effective whatever they were doing, the streets are as you can see very very quiet and a lot of arrests tonight. hundreds of arrests as we take a look to your right, you can see lapd in full force tonight. there were some protests earlier in the day, once happening outside mayor eric garcetti's house. they were demonstrating trying to get funds reallocated to do things, they believe the lapd is giving too much money to this recent they were out demonstrating. eric garcetti also addressing the people of los angeles. listen to what he had to say. >> it has been peaceful, separate from those folks, people who are breaking the law her in a separate category, that might have been on days of violent protests. let's not confuse those would make sure people are exploiting this righteous moment. >> we witnessed a couple different locations from hollywood to los angeles to downtown los angeles where hundreds of people were arrested for curfew violations or suspicion of looting but overall the actual protests, seems like they are listening to the curfews and going home around 6:00. there is one already planned for tomorrow at 3:00 pm so we will see how that goes. todd: tensions ramping up in washington, the pentagon moving 1600 troops near the district as protesters ignore the curfew and swarmed the white house. >> griff jenkins is live with the crackdown in the nation's capital. >> reporter: nothing good happens after midnight. we were on track for an almost entirely peaceful day of protest until 12:30 agitators attempting to tear down the 8 foot fence erected in lafayette park near the white house, the use of pepper spray, nothing like previous nights, now hovering military helicopters, that is under investigation. we saw a familiar face, others before and joined the protesters as she calls for investigation to the president's photo op at st. john's church, the attack on peaceful protesters, presumptive democratic nominee joe biden will attend george ford's funeral in houston, slamming donald trump's handling of the nationwide chaos. >> the president of the united states must be part of the solution not the problem. but this president today is part of the problem and accelerates it. >> i won't traffic in fear and division. i won't fan the flames of hate. >> donald trump firing back tweeting sleepy joe has been in politics for 40 years and did nothing, now he pretends to have answers, he doesn't even know the questions, weakness will never beat leaders or thugs and joe has been week all his life, law and order, this is the pentagon says it is moving 1600 active-duty army troops to military bases in the national capital region, pentagon spokesman saying on a heightened status alert but not in washington dc, participating in defense to last night so these checkpoints you see behind me do work. this is the northeast side of manhattan on 96 straight. the mayor cordoned off lower manhattan adding check points coming off of all traffic. only essential workers and residents are allowed until the curfew was lifted at 5 am. overall much more people than the last two nights, thousands of people continue their demonstrating, even marching to bill diblasio's residence and trump tower but some protesters did continue to define new york city's 8:00 pm curfew and some were arrested. at one point protesters were stuck on the manhattan bridge, blocks on both sides for over an hour, some protesters planning for the mayor to resign. looting did continue in parts of manhattan though nothing like we witnessed the last 2 nights and that is one donald trump tweeted new york city called up the national guard, lowlife end-users ripping you apart, act fast, a horrible and deadly mistake you made with the nursing homes and here's the mayor's response. >> we do not need nor do we think it is wise for the national guard to be in new york city. nor any armed forces. we bring outside armed forces into an equation they are not trained for, a dangerous scenario. >> reporter: more protests are scheduled for later this afternoon but so is the curfew that goes into effect again tonight at 8:00 and will continue until sunday. todd: thank you so much. jillian: donald from calling in new york city and of the democrat run cities to activate the national guard after days of distraction. todd: new york's may refuse to call them in, a mostly calm night. there is an 8:00 pm curfew in new york, question is, is it over? we look forward to this, joining us live from new jersey police department across the river, steve rogers, thanks for coming on. it was fantastic to come to work and see cops and now looters and rioters in the streets. >> bill diblasio and governor cuomo are crying foul against the president for suggesting he bring troops in, crying foul against the police and yet the people in the neighborhood a city are crying help us help us help us. the help is getting there by reason of the police doing the best they could under extraordinary circumstances. it is important these military troops come into restorative. i hope it declines but i'm not very optimistic. jillian: you spent 30 years on the force in new jersey. a lot of people in this country agree there are bad apples in any situation. obviously derek is one of them. what is like to be a police officer and what you are seeing right now, the unimaginable video of officers getting run over in the streets, getting shot, towing what this is like. >> it is a horrible feeling. when you are out there you are focused on doing your job but what is going on in your mind is will our political leadership back us? will give us the tools we need? will they let us do our job? we've seen in many cases especially in minneapolis when the mayor of that city on the first might had the police stand down and surrender and run and watches police headquarters burn down, that was the trigger of what we are seeing across this country, those cops need the backing of their political leadership. >> new york has had some rough nights and the last night, governor came down really hard on the mayor for that and the nypd going back and forth, let's take a listen. >> the nypd and the mayor did not do their job last night. >> giving their blood in the governor sits in his office saying we are not doing a good job. i'm outraged. >> you think the mayor deserves that criticism and not the nypd? >> the mayor does and the governor himself does. the nypd are undermanned, being overwhelmed with numbers by not protesters, this distinction but those anarchists, they need to bring overwhelming force, dominant force. we are not talking excessive force, we are talking about numbers, the governor and the mayor need to get the cops what they need to put this insurrection down. jillian: what people don't know about the relation