who created the problem in the first place and the firefighter who wants credit for addressing it. there has been a lot of talk that the threat of these tariffs could hurt the ratification of the north american trade dealment tonight a senior mexican official said that that ratification process was stronger than ever. shannon. >> shannon: thank you very much, kristin. we know this is a president who prides himself on the art of the deal and now it looks like you got one. let's bring in fox news contributor richard fowler and hopefully brad blakeman as well. welcome. i want the read something that comes from senator marco rubio saying i generally don't support tariffs but mexico's lack of commitment when it comes to addressing the unsustainable migrant crisis at our border has left the administration no other choice. the president played tough. a game of chicken. sounds like they've reached a deal. >> pete: you have to get the president for getting the deal with mexico. o'rourke called it a crisis and forced folks to rush to the southern border and then he tried to say now i've solved this crisis. the devil is in the details and enforcement of said deals to see if mexico does send the 6,000 national guard to the 150 mile southern border. we aren't dealing with the real problem. in that northern triangle those three countries, the violence is extreme why people are picking up everything they have. family units are picking up everything they have rushing to the united states to seek our democracy and freedom. also doesn't deal with the fact there is a long backlog of folks seeking asylum that currently are waiting in this line and that are currently in detention and there was a report that came out this week that talked about how inspectors in these detention centers and the conditions are deplorable. >> we're in a situation where we know more people that we can handle are coming illegally. if you release people 87% that asylum cases don't come back and show up for their court hearings. so how is this to be hand nld a better way? >> i think that's something we have to deal with. i'm not going to sit here and not say we don't have to deal with it. >> i think the president had a huge victory today. good neighbors are ones that follow rules and regulations and prevent harm. the president's number one responsibility as president is to prevent harm, not respond to it. but for the president's action on threatening tariffs mexico would have continued to be complicit in the invasion that we're seeing on our southern border. >> shannon: i want to read something. we're getting a lot of reaction from capitol hill. chuck schumer who is the top democrat in the senate tweets this. this is an historic night. trump has announced he cut a deal to reduce or eliminate illegal immigration coming from mexico into the united states. he says now that that problem is solved i'm sure we won't be hearing any more about it in the future. the top republican mitch mcconnell follows up and says now the onus on my democratic colleagues in congress. they preferred to pick political fights with the president rather than get something done. >> here is what we can do. democrats are willing to do today is work with republicans to get more immigration judges. willing to work with republicans on hardening points of entry and finding a way to speed up and modernize our visa system. 90% of the folks coming to our country are because of visa overstays, not pouring across the southern border. these are a all things they're willing to work with republicans on. will republicans work with us on these things? >> shannon: as we touched on earlier, a lot of this is contingent whether mexico follows-throughs and take people part of this deal will be those who are seeking asylum won't stay in the u.s. but in mexico. that's part of the deal. there are a lot of things on both sides of the border that have to happen for this to work. if not there is still a caveat the tariffs could kick in. what do you see happening? >> i think mexico got a huge wake-up call this president means business. i have some suggestion for my friend, richard and his democratic colleagues. there is something you can do. that is get nancy pelosi to take up on the house floor the usmca agreement. president trump has brought that agreement to congress. congress has done nothing. and maybe it's time for trump to put tariffs on congress. maybe that's what it takes to get them to act. withhold their pay. >> shannon: seems like there has been a lot of bipartisan support for trying to get the bigger deals done with mexico and canada knowing they're our biggest trading partners and neighbors. as this plays out it looks like at least the mexican officials seem to comment it will move them closer to getting something done. now it's up to u.s. lawmakers. we'll see. rich & brad. this is a breaking story, good to see you both. the biggest stumble democratic frontrunner in biden's campaign yet. his flip-flop against federal funding for abortions. now he is for it. now a long time obama confidant is talking about it. >> they want to spin it as a different policy for a different time. it shows a soft underbelly to biden's envyable frontrunner status. a long record as a moderate democrat is potentially out of step with the 2020 primary voter. ask david axelrod, the man who helped senator obama crush biden in the iowa caucus. >> this underscores questions that people have had about whether he can go the distance. you have to defend positions that you've had over the course of 45 years in politics. >> since the mid 70s senator biden supported the hyde amendment as a rider to spending bills prohibiting federally funded abortions. as vice president running for a second term he explained it like this. >> my religion defines who i am and i've been a practicing catholic my whole