An extremely powerful category 4. Lieutenant governor dan patrick from texas is here in minutes with the latest on a catastrophic storm surge that laura is expected to bring. Plus, the latest from kenosha, wisconsin, tragedy striking there, two people dead, a 17yearold arrested on a murder warrant, and now, we are learning jacob blake, the black man shot in the back by police admitted he had a knife which was found by the driver side floorboard, right where he was shot. That is according to the wisconsin justice department. Protests continue there tonight, we will take you there live. And we have exclusive coverage of the Republican National convention, analysis from mark giese, and more. Lets kick it off. Hello, id welcome to fox news night. Im Shannon Bream in washington. We begin with correspondent Leland Vittert, live in lake charles, louisiana. Good evening, leland. Shannon, good evening, a very windy lake charles, and we are still three or more hours from the eye wall passing over where i am, standing right now, 60 miles an hour so far is the highest, 140 or 150 Miles Per Hour is what this hurricane is packing, as it is going to laura sure about 30 miles from where i am standing right now. The winds are the impressive numbers, but when we are hearing officials talk about on survivable and catastrophic, they are speaking mostly about the storm surge, and what that is is the water in these values rising in the next 12 hours, sot will be 20 feet of storm surge, even in land, so what does that mean . It means water up to about here, where i am standing right now. That will put entire neighborhoods underwater. There have been about 500,000 plus people who have been evacuated, but officials ive talked to say that is not nearly enough, and as laura has strengthened over the past 36 hours, a lot of people just didnt have the time to get out, or some people didnt realize how strong it was, so they decided to write this hurricane out. There are now a number of helicopter crews and swift water rescue teams that are all on standby. I talked to the coast guard, who said they would love to be able to go out at first light after this hurricane is passed, into so many of these neighborhoods, it will be flooded, perhaps entire towns underwater, that will have people inside homes were up on the roads, but theyre not going to be able toe so strong it will prevent them from leaving until 8 00, 9 00 my 10 00 tomorrow morning, that means people stuck in their homes, even the closest of neighborhoods, in the easiest to get to, it will be midafternoon before rescue teams reach them, shannon, and in terms of people who decided to ride out the storm, farther down on the bayou, we are talking days until rescue teams can make their way down, down there. To put it in perspective, just this town alone and the county e talking about an area significay larger than the state of rhode island that will be underwater and need to be searched after laura passes through, shannon. Kenosha, wisconsin, with curfew again tonight, the sheriffs vowing that authorities will be very assertive in enforcing the curfew. Folks are out on the street. G correspondent Jonathan Hunt is on the ground live in kenosha, so how are things looking tonight, jonathan . Well, shannon, it has been much quieter tonight than it was so tragically violent last nig night. Protesters outcome a couple of hundred at the height in front of the county courthouse, which has been the source of the protestants on days shooting of jacob blake. A couple hundred marched about a mile from here, said they were going to a neighborhood, where in the words of one protester, the cops and sheriffs live, but we heard an apparent organized on a bullhorn say we made our point, lets go back to the courthouse, and then dispersed peacefully. It appears they have done that. We are, though, learning more tonight finally from the Wisconsin Department of justice about their investigation into the shooting of 29yearold jacob blake. Of course, we have all seen the video in which he appears to scuffle with several Police Officers and then goes around to the side of his vehicle, leans inside, and is shot by one of those officers. Well, apparently, according to the dust affirmative justice in wisconsin, the police were called on a 911 call from a woman complaining her boyfriend would not leave her home, and he was not suppos. The police van arrived and obviously, that confrontation with jacob blake happened, and then he was shot by one of the officers. For the first time tonight, the department of justice has named that officer, saying in a statement, officer Rustin Chesky fired his Service Weapon seven times, and officer scheck ski fire the weapon into mr. Blakes back, no other officer fired their weapon, and the statement goes on, during the investigation following the initial incident, mr. Blake admitted he had a knife in his possession, dci agent recovered a knife from the driver side floorboard of mr. Blakes vehicle, and a search of the vehicle located no additional weapons. Now, that statement coming after the tragic events of last night in which two protesters were shot dead, apparently, according to the sheriff here by a 17yearold, who has been identified in Court Documents as kyle rittenhouse, and according to the sheriff, he was one of a group of armed vigilantes who were out saying they were trying to protect businesses, prevent those businesses from being served as they have on previous nights. In that video we saw, that 17yearold man running with a rifle after initial gunshots in which he come according to the sheriff come apparently shot one of those protesters in the head, killing that protester, he runs, trips and falls, followed by some of the crowd, who appeared to scuffle with him, and he fires a couple more shots, hitting at least two more people. According to the share, as i say, he was part of a group of vigilantes. We saw video of some of those heavily armed men standing around some businesses, including on a gas station for court, and on the roof of some businesses earlier in the evening. We have not seen any evidence of those kind of armed vigilantes out again