already in general election mod mode. lara trump is in here to weigh in. i'm shannon bream in washington. we begin tonight with tornadoes and warnings sitting across the country from kansas, missouri, new jersey, and new york. wild weather, injuries reported, flights delayed. plenty of breaking news that does not sound good. good evening, we live lee linda. >> shannon, really doesn't. new york laguardia airport, jfk airport, york airport is the weather was just that bad. they are not allowing any plans to take off, heading for those airports. think about new york, new jersey, pennsylvania, that states he normally associate with this kind of severe weather. shows you how big this outbreak has been. 500 tornadoes over the past month or so, even this one you're going to see from kansas earlier today. there are reports of possible injuries from a tornado that was a mile wide at one point. the storm changer is going along with it say that these are some of the most dangerous types of tornadoes because they are wrapped in rain, which makes it very difficult on the ground who have not gotten into shelter to be able to know whether or not the tornado is coming for them. and you can see also in kansas there is already initial reports of damage. it takes a couple of hours when the tornadoes go through before we are able to get people on the ground and figure out what's gone there. there are first responders already fanned out not only in kansas but also here in pennsylvania and possibly in new jersey as well as a country gets ready for yet another day of severe weather tomorrow. it's already been a very rough week. by night in ohio, they knew it was bad. >> lifts up the blankets. >> daylight showed a harsh reality through the storms in ohio killed one person and injured more than 130. the twister, 140-mile-per-hour winds with roots clear off, allowing a few directly down and into the destruction. joe barber heard the warning from local news, woke his wife, and headed into the basement. >> seems like forever, but probably in 15 seconds. >> yeah. >> it was over with. >> experts say heating those warnings cost countless lives every year. it was at the bachelorette complaint about a local weatherman breaking into the in nearly two weeks of daily tornadoes, the damage goes from colorado to ohio. from oklahoma, every county remains under state of emergency, and it's not just the constant tornadoes. record floodwaters continue to rise in oklahoma and arkansas. >> so many people were already hit by the tornadoes and cleaned up until the flooding hit. really bad for a lot of people. >> it's going to get a lot worse already, shannon. thunderstorms in the forecast for that area in northern arkansas, so the misery, and oklahoma that's already been so hard hit by flooding. >> shannon: leland vittert, thank you very much. we'll check in as we get more information. abortion back in the legal and political spotlight with a major ruling from the supreme court. 2020 candidates promising to crack down on civil rights measures required by the kristin fisher has more on a very busy day. >> this is a case that could have tested the constitutional right of abortion in roe v. wade, but the supreme court decided to leave the questions for another day. as just justice clarence thomas wrote, the court cannot afford it forever. the supreme court struck a compromise on an indiana abortion law, it upheld the state laws requiring futile remains to be buried or cremated, but it refused to consider reinstating a law banning abortion based on a fetuses race, sex, disability. the vp commands the supreme court for upholding the indiana law and justice thomas' opinion that the course demo courts protecting those who face of the discriminations in context gives us hope that legal protections will sometimes be extended to unborn americans. the court's opinion was unsigned, but tensions between the liberal and conservative processes were on full display in the footnotes. justice thomas called justice ginsburg out by name, and slammed her "alternative suggestion that regulating the disposition of an aborted child body might impose an undue burden on the mother's right to abort that already aborted child." this argument is difficult to understand to say the least. justice ginsburg returned the favor arguing that justice thomas' footnote displays more heat than light. also corrected the terminology by saying that a woman who exercises her constitutionally protected right to terminate a pregnancy is not a mother. the debate raises on in the high court, the issue is a shot to the center of the presidential campaign, as several states continue to pass strict antiabortion laws. less than an hour ago, senator kamala harris announced a plan that would require state times abortion laws to obtain federal approval first. >> those laws will have to come before my deferment of justice for review and approval. until we determine they are constitutional, they will not take effect. >> in missouri, the last state abortion clinic may be forced to close. if it happens, missouri will become the first state without a functioning abortion clinic since roe v. wade in 1973. that's a long time. >> there are so many of these legal battles, federal, state, the court will have to weigh in at some point. thank you. justice clarence thomas writing today that abortion is an act "rife with the potential for eugenics manipulation." let's talk to fox news contributor richard fowler to discuss, welcome to you both. >> good evening to you, shannon. >> shannon: