some carrots, hello and welcome to "fox news @ night," i'm shannon bream in washington, we are joined now by kristin fisher in hanoi. as with justine president trump meet up with president trump, kicking off the official part of this trip. >> that's right, shannon. this is the first official stop of president trump's trip to hanoi vietnam he's going to be meeting, as you can see right there, meeting with the president of vietnam, the two are going to be holding a bilateral meeting signing a commercial trade agreements. then they're going to be opening up a talks to their respective delegations and then president trump in about an hour is going to be moving to another vietnamese government building where he's going to be meeting with the vietnamese prime minister for a working lunch. and, you know, these images, the events later tonight and tomorrow with north korean leader kim jong un but these images in and of themselves are quite significant because here you have the leaders of two countries that just a few decades ago are at war with one another. now they are friends and vietnam has one of the fastest growing economies in the entire world. so that is the pitch that president trump is going to be making. when he meets with north korean north korean leader kim jong un. >> shannon: let me just break and really quickly or because we're getting some new images coming in. this is our president sitting down with the president of vietnam and also many of their counterparts there. if you referenced this meeting they're going to have. if you can see secretary of state mike pompeo, national security advisor, former u.n. security advisor fulton sitting there as well. chief of staff mick mulvaney and some others from the administration who are sitting there. beginning these conversations with the vietnamese officials, the host country. as you mentioned also, they're going to be talking about signing some commercial and trade agreements between the two nations but this is now the official welcome of the vietnamese president to our president there as they sit down and get ready to embark on our important second summit with north korean leader kim kim jo, who has also arrived there in vietnam too much fanfare and speculation, obviously a very reclusive figure so people don't often get a look at him. we are told that he's been riding around hanoi and a bulletproof limo getting a look at things and people have been trying to get a look at him as well. as this comes together we are told that the symbolism of meeting in vietnam is very important, as we mentioned, because the trump administration wants to signal to north korea you can have a prosperous future and an economic future, a bustling economy as president trump says is happening out in vietnam. may be able to listen and you're a little bit and hear a little bit of what he's got to say. >> would be the best it's been and unemployment and all of the numbers that you would look at are at historically positive numbers and so i just see what you've done and i'm very proud of what you've done and i'm very proud to have left here last year. we had a great meeting. we had a meeting with a lot of the representatives, some of them are right here that i recognize so well. and since that meeting would done a lot of trade and i know today whether it's boeing and a couple of others, we're going to be signing some very big prey deals where you are buying a lot of different products from the united states, which we greatly appreciate where we just -- reducing the deficit very substantially as in many countries but a very much appreciate the hospitality. it was really something special. we got off air force one last night and i drove off the boulevards and has all the buildings under construction and how vietnam is thriving and very importantly we have a very, very big dinner tonight, as you know, and meetings with north korea and chairman kim and we both felt very good about having this very important summit in vietnam because you really are an example as to what can happen with good thinking and on behalf of the united states i want to thank you very much for hosting and hopefully great things will happen later on with our meeting but a lot of good things are happening before and that's the signing of trade deals with the united states and we appreciate it very much, thank you mr. president. thank you. >> shannon: hearing president trump there on the ground in hanoi at the presidential palace in vietnam meeting with his counterparts, thinking the host country and the president there for great hospitality he says from the moment they touched down on air force one. he says they're going to be signing "very big trade deals. score. talks about the good relationship between the two countries emphasizing the point that we think will be one that will be well taken or well noted by north korea's leaders as a president points to vietnam as a possible future for them as well. want to bring back in kristin fisher, they're on the ground covering this. we also have with us general jack keane, who is going to be looking ahead with us at what we are seeing now. kristin, can you tell us anything more about these trade deals? the president mentioned bowing. it didn't really commit to that but he kind of floated that name but he said there are other things that show there's a good working relationship between vietnam and the u.s. when it comes to trade. >> yes. they are going to be signing this commercial trade agreement at this meeting right now. in president trump is really just been talking so much about how proud and happy he is with vietnam and all the economic growth that this country has seen over the last few years, really. they've become the fastest growing economy in the entire world and on top of trade, shannon, you