tonight, shannon, and i can also tell you the National Guard is here in force, but they have kept their distance from the county courthouse, very much standing off, and as i say, tonight, thankfully, has been entirely peaceful so far. We are learning to knife at blake, as john reported, was armed with a knife come according to police, they say it was recovered in the car. We are also learning that head of the deadly protest violence last night, the local sheriff admitted there had been a mixup on deciding how to call in the National Guard. Monday, we thought we put it out to the National Guard, and we found we had our wires crossed. We didnt actually request the National Guard on monday night. Or was it sunday night . The first night, because we had our wires crossed. Shannon plus, as jonathan reports, the National Guard is there now. To discuss, texas Lieutenant Governor dan patrick and julio roast up. Thank for being with us. Yes. Shannon Lieutenant Governor, i want to start with you first and talk about how the state is preparing as hurricane laura is moving in. This is not something new to you guys, it is a threat you face every time this time of year. How are folks doing as the storm moved in . Well, we have a lot of experience with this. However, we have never seen a storm this big, 150 miles an hour wind, 15foot surge, near the texaslouisiana border. Shannon, it will just knock down buildings, just knock down buildings, and flood the entire area. And this storm will go another 200 miles up towards texas, and still be a category 1 sometime tomorrow. We are concerned, as Leland Vittert can reported, we are very concerned that not enoh people heated our warding to ge. Will be power lines down everywhere, as we have reported in past storms come even though we are staged and ready to go, thousand National Guard on hand, we evacuated prisons and nursing homes, got as many people out as we can come about when the power lines go down across the road coming have to get those out before we can come in. We will be there at the first available light to get in and examine the damage. We will have air rescues, boat rescues. One thing about texas, when things happen like this, shannon, there are no politics. No one cares was on the roof of the home, no one cares was in the boat, and vice versa. All texans will put together to save each other, but this could be, im afraid, a barely deadly story, people do not leave. Shannon time and time again in that region, where people do step up and let me ask you, too, louisiana and texas, you have chemical plants, energy plants, in that region, how do those industries brace for this . Because it looks like those are less densely populated areas, but Important Energy sectors that are focused there. Well, some of the nations key refineries for commercial vehicles, military, are in this area, and it depends on exactly where this lands, ten or 15 miles one way or another, to take out a potential plant. They have shut down most plans to protect the workers, but im worried about those plants, and that could impact gasoline prices around the country. Beaumont is also one of our biggest opportunities for the military and forts as we follow soldiers through there. We are not in a big conflict right now around the world, but that is a big Military Area for us, so the infrastructure they are, as you very smartly point out, shannon, is key to this country, so we will have to get back and rebuild that up as quickly as we can, get those up and running very quickly. Shannon i want to talk to you both, too, about cities that will have to rebuild and are going through a lot in these recent days and weeks, protests, some of them turning violent. Julio, you have been at the scene of many of these, and i want to play a clip of something from a protester, i think this is from you from yesterday, we will play that and then talk about what is going on. Death to America Shannon okay, julio, so death to america, burning american flags, the very country that gives them the right to say these things and have these protest. They have First Amendment rights, but that crosses a line when we talk about destruction of property and lives. Tell us about what you have seen in kenosha, tonight seems to be doing well, but violence bringing up, or at least looting, there were reports that widespread in minneapolis tonight. Right, exactly, and really, yesterday, we saw that she didnt take long for a large crowd outside the county courthouse to start taking action, and that video you showed, the woman who screamed death to america, she started kicking the fence and that is what kicks things off for that night. Thankfully, things have been mostly calm, i just came in from outside, from one of the marches that has been going through the town, it has been largely peaceful, and obviously, theres a lot of factors to consider, in addition to the National Guardsmen and federal officers who have been in the area. We also just have the aftermath of the multiple shootings, that i witnessed and was in the area when that happened, so a little bit less people out today, but still marching, and i cant say they did take a moment of silence for one of the victims, right before i came in tonight. Shannon okay. I want to play something from former mayor himself, one time president ial contender, pete buttigieg. Heres what he set on special report with bret baier tonight. We also have to address the underlying issues here, and the simple reality is we are seeing more and more chaos and violence under the trump presidency, and there is no reason to expect that it would get any different or any better if he were reelected. Shannon okay, its almost inevitable, Lieutenant Governor, that this would be political. It is an election year. Both sides claiming the other side is responsible. What do you say . Well, look, this started with the murder of george floyd, and im sure when that goes to trial, there will be other evidence brought forth, but that murder on National Television rocked all of us. And for a moment, we were united together. But then, antifa, black lives matter, a marxist organization, came together, and i have been burning down