life. >> eight years later he had a knew view. >> i can no longer support an amendment that makes that right dependent on someone's zip code. >> they echo those of pro-choice advocates but his staff is having trouble explaining the new position. >> how he arrived in this position is not a reversal but a thoughtful conversation about access and healthcare. >> is your position then that somebody with his experience, his years in the senate, his years as vice president did not understand for those 40 years the hyde amendment disproportionately affected poor women and women of color? "the washington examiner" saying president trump must respond to the action on friday. this follows some action between the planes on tuesday in the mediterranean sea. let's talk about it tonight. gentlemen, welcome to you both. so tom rogan wrote the piece saying the president has to respond to this aggressive action. what should he do? >> we have to keep our eye on the fact that china is the rising power here. they are using their economic might and growth to build out a navy that's challenging us in the pacific. what the trump administration should do which i think the obama administration refused to do is to take offensive measures. they don't have to just be sending naval vessels to challenge russian and chinese ship in the south china seas. it could be things like cyberattacks, cyber offense. i think what we've done for a long time is been on the defensive and suffering attack after attack without doing anything in response and encouraging the chinese and russians to continue to attack and steal secrets. i think the united states has to go on the offensive especially when offense is cheap as it is in the cyber world and defense is expensive and not foolproof. >> shannon: president xi had a state visit with president putin. putin making the comments saying this, seemingly directed at the u.s. states which previously promoted free trade with honest and open competition have started speaking the language of trade wars and sanctions, open economic raiding using arm twisting and scare tactics adding it is a path to endless conflicts, trade wars and maybe not just trade wars. what do you make of that? >> it's laughable, right? you have a leader of a country that regularly ex torts europe with its control over natural gas and china, a country using his economic -- the idea that they're accusing us of bad behavior in trade is laughable on its face, shannon. >> shannon: the "washington post" puts it this way. the trump administration's trade war and campaign against chinese telecom kun indications giant huawei is providing russia with a new opportunity to win over china by casting the united states as a shared adversary. how much should we be worried about that? >> it's not russia attracting china. the real opponent, the real long term threat to national security is china. russia is the weaker power here. russia senator mccain used to say russia is a gas station with nuclear weapons. they don't have much of an economy. population is shrinking. a legacy of nuclear weapons and export oil. the thing for the united states to do is try to draw russia back towards the west as it used to be in the 90s and try to isolate china. we shouldn't allow the chinese tail to wag everything. we need to remain focused on china. china is trying to organize countries to fight back against the world of open free trade and democracy that the united states protects. we want to split china and russia apart but mostly isolate china, now russia. >> shannon: how does it frame the conversation our president is having with chinese officials about trade, tariffs, all these very delicate conversations that are ongoing? >> john is right. china is the long-term player here and the real threat. i don't know i agree we ought to try to bring russia back in. russia has been a bad actor, putin is kgb. no chance he is an ally of the united states. i'm surprised the president is trying to reset relations with russia. we need to focus on china. pulling russia into our orbit won't work and they aren't doing it. >> shannon: as i mentioned at the outset we have this situation now with the two warships potentially colliding or being closer than they should have been in the waters and the mediterranean in the skies we have reports this week that there were three interactions in a three-hour period between u.s. and russian fighters jets that were troublesome. all of that is happening publicly. they say it's not by chance these actions happened during the visit to russia by the head of the people's republic of china, john. >> well, this is putin playing his typical games trying to use their military strength which is still one of their advantages to show china they're still worth something. what they're asking china to do is invest lots of money into russia. russia is saying we aren't just a basket case. we can help you push back on the united states in the pacific. they try to engage in a game of chicken with our reconnaissance planes, naval vessels. it is illegal for their vessels to come that close to us but they try to dare and push our ships around as a show of force even though if there ever were a war, russia would have no chance against our navy or against our air force. they want to show they're reckless and dangerous enough they might be some value for china. >> shannon: we'll leave it there for tonight and watch in the coming days. the state visit is ramping up. tensions are far from over. thank you both very much. thanks to have you. one small treat for trump and one giant questions for nasas future plans. incredible video of a death-defying act of herroism. you won't want to miss it next. i've even built my own historic trading model. and you're still not sure if you want to make the trade? here is what they said. we were just doing what any firefighter