live in washington as lawmakers reach a bipartisan breakthrough. good morning, doug. >> reporter: good morning. we're expecting congress to move pretty quickly on this today, senate majority leader mitch mcconnell blamed democrats for the delay. >> when we get this done, congress will not deserve any special praise. not with this relief having waited until late december and not with some of our democratic colleagues openly saying the reason they finally changed their tune is they finally got a president-elect of their own party. >> reporter: this is what both sides agreed to. it's a big plan, $300 supplement for unemployment benefits, a $600 direct payments to most people depending on income, it expands the paycheck protection program or extends it. it also includes housing assistance. democrats did not get the big bailout for state and local governments they were hoping for. >> sadly, our third purpose, to honor our heroes was not fully appreciated by our republican colleagues and so our support for state and local government, while significant in this legislation, requires more to be done. >> even though the republicans were relentless against it, we found other ways to aid the states. so the states will get at least some of the aid they need. >> reporter: because this is all tied to a government funding package, they had to pass a temporary funding deal to prevent a government shutdown that would have happened this morning. todd and carley. todd: doug, thank you. carley: thanks, doug. an urgent manhunt is underway for a suspect accused of shooting a pennsylvania police officer. checkpoints are set up across the area to find 22-year-old 22d colby francis. he is accused of shooting the officer three times with a hidden gun h he had, while in custody. the 32-year-old officer is thank thankfully in stable condition. todd: there is a plea to reverse the court's decision regarding a mail-in ballot issue. the petition requests a review by thursday ahead of congress' meeting january 6th to certify the results of the electoral college. carley: great news here, the first doses of he moderna's covid-19 vaccine are expected at facilities nation bide today. todd--nationwide today. todd: ashley strohmier has more. >> reporter: about 6 million doses were shipped off last night of the moderna vaccine from a distribution center to hospitals all across the country. in new york alone, there's supposed to be about 350,000 doses of the vaccine. the moderna vaccine was just approved by the fda only three days ago and unlike pfizer's, moderna's vaccine can be kept at normal refrigerator temperatures during shipping. take a listen to this ups driver delivering the vaccine. >> my mother and father were both in the hospital with covid and my dad passed that day. i couldn't think of a better honor to do for my father than to do this today. >> reporter: that really pulled at the heart strings there. although president trump and dr. fauci predicted those at lower risk could get a vaccine by spring, president-elect joe biden's pick for surgeon general told a different story. >> if everything goes well we may see a circumstance whereby late spring people who are in lower risk categories can get the vaccine. that would require everything to go exactly on schedule. i think it's more realistic to assume that it may be closer to mid-summer or early fall when this vaccine makes its way to the general population. >> reporter: healthcare workers are first in line to get the vaccine, which will then be available for the new york city fire department, emts and the nypd. those first responders are at the top of the cdc's new list of who should get the next vaccines. others in line include seniors over 75, teachers and workers in agriculture, manufacturing, grocery stores, and the ups postal service, the u.s. postal service, that is. in all, the second round of shots will see more than 50 million people getting vaccinated. joe biden and his wife jill are expected to get the pfizer vaccine publicly today and this comes as the deputy secretary to hhs is saying that a third vaccine from johnson & johnson and jansen could be submitted for authorization as soon as next month and dr. amesh adalja is coming up here just pretty shortly and he's going to break down the new moderna vaccine so stick around for all of that. carley: ashley, appreciate it, thanks. todd: at least ten countries banning all flights from the u.k. over a new strain of the coronavirus. it includes much of europe as well as israel and canada. new york governor andrew cuomo urging the u.s. to do the same. >> right now, this variant in the u.k. is getting on a plane and flying to jfk. this is what happened in the spring. how many times in life do you have to make the same mistake before you learn? todd: british prime minister boris johnson says the new strain is 70% more transmissible than the current strain. carley: rick grinnell says the world including the u.s. fails to see the threat posed by china. >> we have to get much more aggressive about recognizing that china is a crisis and too many democrats are trying to tell us that russia is the crisis. the problem is, is that russia is a problem but when you view it as a non--- china as a noncrisis, then you give life to the fact that russia is more important than china and that is not true. we've been hoodwinked for the last couple years by many democrats trying to make russia a bigger problem and our focus on russia, our focus should be on both but china is a very clear crisis. carley: grinnell also adding he is very concerned about president-elect biden's reported ties to china along with other members of the incoming administration. todd: check this out. politics were more important than getting urgent and noncontroversial relief. >> this bill is certainly not everything we wanted. our republican friends stood in the way of so