between law enforcement officers and their leaders, the mayor and the governor. >> the people in the neighborhoods and the police once good police community relations, they want to work together but this rhetoric coming out of the mouths of governors and mayors who by the way have utterly failed in addressing this problem this problem should have been addressed the first night when rudy giuliani was mayor of that city, none of this would have gone on. he had strategies set up proactive to prevent these things from happening and when they happened he brought overwhelming force in and made arrests the first night. jillian: it is so interesting to me how you can have a mayor and the police force of 40,000 like the nypd, they don't get along in the nypd doesn't feel bill diblasio has their back and that causes them to not want to stick their neck out very far. why work hard for somebody who doesn't support you? >> i always said cops can enforce the law and they can enforce the law. those police officers lives are in danger not necessarily because of confrontations there having. they are in danger because of their political leadership. they are not providing the tools, they are armchair generals. it is easy to sit on a chair and criticize but the mayor and governor should go on the front minutes. jillian: the owner of the clothing shop is pleading with protesters to channel their anger to bring about positive change. todd: a mostly peaceful night in dallas as protesters marched into tuesday's curfew, but days of distraction including across the city which prompted the texas governor to really rate down the law. >> texas working with local enforcement to maintain order. it is essential that we end the violence, vandalism and looting that we have seen over the past few days during the course of these protests. >> the video of that ransacked store comes from our next guest, princess pope, who joins us with her message to the community. sorry to see what happened to your business, it is always playing across the country, tell us what happened. >> friday night was a protest here. i worked in downtown dallas, they call me downtown -- i can hear the protests from my house. my sister called me and said you need to check on the store. i went to check on the store, everything seems to be fairly good. i'm right next door to a 7-eleven. they got their window busted out. i see protests down the street. i thought to myself we have been bypassed but sure enough i was headed to a dinner so sure enough i went to dinner. my alarm went off, i was 20 minutes away and the looters came right after the protests and ransacked the whole place was when i arrived at the boutique it was terrible, a sight unseen. it was hard. we have been in business for over eight years, same location in the heart of downtown dallas so watching everything fall to pieces in a matter of minutes was really heartbreaking. todd: it discussed me to see these pictures, people work so hard to put something like this together and have it depart by these rules, there was a great moment out of los angeles where they got a leader who was just arrested interviewed him and asked what he did and he said it had nothing to do with the message with george ford or anything like that. you believe that to be true? >> it is so true. we are missing the point why people are protesting with -- what they are fighting for and that is police brutality. it has nothing to do with big or small businesses and it has taken away the attention, what the main focus is. jillian: what is your message to the community, these looters out there? >> you have to treat people like you want to be treated. i'm starting a campaign that all businesses matter, big and small. we need to live by life's and treat people how you want to be treated. it could be your mother, daughter, sister, daughter whose business it is. i know a lot of entrepreneurs and we have suffered enough. we just got back from coven, we were scheduled to open our business yesterday, we are open tuesday through saturday. we go shopping me. i appreciate the opportunity. i was inspired to take a knee because of what protesters were feeling. i could feel the passion in their voices. i felt it was something very small that i could do to support them and why they were there and decided to do it and when i did it all the officers that were there that worked for me during this protests -- >> where is the breakdown between community members and how do you see this changing. i don't expect change overnight but what can be done now in the days and weeks ahead, should we go back to old-fashioned policing, officers who walk the beat and get to know and form relationships with community members? some of that is lost. >> that's what we have to do as a profession. one reason we -- there were many members of the community in the crowd of protesters and they trusted me enough to allow me to speak to protesters and asked them for that respect and made sure there would be no violence and when they asked me to march with them, we decided to walk together, we've gone to that point in a few short minutes by taking a knee, we figured out we were in this together and were not opponents calling for justice in the name of george floyd. todd: sounds like you are a good cop and are almost 1 million law enforcement officers in the country. there are so many good cops in this country and a few bad apples doesn't designate they are all bad. how important is that, to tell people just because you have one or 2 bad cops doesn't mean the whole bunch is south. >> it is an equally important message to put out there that just because people commit crimes doesn't mean everybody commits crimes. it is important to have each other's back, to watch and see one another, do the wrong thing, call them back and do that right now but the majority of police officers come to work every day especially during this pandemic and putting their lives on the line literally and a few bad apples should not define the profession, the community is hurting when they see things like they have seen and we do our best to projector and we are working hard to be better. >> thank you so much for that message and for joining us, we statue of 1970's mayor frank was a removed by the city. he was considered a racist leader, defaced during the protest, the city cleaned the statute. let's go to some success stories, many saw peaceful the nypd chief, 650 people were arrested for looting on monday and the majority are going to be released without bail. the bail reform law took effect earlier this year barring judges from sitting the second window kangas reacting to the firestorm of criticism saying if it came across as dumb i apologize, it was not my intent. the past few days will change