would do. a surprise tweet from president trump is rocking the space world tonight saying nasa should not be focusing on going to the moon. kristin fisher has the inside scoop. a bit of confusion. >> a nasa official told me that the president's tweet today did not change their mission. the plan has been and continues to be to go to the moon first and then mars. but still that tweet caused a great deal of confusion within the entire space community. >> president trump: i signed a historic directive that will return americans to the moon. it marks an important step to returning restaurants to the moon. >> they've been pushing it to the moon. >> make no mistake we're in a space race today. just as we were in the 1960s. and the stakes are even higher. >> in march the vice president announced plans to put american astronauts back on the moon in five years. last month the white house asked congress for an additional 1.6 billion to make it happen. at the time the president tweeted we are restoring nasa to greatness and going back to the moon, then mars. so it surprised many in the space community when president trump tweeted today, quote, for all of the money we are spending, nasa should not be talking about going to the moon. we did that 50 years ago. they should be focused on the much bigger things we're doing including mars of which the moon is a part. defense and science. the tweet sounded similar to something his predecessor said when former president barack obama was explaining why he was canceling the constellation program which also would have returned u.s. astronauts to the moon. >> i have to say pretty bluntly here we've been there before. >> tonight the white house insists that this return to the moon program called -- they said the administration's goal has been to get to mars. we asked congress with additional resources to get to the moon to help us get to mars in the next decade. nasa administrator said, nasa is using the moon to send humans to mars. all of this is really overshadowed the big news of the day. the international space station is now open for business meaning that private companies can now produce, market or test their products on the space station. so shannon, pretty soon you could see a commercial or movie actually filmed in space. shannon. >> shannon: i know you would be brave enough to go. i'll just stay here and watch you. you actually are plugged into this community and heard there was concern and it ran deep. tell us about that. >> because in order to achieve something great in space you have to set a target, set a goal, and really stick to it. over the last several years even decades every time a new president has come in they have changed nasa's mission. you had president george w. bush establish the constellation program that would have put u.s. astronauts back on the moon. nasa was headed for the goal and barack obama came in and cut -- canceled constellation and said we'll go foran asteroid and mars and president trump says we go back to the moon. all of that whiplash has really made it tough for nasa to execute its mission. factor in what the chinese are doing and they have a leader who is going to set a goal and have the political support within his country obviously, chinese president xi to achieve that goal. it makes it easier for countries like china to achieve these big long-term projects in space when you have one president in power as opposed to here in the united states when every new president comes in they try to set nasa off on another target and another mission. so that's where that concern was coming from today. they thought president trump might be reversing course again. >> shannon: dealing with congressional funding fights. there is always something for nasa to anticipate. thank you very much. time now for where in the world starting in paris where twitter ceo is meeting with the french president discussing the so-called christchurch call where 51 people were killed in a pair of attacks on mosques in march. france's national assembly is working on drafting legislation to remove hate speech within 24 hours. to sweden where at least 20 people were injured bay bomb explosion outside an apartment building. police releasing few details. there have been several cases in recent years of explosives being used in suspected gang related attacks in sweden. police are looking into whether the blast was connected to local criminal groups. hong kong police investigating gasoline bomb attacks on two police stations. a suspect is under arrest and the attacks come as police break for a major protest on sunday against proposed changes to an extradition law that would allow some absolutely not my position. >> shannon: staff facing tough questions on the flip-flop on federal funding for abortion. he is now for it. is the media turning against the former vice president in favor of the new more progressive generation? let's discuss with brian bozell. great to have you with us tonight. >> thank you for having me. >> shannon: it is interesting. several of the pieces written today talked about this is actually a good thing. it proves that progressives when they get together and really push can bring about important change. so one of the pieces i read said it doesn't matter whether you think he is genuine or not. it pulled him to the left where the rest of the field is, mission accomplished. >> i would say they're not progressives. i would say they've been taken over by fanatics. look at climate change, look at immigration, look at feminism, look at gay rights, look at taxes, spending, deregulation. on one after another the left has moved so far to the extreme. now it's abortion. their position is that if you are anywhere less than full abortion all the time for any reason up to and including the moment of birth, paid for by the american taxpayer, then