i want to read more of this back-and-forth in footnotes between justice ginsburg and justice thomas be given the potential for abortion to become a tool of eugenic manipulation, they need need to consider the constitutionality of laws. i've read this thing, pages and pages on the history of eugenics and how birth control and abortion were aimed at preventing people who were viewed as unfit or should have never been born, it's how he feels about this issue. it's going to end putting the decision of 2020 right in the middle of the provincial election. >> we'll have to wait and see and i think what we saw today is that there is some hesitation on this court to take up this roe vs. wade case. i want to see what happens. what i think we have to affirm and what we saw with ruth bader ginsburg, schmidt a woman's constitutional rights to our firm control over body to equal her life to citizenship which is very important. beyond just giving somebody a right to abortion, what roe vs. wade does is it codifies a woman's status as a man, i have full control of my body. as a woman, if you overturn roe v. wade, they have no control over it which makes them less of a citizen. >> shannon: reading what a little bit what she has to say in her footnote as well directly addressing justice thomas, she says "a woman who exercises her constitutionally protected right to terminate a pregnancy is not a mother." she was not happy about the use of that word. >> yes, and i think it goes to show the other blindness coming from abortion advocates here. the reality is that she is a mother and there is a human life there. yes, we have bodily rights just like men, but men cannot use their body to harm or inflict harm on somebody else's body and women do not have that right either. i do not have the right to harm a body inside my body that is unique in an individual of human life. i think this is clarence thomas' comments are really powerful and important to play attention to, because he saying that abortion, the history of abortion, the history of planned parenthood has to do with eugenics. the fact that the number one killer of blacks today is abortion, it is higher than the combined top 15 reasons that blacks died today in america according to the cdc and abortion beats out all of them. the black abortion rate is three to five times higher than it is among whites. this is the history of a long legacy of targeting blacks in the womb when they are the most vulnerable and that's what justice thomas is concerned about and to see the blindness from justice ginsburg, not even acknowledging this horrific reality and continuing to come up with this fake constitutional right which was an unjust decision by the justices in roe v. wade is really sad to see coming from a woman. >> here in lies the problem, i think there there is a vulnerability that they test for african-american children. this one ability, when you work with democrats to ensure these mothers have access to prenatal care, will you work with educators to make sure there's access to early childhod education plan to make this is the fight we talk about each and every day for the people who voted for the heartbeat villa in missouri voted against expanding medicaid for poor mothers. >> shannon: this raises an interesting question because after the bill passed in alabama just a couple of weeks ago, one of the toughest pro-life bills in the country, it was interesting that the next week there was a headline that said alabama set records for the number of foster parents who were adopting children. that's always going to be part of the conversation. if you are pro-life, are you willing to take the next step if they are not wanted or do not have support? >> i returned the question to richard. it sounds like, richard, you agree that abortion is discriminating against them at this proportionately targeting -- >> i think society discriminates against african-americans, not abortion. >> but abortion is illegal tool of discrimination -- >> i think axis is a tool of discrimination, access to public education is discrimination. >> let's address those, why are we allowing -- >> here's the problem. here are my problems. >> here's the thing that nobody's going to get. >> no, no, no. >> shannon: nobodies going to be able to hear it -- let me ask you to stop a second. do you think this question on abortion that they did not take up on, ban abortions on the basis of race, question, or disability, richard, do you have a problem with a prohibition on those three things? >> listen, i believe it's between a woman and her doctor to make those two things. >> shannon: even race and disability is okay for you. >> i believe it's between a woman and her doctor to -- that's their decision on how they treat it. let me make very clear, allow me to be very clear. what we've seen over and over and over again all across this country's in places like mississippi, places like alabama, places like georgia, while these lawmakers pass part b pills, they have high infant mortality rates. right? they do nothing to solve that. they aren't providing access to early childhood. >> shannon: let me stop you there -- >> obviously breakfast. >> i find it absolutely stunning to hear from people like senator kamala harris and others to hear that the solution is more abortion, more abortion all nine months, which is what every single democratic candidate wants. my understanding, richard, you are in support of abortion on demand education plan including tripling the funding for low income schools and