president trump is going to unveil his latest plan today aimed attack ling the crisis at our southern border regarding immigration. brian: is he going to talk about immigration reform. outlined a proposal in the rose garpsd. he has already called on to fix the problem. >> we will find out if they listen. if they do they will hear a plan with two pillars, one border security. the other will be overhauling the nation's immigration system shifting it from a family based to a merit based. skills, education and employment. it will increase the skills based immigration system which only accounts for 12% now up to 57%. it will reduce existing family based system at 66% down to 33%. and it would favor recruiting people under a build america visa who have extraordinary talent, professional and specialized skills and exceptional students. president trump says he is optimistic it will have congressional support. >> we are fighting the democrats. the democrats want open border. that means crime. it will go before congress. it's going to have tremendous republican support. i hope we can get enough democrat support to get it passed. >> now, the plan does not address what to do about daca and doesn't address the undocumented population already here making democrats skeptical. senator dick durbin had this to say. >> there have been so many aborted efforts when it comes to immigration reform under this president. i have -- i'm skeptical as to whether he truly wants to deal with immigration. >> someone who does want to deal with it senator lindsey graham unveiling his legislation yesterday forcing migrants to apply for asylum in their own countries or mexico and adding more immigration judges. graham's plan is mostly nsync with whamost insync with t wants to do. issue the same number of green cards as it does currently. that visa lottery system will be eliminated. guys? steve: thank you very much. that last point griff made the same number of green cards border hawks are not going to like it. they will continue at the 1 million per year level. currently about 140,000 of those go to -- based unemployment. family ties, visa lottery, things like that. under the new plan the president is going to reveal today, it would distribute half to immigrants under a point system where you rank things up like your education level, your age, and your ability to speak english. ainsley: basic think is a merit based system. if you are really good at a skill. if you are a student they want only the best students. only the best and the brightest coming to the country. brian: that's fine for 2020. in 201 we need an emergency fix. and getting people to agree on the lottery system. getting them to agree on anything like that is not going to happen any time quick. it's going to decide who has congress. you got to focus at what happened 10:30 yesterday morning unveiled with the preview when lindsey graham says anybody in triangle countries have to go to refugee processing center. instead of holding 20 days got to make it 100 days and only a small amount will get asylum. 500 judges to the border that will stop these caravans not the president's plan which is two years away and has almost no democratic support. ainsley: now they are asking for tsa agents at airports not the ones to do the screenings. brian: do you believe that? ainsley: go down there voluntarily and help because the u.s. customs and border. spend half of their time taking care of kids and migrants. it is definitely a problem. steve: regarding lindsey graham's bill no clear path of getting through congress. regarding the build america plan that the president is going to unveil today there is zero chance that it's going to get through. congress has not had a major immigration overhaul in 30 years. brian: lindsey graham is not talking about an emergency overhaul. he is talking about addressing a catastrophe at the border. steve: right. it's still not going to go anywhere. brian: why? ainsley: democrats. brian: let's see a democrat point out to one of these things that isn't effective. ainsley: they don't want a win for the president. steve: not one democrat on board. brian: compromise to get something done. ainsley: most americans do. brian: which means both would get credit. if you compromise you both get credit. it's not a win for the president. jeh johnson who is the former homeland security secretary for president obama says i cannot believe how oblivious congress is. listen. >> we had 100,000 apprehensions or encounters in the month of march and another 100,000 in the month of april. it's the highest it's been in 12 years. think of it this way, that the equivalent of the population of the city of olderorlando florida showing up on our southern border in the course of two months. that creates a crisis, first of all emanating from central america, travels through mexico along the mexican side of the southern border and on the u.s. side. steve: that's terrible. everybody agrees it's a crisis. but it's a political season and democrats are not going it help the president. and the president is not going to help the democrats get a win. brian: the democrats get a win. that's a democratic -- that's a democratic secretary saying in 2014 the republicans helped me out and i think in 2019 in the past, you saw congress rally together when the market -- when the economy was 2358g apart, you saw it after 9/11. this, in many ways, a little bit less but it is a catastrophe at the border. and sometimes leadership will show itself and nancy pelosi will step up. ainsley: democrats have to to do something because we still have a year and a half before the election and this continuously cannot be a problem. in other news, mayor bill de blasio the mayor of new york city is expected to announce his run for 2020 today. look at the front cover of "the new york post." steve: on page 7 of the "new york post" there is an editorial regarding the mayor of new york. it reads he is both incompetent and crooked, boliviaous anoblivious and arro. he won his current job in a fluke election back in 2013 yet ever since has seemed certain that he's destined to be a major national figure despite falling on his face time after time. brian: you cannot drive down a major cross road without thinking to yourself i'm on the sign of the moon. did you go down 37th street of manhattan you literally sit there in a luxury car. you sit there and you can't even -- you get a head spin that's how bad these roads are. only 18% of new yorkers think he should run for president. and that is higher than i even thought. 