>> yeah. i would answer that question a little differently than michael chertoff. i think they want to recruit people everywhere from the u.s. there are five times the number of recruits from britain. seven times the number in france. they want bodies. i don't think it's to send people back. when you look at the interviews with the isis members that we captured or who have quit. their goal not to hit the u.s. right now. that may be true eventually. their goal right now unlike al qaeda is to take over iraq and syria and set up a caliphate. they are very much regionally focused not globally focus canned. if they were able to do that and i don't think they are going to be able to do that. if they were going to do that then they would shift their focus to the other countries. they have been fighting a civil war three and a half years no single person has come back isis title and attacked another country. they are really focused on the region. >> i want to put up details on the screen to our viewers about this specific ahmed abu sam areura the brains behind the isis prop began da machine. he grew up in france. he graduated from am mers with a degree in computer science. went to the middle east for the first time in 2004 and worked for al qaeda in iraq. does that is not just at all the profile a lot of us think of when we think of islamic extremists working for isis is. he went to umass? you send the second airborne, right? oh no you get kurds and what the administration is describing moderate opposition forces. one of whom is isis by the way. but presumably you get some other group that you believe is, quote, moderate and you send them money and weapons. that's our plan. is that a good idea? >> so basically -- well, in my opinion it's going to come out to a wage cut for our nation's heroes. and here is what is so troubling. comes out with this statement using executive power once again to tell congress because i have the authority i am going to cap the pay raise for the military for the next fiscal year at 1%. 1%, it is on average 2% in the private sector. what is the reason now to go and serve in the military if you are going to have that kind of pay, which is already low, and then you are going to be dealing with a cap on your pay. your rent is going to go up. your food prices are going to group. car payment. cost of everything, child care is going to go up. but you are supposed to go and serve in the army or the navy and feel good about it when you can go out and frankly we just talked about it. work at mcdonald's and get a better wage. that's a bad example. you can go out into the private sector and get a better job. here is the president coming along saying we are going to cap that that is unfortunate. let's be honest here most military jobs don't pay what they should. and that's my opinion but they don't pay enough already. but is he using the fact that this economy is in the doldrums and he has got to stick with his budget. that's his reasoning for all of that. >> cheryl, you mention this, this president 1% cap being proposed by president obama in order to match the private sector it would be closer to 2%. 1.%. the american legion is requesting 2%. >> right. we have got a statement from the military officer's association. here is what he this said. they have been very vocal about this as has the american legion. pay raises for the military are important for retention. it's a fundamental principle of sustaining the all-volunteer force. if you think about it, what kind of talent drain are are we going to get in the military when we are facing threats like isis, when we have got ukraine is still an issue. god knows what else is going to happen around the world and then you are going to cut -- you are going it take away any incentive especially the financial incentive. of course of course they want to serve they love their country. remember all releases we have been dealing with over this year that's what we have been talking about. deployed to employed. we are talking 90,000 troops being released this year without jobs. >> a lot of times getting these pink slips while they are serving. >> exactly. >> cheryl casone thank you so much. so important for retention and recruitment. thanks. 48 minutes after the hour. coming up on "fox & friends." this is not a joke. the irs says it's lost even more emails. the outrageous development coming up. and want to know if you are getting the best deal? >> that's bizarre. how could it not be? i mean, basically you have joined a crime cindy cat but really something far worse. at least among the crime as i understand cats they normally back each other. you and i could be victims. not likely to be victims at a gang hit. very likely to be victims of a terrorist hit. that's why i think the u.s. has had a bone headed approach to identifying the real threat to people that are just ordinary americans. >> a lot of concern, too about some homegrown terrorists here united states citizens being recruited through social media and others. isis has extensive social media network. being retweeted all over the world and different languages. now we hear about this guy out of minnesota. ahmed abusura. behind the social media propaganda campaign. this idea though that here in the united states, these recruits are being targeted specifically to carry out terrorist attack. michael chertoff talking about this. i want to play this and get to you respond. take a listen. >> the terrorists understood that right after 9/11, we put up some very tough measures to keep foreigners out of the country if we were uncertain about whether they were risky or not. so they started to recruit americans and westerner who's don't go to through that same kind of vetting process. that's really the holy grail for the terrorists is how do you get an american who has the right to come back to the u.s., trained, hardened, radicalized and then send that person back to carry out a terror mission? >> you know, in some ways we act like this is new. june 1st, 2009. there was a shooting at the recruiting office of the u.s. army in little rock, arkansas. a young man by the name of