look at just how much the vietnamese government has done, specifically to get ready for this summit. this thing was literally throw together in just a few weeks. initially everybody thought the summit was going to be down south in a more the southern part of vietnam and da nang, north korean leader kim jong un really insisted that it be inhere in hanoi so vietnamese officials had to scramble to get it altogether and from selecting the venues for these meetings. i should even point out that the big meeting, the big bilateral meeting tomorrow with north korean leader kim jong un and president trump, we still don't know for sure where that's going to take place. part of that has to do with security but also part of that has to do with logistics. so president trump really thanking the vietnamese government, shannon, for all of the hard work that they have done to make the summit happen. >> shannon: kristin, thank you very much. if you will stick with us will be checking back through our extended coverage going into 1:00 a.m. eastern here in the u.s. general keane, great to have you with us. it's interesting because we talk a lot about these economic notes and the president has made a lot of that. i want to read something from "the wall street journal" talking about trying to gauge what's really going on in the north korean economy as we go into the summit. the headline is the new look of north korea's economy, it's all capitalism there, they are quoting someone there on the ground. they sent north korea's economy appears to be holding up well. rice prices have remained stable and gasoline prices, which rose after sections were tightened have fallen significantly from highs in the fall of 2017. north korea's currency has held steady against the u.s. dollar, construction projects continue in the capital. but general, the article also notes that it's really tough to get accurate economic information out of north korea but they don't sound like they are desperate, at least at this moment. >> absolutely. if there's a couple things that are happening here. first of all, kim jong un departed from his father and grandfather and really he underscores the black market where a person who's working in korea is assigned a job by the state, but he pays the manager of that position some money under the table so he can go out and work his own enterprise and there's a lot of that going on, tens of thousands of people doing that kind of contributing to the growth of the economy. the other thing is that despite the fact that the united states still has the sanctions on, the truth is russia has never complied with the u.n. resolutions so they've been continuously transforming products to north korea and particularly out at sea transferring oil to north korea and china, since singapore has opened up the aperture on sanctions and they are also assisting the north koreans in a way that they were not prior to singapore. so these are all part of the development of that economy. including to take some of the pressure off of north korea. >> shannon: you're looking at some of the pictures there. just moments ago is president trump i arrived at the vietnamese president for palace and met with his counterpart there, the president of vietnam and having our conversations. you mentioned this other point that was in "the wall street journal" article about this evading sanctions issue. it's as continuing sanctions evasions, including a listen mid ocean ship to ship transfers of oil and state-sponsored hacking campaign are keeping needed foreign currency and oil flowin flowing. we have different interests in the region than china does, then russia does. how do we convince those partners to be faithful on the sanctions if it's really one of our only tools in getting north korea to the table and to make substantive permanent changes? >> i'm surprised that we don't put real pressure on russia and expose them. they have never complied with the u.n. resolution and we clearly have satellites and other things that are taking pictures of what's taking place. put it out there and let the u.n. security council, who voted for this resolution multiple times see that one of its members is not in compliance. the second thing with china, maybe the elephant in the room with china may indeed be that the trade talks that are taking place and the fact we are getting closer to a deal with president xi and that sort of complicates the situations to put pressure on them. but i am convinced that we need to keep the pressure on china as it pertains to north korea and all the other issues that we are dealing with with china. >> shannon: that seems to be a strategy at least at this moment within administration. general keane, thank you very much as we preview this over the next couple of hours, this important meeting. >> good talking to you shannon. >> shannon: back on the homefront, president long's time attorney, so-called fixer by his own definition is testifying on capitol hill this week. today michael cohen is about to go to prison for lying, spoke behind closed doors after the senate intelligence committee. our chief intelligence correspondent catherine herridge was tracking it all. she joins us tonight with what she's hearing. good evening, catherine. >> shanna, after the seven hour senate session concluded, michael cohen spoke briefly to reporters that he seemed to telegraph what he hoped to achieve during wednesday's public hearing. >> i really appreciate the opportunity that was given to me to clear the record until the truth i do look forward to tomorrow to being able to come in my voice, to tell the american social reader to see if they could prevent congress from getting at the truth. shannon. >> shannon: chad pergram on the hill. thank you. if the democratic party trying