76% say no. steve: it's just crazy. what do you think about that? he is going to declare is he running for president. a little -- i think in about an hour. is he going to put out a tape in two hours. he is going to appear on another morning show and fly off to iowa and south carolina. ainsley: and release that video. iowa tomorrow and south carolina on saturday. brian: lucky number 22. ainsley: 23. brian: my bad. poor counting. steve: meanwhile, actor kelsey grammar sat down with christian am pour for pbs show. talking about the fact that he is in man nibble she was fishing around for him to say something negative about the president. instead he winds up blasting the swamp. >> look you are a conservative in holiday who enjoys and likes trump where does that leave you? catherine grim foster united for life and joins me now. good morning to you. >> good morning. ainsley: what do you make of all of this? >> i'm just loving seeing the passion in the pro-life movement right now. we are at a time when americans increasingly are pro-life, increasingly recognize fundamental human rights and the value of all life. and they are starting to pass laws that reflect that. ainsley: so why are the democrats, why are the media, why are they hitting so hard against these states when this is what the voters want? >> for 40 years the mainstream media, certain politicians have tried to portray the pro-life movement as extremists, as antiwoman. and nothing could be further from the truth. it's time for them to stop smearing the tens of millions of americans who stand with us, who are pro-life, proudly pro-life and believe in the fund mental human rights of every single human being. ainsley: if you look at some of the polls banning abortion after six weeks, 45% of this one particular poll you can see that at the bottom, the hill-harris poll 45 percent said it was too restrictive. 45% say just right. 21% say it is too lenient. what do you think about that? [laughter] you don't get it cut it can be nasty. ainsley: goes great with cheerios this morning. here to react is fox nation host tomi lahren. >> hi, guys. ainsley: what did you think of that video? >> well, it's actually really sad. i feel very badly, actually, for beto real name robert o'rourke. is he trying so hard to make himself happen and it's just not happening. look, he has been completely upstaged by the rest of the democrats in the field. that's really not saying much. i think it's also very interesting the democrats have positioned themselves this way because they're all about diversity. they are all about identity politics and their frontrunners are bernie sanders and joe biden. the least diverse candidates they could possibly pick as their frontrunners and they are doing better than the rest. beto can get as many haircuts and dentist appointments and get clone scopcolonoscopy on air and still uninteresting. steve: speaking of joe biden, he was the conversation for kamala harris who was up in new hampshire yesterday. and she was asked about, perhaps being his running mate. not exactly. >> i think people want to speculate about running mates. i encourage that because i think joe biden would be a great running mate as vice president. he has proven he knows how to do the job. steve: he would be a great running mate for her as her vice president. oyou will. >> really the only shot that kamala had seeing any opportunity to go to the white house is in joe biden chose her as a running mate that comment sealed her fate. is he going to be looking over her now. the democrats have put themselves in a horrible position. they campaigned on identity politics. they are also the same party that doesn't believe in gender but they must have a woman. they have bernie sanders and joe biden. they have created a mess for themselves that they cannot get out of. and donald trump must be sitting back and laughing at this whole thing because i know i am. brian: the thing is since joe biden jumped in i guess democrats let everybody know they are not interested in the other 21, 22 people. he has such a substantial lead. the word is he is going to go for the kill shot right before we even get to a debate. >> oh, he absolutely will. the thing about joe biden is that he tries to position himself as middle of the road. he tries to position himself as a manafort working people. the only problem with that is that we have a president that is actually proving he is for americans and the working people. so if joe biden wants to campaign on an economy that donald trump has bolstered and supported, i don't know that that's really going to resonate with middle america and those that joe biden would normally count on. so donald trump is really made himself the candidate, the candidate to beat and really, i think he is going to have no problem going right into 2020 and continuing to make america great. ainsley: tomi i heard some exciting news that your show called no interruption on fox nation is going to be painted on one of the nascars? brian: nothing else to do term limited out. run a second election. embarrassment in new york no one ran against him. he immediately becomes the tallest candidate. steve: so far. it's early. brian: does joe biden have a plan to counter the blazio mania. ainsley: how tall is he? brian: he is 611. ainsley: really? brian: in that range. steve: the attorney general of the united states is going to sit down with bill hemmer. you will see that interview. bill and mr. barr, the a.g. tomorrow at 9:00 on "america's newsroom." brian: i believ he willel salva. one of the first things we did is hop in the car, in the suv with the deputy chief of the rio grande valley sector john morris and believe me it is an emergency catastrophe. if you don't believe me, believe him. watch. what are we seeing right now? >> what you see is what should be a parking area for the mcallen border patrol station. instead, you see multiple military tents. brian: you are looking at a facility that should be handling 300, maybe 350 people max. it's handling multiple thousands of people. take a look: these are people being held, picked up off the border. this whole tent complex came up in the last 36 hours. because there is just no place to put them. >> currently holding over 8,000 people. we caught a thousand today as of noon. we may set another record for apprehensions today. brian: the reason why this is full because of where you are taking me now. >> we are in the mcallen station area of responsibility. the busiest station in the united states border patrol. we are going to an area called ring comey village. it's ground zero on the united states southwest border. brian: have you had the caravan situation. >> we have a caravan come through here every five days and we have been for two years. as you can see right up here, we have already have some family units. this is currently