Im Shannon Bream in washington. We begin in atlanta tonight with our correspondent. Shannon, the protesters have largely gone home. There were big crowds out this morning but no violence despite a lot of drama and emotion. I have to go. An Emotional Press Conference featured family members of Rayshard Brooks to express their pain and anger. No one walking this green earth is fixing to be shot and killed like trash in the street. For falling asleep in a drive through. Brooks had fallen asleep in his car at a wendys, blocking other vehicles. Police were called at 10 30 p. M. I have my daughters there. He talks calmly with the police for more than 20 minutes until they intended to handcuff him after he failed the sobriety test. Brooks grabbed one of the officers tasers and had turned to fire before continuing to flee. The medical examiner report ruled brooks death a homicide, fighting he died as a result of two shots to the back. Its going to be a long time before this family heals. He left behind a wife and four children. His wife asked protesters to remain peaceful. Speak we want to keep his name positive. Thousands march to the state capital demanding new loss to regulate police conduct, including the coach of the atlanta hawks. Todays march fellows weekend approaches that include the torching of the wendys where the shooting happened. It wa exactly a week ago tonight that the Seattle Police left the east precinct up the street behind me and what is now called the capitol hill occupation protests owned was established. This doesnt seem to be the political will on the part of Washington State governor jay inslee or seattle mayor jenny durkin to make any moves for the police to take this area back. You heard President Trump mention the mayor of seattle, she tweeted pretty much immediately after the comment saying our president will do anything to avoid listening to the voices of millions of americans asking for change. He instead distracts with lies and language purposefully intended to incite violence. He thrives on division when we desperately need to move forward as a nation. Shannon, as for the president s claims they are quote violent people, let me tell you what ive seen is your reporter on the ground here hour after hour for the last 72 hours. Have there been isolated incidents of violence . Yes there have. Street people forcibly removed. Was there an attempted robbery just outside the zone yesterday . Yes there was. Are those incidents isolated . Yes they are. Theres been thousands of interactions among thousands of people of the last 72 hours. We have witnessed much of it and the fact on the ground is that this is overwhelmingly peaceful. If the president or anybody else wants to watch those incidents of violence which are being tweeted and retweeted again and again, yes, you can get the impression that this is violent and chaotic. There is music. There is kids and all kinds of things going on but you say youre seeing Something Different at night. Whats happening and what are you seeing . With all due respect to the reporter there, i think the autonomous zone can be described as a sort of dr. Jekyll and mr. Hyde in that you see during the day yes its very peaceful. Families come down and people come there with their pets. Its peaceful if you can ignore all the boardedup businesses, all the graffiti calling for the murder of police, yes thats peaceful. Then at night you see the criminal elements come out. Unfortunately last night that was made very clear when one person on microphone and a loudspeaker was able to sick a mob of probably more than a hundred people to chase down this business that was several blocks away. They all descended on it. They pushed up against the fence and rushed in. It could have been extremely violent. Fortunately it wasnt, according to what i heard from the owner and staff. They had detained one of the comrades of this camp for alleged arson and theft. And because of that all his comrades came to help get him out. The police never came. Shannon okay. I want to read something from the daily beast. They say local businesses there are loving it, they are loving the zone. Their estimation is local businesses are chipping with free food and open bathrooms despite rumors that activists were holding them prisoner in their own beer hall and inside movie theaters. Whats been your experience with Business Owners within that zone . How are they doing . Sure, there are some businesses whose owners ar and management may be sympathetic to whats going on and have liked whats happening. There are others who dont. For example, there is a trader joes nearby who announced just a few days ago that they are closing indefinitely because of security and safety issues. When you take that and you also see all the businesses that are boarded up, that no cause can drive into this area, i dont see how the few anecdotes of positive experiences of some owners could be the representative voice particularly when there are now some dissident voices coming out to speak, and they are having to do it anonymously because of threats of retaliation. Shannon i thought it was very interesting that the police