our cities since, and it has nothing to do with that any longer. And anytime something happens, and again, we dont know the final evidence on what happened here, but when this happens, if every time, shannon, the Police Take Action and again, you know, we dont approve of anythg taking the life of any person tt should not be taken, but we cant have the mob just turn out in the street every time something happens that they dont like. That is not how democracy works. If any of these Police Officers are guilty of what theyve done, then they should be punished to the fullest extent of the law, but right now, we have mob rule, and the democrats are the governors in these states, they are the mayors in these cities, and they are the ones who created this chaos. They are creating this divisiveness in our country. And im not trying to be partisan, im just telling you the truth, they havent taken action. In texas, we took quick action, shannon, and we didnt have these kind of problems because we showed up in strong force, as did many other states, and once you let it go, you lose control. Well, they are a little late to the game here, shannon. There is just way too much damage and destruction and loss of life that has taken place, and democrats have been silent for months. This has been going on for months in different places, but joe biden, i guess he got the memo that his balls are slipping an end this is part of the reason why his polls are shopping, and for these cities to be on fire will, with the looting and the violence and the rioting, it is just unconscionable. Americans want law and order, they want to feel safe and secure in their homes, in their neighborhoods, and democrats have totally dropped the ball on this. Kevin . Yeah, shannon, its interesting to me on the third night of this Republican Convention, the only message of unity was what you just showed, a message of unity from the former Vice President. Joe biden and senator Kamala Harris spoke to the parents of jacob today, and released a powerful statement calling for justice and an investigation into the shooting, the seven bullet shooting of jacob in the back, in kenosha, wisconsin. As well as condemning the violence we are seeing in the streets. I think also, too, he made reference to jacobs mother, gave a heart felt and compelling statement, that they will investigate her sons shooting, but also calling for peace on the streets, this is not something jacob would want. I dont think joe biden is late, to deneens point, the party on this, i think he released a statement that was truly uniting on this third day of the Republican Convention. Shannon you mentioned julia jackson, jacob blakes mother, and she has been incredibly persuasive and heartfelt. You can only imagine what a mother is going through here, but saying he wouldnt want this, she doesnt want this, saying she has been praying for the healing of the country before this ever happened. She has been a very clear voice on this, and im sure its been very painful for her family, but saying this doesnt help his cause or represent the cause, and its not going to move things forward. Mark, i want to ask you, because you served overseas, youve seen some really tough places, what does it do to you to see this on the streets of america . You know, it breaks my heart. I think it breaks the heart of every veteran out there who has fought for this country, for peace, and for law and order, for all of our lawenforcement brothers and sisters that are serving, as well, on the front lines in this in this chaos that we are having. I mean, you know, kevin talks about being a unifying speech by joe biden. You know, kevin, youre talking the same rhetoric that joe biden is. There is nothing inclusive about what he said. And its only for the purpose of what the fors has been. You know, the mother speaking out, she is such a brave leader, and that is honorable, what she is wishing for, because i think that is what we are all wishing for, but the thing being left out as everybody has jumped to this conclusion that he is innocent of any crime. I mean, they were there on a warrant, for Sexual Assault on a child. He had previous altercations and previous fights with Law Enforcement. It has already been reported that he had a knife he was holding onto and he was reaching into the car. Now you, kevin, put yourself in that position as a Police Officer, how would you react, when you have mark, you dont not come number one, you dont know he was reaching for the knife, so lets not assign motive in this case. Shannon for several days, forecasters have been predicting hurricane laura would strengthen over the gulf of mexico and pack a wall up to the texas and louisiana gulf coast. With rapid intensification over the last few hours, it is now looking potentially like a historically dangerous storm. Chief meteorologist, what can you give us in the latest updates, rick . So, shannon, yesterday it was still just a tropical storm. We are after midnight, so monday morning, or tuesday morning, it was still a tropicals come in here we are at a cat 4 come almost cat 5 hurricane making landfall, and in the last few hours, the pressure continues to drop, so 938 millibars, most people dont care about that number, but if that number is going down, that means in general the storm is strengthening, and that is what has continued to happen over the last couple of hours. Winds of 150 Miles Per Hour, satellite image here, it is making landfall at least the outer and i wall is making landfall right around cameron parish, cameron louisiana, the southwestern corner, not a populated area, which is probably one really good thing about what we are watching here, about 400 people in cameron right there, but where this comes on shore, just to the right of it, we will talk about a historical storm surge, likely around 15 to 20 feet of storm surge go out from that, a little lower, but at the highest point, 15 to 20 feet, also going to extend in land, right now, thinking probably about 40 miles, so i tell you, there is cameron come anywhere just to the east of it, a few other little towns come all of them a few hundred people, go a little farther