going on 24 hours a day. they are coming across the river and they're just walking up here. brian: where do you think they are from? >> let's ask some. [speaking spanish] >> she is from honduras and this is her son who is 3 years old. brian: how long did it take them to get here? speaking spanish] >> she said 15 days. >> how did thee come. >> she heard on television, bring your child and you will get papers and get to walk. brian: now that she is here, what does she think is next? [speaking spanish] >> she just says she knows she will get permisso and get on a plane and get to new york. brian: is she right? >> she will get there. brian: why is she coming now. >> bad in her country and she knows now is the opportunity to come. brian: amazing. everyone has a different story. and even though they are great stories we are just not equipped to handle it. that's not the way you do it. >> the immigration system was not designed to operate like this. there is an orderly way to apply for asylum, to apply for immigration benefits. this is not the way to do it. brian: and until washington can work out it's your responsibility. and that's got to be frustrating. >> it is. brian: these people are nice people in many cases. they have individual stories. that is not the story. >> that's true, brian. i'm a father. most of them have families. this tugs at anybody's heart strings. this is really a humanitarian piece. but from an enforcement perspective, while we are standing here right now, there are people that want to get away from us just a couple miles up river. brian: you are a parent? >> i am a parent. brian: you know that cough. >> absolutely. brian: he needs some medicine. >> they are going to get it. trust me, we have medical contracts. anybody that's even remotely sick, we're taking them to the hospital because this is america. we are going to do what we need to to take care of people, life, safety and health is first. brian: how old is the baby. [speenk speaking spanish] >> four months. brian: four months. wow. beautiful. >> grass i can' grass i can't >> where did these guys come from. >> cuba. >> another issue, cubans. even though 70 pierce of the people we are currently apprehending are from those three countries. guatemala, honduras, el salvador. we have caught people from 55 countries. brian: trying to get in the car. >> we are trying to leave and saw three cubans and next group. brian: sneaking through hands and knees. this is a road. this is a system. >> this is a system. brian: chief, you brought us to the rio grande river. >> while we were up with a family units over the radio there was an agent down here and saw some smugglers trying to bring something across the river. we weren't sure if it was aliens or narcotics. he was asking if anybody was available to come help him work this traffic they weren't because the agents were up there trying to secure that family unit. brian: that's it. that's mexico. you believe there is people there with binoculars. men in there with binoculars scouting out their move. is their move when it gets dark. >> 24 hours a day. they don't have to wait for dark. steve: excellent reporting, brian. as the drug czar told us yesterday those people are being used in many cases as pawns because the cartels help the people go across so that while they are going across and the agents are processing them in that spot a couple miles down the road that's where they bring the drugs in, billions of dollars worth. brian: the other factor, guess what those people did? they paid the cartels to bring them there. so they get additional money. steve: double dipping. brian: additional drugs to make themselves more powerful than ever. you didn't see it obviously people start to cross and fall out of their raft or it begins to safe and go in there with the boats and save them before they drown. ainsley: glad our border patrol agents are taking care of these kids when they're sick. the woman saw on tv go on up. brian: on the news? >> no, commercial. they are running commercials. come to america. this is how you do it. this is where you go. guatemala and honduras looking to empty out the people on their social system and put on ours. we are not equipped to take in 3200 in that sector a day. that's not the way the country functions. steve: i wonder if the woman you met on that story is in new york yet? quoted a republican and former doj official and a constitutional law scholar made the argument that if the house were to initiate impeachment proceedings, the president's executive privilege claims shrink. they shrink down to diplomatic, military and national security secrets. steve: is that unique to impeachment proceedings? >> it's unique to a criminal proceeding. here is why i say this. the only time the supreme court looked at this very famous case called united states vs. nixon. president nixon where jorski investigating the president and underlings. they subpoenaed the tapes. nixon didn't comply. went all the way to the supreme court. the supreme court said in a criminal case, in a criminal case the president's executive privilege shrinks to military, diplomatic sensitive national security. paul rosenswit and attorney after him argued the same would be the case in impeachment. so should they impeach him just to shrink executive privilege and expand their ability to get information out of him? mrs. pelosi says no. adam schiff says no. it is wrong to impeach the president without a broad national bipartisan consensus behind it. no such consensus exists now. ainsley: they are worried it can hurt them also in the polls in 2020. >> ainsley that's exactly what happened when clinton was impeached. ask our dear friend senator lindsey graham who was one of the impeachment prosecutors and probably wouldn't have done it again with what he now knows. it exploded politically on the republicans and clinton. even though he was impeached. not removed from office but impeached. left office with a higher approval rating than before the impeachment began. ainsley: let's talk about what happened in alabama. the governor there signed abortion bill. no woman can get an abortion there unless her health is at risk now. >> unless she is about to die. ainsley: right. her health is at risk. >> it's the most extreme pro-life legislation in the country. steve: it's going to the supreme court. >> correct. it's written for that purpose. there is a view that there is a pro-life majority in the supreme court and if there is any -- obviously a pro-life president. and if there is any time to dismantle roe and i will tell you what i think would happen, the time is now. the dismantling of roe would leave it up to each individual state. you want an abortion, you