improving school infrastructure. biden also talked about race and what he believes is a climate of exclusion. watch him. >> i think the worst thing that happened to the united states of america as of late is this division, feminizing and talking down other people demonizing and talking down to other people. i can go on and on and on. >> msnbc is reporting that some texas voters think joe biden is too middle-of-the-road to defeat president trump and some are concerned about joe biden's record. listen. >> right? that's all it is. joe has a terrible history in the black community. every body 's vehicle one thing biden is being slammed the floor is the l he voted for that resulted in mass incarceration especially of young african-american man. other 2020 presidential contenders have gone after fighting for the crime bill and so has president trump, quoting anyone associated with the 1994 crime bill will not have a chance of being elected. in particular, african-americans will not be able to vote for you. i come on the other hand, was refundable for criminal justice reform which has tremendous support and help fix the bad 1994 bill for this weekend, the president also appeared to have sided with north korean dictator kim jong un's assessment of joe biden. watch. >> kim jong un made in the saint dominic the president and the former vice president trading barbs over rays coming here is fox news politics editor chris stirewalt take. he says trump stokes racial resentment to stop biden's rise. so you know, one of the latest things that have cropped up is the president's critics reporting this decision by the treasury department not to go ahead with harriet tubman on the $20 bill next year. here is what one congressman says, congresswoman bonnie watson coleman, a democrat, says this. a basic pattern of bias and hated that this president and his lackeys are fond of, and it's disgusting and disrespectful. that's registry the president's critics aren't buying it. >> of course, they aren't buying it because the default is always the race card. they desperately wants donald trump to be a racist. unfortunately for them we see that he's done more for the african-american community in this country than our previous president who was the first african-american president actually did. it is about security. nobody is saying that it's not going to happen. no one is saying that harriet tubman will not be on the $20 bill. it's going to take a little bit longer because they want to make sure it's done the right way. apparently it's a four step process in one of those steps is to make sure that the bills are very secure. until that happens, why would we want harriet tubman on a $20 bill that could be re-created very easily by anybody? i think this is a little bit of overreaction, but not shocking from the democrats, shannon. >> shannon: you know the president has been pointing out that the former vice president has issues that some want to discuss with him about race, his comments on busing, affirmative action. he said his record proves it, but he's also got this discussion about the 1994 crime bill which many in the minority community felt was devastating to them and resulted in mass incarceration and not a fair piece of legislation. the president has been tweeting about that, but "the washington post" said the president trying to highlight these things. if trump believes biden would lose the support of black americans in a general election against himself, the president is displaying a deep misunderstanding about the black electorate and his relationship with them since he came to occupy the white house. the margin in 2016 was 89% for hillary clinton for 8% of my african-americans voting for the president. how does he plan to change their mind? >> i am predicting that this president gets more african-american votes in 2020 than he did in 2016. listen, joe biden doesn't need any help for people not to vote for him. if you want to talk about the 1994 crime bill, yes, it disproportionately incarcerated so many black americans. he does have that issue. but maybe the issue is that, again, under the obama administration, when he was the vice president, things didn't change for the black community in this country. now under president donald trump, we see the lowest unemployment for african-americans in the history of this country. we see wages going up, we see him supporting hbcus by increasing funding to them. we see them passing things like the first step asked, criminal justice reform that instead of incarcerating more black americans is going to get more people to stay out of jail and change lives within that community. as a whole, he's championing opportunities that are really helping these communities that have been ignored for so long. this president is actually delivering results when it comes to many things within the african-american community. firstly joe biden, he didn't do a whole lot under the obama administration. maybe that's not why he's going to vote for them. >> shannon: we'll see if these two matchup had to had ultimately been let's go to foreign policy, the president off a trip to japan talking about the great ties with the japanese immunity, and he talked about a lot of the good things they are doing together, the japanese and americans. our americans and elsewhere. a lot of attention that he's been complement array of kim jong un when it comes to his comments about the former vice president. here is the headline on "box," the president of the united states and did so while staying as