news that the brussels terrorists originally had their eye on a nuclear power plant is raising serious questions about the safety of our nuclear sites here in the united states. in 20014 the daily caller exposed how easy it is to enter outside of maryland without encountering any security of any kind. can this be fixed? joining me is a professor from the lbj school of public affairs, alan cooperman. thanks for coming on.
>> thanks for having me. >> a couple of years ago, the daily caller reporters drove through, filmed the building and left. that raised concerns among normal people that the nuclear sites aren't as protected as they ought to be. do you share the concerns? >> yeah. we highlighted the fact that nuclear power factors are not protected against ground attacks such as you're talking about. they're not protected adequately against waterborne attacks. many have inlet, bodies of water, you can ride a boat right up to that inlet and cut off the water and that can lead to the meltdown of the nuclear reactor. they're not protected against airplane attacks such as what happened on 9/11. so our reactors are vulnerable to that sort of attack and also facilities that have bomb grade
nuclear materials are also not adequately protected. >> boy, i want to put up a full screen to give our viewers a sense of the scale of the potential risk. there are 61 active reactors in the united states, 99 reactor plants operating across 30 states. if you and i were to compose a list of sites that are vulnerable to terrorism and we wanted to protect above all, you'd they nuclear power plants would be at the top of the list. what does this say about the other potential sites? if they're not adequately protected what about everything else? >> what we say in the report, any facility that could lead to the catastrophic disaster needs to be protected against a maximum credible threat. for example, the kind of attack that occurred on 9/11. you would assume that our facilities are protected against that sort of threat. but they're not. and the reason is that the industry says it would be too expensive to protekt against that -- protect against that
sort of attack so it's the responsibility of the government. but the government isn't doing it either. so if the facility or the government isn't protecting the facility who is doing it? no one. >> meanwhile, my toothpaste is deemed a threat to the national security at the airport by the tsa. maybe put the security guards outside, i mean, how hard is that? that's just basic. >> well, these sorts of facilities have an outer perimeter and an inner perimeter. it's unfortunate that the outer perimeter isn't guarded but generally the inner perimeter is guarded. but a lot of the times the inner perimeter may be too small. >> yes. >> so that if an attacker could get that close, they could launch some sort of explosive projectile that might be able to induce a catastrophic accident, a meltdown and then you have a release of radiation such as
occurred at chernobyl or at fukushima. that would be a disaster. >> it would paralyze the population that. that's kind of the point. alan cooperman, you haven't made me feel better, but i'm glad you came on this morning to give us a sense of this risk. >> thank you. coming up he's the american mormon missionary at the brussels airport when the terrorists hit. we spoke with him from his hospital bed. there he is. it's a powerful interview, at the top of the hour. don't miss it. and today is good friday. we have the archbishop of new york asking has america lost its faith? cardinal timothy dolan has a message for you. don't miss that. traitor. and i know a thing or two about trading. so i trade with e*trade, where true traders trade on a trademarked trade platform that has all the... get off the computer traitor! i won't. these were basically moroccan born or moroccan descended immigrants in belgium and in france. they were criminals prior to isis giving them some ideological underpinning for their criminal ways, so you have the thugs for the expertise to rob and to steal and commit mayhem now becoming politicized. now becoming so infused with this whole jihadi culture they're willing to sacrifice their own lives to kill as many westerners as they can. excellent report from tucker on the daily caller targeting nuclear facilities. that's always been our nightmare. not so much that that i target -- they target the facilities they get some explosive radioactive material, but they can create their open dirty bomb, buy it on the black market, from north korea or from a pakistani and explode it in
grand central station. i mean, that's the nightnamare d the enemy we face. >> do you think that europe and the united states is up to the task of assimilating all these immigrants and refugees? it seems that's the story here. these are people who have been in belgium for a long time and they don't assimilate to the belgium culture. in fact, they hate it. what's the plan? >> i don't know, tucker. i think that's a trick question in a way. let me go back to the moroccans in belgium and france. they have been there for multigenerations. they have though travelled to syria. they were on the radar of various intelligence agencies. the turks alerted the belgians that they had deported a couple of these guys that were involved in the airport bombing a couple of days ago. i think that that's where we have to pay attention. we are at war, there aren't infinite numbers of them. there may be thousands, but we have the resources if given the commitment to go rolling some of these guys up. i think in terms of the immigrants, we have to start thinking about not a trumpian
plan to bar all muslims, but where you have targeted profiling. i think that profiling -- are they moroccan born, did they go to syria, were they criminal -- did they have a criminal background? there are some question, can we state with assuredness that their background is clean. i think that there's ways to vet people, and to say to the entire -- say that the entire refugee program should be stopped as a result is wrong. i think much more aggressive targeting like israel has to take place. >> you talked about the paris attacks, we know what happened with your daughter there. some of the individuals we're linking to the paris attack, so every day i feel like we come in for "fox & friends" and there's someone else that's connected to this. i'm surprised that these guys could plan something for so long and get away with it. or at least try to get away with it. so today in the newspaper there's a guy, a picture -- the guy they're calling satan klaus,
papa noel, because he looks -- he has the beard. he's heavier set guy. they're saying this guy is the mastermind behind all of this as far as recruiting is concerned. recruiting the guys not only in the brussels attack, but also the paris attacks by offering gifts and cash. come and join, i'm going to give you gift, i'm going to give you cash. you'll have a better life if you join our group. >> he is again a guy who was a criminal. he was convicted in 2014 for helping recruit isis fighters on the radar. what has to happen, ainsley, this is something that's very frustrating, in 9/11 what happened in new york city in 9/11? fire department couldn't talk to the police departments, they're all on different frequencies, not sharing information, that's europe today. in belgium in brussels, there are 16 different stations. one gets a bad guy on the radar

and intuitive response. i think the voters want a contextural understanding of what's going on off the stage. what kind of interaction do they have with the staff or the advisers or an instinct, like with donald trump. >> like with hillary clinton it was a committee. with donald trump it's donald trump. >> you know the way i see this, people are attacking hillary clinton, politicians, for all the wrong reasons. benghazi, e-mail, all this stuff. the real substantive failure of hillary clinton's tenure as secretary of state is the disassembly of the entire middle east. she helped by benign neglect set loose some of these horrible forces that led to the creation of these apocalyptic knee lists and that's squarely on the responsibility, the back of hillary clinton and president obama more importantly. and -- and she has to cop to that failing.
and now the only way to stop these attacks, there's only one way. george w. bush regardless of everything you say that he did wrong in terms of the weapons of mass destruction and all the other things, the fact of the matter is, under president george bush there were no major terrorist attacks on u.s. soils after 9/11. we have to fight them there rather than fighting them here. we have to cut off the head of the isis snake in syria, in mosul, iraq, we have to destroy their base of operations. so these moroccan kids have no place to go to get their training. where they need -- they're like roaches. they need a base. if you spoil their base, you get them out there, then you can squash them. but i really think that, you know, all of these candidates right and left, republican and democrat, they have to understand that the enemy is festering and sending loose its