come to new jersey or new york where infanticide is legal. you don't want to live in an environment with abortion, did you go to alabama. that's what the choice will be. steve: all about state's rights. the states get to pick. >> even justice scalia who believed abortion was murder felt that the proper constitutional position was to leave it up to the states. why? because the constitution is silent on it. brian: that's what they're doing right now until it goes up to the supreme court. >> correct. so, question, when, not if, when it gets to the supreme court will they reaffirm roe or will they wealthy. i will take on the big corporations. i will not rest until this government serves working people. as mayor of the largest city in america, i have done just that. donald trump must be stopped. i've beaten him before and i will do it again. i'm bill de blasio and i'm running for president because it's time we put working people first. brian: he will -- by the way he will not tell rest. he the democrats now up to 23. 23 and me. brian: nobody get any traction except mayor pete and biden. steve: the "new york post" has given mayor de blasio plenty of traction. he runs for president and shows everybody screaming and laughing. they run a blistering editorial on page 6 about the mayor. they write he is both incompetent and crooked, oblivious and arrogant. he won his current job in a fluke election back in 2013 yet, ever since has seen certain that he is destined to be a major national figure despite falling on his face time after time. and then the post goes in to a number of places, details corruption, programs that he has tried to run. ran into the ground. did not go well. so, anyway, he is the latest. he is heading to iowa this afternoon. ainsley: and then south carolina on saturday. the recent quinnipiac poll shows that 76% of new york city voters say he should not run only 18% say that he should. brian: right. because we don't want to lose him. 76% please, we would hate to have new york city without bill de blasio resting until noon. also he has done so good with public housing, the state has taken it over. he seems to have misplaced. there is 500-million-dollar investment into one project. the first lady of new york city seems to have run that didn't go well. the governor, the democrat hates him. so despise each other and new york as a state is paying the price for it because of that. so it's been a wonderful six years. capture the magic, america, you are about to see what we have been experiencing. steve: rudy ran for president so why doesn't de blasio. brian: rudy was successful. that's the difference. ainsley: all 23 of them are trying to do the next thing to attract you, the voter. they are trying to get attention. we saw beto o'rourke in the dentist chair. now he is taking you to the barbershop. watch. >> cutting out some of this ear hair that you get when you get older, okay. grows out of your ears. and you don't get it cut, it can get nasty. steve: there he is at barbershop in el paso. this was a re-launch. keep in mind when he ran for senate down in texas, he was constantly livestreaming, driving my truck. doing stuff like that. brian: started with will hurd went across country from washington to texas. steve: the twitter went yesterday where they talked about ear hair. it went crazy when he had his teeth cleaned. he did refer to it as an impromptu town hall and he did talk about the high cost of education. answered was working with his campaign staff who are also in that room probably taping him or livestreaming him about a trip to puerto rico. ainsley: we know he has clean teeth and clean ears. brian: what a relief. steve: nice and shaven. karl rove had this observation. watch this. >> everybody is trying to differentiate themselves. you have the traditional democrat lane in which you have joe biden as the dominant figure. amy klobuchar as the not so dominant figure. you've got the hard left with bernie sanders and elizabeth warren. you got the new kind more traditional but nonetheless different kind of democrat in mayor pete and then have you got everybody else trying to figure out where they are. robert francis o'rourke had a great opportunity to launch himself onto the scene he blew it very rarely in politics do you get a second first time to introduce yourself. i think it's going to be hard for him to reenter the race in the kind of format that he wanted to be. brian: democrats were polled by the quinnipiac poll in a random sample excuse me gallup poll 53% say bernie sanders. 46 sanders. 42 warren. beto o'rourke has favorability with democrats. he has a lot of obama people with him. he also has upwards of $40 million in his account. he has got to be saying what happened? ainsley: what happens when some of those people start to break away or start to drop out. do they go to bernie? those voters go to bernie or joe biden? brian: bernie has been invisible since biden come in. ainsley: he has been. steve: smart for him to do. brian: when joe biden came in the way everyone dropped off i think democrats are getting panicked because the other candidates are so out to the left they feel feel they have no shot of beating the president unless they can have a candidate who is somewhat middle left. and that's what joe biden is. ainsley: why is it smart for him thought to be around? steve: because joe is getting all the headlines right now. be invisible. is he still number two. joe biden has announced apparently philadelphia is going to be his headquarter town. and axios article out this morning talks about how he essentially is running as if it is the general election. just joe vs. donald an ora of inevitability. he is out on the trail and dancing around. not talking about things like the green new deal. that's problematic at this stage of the game. look at the polls he is doing so far so good. go joe go. brian: i would add this though. he also has another big advantage and that's pennsylvania. the president shocked the world by taking pennsylvania. double digital lead on the president early in pennsylvania. makes sense for him to be philadelphia. only time joe biden says won't talk bad about any other democrat if they get close he has got to talk bad about another democrat. in the debate you will see if he is going to be vulnerable it will be in the unscripted setting. ainsley: originally from scranton that's why he is doing well there. steve: president trump unveiling a new plan today in the rose garden aimed attack ling the crisis at our southern border during an afternoon speech out on the lawn at the white house the president will outline his merit based immigration proposal. ainsley: can he get enough democrats on