a leader of a top american ally. that's appalling, he turned down language he used about the former vice president and doesn't know why anyone is so upset. >> listen, we have now seen that this president has done something that is unprecedented. he has had to call meetings with kim with jong un and north korea to possibly denuclearize the kon peninsula, something that a president has said is impossible. he's an expert negotiator. i'm sure this is part of his strategy in dealing with kim jong un. i guess the alternative would be to bash him and say horrible things about him and maybe we are back to square one with things. listen, the president is very smart when it comes to negotiating and i just assume that this is part of his bigger plan and we will all have to wait and see. it's almost inevitable that no matter what he says or does, he's going to get flack for it from >> will let the attorney general make that as we conclude that investigation. >> shannon: it's bill barr not president trump to see if jim comey's actions relating to the origins of the russian investigation were treasonous. comey responding in an op-ed saying there was no treason, no attempted coup. those are lies, and dumb lies at that but let's debate with welcome to you both. >> thank you shannon. >> good to be here. >> shannon: i want to read more from that comey piece. go ahead, investigate the investigators if you must. when those investing actions are over, they will find the work was done appropriately and focused on only discerning the truth a very serious allegations perry goes on to say no corruption, treason, or attempted coup. that's what a lot of americans want to hear. there's nothing to hide. go ahead and do the investigation. everybody sees everything. all on the same page. >> i think we should all look for more transparency right now. if they feel like they have to investigate the investigators, personally i think it's a waste of taxpayer money. i'd feel better if it was the ideo and not a partisan like barr, but go ahead and take the investigation and do it. if there was something that needs to be seen, let's see it. i would take the same attitude about the trump administration that keeps stonewalling congress on their investigations. let's all move towards transparency in the situations. >> shannon: there are a lot of people saying if you are going to declassify all the stuff, why not be more transparent? mueller in this piece of flat out called the president a liar and says this is a smoke screen for things he's done wrong. >> not the case. we have more than a few hundred page mueller report, more than a year of fbi investigations. few years of mueller investigation, more than 1.4 million documents turned over. there have been unbridled, unprecedented transparency on part of the president who didn't declare executive privilege. but what we do have here are a whole lot of fact suggesting that jim comey and the upper echelons of the fbi were engaged in a lot of wrongdoing. peter strzok saying, i've got to stop the president, have an insurance policy, the dossier whose political contents were concealed in a footnote and not aired out in the footnote for a fisa warrant. we've got a lot of things. i'm glad to hear isaac encouraging transparency, but i hope fellow democrats will as well. >> i hope you'll enjoy inviting the president to transparency. hey, he refused to meet with the investigators. barr has refused to turn over the full mueller report to congress. barr misled the people, what barr mueller couldn't clearly say that he could -- let's be transparent. let's talk about what's in the report we know of so far. >> shannon: let's also talk about this because michael what the author making serious claim from "the guardian." a new book says that special counsel robert mueller drew up an indictment against donald trump before deciding to shelve it. wolff says that it's based on documents given to me close to the special counsel. a rare on the record denial from peter carr, spokesperson for the special counsel, saying the documents you described did not exist. where do we go from here? >> michael wolf fellow journals saying that this guy -- another lie for michael wolf. where do we go with moving forward investigating the investigators? isaac can sit here and say the president hasn't been transparent when in fact 56% of the nation says let's move on investigating the president who has more than 500 witnesses who testify, 1.5 1.5 million pagesf documents, moving on from michael wolff, it's time to focus on andrew mccabe and bruce ohr and the actors of what i believe is the biggest political scandal in history. >> you are talking about trump's transparency? are you agreeing that donald trump will turn over all the materials that have been requested by the congressional investigation -- no, he hasn't. >> you been living under a rock -- >> you can try to yellow -- >> i don't yell at. >> we all know. it's on the news this evening that trump is stonewalling. >> shannon: give me a break, both of you here. i want to give you a chance to respond. this report tonight that the author of the steele dossier are reporting that the former british spy will not cooperate with a prosecution signed by william barr to review how the investigation of trump and a 2016 election campaign began. very quickly, isaac, about this from you and then from kayleigh >> i wish we could get the same thing from donald trump. i think everybody should be transparent about the process. >> shannon: including christopher steele?