much. but it is a strong, strong shot in the arm. carley: that's right, a fox muse you alert, round two of relief is on the way as leaders from both sides of the aisle tout the long awaited stimulus while blaming each other for the delay. todd: james comer joins us now. thanks for being here. you know it, but let's give it to the viewers. $900 billion bipartisan covid-19 relief focusing right there on extending ppp, $600 stimulus checks and $300 billion in small business ate. aid. but in your estimation does this bill focus enough on helping struggling americans? >> i think it does. i think a lot of people that are concerned about the spending spree that congress has been on for the past several years should be confident that of that $900 billion price tag, several hundred billion was money carried over from the previous cares act that wasn't spent so this is targeted relief. this goes to businesses that have truly lost income. this also goes to targeted displaced workers. unlike what the democrats were wanting, just to spend more money wrecklessly with a liberal christmas wish list, republicanses were disciplined and made sure taxpayers got their money's worth. i think it is enough. i think you'll see a positive reaction on wall street and main street. carley: chuck schumer and a nancy pelosi put out a statement on the bill. they say the bill fights the climate crisis, including sweeping clean energy reforms and includes the bipartisan water resources development act of 2020. why is that in there? is there anything else in the bill that on its face has nothing to do with the coronavirus? >> i don't think that pelosi and schumer got much of what they wanted. there's a little bit of language in there but that's an annual bill that affects a lot of things like in my congressional district the river industry, i have where the ohio river goes into the mississippi river, that's an important part of the budget for the waterways infrastructure. so pelosi and schumer trying to spin anything to their members that, had all these big hopes of spending trillions of dollars and they didn't get it. todd: meantime, congressman, georgia setting a new voting record with 15 days until senate runoffs, take a look at this number. 1.3 million votes already cast in the georgia senate runoff races. it's astounding with that much time to go and especially being the christmas season. along those lines, a lot of campaigning happening in georgia, nikki haley was there over the weekend, kamala harris going later on. let's take a listen to ms. hailey. >> this is the democratic party that believes you cancel anyone that doesn't agree with you. they believe that you defund the police and stop taking care of those that serve us. they believe that socialism is the new way of life. todd: you've run a campaign or two, congressman. what do you think? do you think the big names will make a difference, hollywood money, big names on both sides or do you think it will come down to the records of the two individuals challenging the two incumbent republicans? >> i think big name people always help. the media covers big name people. but at the end of the day i think every citizen in georgia knows there's a big senate race. i think they know the four candidates on the ballot. i think hopefully they know that this race comes down to a race between socialism and freedom and if the democrats are lucky enough to pull off the victories and win both these senate seats, then they're going to have complete control in washington and i don't think the good people of georgia want to see that happen. i think the people of georgia just like the people of america have seen what chuck schumer and nancy pelosi want to do, what they tried to do with this covid over months and months. they didn't pass the covid bill in the first place because they wanted to do everything they could to help joe biden in the presidential election and blame not passing a covid bill on donald trump. so anyone that would play politics with a pandemic, anyone that would play politics with displaced workers, those aren't the kinds of people that you need to give complete power to in washington so i'm hoping that the people of georgia continue to turn out. i think it's great that we have such a high turnout. i wish more elections had bigger turnouts. hopefully the turnout will be in the favor of the republicans and we can have a firewall in the united states senate to protect us from what pelosi's going to try to do in the house. carley: congressman, we know you were working as more frontline workers get vaccinated with the pfizer shot. so how do these two vaccines compare? todd: joining us to explain, infectious disease expert dr. amesh adalja. dr. adalja, compare and contrast the two vaccines for us, please. >> th when you're talking abot designing a distribution program, it is a big difference. because the moderna vaccine, although it uses the same technology as the pfizer vaccine, doesn't have as stringent of a cold chain of the pfizer vaccine, which is how you have to keep the temperature at a low temperature, minus 70, minus 80 degrees in the pfizer vaccine, it's not very forgiving if you go above that temperature and the vaccine can't be stored at room temperature in a normal refrigerator for very long. the moderna one is easier to do that, that allows the vaccine to be closer to the people being vaccinated. it's possible with the moderna vaccine in the way it's not with the pfizer vaccine. todd: the makeup of the vaccine is generally the same or are there striking differences, mrna versus non-mrna. quickly break that down. i'm just curious. >> they both use the mrna vaccine technology. in that sense they're the same. they have pretty much the same ingredients. the mrna, the lipid nano particles allow the vaccine to be delivered. they differ from vaccine to vaccine but they're not very