board? jiff green constituency is live in washington. that's the big question. >> see what the president has to say about it. this plan has two objectives one securing the border and the other overhauling the immigration system. shifting it from family based approach to a merit based path prioritizing skills, education and employment. only 12% of our current system is skills-based. under the new plan that would be increased to 57%. and it would reduce existing family based system at 66% down to 33%. it would recruit people under a build america visa who have these straits, extraordinary talent. professional and specialized skills and exceptional students. president trump hopes democrats will see why this is so very important. >> we are fighting the democrats. the democrats want open border. that means crime. between the drugs and many of the wrong people, people that have records. people that have criminal records. so we're making very sure that those people don't get in. >> the plan does not address what to do about daca or undocumented population already here and democrats are skeptical. >> there have been so many aborted efforts when it comes to immigration reform under this president. i'm skeptical as to whether he truly wants to deal with immigration. >> meanwhile, senator lindsey graham unveiling his legislation yesterday forcing migrants to apply for asylum in their home countries. not on our southern border where this morning border patrol officials are telling me, guys, that they have reached nearly 520,000 people who have been apprehended so far this fiscal year. surpassing the total numbers of every fiscal year since 2019 in the past seven days as you saw, brian, what's happening down there, agents have averaged 4500 arrests per day on the southwest border. steve: unbelievable. brian: over 2,000 just in that sector that you were just at too, griff. steve: okay. so does the president's plan have a chance you? look at the politics down there, probably not. people who have seen the plan have suggested it's more like a campaign statement of what the president likes and does not like. ultimately though, given the fact that democrats will not help him pass anything, he will be able to say in the runup to the 2020 election. look, this is a priority for you, immigration. and if you want something done, elect more republicans. ainsley: a lot of people are really upset with the current immigration laws including congressman steve scalise. listen to this. >> what there is talk of is getting back to rule of law, securing the border. going to a merit based system and think about this. right now we have some of the dumbest laws on the books. if we educate somebody in america to be a computer scientist, an engineering. jobs we need in america they want to stay in america. we force them to leave the country to compete against us. where we have the visa lottery where we literally pluck names out of a hat in many cases from countries that don't like us to bring them here. why don't we flip that narrative. get to a merit based system where we have rule of law and ultimately get back to basic foundational principles where you come to america and seek the american dream. brian: lindsey graham over the past not recently some friends on the other side of the aisle. if he is going to -- he puts those out. totally logical. call up jeh johnson in new york city. come to washington and help me sell these principles to put out to extinguish the five alarm fire happening at our southern border. very sober, nonpolitical solution to a terrible problem. ainsley: his plan allow the kids from central america, once they are here and they are processed for asylum then they have to be sent mother's health is at risk. doctors who do it anyway could face 99 years in prison. several groupings are vowing to challenge the law. >> president trump grants a full pardon to a former newspaper editor named conrad black. black used to work for the company that published the daily telegraph and the sun times. he also wrote a biography on the president. conrad was convicted of fraud in 2007 and spent three and a half years in prison. the president also granted clemens to patrick noland director of the conservative union foundation center for criminal justifiable reform. he spent 33 why are we seeing the rates go down? >> i think you are seeing number one a change in norms. women are considering, when how and if they want to give birth. on the upo positive side more wn are graduating are college degrees which is great. they will delay when they have children. the later you wait means the fewer children you are able to have. unfortunately i think the latest trend we are seeing is the question of whether women should even have children. i think we heard alexandria ocasio-cortez ask is it even ethical for young people to be talking about having children because of climate change. so she is basing that on some sort of faulty united nations statistics but all of these trends working together i think is leading, to you know, lower birth rates which could have devastating economic impacts in the future. brian: i have always heard this with europe. obviously heard it in russia. this is the first time i have remember hearing it that much here. >> yeah. i think we look at some of these other countries, particularly developed countries where they have lower placement rates, meaning the number of average babies women have over their lifetime that can replace from one generation to another. and so when we have these norm changes we have increases in abortions. we have increases in contraceptive uses then it means that we have a population that's just not sustainable. and when you think about it, not only does that mean, you know, families like mine, i just welcomed a new baby five months ago but we are not buying cars. we are not building bigger houses that has an economic impact. also our workforce is going to be shrinking and not be able to sustain the number of retirees we have in the future. ainsley: all the abortion laws changing you saw what happened in alabama and several states that followed suit. will we see the numbers go up because more people won't be able to have access to abortions. >> we will see. it's interesting what happens when abortions are outlawed whether other means pop up for people to provide those. what i do think we need to be talking about as society though is how do we ensure that young women and young families are thinking okay, a career doesn't mean that i shouldn't be able to have a family. economically we have great jobs growth right now that's fantastic. hopefully women are able to work but still have families. and i think that opens the door to