to give the 2020 election to she is open to drug and criminal penalties for things like and it seems to be a significant shift from what the former prosecutor has set in the past. we will delve into that. tonight's power panel, fox news contributor's doug schoen and guy benson in the federalist publisher that dominates. welcome to all of you gentlemen. >> good to be with you. >> hey. >> shannon: "the daily beast" quotes workers who say that kamala harris is not going to be the person in 2020, she wasn't an ally as a prosecutor in california or in the senate. then. >> one of the things we have to understand about her is that her new unique positioning within the democratic 2020 hopefuls that puts her in a situation where she has to run away from a lot of the law and order past that she had in california, which is frankly out of step with the base of the democratic party. at the problem that she has, frankly, is that the proposal is like the one that advancing in this context, really don't make any sense when you compare them to the body of work that she has in the past. they also are things that frankly that community favors because it would just shift the penalties around in terms of who you are penalizing in any situation. if that's not something they are in favor of either. >> shannon: is still going to be criminal for somebody in the equation. the "washington examiner" has this opinion piece, the quotes on her stomach senator harris back in 2008 on his ballot measure that would have ceased it enforcement of anti-laws. she said that doing that would empower human traffickers allowing them to exploit their victims without repercussion. guy, that's where she was ten years ago -- 11. >> so ben is right that part of the dance that she's doing is trying to appeal to the new democratic we have against certain forms of are not helpful and should be reconsidered. so i'm willing to at least have the conversation she wants to have. whether she can have a credibly given what she said in the past is a separate question. >> shannon: so doug, the whole conversation about is socialism -- medicare for all, she started about legalizing pot. all kinds of things that have changed, abolishing eyes. all kinds of things the left is doing. so in a piece today in a "washington post," another opinion piece about whether or not the democrats are just trying to send don mccandless will think a trip next year richard cohen writes i don't know quite what handbasket is but the democratic party is in one headed towards electoral hell with the talk of socialism and reparations. the candidate who can and occupy the media question as idle hours and i want and remind america that the party is not -- >> i think that's overstated, but the general premise, sadly, shannon, is correct. and what i mean by that is the voters in the midwest that the democrats, my party, and i am a primary voter, will need, our centrist to moderately conservative. they elected donald trump. some vote in primaries. a lot just voted in general elections. but they are not for decriminalizing it. they understand that there always is a victim and somebody is exploding someone else. socialism does not reflect the core values of the vast majorities of democratic voters and i worry that the party that i belong to and have worked for, worked for president bill clinton, that party is moving so far to their left, very sadly what richard cohen is arguing could well be the case. with 15 or so candidates, the person who will most benefit from a divisive primary, moves the party and its candidates to the left, is donald eric trump >> shannon: even though doug is segmenting the democratic party would never embrace the idea of socialism, a lot of the current superstars like congresswoman ocasio-cortez and sanders was lighting a fire with donations and volunteers, they are embracing it. >> the reality is the democratic party can be donald trump i winning back the voters that they lost in 2016. they can win back the states in the midwest with a lot of centrist democrats who were -- went along with the trump message and now can be brought back. but they are not trying to win back those voters back. instead they are currently trying to appeal to the base of the democratic party with an agenda that is not just economically socialist when it comes to the domestic agenda, but has crazy ideas lick trump's meeting with north korean leader kim jong un. vietnam of course the host country. at the president has talked about their great hospitality as he has touched down there and kristin fisher told us a little bit earlier about how this wasn't the original location, at least not within vietnam, that had maybe had initial discussions so they quickly put this together, the president says they've done it wonderfully, he's highlighting the vietnamese economy there pointing to it as a possible future for north korea. speaking of the economy, right now we are looking at life is a signing ceremony for some commercial trade agreements between the u.s. and vietnam. the president talked about this and called them "very big trade deal. he said they've had a good relationship but he wants this to be an example worldwide of what can work with the u.s. sitting down with other countries, find a common interest in things that will benefit the u.s. so they are going to engage in the signing agreement. then the president is also going to have other meetings with other vietnamese leaders, with the prime minister, i believe they will have a working lunch. and it is all ahead of the of course meeting, the second summit with the president and kim jong un on as they talk about trying to work towards denuclearizing the korean peninsula. there's a lot of work ahead. the administration and the president supporters will say he's already