the country for the better. >> let's take a look at supporting protesters in safety. cvt respect and supports the right of the public to peacefully protest. we also have a duty to assist our law enforcement partners and counteract those who wish to use this moment to incite chaos and violence. our mission is to keep americans safe. how do we make sure everyone is staying safe right now? >> this isn't the first time this has been done. they did it way back in the 60s during the civil rights protest in mississippi and the rodney king riots in two years ago they were deploying in new york state when two prisoners escaped, killing one of the prisoners with a firearm. border patrol agents are highly trained, very professional agency. they will be deployed to various cities to support law enforcement agencies. >> question about new york, talk about federal agencies, the question of whether the national guard regarding the city, i spoke to police officers they didn't want to see that either. what do you make of that? >> deploying the military is in option b last resort. deploying other federal law enforcement officers should be first option and that is what he is doing. and in these units, special motive response units that are trained, these officers are going to support the law enforcement officers, to protect protesters also. >> the training that goes on, the difference in the training between law enforcement officers on the police side. >> what they're going to is immigration law, the police tactics and hot pursuit and self-defense and firearms training. it is one of the toughest federal training camps out there. that is why the fbi, we hard a lot, the toughest training academy out there. you are going to be a great asset but these special units are trained beyond the training and stuff like right control and special operations. >> you think this is over as the country squashed this problem? a lot of people are holding down. >> i hope it is over because you see it happening. and and i spent my life a lot enforcement, i hate seeing them out there. i support protesting but this turned into riots, they are attacking police officers who had nothing to do with the incident which is tragic but they stand on the front line, when most america -- their spouses did this alone because they're defending this the moment they needed the most. >> have a good day. >> the mother of become the norm. - when i noticed my sister moving differently, i didn't know what was happening. she said it was like someone else was controlling her mouth. her doctor said she has tardive >> before we have a conversation we need stability in our cities and communities and restore peace and order. that is the first thing. our country is at war with domestic terrorism. i can't think of a better way to say it. this is domestic terrorism. people are losing their businesses, afraid to come out of their homes. the national guard standing in front of grocery stores so they can have a source of food in their community. we need to start there. there is a lot of restorative work that has to happen afterwards. todd: talk about that restorative work, the idea of bringing a community together with officers that are there. >> it is deeply important, going out there and acting professional and going and showing the community that we are not afraid to be transparent and went to be treated the way we want to be treated ourselves. todd: what is frustrating about this is to see people lumping together all police officers into this group. there are 800,000 law enforcement officers, 800,000 of anything, accountants, you will have bad accountants. how unfair is this to your profession? >> it is tremendously unfair. we should treat people the way we want to be treated. of people in the community don't want to be lumped or painted with a broad brush they shouldn't do law enforcement that way. there are a lot of great law enforcement officers, good people out there and police are serving and protecting, people need to act accordingly. law enforcement in america has done a tremendous job. we've seen police officers get better and better over the years and for this to get better we need people on both sides to come together and have a legitimate conversation. it can't just be one way, just can't be police officers, it has to be the city and the police officers as well. todd: where we have seen police officers injured in this rioting it spans across the country a number of places. cops are being fool on attacked and you see leaders in a lot of these places the see these horrible videos like the video of cops being runover or beaten with debris and they still come out and say i stand with the protesters. they don't say i stay with the rioters you don't hear them say i stand with the police. >> it does seem those cities that are run by the left-wing or democratic side, if they side with the police they won't be reelected so this is more about that but we need our political leaders to put aside the political issues, put aside reelection issues and come to one goal, one message and that message is restore peace, support police officers and work for criminal justice reform. they are all important but we need community leaders, some like governors say new york state police department isn't doing their job, give them the resources to do their job, given force multipliers. it is a mathematical equation, you look at the number of looters. they are not there because of people protesting, you have people destroying this beautiful city and then to sit back behind the comfort of your desk and point fingers, suit up, get on the front lines and see what it feels like. todd: there's so much judgment from police officers the never had to do the job or clean up the mess society creates. i want to talk about captain david doran, standing on the side of a pond shop, the president made a point to remember him, he was shot and killed by these looters, these rioters, these thugs. tell me, how bad is it? this story broke my heart. >> it is heartbreaking. it is true. once you are a cop you are always a cop. you joined the force because you have that deep sense of community and desire to serve and make places where you live -- captain dorn is an example of that, serving in a major police department and out there. we will always be on the side of the victims come we will always stand on the side of righteousness. it is heartbreaking we've seen his anger turn against law enforcement when a vast majority want to make sure our communities have a platform to protest and bring meaningful change and i hope we can come together again and heal as one america because it is heartbreaking. todd: take police officers out of the communities they protect what happens to those communities?