discussions around paid leave. brian: let me ask you something. i know that in china they have limitations, you know, for birth. could you ever see a national movement towards expanding families and attacking this problem? could that be something talked about from washington? >> i hope so. i mean, i think we should be a nation that is encouraging people to have families. whatever they look like, whatever the sizes that they should be. i mean, the economic impact is important. we want to have economic growth. but we also want to know that our communities are vibrant and replenishing themselves. i would love to see a national campaign that says, hey, if you want to have kids, you should. what we should not be hearing particularly from the far left is no, don't have children right now because they are going to die in 12 years and unfortunately that's what is picking up steam. ainsley: i think a lot of us grew up with parents who said we had kids so early in our early 20s, go get your career and life started and plenty of time for babies later on. i think you are right. women hit 35 years old. a lot of them especially in america or here in new york aren't married at 35. they don't want to start a family until they have their careers going so they can afford the schools here. brian: rachel campos-duffy answered the call now working on the ninth. come on, america, pick up the pace. ainsley: patrice, thank you very much. did you have a girl or boy. >> little boy jesse. ainsley: how many do you have. >> that was my first. ainsley: your first? they actually lost less seats than first terms of other presidents. there are other issues out there. by the way the irony of all of this is that when we are doing great at one thing it doesn't poll well. so you know what? we start to take it as americans we take that as, okay, check we are doing good. my paycheck is up. i got a great job. now what am i worried about? healthcare, education. those things start to rise as being more important to the voter. ultimately all these issues are resolved when we have a better economy. brian: things going to get better. going to get better from here? what indications do you have? >> morgan stanley on monday came out with this amazing reported. 3% income gains year over year going to go to 4%. this thing is like a rocket ship. if morgan stanley is right. we are going to enter an era of prosperity next year and a half, two years that we haven't seen in decades. it's going to be absolutely remarkable. this could just be the beginning. ainsley: there are a lot of cities that are drowning in debt. we have a list. chicago is the number one city that is drowning in debt. $119,110. and then look at the other cities. brian: that's what people owe to pay off their debt each individual. ainsley: all the major cities it looks like. steve: what do those cities have in common. >> a lot of democratic mayors. that's been the issue for a long time. these cities are microcosms of the kind of governments that people say they want. you want a progressive government and government to do everything for you. not only expensive but insisht. inefficient. i felt like i was riding calcutta circa 1890. paving the way. brian: i have to wear a helmet to go on 37th street. my head bounces off the ceiling. >> children coming out of these high schools, without the ability to compete in the global economy. our roads are a mess. this street -- our homelessness is through the roof and these cities are still borrowing money and trying to do everything for everyone and not doing any of them properly and there is no accountability. the irony here talk about the economy and a lot of people rooting for it to do bad because they don't like the president. beware of what you ask for because these places with these heavy debt loads are going to suffer the most. let's hope we keep this economic juggernaut is going. brian: tell us what we have to look forward today. >> capitalism vs. socialism central issue in our country right now. i don't care how you phrase it 2020 is going to be what economic souter of format that we accept we think is best going forward. make no mistake, it's not just about socialism. it's about a rejection of capitalism. millions of americans out there who feel left out of this. millions of americans who feel like the corporations are too greedy. the wealthy get too much. they want to change things. steve: and you are talking about a lot of millennials are -- have the bad image of capitalism. where do they get that? "new york post" has a cover story talks about his many failed policies. he had a problem trying to get a handle on homelessness. it has doubled during his term, they're still spending, they doubled the amount of money, they're spending $3 billion. yet the homeless population stands at 58,000, exactly where it was. ainsley: look at cover "the new york post." they're watching a movie and all laughing. de blasio runs for president. brian: bob mcmahon necessary write for "new york post" the he and h and his comayor wife wasted $1.8 billion. they blame wall street. it is so unwelcome to the richest people in the world. most of the luxury buildings are a third or 2/3 empty because rich people don't like throwing money in the street in a city that want to tax them to debt. they're leaving the state and leaving the city. so hard to work with is bill de blasio. even the democratic governor and he hate each other and undermine each other every step of the way. why the guy thinks he can run for president is unbelievable. ainsley: latest "qunnipiac poll." this unbelievable. would you like to see bill de blasio run for presidents. new york city voters. 76% no, they don't want to see him run. 18% said yes. steve: there is so much corruption with the housing authority here in new york city, ultimately the federal authorities had to control for oversight. as he goes to iowa, people in iowa an south carolina ask him questions about the deplorable conditions here in new york city. the last time he went to new hampshire ultimately will go, he was in concord, new hampshire, 20 people showed up. when he went to nevada, nine people showed up. ainsley: people down there they don't know him. steve: how many will show up. brian: nine more than i thought. is over achiever. i would not be surprised to joe biden will relaunch his campaign. his momentum would go out the door. steve: why does even bother. the polls show he has no chance. what is the endgame? ainsley: that is happening new york city, iowa, south carolina. we'll talk what happens today in the rose garden. president trump will unveil a new plan aimed attack kelling the crisis at the border. brian: calling on democrat to join him to fix the