accomplished quite a bit, that there has been a real low in any real testing there. others will say that satellite imagery and intel shows that north korea still moving ahead with the nuclear program. so what can we expect out of this second meeting? we can expect probably it will be incremental at most. so let's bring in for advice, former foreign policy advisor. you spoke with the president just days ago about what he was expecting, how he was feeling, his confidence level moving into this second summit with north korea. >> that's right. at the president was very confident, he believes that this pause in missile testing in the nuclear testing and his relationship with kim has created an incredible opportunity to actually denuclearize north korea. and you know, denuclearization, that's the word that no one would have thought that word would ever be used when mr. trump came into office. so there's an opportunity here. there still a lot of work to do but the president is very optimistic. >> shannon: he talked a lot about the fact that the testing has stopped, that remains of view as soldiers have been repatriated. of all kinds of things demonstration is pointing to as success but we know north korea is playing the long game here. they've got a vested interest in feeling like they have the power protection of nuclear weaponry, how does the president incrementally move things forward in the second summit to show some progress to show that there actually taking concrete gains toward those really ambitious long-term goals? >> i think we have to look at what's been accomplished here in terms of the pause and think about what's happening next. we have to have a start of inspections of nuclear test sites and of a missile site. we have to have a commitment from north korea to turn over a complete accounting of its nuclear missiles and wmd programs. we know that this accounting is going to be incomplete the first time it's presented. but the of administration is prepared to work with the north koreans to build confidence and to get that accounting right. >> shannon: we talked a little bit and it's a constant theme here about the power of sanctions in this situation and the fact that russia and china not always helpful to the broader goal. to the u.n. goals, the u.s. goal of actually inflicting economic pain to bring north korea to real change. but chinese aggression with respect to vietnam and margaret broadly in the region has been an issue as well. >> does a lot of interesting things going on right now. i think china and south korea are drifting away from their compliance with u.n. sanctions and we have to work on that. but at the same time i forgot to tell you that having this summit in vietnam was really a brilliant stroke. it's showing to the north koreans that here's a former enemy who is now a friend of the united states with a thriving economy. this could be you. >> shannon: and we remember in the first summit in singapore was that really unusual video, at least it seemed like it at first when we first got a look at it, sort of a futuristic, fantastical look for north korea. this could be you was kind of the theme of what their infrastructure could look like, what the country could be, what the economy could be if they moved forward. it was an interesting way to kind of make the point and sell the point to the north koreans. is this just more than imagery? >> i was at the national security council when that video was made. the president throughout the normal diplomatic report he agreed to meet with kim jong un. no foreign policy expert thought that was a good idea. this video was made of a bright future with north korea. if it resolves its differences with this country. i think these things made a difference. i think we were communicating to the leader kim that we are not a threat, that we want to try to find a peaceful way of resolving our differences and if that happens life in north korea would be much better. and i think the president has connected with kim. the president -- we will see. >> shannon: flashing on writers there boding that there is a firm order to buy and a signing ceremony, 100 new boeing 737 max planes worth $12.7 billion at list price. with that news i want to bring and also burst cleaner, former d d -- wendy chen, over fellow board joining red lights as well. as we look at that deal and knowing that there's this economic wooing for north korea, how do you think these objects work for them and it clearly is a message here about what benefits they could get if they played by western goals at least when it comes to the nuclear program. >> is absolutely a messenger. if there's historical context and regional context as well. i think i was with the president is trying to send a very clear message or to your point that if north korea chooses a certain pathway, which they can make the choice to begin as part of this process, they too can be an imposition of economic success, potential economic strength and growth and it's all part of the message that the president is trying to send to chairman kim. >> shannon: as we look ahead to what's going to happen because the president has got more meetings here, more official event with vietnamese officials before he moves ahead to the big meeting with chairman kim jong un on, we're looking at this and there's an interesting article on the wall street journal, kim jong un comes in is a more confident, more seasoned leader this time around. he's had more time on the world stage, he is met with this president before, much has been made of the relationship that they have. how do you think he enters the second round of talks? >> he's been in power for six years. longer than a u.s. president 'his first term. he said numerous moments not only with president trump, but also with the