different overall. the ingredient list is pretty much the same thing. carley: the mrna mean they're not infecting you with the dead virus or anything like that. you can't get sick from it. the cdc is issuing new guidance after confirming covid-19 vaccine allergic reactions. they say if you have ever had a he severe allergic reaction to any ingredient in the covid-19 vaccine, the cdc recommends that you should not get the specific vaccine. if you have had a severe allergic reaction to other vaccines, you should ask your doctor if you should get the vaccine. the obvious question would be, you see that statement, how do you know what sort of ingreeds ingredients are in the vaccine? what are you telling folks that are concerned about the allergic reaction element of this. >> most people if they have had an a reaction to something in the vaccine, they know about it. it's a specific chemical name that's happened before with an injection they might have gotten. that's something they should know or have the ability to know from their doctor if they had a reaction to an injection. for other people, we don't have to do anything special. after you get the vaccine, you have to stay at least 15 minutes and sometimes 30 minutes in the place where you got the vaccine in case something happens. so hospitals are prepared to deal with any kind of serious reactions that they have. i got my vaccine on friday. i had to sit for 15 minutes afterwards. that's normal. we do get these reactions sometimes to vaccines. it doesn't change anything about the value of the vaccine, just means that you have to just like any other vaccine watch for severe allergic reactions. it shouldn't preclude people from getting it. those with specific allergies need to talk to their doctor. todd: the u.k. imposing fresh lockdowns to curb a new covid-19 strain, i think the question so many of us are wondering, will the vaccines we currently have in the u.s. help fight against mutated strains like this? >> it's important to remember that all viruses mutate. and while this u.k. mutation is something that's a little bit of concern because some of these mutations are around the protein that the vaccine targets, there's no evidence that the vaccine isn't going to -- remember, although we think about a vaccine making one antibody, vaccines make a host of different antibody as well as trigger t-cells. i think the vaccine is likely to be robust against the new variant. it needs to be studied in more detail. right now there's no reason to change anything about the vaccine. we need to learn more about the science behind the mutation before we say what it can do in a human. carley: and a we know that the vice president, mike pence, he received the vaccine last week publicly and today joe and jill biden will receive it as well, all to make sure that everybody gets it and feels safe getting it which is so important. dr. adalja, thank you for joining us. we appreciate it. >> thank you. todd: switching gears now, did you see this download now and get your first stock on us. robinhood. todd: china's coverup of the spread of the coronavirus seemingly confirmed. newly leaked documents show that china's efforts to censor the news surrounding the spread of the disease that has killed nearly 300,000 americans. vice president for foreign policy for the heritage foundation james carafano joins us now. none of this should come as a shock to anyone. how do we deal with china's lack of transparency going forward in all aspects, not just when it comes to this virus? >> well, first of all, the one indieindiesin disputeable a try didn't stop international travel. we could have got a month's quicker start on a vaccine which means by now millions of people could have been vaccinated. we could have had testing, better testing from the start. that means we could have done tracing and stopped mass outbreaks p. china lied from the start and i think this has major i'm mri implications when you think about geo politics. the notion that china is an honest partner is just laughable and the notion that somehow it's just the last administration's fault that the -- the trump administration's fault that it's a problem and this could be fixed by engaging with them in a smart way, that is a dangerous idea. todd: let's look at some of the questionable orders from the chinese officials. do not use incurable, fatal or similar headlines to avoid societal panic, do not use popup notifications for news reports about the prevention and control of the coronavirus epidemic. do the chinese people have any idea that they're being misled or are the controls so great that they would have no access to the fact that they are being misled? >> we don't have an enormous amount of visibility in china because it is a relatively closed society. but it's very unlikely that the chinese people themselves know the full extent of the complicity of their own government. todd: interesting. >> and this gets to an important issue. one of the things that the trump administration did right, something called reciprocity. which is we should treat the chinese like they treat us. we can't travel he freely in their country. people can't go freely investigate stuff. embassy officials can't talk to people. and yet for years we let the chinese come here and do whatever they wanted to. the trump administration put a stop to that. it would be a huge mistake to not follow that policy. just letting the chinese run wild again and without -- it just sends all the wrong signals. now is not the time in a sense to tell the chinese let's go back to the good old days because the good old days were bad for us. todd: there are a lot of questions as to how democrats, the biden administration, nancy pelosi, will handle china going forward. and then there's this. minority leader kevin mccarthy says eric swalwell should be off the intel committee