you are some kind of outlier. joe biden was some kind of outlier and he had to genuflect at the altar. interesting things to come in the upcoming debates. every democrat will trip over himself to move as far to the left as possible. but now to the question about the media. the media could be raising the question i'm just raising. how far, how radical has the democratic party become? they are going in the opposite direction saying how bad is it that joe biden didn't take that right step? they've been in lock step with the democratic party every step of the way so far. >> shannon: i want to read something from karen finney with the clinton campaign in 2016. she said this referring to the biden campaign. perhaps they didn't fully recognize the shift. this is not just in the purview of the far left but the party platform. it isn't a far left position that taxpayer dollars should be used for abortion. it was part of the 2016 platform. the party is not that far left at all. >> well, it is in the court of public opinion with the american people. if next year's presidential campaign has issues like the democratic party saying what i just said about abortion, good luck fellows. they are not going to stand a chance. they will have to do something about the oac, green new deals, the craziness they've come up with. again where the media are concerned in all this the question is how do they cover something like this? are they going to be fair and honest, or are they going to be mouthpieces for the far left? now you see as you showed a clip. you can show one clip after another where the media are absolutely non-judgmental presenting this as mainstream democratic thought. i will tell you, even once liberals like joe liberman and alan dershowitz are shocked by what is happening to their party. >> shannon: it is interesting because when you look at biden he did have some interesting positions. he has a long record, 30, 40 plus years that he will have to explain because it may look different in the light of 2019. he has done that with a number of issues. he was an outlier, 18 to 20 points ahead of the rest of the field. so there were a lot of people who said listen, i think he is playing the centrist role trying to stay available for the general election to scoop up more people from the middle and not go so far left. we have a poll out there that says do you want somebody who lines up with you exactly or beat trump as far as a democrat by a much higher percentage they want someone to beat president trump and how many of them view biden. why do you think he is felt on several issues to join the rest of the pack when he is ahead of them by 15 to 20 points in a lot of these polls? >> i think because they all have him in their bull's-eyes. i believed from the very beginning this lead of his won't hold up. no way to hold up. everyone is going to take pot shots at this guy. so he is going to try not just to -- he is straddling the fence trying to be centrist and far left. but let me explain something, shannon. too many people -- we're all getting caught in the trap of calling of joe biden a centrist. joe biden has always been to the far left of the democratic party. the thing is it's gone even further left than he is. if that makes a centrist i think the democratic party is in trouble. so he went further to the left. >> shannon: the argument he "mr. big shot's" got his own trailer. ♪ wheeeeeee! believe it! geico could save you 15% or more on car insurance. >> president trump: the guys of speech codes and safe spaces and trigger warnings, these universities have tried to restrict free thoughting impose total conformity and shut down the voices of great young americans like those here today. these great people. all of that changes starting right now. >> shannon: time for night court tied to the president's executive order on campus free speech earlier this year a conservative nonprofit group is suing the university of illinois over the school's bias response team. speech first is representing four anonymous students claiming the school is suppressing political advocacy and intimidating students into silence. the school says it is trying to protect everyone on campus. let's discuss with tonight's legal eagles. criminal defense attorney brian claypool and constitutional law attorney ellis reed. i'll start with exhibit a. this comes from the school itself. their bias-related incident definition. they say bias-motivated incidents are actions or expressions motivated in part by hostility toward a person or group because of that person or group's actual or perceived and they go through the criteria, sexual orientation and all of it. brian, why is that a bad thing? >> well, first of all, we have so many universities across the country that can't get their housekeeping together such as preventing sexual assaults on campus, college admissions scandals, fraternities out of control with drinking and deaths resulting from that and we have organizations set up and infrastructure set up to prohibit students from free speech? this is absolutely crazy. when is the last time somebody, for example, posted a comment about wanting to -- an example. a group wanted to build that wall on campus, right? they just wanted to build blocks and talk about immigration. that's an example that was prohibited on campus at the university of illinois. and that is done solely to advance a political agenda on campus. that is in violation of the first amendment. >> shannon: that's one of the complaints that came in. exhibit b is another complaint. anonymous person reported a speaker brought to campus by an rso, a registered student organization was offensive to non-u.s. citizens by saying things like america is the greatest country in the world and pull yourself up by your bootstraps. is that something the school should spend time investigating?