chinese leader, for meetings and three meetings with the south korean leader. so he want from diplomatic self isolation to not having this coming out party and really being a very energetic summit attender. >> shannon: was touched on china and giving her expertise in that region enter time and north korea's leader kim jong on. so with that as her back trouble want to bring back in our panel. and talk to them, fred, bruce and chen about where we go from here. fred, i want to bring you back in here and read a little something from "the wall street journal" on this idea of kim jong un coming in as a more seasoned negotiator. they say kim jong un is showing confidence that he believes he can control events. at the perception that he is in a position of strength doesn't bode well for dialogue and they are cia analyst on that. do you think? >> i don't buy that and i've got to tell you that president trump has some excellent advisors and ambassador bultman secretary pompeo. the issue i see here is that there are elements in the state department were too eager to make a deal. they want to offer too much, too fast in exchange for too little from north korea. in the president and his advisors know that the u.s. has made this mistake time and time again in dealing with the north koreans and i believe the president is determined not to do that. north korea has to perform, has to deliver before they will get sanctions relief. >> shannon: looking alive at pictures of president trump there in hanoi going into what we believe is the government hall. it is going to be meeting with vietnam's prime minister there, spending some time together. you can see there are children awaiting american and vietnamese flags welcoming their part of the president taking one of the flags they now and joining in the celebration. he has talked about just how hospitable vietnam has been. he says from the moment that we touch down here on air force one so he is waiting vietnam's flag. and i believe that's prime minister there with him taking the u.s. flag. they have talked a lot about their working relationship together, how it is benefiting both countries. and there has a lot been made of the selection of this location as a place for this meeting with north korea to happen. again as kristin fisher noted off the top of the show, decades ago, not that long ago, we were at war with vietnam. it was not a good relationship the president, the said administration hoping to telegraph and signal to north korea, look what can happen if you engage in a good relationship with us, we can both have economic benefits. it can be beneficial to both countries and it's a story that i was with this administration is hoping will play out with north korea as well. and as we continue to watch him there, the president moving on through a number of events toda today. live in vietnam. i want to bring bruce cornerback and, former cia deputy division chief for korea. with us tonight. fred mentioned there that there have been some mistakes by the said administration, they are trying to head off some of those. and i know you think they made some specific mistakes when it came to the singapore summit, the first meeting. >> right. i think there were a number of mistakes. one is that the u.s. once again accepted a very vague, poorly crafted agreement, which really accepted the north korean paradigm that denuclearization is but one of many equal issues whereas in the past the u.s. had always emphasized denuclearization was the issue at that benefits would be provided but the focus had to be a denuclearization. also canceling unilaterally the military exercises to the surprise of the defense department and our allies. that's been a gift that's kept on giving for north korea. we canceled nine military exercises. we put constraints on additional exercises at a time when north korea did not have to do any constraints on their own. they are doing their annual winter training cycle right now is the commander of u.s. forces in korea set a million people involved in that operation. >> shannon: "the new york times" and the headline seeking north korea deal, trump seems willing to ease u.s. demands. signals its own concerns thing mr. trump and mr. kim are widely expected to sign some form of peace declaration in hanoi. they going to say some analysts fear that withdrawing some troops could be a natural next step and we know that there are concerns by the south koreans and others in that area. >> that would be deeply concerning that it would also say the koreans, the north koreans are masters of obfuscation. they are masters of saying we're going to do something and not following through. we've seen this time and again in our negotiations with the north koreans. in prior demonstrations so i think a lot of caution is warranted here. it's great to be optimistic about the potential for north korea to be on a pathway like vietnam, but ultimately the north koreans have burned us way too many times for us to enter into this without any other posture except for eyes wide open. >> shannon: the president wrapping up his latest live event there in vietnam. we are going to take another break here, but again, we are staying alive until 1:00 a.m. and normalizing relations, there should be great benefits. >> shannon: bruce, there was an interesting article in "the wall street journal" that we talked about earlier with general keane that says the economy there doesn't seem to be is doing as badly as some people would have hoped or expected at least for the purposes of getting them to truly negotiate. >> the thing with opening up to the outside world, they see about is opening themselves to the contagion of outside influence, so they are very reluctant to have economic engagement except if it's on their terms. they will have