broken immigration system. steve: but will the democrats listen? griff jenkins live in washington. griff, the consensus something needs to be done. this is politics so good luck, everybody. reporter: democrats, steve, good morning, brian, ainsley and steve, democrats will have buy in. there are two major goals. one is securing the border. the other is a big idea. fundamentally shifting immigration system to merit-based. right now it is family ties. president wants to prioritize those who are skilled, educated with employment opportunities. only 12% of the current system is skills based. under new plan that would increase to 57%. would reduce the family based system at 66% down to 33%. build america visa would recruit those with extraordinary talent and exceptional skills. hopes the democrats will get on board. >> we are fighting democrats. they want open border which means crime. it will have tremendous republican support. i hope we get enough democrat support to get it passed. reporter: plan does not address daca, population already here. democrats are downful. >> there are so many aborted efforts when it comes time migration reform unthis president, i'm skeptical whether he truly want to deal with immigration. reporter: white house officials say over the course after decade this plan would raise gdp by 600 billion. decrease the deficit by the same amount and increase tax revenues by 500 billion. they know note the u.s. will issue same number of green cards as they do now but will end the visa lottery system. guys? you're ranked on your professional skills, your education, your age and your english ability. ainsley: merit-based. you were down on the border -- brian: vertical test and foot speed test. like the nfl combines, right. let's see what you got. i want to see your abs. the president's idea is great for 2020. i care about 2019. so should you. there is catastrophe every day. 4,000 plus walking in the border. let alone the the drugs. lindsey graham find sober democratic leadership in the senate and decide what the house would need to pass it. ainsley: lindsey graham says, kids from central america seeking asylum, waiting to be processed they have to be sent back to central america. that is not the case right now. they want families held up to 100 days. not 20 days. by the floorries settlement they have to be released in 20 days. we showed that earlier in the morning show. i agree with you. i always thought when they're coming across the border, they're like on their stomach, exactly going you there the brush. they were just talking on the roads. one lady you interviewed. she said she was central america. i learned about this on the commericals on tv. they're saying go on over. brian: honduras. they say if you get here, for 20 days it is tough. then you're through. tell them cities drop you off. st. louis, minneapolis, los angeles. they have somebody or someplace they think they will be welcome. they will just start working. sadly a lot of them will go into the social system. and we already 20 trillion in debt. we are not built to take in refugee after refugee. there is a reason why there is a system. we can't take in everybody that wants to come here. they say 7% would qualify for our asylum laws that are written. we have adjusted in the past. adjust now. before we look comprehensive. make four changes. allow more temporary housing, give them 100 days, these men and women and judges will process quickly. steve: the big question will mitch mcconnell bring it up? >> you would think so. one of the things we fought for in this country was get rid of the scourge of segregation and putting people aside by some of the most superficial aspects of our humanity, things like color of our skin. you have some elite schools out there having blacks-only graduations or hispanic-only graduations. now of course you have them going by legal status, whether you're documented or not. steve: well, and this particular graduation was sponsored by a student group. we know student groups do all sorts of things. but, christopher, what is your main problem with schools, student groups at big universities doing this? >> it is ignorance of history and what will happen long term. now granted this is voluntary by student groups. the school is not enforcing it. the government is not enforcing it. that is bigger issue. if the government was enforcing it that would be a major issue. that is where everything starts. it starts with people doing this. next thing they might start pushing for rules and regulations, laws to be passed to encourage this. history repeats itself only because people fail to learn the lessons of the past. ainsley: what is neo segregation? >> it is lipstick on a pig. i mean, it is trying to say the like we're doing it voluntarily. i work with another organization, seeking educational excellence. that is one of the things they're trying to fight against identity politics, specifically in academia and the public school system. that is what they're doing. they're putting lipstick on a pig. it is okay that we do this segregation because it is all voluntary but is it really voluntary? >> not at all. these two things compliment one another. the legislation that senator graham is putting forward, focusing mostly on closing the short-term problem, fixing the loopholes we need to do right now. the president's plan that he is going to talk about later this afternoon is more of a long term thing looking at modernizing and updating our entire immigration system, simplify for people coming to the country legally. we haven't touched this system in decades. we have really got to bring it up to speed, make sure, one we're protecting our border, two, that we're bringing people in that can contribute to our society. and at that we know who they are, why they are coming. they can help us be productive an continue to make america grow. steve: sarah, how do you, how i don't know if you noticed it is polarized in washington, d.c., everybody hates everybody else on the other side? how do you get democrats to sign on board with lindsey graham's plan or president's plan? i was reading in "the washington post," someone familiar with the president's plan, look it's a campaign statement of what they want and don't want. there is zero chance democrats will sign on board? >> i think the best thing you can do to bring democrats and republicans together is to have a good plan which is exactly what we have in this. it is to have something that there is no -- nothing in there that democrats shouldn't be for. the big difference between republicans and democrat in this case, we actually laid out what we want to see happen in our immigration system. we want to move to the