Five people are dead. 24 have been shot and that includes three Police Officers and a 17monthold girl. It was 3 13 p. M. , state troopers with the Texas Department of Public Safety pulled over a truck for failure to use a left turn signal. The driver slowed down, didnt stop and put a rifle out the window striking a texas state trooper. We have an active shooter. Negative. In a vehicle sphwhr what is the status of the trooper fnlt theyre working on the trooper right now. Shooter is in a toyota headed hd westbound towards 0 december ka. Odessa. He shot two more cop. He shot an inned on i20 and continued into east odessa. There was a lot of random gun fire there, multiple scenes of bloodshed. A lot of the bloodshed was along the highway. We adopt know the details of how he got out of his truck but he got out of his truck and got into a mail carry vehicle. He drove that vehicle to the Energy Center and thats where the gunman was shot and killed. Terrified witnesses watched it all unhold. Oh god. Theyre shooting right there. He hit the barrier. The cop just hit the barrier. Get down. Get down stand still. Hes shooting him. Hes shooting him. And among the victim as 17monthold girl. Witnesses say she was strapped into her car sheet and shot through the shoulder. That little girl was air lifted to the hospital in lubbock, texas. There are two different hospitals in the area. Ten at last count in critical condition. The gunman is a white male in his 30s. We dont have an id yet. Were expecting an update from the police at 9 30 local time. Mike live for us in odessa, texas. Back to Hurricane Dorian, the category 4 storm closing into the bahamas. Officials raising the alarm as the storm gets set to slam the island with high winds and a lifethreatening storm surge. Theres real concern here that while dorian is 400 southeast of us in jacksonville, there could be a case that people get too comfortable coming out of the weekend thinking theyre out of harms danger. But theyre not indeed. The last time, three years ago when a hurricane doesnt make landfall in this area, it did cause over a Million People to lose power, lives lost and billions of dollars in property. Thats why twha theyre taking precautions hoop per at the hotel were taking up positioning. The sandbags are already being done. Just behind me theyre worried about the surge this could bring and that is why the mayor is saying you cannot get out of danger and think that youre going to be okay just because its not going to make landfall. Listen. A little bit of optimism that its not going to be the impact that we thought it was. But were asking people to remain vigilant, stay prepared and know their evacuation zone. Its important that people know exactly where their zone is so if we make the call they can act quickly. And it is mayor curry who remembers three years ago Hurricane Matthew never made landfall. It hit up above charleston, some 250 miles north of her but it caused tremendous damage because of the high surf and the winds. The st. Johns river runs through Downtown Jacksonville. Its up two feet because of the high tide. It is without a doubt youll have some damage from this storm here. And it is the concern of officials like sheriff Mike Williams that when they get in trouble and people may have been too lax in their preparations, that when they call no one with will be able to come get them. Heres the sheriff. Listen. One of the things that we tell people is that if you choose to state, theres a point in time during the storm where were not able to come. If you call 91 is we may not be able to respond because of the storm. So its not only that flooding thats almost certain in Downtown Jacksonville but also the ocean behind me, were going to get out here a little later and show you, the oceans surge, the waves. Remember when i was covering Hurricane Michael for you in the gulf, its very shallow in the gulf and the storm surge is a threat. In this case you have a cat 4 monster coming off of the coast that will cause millions in damage. I know youve done so many of the hurricanes and you get a sense of the feeling on the ground from the people you talk to whether youre getting lunch or just strolling the streets there. Do you get a sense that people are letting down their guard or are they maintaining the intensity that they need to until we know that this thing is completely passed . Ill answer that honestly. Im a little concerned that people are a little too comfortable. And the timing of the Holiday Weekend doesnt help. Remember, people thought they were going to have a labor day that was going to get ruined by a hurricane. Now theyre getting a forecast that would appear to be better. And thats why you had the mayor very cautiously optimistic that it would be better. But again, depending on how strong dorian remains after it pounds the bahamas in the next several hours and starts to work its way on the predicted track up north its going to cause problems. And once you get into trouble, theres going to be flooding. Youre at this high tide. Jacksonville and all the way down through West Palm Beach is going to see an impact even if it stays offshore. And it is not time to let your guard down. People were getting their last hours of sun ansurf and enjoying the end of the summer here. Last night we thought this was going to be upgraded to a cat 5 because the presentation of the satellite is incredible. Its textbook. Youve got a wideopen eye, all four quadrants are filled out with the higher cloud tops, the thunderstorms. A perfectlooking storm. And unfortunately its going to remain over the bahamas for days. I am really concerned with all of these beautiful beeche beach. The problem is, look at this. This is monday, so tomorrow, tuesday, not going very far, wednesday still not going very far. And if you have a job more to the west, then all of these properties along the coast of florida are going to be impacted by storm surge at least Tropical Storm force winds not for just hours but days. And we could be dealing with over a foot of rainfall depending on where the storm parks itself. The problem with the storm is we havent been very certain and that has not changed. A lot of people like to focus on the center of the storm but you can see the cone is very wide and it goes over land here. Thats why i need everyone to Pay Attention to the forecast not only because were not going to be dealing with a storm thats just going to impact for a matter of hours. This is sitting here for days. Were going to be talking about this thursday and friday and then we could potentially see a landfall or impact along georgia or the carolinas. This is a similar path to what mat theu took. Sometimes we have to go back in history and look at storms that were kind of identical in terms of where they were and the steering mechanisms that we have. We go with matthew as our guide and its very similar here. But again, dont focus on the center of the storm. Theres a reason why we have the cone of uncertainty. A jog more to the left of the cone is going to mean more devastating impacts for florida. The big takeaway is we have been uncertain with the storm for the last scup l o couples of days ae still uncertain. Well certainly keep you up to date over the next couple of days. His heart is in the right place but theres a way to do it with balance between the private and public sector. You would have to raise the taxes on the middle class. In regard to what youre saying, hes running against a businessman who has experienced all of the impact of this when hiring people, firing people when running a business. Is that problem for him .
