bear fruit in record time. more updates are ahead in america's fight against covid-19. let's go to the breaking news from chicago. >> reporter: this is the most amount of shooting victims in one incident in recent memory in chicago. at 6:30 p.m. tonight four individuals in a black vehicle opened fire in the south side of chicago outside a funeral home, 14 people were shot. some of those and opening opening fire on that vehicle. we do not know the specific conditions of the victims, only the most are in serious to critical condition. they have been sent to five area hospitals, 60 gunshot casings have been found on the scene, suspects trashed that vehicle and fled the scene. police have one person of interest in custody. the motive is unknown but we know one officer was assigned to protect that funeral as a precaution. the funeral was for a man that was shot and killed a mile and a half away from that funeral home. the shooting happened amid a major spiking gun violence in chicago where you today shootings are up 47% and murders are up 51%. before this shooting donald trump reportedly signed off on sending 150 homeland security investigative agents to chicago to reinforce local law enforcement there. witnesses to tonight's shooting say they welcome that federal help. >> we wish it would stop and glad federal troops are here in chicago because the violence is the worst since the pandora, the pandemic. we need more cops and federal troops because it is like we're in iraq or something. >> two weeks ago donald trump of the department of justice launched operation legend, and effort to send federal law enforcement reinforcements to cities experiencing a recent surge in gun violence. it started in kansas city, missouri which is experiencing record homicide rate. today chicago mayor lori lightfoot accepted the same for help to bolster the dea and atf there but she said if agents would be managed in part by the us attorney for the northern district of illinois, mayor lightfoot making it very clear she's wary of federal agents being deployed as they've been in portland, oregon where the feds are accused of using excessive force and violating civil rights and confrontations with groups of protesters who have been attempting to destroy the federal courthouse. in a tweet tonight sent by the mayor just minutes before that shooting in chicago mayor lightfoot wrote this, quote, under no circumstances will i allowed donald trump's troops to come to chicago and terrorize our residents. it is important to note the federal agents in portland according to the dhs, department of homeland security are there because they sent them there. dhss those agents are there to protect federal property from writers, they are not sent under operation legend to help with traditional crime. that is a whole separate operation but we are seeing both sides of the political aisle conflating both issues for political points and that is a separate situation. dhs saying what is happening in portland is not operation legend which is federal agency enforcement to help law enforcement fight traditional crime. >> there are different silos for different agencies, thank you for the live update. as we continue to monitor the situation outside the chicago funeral home, superintendent david brown says his officers were ambushed during violent clashes between protesters and police last week. on msnbc monday night mayor lori lightfoot pointed the finger of blame at the leadership of the police union. >> the thing the trump administration wants to do appears to have support of the police department or the police union in your city. we've seen in incidents like -- >> not our police department. we have an unhinged leader of the fraternal order of police who is craven and trying to get attention. >> with discuss the bigger picture of chicago violence that is playing out tonight, good to have you back, martin. i don't know if you had a chance to see one of the gentleman who was a witness to what is playing out in chicago. he says he feels he is in iraq, we need more police on the street and more federal troops, the mayor says no way is she going to allow them to come in and terrorize local chicago residents. where's your take on where things stand in chicago? >> i am not speaking on behalf of the police department but the rhetoric is very intense from the mayor but hopefully there was a thought today when she said federal support can come in and help the police department. it is absolutely crucial the mayor and the president's administration sit down and at least talk about programs. i'm a strong advocate the department of justice and us attorney should step in because the central problem is not only do we not have a prosecutor prosecuting crimes but she's on the side of the anti-police movement. shannon: talking about kim fox, you think she's not been doing her job when it comes to the vast amount of crime. it has been bad in chicago for a while but what we've seen the last 2 weeks is taking it to a new level. is it your contention she's not prosecuting crimes and if that is the case how officers deal with arresting people and trying to stamp out crime if you have a prosecutor who won't participate in that. >> it failed because of kimberly fox. these officers who were injured, should look towards civil lawsuits, specific organization with hierarchy behind these attacks, the part of justice will step in and do what kimberly fox ever does. time we found out who these people are, their hierarchical structure, what are they up to. the situation is getting dire and we have an election in several months. it is a prelude to what we will see during the election? i'm not only concerned about chicago but the entire country. shannon: prosecutions, there are videos, images of a lot of people involved in these things, that may give a good tool to prosecutors looking into these situations. anthony napolitano is a former police officer there. this is take. >> people are too afraid to ask the president for help because of it does work they will make the president look like a success. we are dealing with biblical proportions in chicago. shannon: do you think that is an accurate description of what is going on in chicago and are you worried that politics will keep the people of chicago from getting help they may need? >> it is possible. is a deeply political town and i do believe a lot of people's decisions, we have a lot of children being killed, a lot of people being killed. now is the time for people to sit down and set that aside. the rhetoric is so heated. the mayor doesn't like donald trump. i'm a big fan of donald trump. if she doesn't like donald trump, certainly the us attorney out there, the government of justice out there. all those officers who were injured are victims of crime and the people who committed those crimes against them should be held accountable and i think that's a good starting point. shannon: thank you for your service in a place that can be very dangerous. you are a talented writer as well as a police officer, thank you for your time. shannon: the president holding his first coronavirus meeting in months. a measured evaluation of where the us stands tonight in combating the coronavirus. white house correspondent kevin cork has the highlights for us. >> some would call it a shift in tone but by any measure the president's demeanor certainly wasn't combated for what we would come to call political pugilist. instead it seemed focused on two main themes, number one the progress being made in the fight against the virus and number to a sobering assessment of where we are right now. >> some areas of our country are doing well, others are doing less well. it will probably get worse before it gets better, something i don't like saying but that is the way it is. >> honest assessment by the commander-in-chief. he was also asked about wearing a mask, something we have seen him do in the not too recent past about which he said this. >> i have no problem with the masks. anything that potentially can help and that certainly can potentially help is a good thing. i have no problem. i carry it, i wear it, you saw me wearing a number of times and i will continue. i'm getting used to the mask. the reason is i think about patriotism. it helps. it helps. >> that has been the message that it helps, the president continues to describe the coronavirus as the chinese virus, he was very clear today the administration would not turn down help from beijing if it meant helping keep americans safe. >> we are willing to work with anybody that will get us a good result, we are very close to a vaccine and i think people have very good results, we are already in testing, nobody thought that would be possible. over the old system would be a year or two before you could think about using the word testing so we've had a lot -- the reason we are testing is they've had good results. >> reporter: certainly encouraging, you see case is nearing 4 million, deaths topping 140,000, the fatality rate around 3.7%. 82.2% of deaths are those aged 65 and up. most telling is the fact that even as the death rate continues to fall the epidemiologists have to confirm that with more data i think it is fair to say what the president needs is a show of progress and promise in this fight, pulling suggest as much in with the campaign down to 100 days, now is the time to reach him start the information from a range of tech firms and pharmaceutical companies about drugs currently in development. the suspect will likely never faced justice here because china doesn't have an extradition president was back to the press briefing room today, talking about operation warp speed to deliver a vaccine in record time. >> getting a vaccine remains a top priority, two vaccine candidates are entering the final stage of clinical trials this month, this was achieved in record time. shannon: the ceo of the biotechnology company discussing brand-new backs of developments including his company, welcome back, good to have you. i want to start with the reporting jillian was talking about. when we had one before you talks about a partnership you were working with the chinese vaccine company to try to move this thing along and expedite it. the new york times said us hackers -- us accuses hackers of trying to steal vaccine data for china. chinese hackers operated with the assistance of intelligence agencies, their interests were including information about coronavirus vaccine development and other fibers related data. do you have any concerns on that front? >> very much so. i have tremendous concern along that front. in late april -- early april we made a decision not to proceed with what was going to be a partnership or collaboration with the chinese company. we felt positive about that company but we decided the best route for us was to go forward on our own so we informed them at the end of march that we were not going to proceed, we did not sign an agreement, subsequently i had a discussion with the fbi because they were concerned about what was going on. we were well aware of that ourselves so we have proceeded on our own in full development for four vaccines, we just became along with many others concerned about the amount of activity about what we were doing in our intellectual property. shannon: today, a hearing involving a number of leaders of pharma companies working on vaccines and there were two main issues, one of them was price. this is what