to the north, the biggest population area is lake charles, and we are probably going to be seeing historic storm surge and they of over 15 feet as the storm will push all that water all of the river very far inland, and so once we get it to the population areas, that is where we are talking about significant storm surge. Heres what happens with the storm over the next couple of days peered by tomorrow morning, because it is coming on storm sg storm guys, times are tough. Hurricane laura bearing down on the we see hannah and texas is major hurricane, nearly a category 5. Lets go to Leland Vittert and he is on the ground that the latest from there. Hey, shannon, good evening. Its been 30 minutes since we talked and it is become more unpleasant, about 3040 miles right now from where this wall is making landfall down here near holly beach and cameron, louisiana. Its a world area, about 30 miles of bayou and a marsh. This hurricane will come over it. Perhaps only the very, very minor blessing it that Hurrican Laura has is this area is not heavily populated. Expect top speed at about 120 130 miles an hour. Right now we are getting 6070 miles an hour and that is enough to get that stand last effect in your skin here. The wind is what everyone talks about. We are officially using words like on survivable and catastrophic. That is because of the storm surge that we are seeing continue to come up. The water may be hard to see because of the driving rain but the water on the beach was way out there and it is now lapping up here all the way across the beach and it will be very long before the wind and the force o laura bush that water up. They are expecting the crest of the storm sure cheer. The water will be about here, and we are at one of the highes points so you can imagine what that is going to mean for the neighborhoods all throughout this area. We talked to a number of people here at the hotel we are at who are working at the refineries that are back behind me that ar now obscure and they believe that their houses are going to be toast, completely flooded an then flipped up from the foundation by the storm surge. The power of the storm is so much more than the power of flooding. Thats what has officials worry. We got about half a Million People out along the gulf coast back here through lake charles. As hurricane laura was able to gain so much strength so quickly , they think theres not enough people that he did the warning. People didnt have enough time to be able to get out and gas was a real problem. There are shortages round here. A number of people said they were going to ride the storm out. Tucked coast guard officials an sheriffs deputies round town they say those of the people that theyre going to be headin out at first late tomorrow to try to rescue. What will complicate the rescue operation is just how strong this storm is in terms of wind. About 4550 Miles Per Hour per hour in terms of wind speed is needed for the coast guard to b able to go out. They will not go out and try to find people. Theres going to be a lot of people, shannon, who are writin this storm out who will wake up tomorrow morning and flooded homes. And certainly hours if not days way from communications here an their only going to get worse. Tires take the beating of these wins. We stuck up in the third two hours worth of wind speed and then the top storm surge will b around daybreak. It is so disheartening to hear from the folks that youve been talking about. Who knows if their homes will b destroyed in the process of the try to write the storm out. We want to go to our expert meteorologist. He is tracking every step of laura and joins us now with thi update. Rick. Shannon, its such a complicated thing with covid. It makes everything so much mor complicated. And that a storm like this wher Leland Cleveland is in lake charles, the forecast and the National Weather service is ove 15 feet of the storm surge. The record it back to 1913 worl it was over 14 feet. And hurricane rita, 15 years ag it wiped out a lot of that louisiana coastline lake charle had only nine storms. Were talking but a much bigger storm surge and a stronger stor in this case as well. 150mile an hour sustained wind but if that wouldve gotten to 157, that is a category 5, it doesnt make a difference at that point. Youre talking about an incredibly strong storms and thankfully it will run out of water here so it will be up to strengthen anymore. I want to point out a couple things. Tomorrow morning a full categor north year. Its probably going to be a category one force wind all the way toward shreveport around interstate 20. I ten will be inundated with water and her case force winds and then we get into toward tomorrow and we got a very strong path strong storm in arkansas. So because the storm is coming on so strong, its going to tak longer for the strong winds to wind down and we will have the Hurricane Force winds extended much farther inland than you would see. We just had a couple weeks go across the mid atlantic but these with power outage that lasted for over a week in a lot of cases we will be talked abou that same story down here. Tornado concerns, we seen tornado warnings pop up all day. We got those warnings again jus to the north and east where the center of this is coming on short and it is coming onshore right now right around cameron, louisiana. I think that will be where the center of the storm crosses, a small town about 400 people. Not big population zone, which is maybe good news. Once you get toward lake charles , about 75,000 people right there who are going to really feel the impact of this. Take a look at this incredible rainfall in toward arkansas whe you get toward Northern Arkansas , we got a problem there in the hills in the water, tropical moisture there can cause some significant flooding all the weight across arkansas. We have a long ways to go with this, probably about to make days. It will be friday afternoon before this winds down. But a much weaker storm. We also the video in which hes couples with Police Officers an then goes around to the side of his vehicle, leans in and is grabbed by one of the officers, who she team.