following an fbi briefing on contact with that chinese spy. here's mccarthy in his own words. >> there is no way eric swalwell should continue to serve on the intel committee. i'm going to request that every single member on the house intelligence committee gets the exact same briefing from the fbi that i did because if this individual is sitting on this committee, eric swalwell, they've got to know the background of what has gone on. todd: so to your answer to the other question, what do you make of nancy pelosi's continued refusal to kick swalwell off and put one of the other 230 democrats on? >> well, for starters, the leaders -- leader's attitude toward this so far and the biden team's attitude so far is incredibly disappointing. so folks understand, the intel committee is not like any other committee. they get access to all the most sensitive intelligence in the u.s. government. you have a special level of responsibility and integrity being on that committee. this doesn't appear like they take take seriously. remember, this is also a member of the committee who is highly partisan, who went after the president for -- also had intelligence come after him. his performance has been abhour abhorrent. he's doing this after he had access to a classified briefing. there are over 200 individuals who probably want to fill swalwell's not the democrat party, kind of should be in there at this point. james, we always appreciate your insight on matters of foreign policy and foreign intrigue. thanks so much. >> thanks for having me. carley: president-elect joe biden's transition team vowing to have an impartial attorney general as a federal probe is underway looking into his son hunter biden's overseas business dealings. >> he will not be discussing it with anyone he is considering for the role and he will not be discussing it with a future attorney general. it will be up to the purview of a future attorney general in his administration to determine how to handle any investigation. carley: psaki adding no decision has been made as to who biden will nam nominate for atty general. joe biden has repeatedly denied any involvement. the u.s. embassy in baghdad targeted in a rocket attack overnight. the iraqi military says an outlaw group fired eight rockets into baghdad's green zone, injuring one security person. the attack also damaging homes and cars nearby. a u.s. official in baghdad telling fox news the american military deployed its counter rocket defense system to intercept that attack. secretary mike pompeo tweeting overnight in part, quote, the people of iraq deserve to have these attackers prosecuted. these violent and corrupt criminals must cease their destabilizing actions. arrests of illegal immigrants jumped 182% in one texas border sector. del-rio border agents arrested over 804,706 o 8,470 immigrantsn november, nearly tripling the amount from last november. 340% increase from last year were adults. todd: a seventh grade california class surprised their teacher with a touching thank you. watch this. >> thank you. >> thank you. >> thank you. >> thank you. >> thank you. >> thank you. >> thank you. carley: students showing their hand made signs, thank you signs. the english teacher said the gesture almost made her cry. yeah, that's so nice. todd: good stuff. carley: still ahead, dr. deborah birx accused of violating her very own covid-19 rules. her explanation for a family thanksgiving trip to delaware. we're going to have that coming up. todd: an effort to recall california governor gavin newsom gaining steam. that story, next. carley: check out rocket, rider and riley, they are ready for christmas and anything else that 2020 might throw their way. todd: i feel like we've had them before. they're back, making a return appearance on the show. a festive family portrait by the avana family. they spent the weekend volunteering with wreaths across america, an amazing cause. thank you for what you did and merry christmas. ♪ then one foggy christmas eve. ♪ santa came to say. ♪ todd: hear about this? despite telling americans to limit celebrations to your household, dr. deborah birx is having to explain why she traveled with two households the day after thanksgiving. in a statement dr. birx justifying traveling with husband, daughter, son-in-law, two young grandkids to a vacation property saying i did not go to delaware for the purpose of celebrating thanksgiving. dr. birx explained that the short trip was to winterize the home for potential sale, not a holiday gathering. i still think she went to buy scarves. carley: my goal in life is to have a home to winterize. gavin newsom plans to quarantine for ten days after a staffer tested positive for covid-19. his office said he has tested negative but will quarantine out of an abundance of caution, this comes as recall efforts gain traction. san diego's supervisor said he lost the faith and trust of californians. >> people have lost the faith in the governor and many businesses are joining the recall gavin push that's out there and a lot of them are democratic businesses, vegan restaurants and things like that who probably have never voted for a republican. they're on-board in this recall for gavin newsom. carley: newsom has not commented on the recall efforts. todd: pay attention to the former san diego republican mayor there in that recall effort. watch him. still ahead, a stand your ground bill in the buckeye state on the governor's desk. so will he sign it into law? >> unfortunately, we have seen the politicization of stand your ground, since 2000, when florida passed that first -- the first time they passed stand your ground and it has gone through the country since then. but really it has nothing to do with politics. it's nothing to do o with democt or republican beside your name. it has to do with the fact that it's a human right for self-defense, to be able to defend