chief says we are asking people to come out to the edges of the borders of this area to make reports so we can know whats going on and try to help them. It doesnt sound like a very efficient way of doing it but she says basically we are trying to do the best that we can. If there are serious crimes will go in because thats what we do. We are the police and thats what we have to do. Here is someone who wanted to remain anonymous but someone who lived in the area or nearby. This is what the anonymous person identified as brandon tells the daily caller. For the first time in my life on capitol hill, i hear gunshots every single night. Ive heard people screaming every school night outside. They are not protest screams. Ive heard protest streams. Also heard screams of terror out there and i dont know whats happening out there. You see vagrants come there, some are dealing with mental and health crises. There was an ambulance that was called yesterday. The fact that police are not going in should tell you quite a lot. One of my sources told me last week if anybody needs help, you actually have to leave the physical zone and return to the u. S. , lets say, to get help. This is now a oneweek experiment in anarchy and chaos and those who live there have to fend for themselves. As all of this is developing over the last hour, we are learning of three officers being, what we are hearing is the word poison at this point they were at a shake shack. 200 broadway just south of where we are. We are that these officers had milk shakes. They drink them and halfway through they found some kind of toxic substance which is believed to be bleach in them. A lot of statements coming out. We havent heard from nypd just yet but some of the unions representing them saying this is a blatant attack on police. Something we are learning just within the last 30 minutes. Heres a little bit of what we did hear from the pda saying that we cannot even afford to let our guard down for a moment, always look out for each other and remember your primary mission that everyone gets home. We are learning that three different officers were at this shake shack just within about an hour. We are told that they are expected to be all right. I want to start with this, the New York Times, this is how they characterize the law in georgia. Officers may use deadly force of the reason he believabl belia felony suspect possesses a deadly weapon, imminent threat or probable cause to believe the person has committed a crime that involves serious physical harm or the threat of such harm. Daniel, i want to start with you. If you had a chance to look at it and as a former officer, would you make of this case . This case isnt as clearcut as the floyd case where we saw clear probable cause and the video claims the homicide occurred. Walter scott case. Running away without engaging in a confrontation. Unfortunately there was physical assault on the officers beforehand and the suspect grabbed the officers teaser and ran away with it and then engaged the taser against the officer. I have the benefit of 20 20 hindsight where i can watch the videos. Up and engage in the foot chase, not injured, not out of the fight. Know all the facts and the circumstances with 20 20 hindsight and im hoping i never wouldve i wouldnt have taken that shot. When youre met with force, the officer has the right under their conduct in our use of force laws, he can use one level forth above and potentially an officer could be disabled by a taser. Then he is going to fire. They can easily access the gun and then they are killed with their own firearm. Knowing this what i know now with the hindsight of 2020, i hope i wouldnt have done that but its not what i would do that counts. We dont know the officers medical condition. If he has in a fib or pacemaker or other device, cardiac a rhythmic event could cause him death or great bodily injury. We have to look at that at that time. Its a tragic event for the family, for the victim, for the officer and community. Its a tragic loss of the time when tensions are high and certainly not something we needed Going Forward when we are trying to figure out how we place our communities in an effective way that the community can accept and the police are able to perform. Shannon robert, youve got to think officers are so nervous about everything they are doing right now. There are a lot of fears. They know they are being recorded. They are trying to be careful because no one wants to kill somebody, suspect, unnecessarily when theres not a threat of deadly harm immediately to them or others. How do you walk through this case . There are calls for murder charges. I think i think based on what weve seen so far theres good to be more that comes. I think would be hard to get a conviction on that particular charge. I dont think you get to the point of murder but i think you get to reckless conduct. The attorney for the family presented today additional shots fired. One hit a passenger vehicle in line at wendys. Nearly struck somebody. There was a family in the car and that bullet could have struck that family. There was no immediate risk of death for those officers.