merit-based system. democrats right now, unless they get on board with this, the only thing they have said they want is open borders. that is a terrible thing for our country. i think it is a terrible message for them going into 2020. so i think it would be wonderful to watch them get on board with something that helps secure our border. they're now starting to realize and admit the system is broken and we have a real crisis. a humanitarian crisis. that they can't even deny. anymore. this is a way path forward. steve: pardon the interruption. why doesn't the president who has a 747, invite democratic leaders of congress to go with him down to the southern border to see what brian saw this past weekend, where you stand there and droves of people, people in the country illegally, just coming by? brian: they're not running. they're coming to us. steve: they don't believe it's a crisis and something has got to be fixed? >> i think that is a great idea. we encouraged a number of members to go to the border. some folks in the media have been down there over the past couple months have seen that. brian, you did a great job documenting some of the moments. it is a true crisis. at least we're finally starting to see more people understand what the president has been talking about all along, just how right he was. the fact that we have to do something. that is why we had our team here put so much time and effort into actual building out and fixing the system. it has been broken for decades. we're trying to do something that would modernize it and help us bring people into this country. that is one of the big misconceptions. the president wants people to come into the country. he wants them to come in legally. he wants them to come in and prepared and ready to easily a simulate into our workforce and help grow america and contribute to it, in the way we have been doing over the last couple years under this president. steve: okay. >> the economy is booming. we need more workers. these people will be great additions to our society. ainsley: president says stop catch-and-release in sanctuary cities and stop the visa lottery program. let's move something else in the news, sarah. iran. are our allies behind us and what is the greatest threat? >> we're continued to be focused primarily on the safety and security of the american people. we have taken steps to move some of the diplomatic core out of areas they need to come from as we see the threat level go up. we continue to be vigilant. what we ultimately like to see is, the behavioral change from iran. we're going to continue maximum pressure campaign until we see that happen. brian: just understand too, major general christopher giza, deputy commander of the u.s. operations with the british say you guys basically are overstating. there is no emergency. centcom pushed back on him. but it is pretty sad when our allies are pushing back on us. makes you wonder who are our allies and what the president knows. this is in "the washington post" today. maybe you want to take this on. the president is frustrated with his advisors and is not personally convinced time is right to attack iran, nor are we in a dire state of emergency even though it is reported they are loading missiles on certain ships that they have. what could you tell us about the friction inside of the white house as it comes to this? >> well the president addressed this yesterday. there isn't friction. there is a lot of information but ultimately there is one agenda, one decisionmaker, that is president trump. he is the one the american people elected. he is going to take in the information and guidance from all of his national security team. he then will make a decision on what he thinks is the best and safest thing for the american people. it is very simple. brian: right. >> it is good to have a number of people from different backgrounds with different viewpoints to offer that information. that is exactly why the president has assembled the team that he has. they take that information. they can advise him. we're basing this off of information from a number of different places in the intelligence community. the president will be one to make the ultimate decision. ainsley: a lot of people are looking at the russia investigation, if it was lawful or appropriate. the ig report is set to come out over the next few weeks, horowitz report, there is also that u.s. attorney that was brought on. brian: john durham. ainsley: many are wanting to know was this fisa abuse? what can we expect? >> look, i'm not going to get ahead of the ig's report but i think just likemost americans we all want to know why did this start in the first place and why were they spying on the trump campaign? it seems like a gross over reach. we would like answers. we think the attorney general is doing a great job. we're glad he is looking at other side and origins where these things started. it's a completely insane process took place. if there was ever any crime committed it was probably at the beginning why this whole thing began. brian: usmca i understand there is new political life to it as the new nafta. what could you tell us because the word the democrats are taking a look at it because there is a lot to like in it? have you heard about any movement? >> it is, we have had some productive meetings this week. i know ambassador lighthizer has been meeting with a number of lawmakers on the hill. we are seeing some progress on that front. bottom line is, this is a great deal for america. it's a great deal for american workers. it's a great deal for our farmers. and there is no reason in the world congress shouldn't be running down the aisles to get information so that they can put this forward for a vote and get this done. brian: should please unions? >> 45%. the number has grown. so has the conversation. we're focusing on it. when the candidates get on the page they're pitching socialist policies. they don't say let's be like venezuela that country is in crisis totally on the brink. aoc and bernie sanders, they say let's be like norway and sweden. there are really big difference, a lot of people argue those are not socialist countries per se. let's go through them. true the government plays a role in terms of business but they're not taxing business to the brink. actually a lot of revenue comes from a vat tax there. so consumers, citizens are paying for it. so are the tourists. steve: not everything. reporter: that is on everything. so they are contributeing. the other thing is the size of population. in united states 325 people. norway, five million. sweden, 10 million. a lot less mouths to feed to make sure everybody is happy. what about the eurozone debt crisis?
