Both officers were transported to the hospital with grave injuries. Officer Matthew Baxter died. Officer sam howard remains in, quote, grave condition. These were beloved fathers and husbands and sons and so we are doing everything in our power to support them, the families and get them through this time. At a press conference chief odell said this and to be a consensual encounter. No handcuffs. Police would have asked if people lived in the area. What they were doing, if it checked out, moved on. The Kissimmee Police department is a smaller one according to the Orlando Sentinel it was 104 officers.