yourself, whether you're black or white or whatever gender you may be, it's important that you have your own right to protect it and that's what ohio is doing with this law. now, will we see that with governor dewine? hopefully he will sign the bill when it comes to his desk. carley: stronger gun laws could be coming down the pipeline, joe biden wants them. he says he wants to end the sale of so-called assault weapons. five cabinet picks are for gun control. why should americans care about these changes? some parts of the country feel stronger about the second amendment than other parts of the country. so why should all americans care about this? >> all americans should care about this, because it's not only an american right. it is a human right. like i say over and over again, i make sure people understand that because the government has no right to infringe on any of our of second amendment rights, whether that's self defense, whether that's -- regardless of what type of firearm we use. it comes down to the individual and what's best for them. so what we've seen also is this is not a top 15 issue, covid, the stimulus, immigration, all are important issues that the american people want the biden/harris administration to focus on so talking about anti-gun cabinet picks is really just showing that they are out of touch with the american people. carley: do you have a plan on how to fight back against some of the policies that he's proposing? does a good job of covering up for bad teachers. i can't teach this difficult class to my students because black student are falling behind on it. give them a total pass on teaching it to the whole class. what's happening adults and happening a lot to schools. it's a real problem that wokeness has become the ideology that teachers subscribe to. and parents really need to fight back. todd: here is a statement from the school trying to backtrack out of what their faculty did. while dalton prides itself as a leader in important work and welcomes honest debate how to meaningfully bring these principals to life the school does not support all of the language or actions it contains. you kind of alluded to this in your first answer. is this just a new york city rich liberal school issue? or are you worried this is coming to a school near you regardless of what state you live in? >> right. well, that's the thing. i think a lot of parents watching this right now it's those crazy new yorkers they are completely insane and doing these crazy things. but wokeness is absolutely spreading to schools near you. your local school absolutely will have to confront this at some point because it's become the ideology of leftism. and it's spreading. and the whole thing about wokeness is that it is all about conformity. so, there isn't space in wokeness to say we are going to go our own way or not going to be like the rest of you. no, you must conform and must speak and act and do everything in had a very specific and very narrow way. so i think parents absolutely should be worried about this all across the country. even if you think your school district is immune. carley: so meantime the "new york post" editorial board is out with a column called joe biden's beyond puzzling cabinet picks and the editorial board says will is joe biden using a dart board to fill out his cabinet. some of his choices strike us as awful, ideology-wise, but no make no accepts at you will a. some of his cabinet i can proximate causes that the post is calling out pete buttigieg for transportation secretary tear. xavier will becerra health and human services secretary and john kerry climate czar. what do you think is driving joe biden to make these cabinet picks and why do you think they are puzzling? >> not unique to pick people who he trusts as opposed to somebody who necessarily has exactly right credentials. what makes this different is that joe biden is focusing solely on ideology. and on identity. and it depose back again be to this wokeness thing where you have to pick people based on who they are, not what they have done. and pete buttigieg is a great example of that. transportation secretary. who has ever acknowledged pete buttigieg as some sort of transportation expert? he proposed to his husband in an airport? great. i have been to airports, i can't be the transportation secretary. so we have this ongoing thing in a democratic party and on the left in general where how are matters so much more than what you have done. and, again, it's a real giant problem that the rest of us are going to have to confront as well. todd: 30 seconds are left in the segment, from the 30,000-foot view your answer makes total sense. drilling down a little bit more, are you worried that this is sending a signal these biden picks sending a signal of what is to come for the next four years? >> oh, absolutely. i was worried when joe biden said i'm going to pick a woman for my vp. like any woman? like a woman off the street? a woman is enough of a character that you want for your vp? and then, you know, i think it's a real problem, again. you are right that it does portend really poorly for his administration. is he randomly picking people based on their biography or based on their identity. it's not going to bode well for the rest of us. carley: so true or picking people off gender or race it diminishes the intelligence of the person. which is unfortunate and that's exactly what happens with sort of these virtue signaling choices. but, karol, have got to leaf it there. thank you some for joining us. >> thank you. carley: meantime turn to this the pandemic can't stop this wild themed santa tradition kept alive in virginia the water skiing show aired virtually without a live audience. todd: balancing act on the water carrying presents in his red sack. this volunteer-run show has been around for 35 years. carley: how great is that?