bernie sanders tweeted out about this. he said pharmaceutical companies given $6 billion in taxpayer dollars and more to come for coronavirus vaccine was once a safe and effective vaccine is approved by the fda it must be a made available to offer free. this is no time for profiteering as we know this doesn't get done for free so how will pricing work as you understand it in this case? >> in early march when i was in washington dc and when i first met you and was meeting with different members of congress, representatives and senators and members of the staff of the house of energy and commerce committee we made a commitment that we would develop the vaccine and we would do it without making any profit. we contribute to the public good because we is -- we could cover our costs but what we would do would be to deliver a vaccine without garnering a profit from it and i think in this particular time that is what most companies are hopefully doing, not that they are going to have a loss but are not going to profit from it. from my interactions and discussions with any other pharmaceutical companies are vaccine development companies i think by and large most are willing to do it on the same terms. we were one of the first to go out in front and i informed people in congress and florida and others that we would be willing to deliver a vaccine without making a profit, certainly covering our costs. >> that was when we were in the same tv studio coming from planned parenthood. the greater new york branch will remove margaret sanger from its clinic because of the, quote, harmful connections to the eugenics movement. trace gallagher is on the case for us tonight. >> for decades pro-life activists accused the founder of planned parenthood of being a racist and for decades planned parenthood has defense attorney. and -- on the organization's one hundredth anniversary planned parenthood touted margaret sanger's accomplishments and outreach to the african-american community and tried to explain away from like a speech she made the ku klux klan in 1926 and her belief in eugenics, the theory of improving human qualities by controlling human reproduction, fun things famously implemented by nazi germany in the 1930s. in 1957 sanger said this to journalist mike wallace. >> do you believe in thin? >> do you believe there is such a thing as soon? >> the biggest sin in the world is bringing children into the world that have disease, but have no chance in the world to be human beings, delinquent, prisoners, all sorts of things, that is the greatest sin people can commit. >> 350 current and former staffers along with hundreds of donors and supporters sent an open letter accusing planned parenthood of being steeped in white supremacy, the organization disavowed margaret sanger, d nelson, african-american minister and executive director of the human coalition action says the decision is long overdue but not good enough. reverend nelson says there's no explanation for having 80% of planned parenthood abortion clinics within walking distance of black neighborhoods adding this is the fulfillment of margaret sanger's vision. it is unconscionable, an organization with racist founding and mission. the chapter of planned parenthood's efforts come amid allegations the chapter long mistreated black employees. former secretary of state hillary clinton and nancy pelosi have both received planned parenthood's margaret sanger award. shannon: pro-life activists have been pointing out sanger's racist legacy to no avail and finally the chair of planned parenthood tells fox news like this, quote, the removal of margaret sager's name is a necessary and overdue step to reckon with our legacy and acknowledge planned parenthood's contribution to historical reproductive harm within communities of color. let's discuss today's development with executive director of the human coalition, executive producer of the upcoming documentary, benjamin watson. welcome to you both, gentlemen. i want to start with you, do you give them credit in acknowledging the past involving margaret sager, the fact that she spoke with the kkk, that she was involved in eugenics, they say we are reckoning with our past. a lot of organizations are doing that now, we thought this was a necessary step and it needs to be done. >> after over 100 years they finally did admit what many have known, that margaret st. louis eugenicists, she did practice eugenics and worked with elitists to fund her scheme. the problem is with planned parenthood this vision still is a reality, 80% of our cities, still continue to push abortion in black and latino communities. it is important for americans to note that while they have acknowledged this the reality is the history of planned parenthood still exists today. >> new york is the clinic where this is changing, jason riley writing a piece in the wall street journal in 2018, he cites numbers from the new york health department 2012-2016 and thereby let's talk about the black abortion rate. in new york city thousands more black babies are aborted been born alive each year the abortion rate among black mothers is 3 times higher than it is for white mothers. these are the things you are tackling in your documentary because you say it is important we have a conversation about these realities. >> i definitely do. to denounce or disavow margaret sanger from planned parenthood is surprising considering what they said in the past several years about her, giving awards and her honor and touting her as a hero but now is a time of reckoning as it should be. as reverend nelson said, the legacy of margaret sanger is being carried out in the present and it is one time we are looking back and announcing her for what she says, the racism and eugenicists and all sorts of things, we have to realize and they have to realize they are carrying out her legacy as we speak as mothers and children whose fathers and families are being broken up because of abortion. if we want to address this, let's address what is going on right now. let's talk about how people, disproportionately people who are affected by the racism they are denouncing from robert sanger are disproportionately affected by this because of so many factors that are driving people who are poor, minorities into their clinics and not offering them help, they are offering them an option to terminate pregnancy. the legacy is being continued. let's talk about that right now. shannon: i get communications with planned parenthood and stay in touch about these issues and they say they are the ones who are looking out for women of color and minority communities who can't get health care elsewhere, don't have other options and that they are not performing abortions based on race but are there to serve this community. your response? >> all we have to do is go back and remember the letter she wrote to clarence gamble of the procter & gamble fortune where she said we don't want word to get out that we want to exterminate the negro population. if you have a founder who made those statements and wrote a letter like that and then look at the plan she's carrying out the question that is important for us to ask to those board members of corporations that continue to fund planned parenthood do you want to be associated with an organization that now admits not only that it has a racist founder, not only that their vision continues but they recently had 300 black women who said even in their own organization they practiced racism. it is high time for those in corporate america and the federal government to ask why we are still funding planned parenthood. shannon: we always welcome planned parenthood to the show, they have come on before, we appreciate that. we invite them to the mayor of inglewood, california has served as a police chief and numerous jurisdictions. good to have you back. a big political discussion about whether or not the fed should be involved. former vice president biden saying we have a president determined to so chaos and division, agents brutally attacking people, protesters, the trump campaign responding, these peaceful protesters are using lasers to target officers eyes, shooting ball bearings, slingshots and air rifles, launching fireworks at officers and barricading police inside a federal courthouse. why are the two sides so far apart on what does or doesn't need to be done? >> the symbiosis and cooperation of federal authorities and local authorities is something that has happened for decades. we work with the fbi to enforce laws that allow us to deal with criminal drug organizations that we cannot achieve our self over the last five years, three separate gangs, dropped our murder rate from 25-38 a year. that is what happens when two agencies work cooperatively. what you have now is federal authorities coming in, there is no command and control so that you have two different organizations working on different tactics and methodologies and that is where the problem comes from. there needs to be -- shannon: their mission is to guard federal property, that is what they are doing and everybody agrees they are not supposed to be doing local policing but i want to point to something james comey of all people wrote today about this in the washington post, federal and oregon laws with respect to portland appear to offer wide latitude to make arrests and forgo identifying insignia to protect federal property including courthouses, maybe that should change, current law appears to give them a lot of room. is someone who devoted his life to law enforcement what do you make of that characterization? >> there is nothing wrong if the federal authorities mission is to guard and protect federal structures. the problem is when we come off-site of those properties and conduct enforcement activities and are not identified. i don't think anybody wants a police force where people can come and conduct police activities and have no idea who you're dealing with. that being said if they stay with their mission to protect federal structures that would be one thing but what is happening is you are having a spillover into public street and my understanding is they are conducting enforcement actions not directly related to their protection of federal property and that is where you have the confusion. shannon: i want to play something from mark morgan of ice about whether or not they are identified. this is what he said at a press conference to dhs. >> police worked on the front and back clearly, every single day, director klein said he doesn't have his officers wear name tags. that's another thing that is disgusting. they are normally jeopardizing the lives of the agents but also jeopardizing the lives of their families. shannon: quick final comment from you. >> one of the things that is understood when you take a law enforcement role is you are going to be identified. police officers have an extraordinary amount of power to detain, power to arrest and power to determine who gets prosecuted in the criminal justice system. to have people that are not identified by name is rocked alaska. according to the us geological survey the tremor was centered 60 miles south southeast of kerryville, alaska. the tsunami warning was issued for south alaska, the alaska peninsula in the aleutian islands. there is no tsunami threat for other us and canadian pacific coasts at this time. no word if the powerful quake highest any damage or if anyone was injured. a strong, 7.8