andy long was murdered in cold blood standing in front of the recruiting office. the assailant was a guy who grew up as carlos bledsoe of memphis. went to university of tennessee. this guy grew up a baptist in memphis. very traditional, working class home. he goes to yemen. gets completely radicalized, comes back, becomes a terrorist. do you know what the fbi just a typical murder, state crime, no federal involved. they would not rule it as terrorism. clayton, this is already happening in this country. this is terrorism unleashed but we're not hearing about it because we have a government that doesn't want us to know that terrorism is alive and well and that usama bin laden may be dead but terrorism is not we did hear from the president yesterday laying out some sort of a strategy after no strategy strategy had come under so much fire. let's take a listen. >> we have to act as part of the international community to degrade and ultimately destroy isil. the goal has to be to dismantle them. i also leave here confident that nato allies and partners are prepared to join in a broad international effort. we are going to degrade and ultimately defeated isil. the same way we have gone after al qaeda. >> is this tough rhetoric? is this enough is al qaeda really disseminated in the first place. >> no al qaeda is not disseminated. large terror network all related back to the same tree trunk. muslim brotherhood, hamas, hezbollah, boko haram, isis. all branches from the same tree. and if you don't gut the trunk down you will get a branch some other type of version of it. this is radical islam. that's the heart and soul of it. religious organizations are far less part of it but the philosophy that underpins it and that's what we have to go and attack. you are talking about cutting trees down. if you don't cut the tree from the trunk and grind up the stump, it's going to grow right back. and that's what we are seeing with terrorism. it continues to grow because we we we don't recognize the threat of it. >> grind up the stump. i like that. i'm stealing that. >> you have got to do that you have got to grind the stump. >> finally almost three years after the tragedy took place in benghazi we are learning some of the details. three former cia contractors came forward talking to fox. bret baier and saying we wanted to go in and help ambassador chris stevensson and the rest of the americans at the consulate. we were told not to by our supervisor a guy called bob. a state department asked about this marie harf the state department spokesperson saying totally untrue. would've watch? >> i said hey, we are ready to go. bob looks right through me and looks at the team leader and goes you guys need to wait. >> bob was the cia's base chief in benghazi. >> i just said hey, we need to get over there. we are losing the initiative. and bob just looked straight at me and said stand down, you need to wait. >> we're starting to get calls from the state department guys saying we are taking fire. we need you guys here. we need help. >> let's be clear here there was no stand down order from anyone in washington and in the military community or in the intelligence community there was a short delay. there was a short delay so they could get back up and get additional weaponry before they went into a situation that they were unaware of what they were going to be encountering on the other side. >> so they're lying says the obama administration. >> the infamous words of mostly hillary clinton what difference at this point does it make? well, tucker it makes a heck of a lot of difference, quite frankly it makes a difference because if we had the capacity to send people in and rescue americans including an united states ambassador by god we should have done it the fact that we didn't is an outrage tsmght does make a difference. you have some paid talker who stands at the podium and nuances all the words but the fact is you have got three guys who were getting shot at that night. who are you going to believe? eyewitnesses who were there or are you going to believe some person who goes to the podium to cover for a government where in this situation people died and our government lied. it is really that simple. >> unbelievable. i mean, you hear her say that it wasn't from washington. but then she goes on to say nothing from the intelligence community. nothing from the military so were all three of those people sitting around that table lying about who they were receiving these reports from? >> why would they lie about it? there has been so much outrage. we do know there are a number of people eyewitnesses to the account that were told, shut up, they were moved into all kinds of positions in the state department so they couldn't be found, couldn't go to capitol hill and testify under oath. we are a long way from getting to the bottom of this story we have a right to get the story and the american government has a responsibility to tell us what happened that night because if our own ambassador can't be safe and we can't be honest about what happened to him? then who of us is safe either? i think that's what we ultimately have to come to the conclusion. >> hope flight mainstream media is going to start paying attention. when they call you that a fox story, it's a badge of honor. we should take it as that. what do you have coming up tonight? >> well, i mean, we found out when he was one and a half years old officially but we had doubts since he was at least six months old and it just took a while. of course, i mean, it's totally devastating when you learn. i was really, really devastating. we knew before. so i think we kind of expected it at that point. >> and then you probably said okay, well, this is not so bad we know that there are so many procedures cochlear implants. we know hundreds of thousands of people can have these implanted in their ear canals and then they may be able to hear. >> yeah. >> you went through that process and what happened when you tried to get the cochlear implant? >> here in canada we have to go through a whole process with the hearing device and then when that doesn't work then you go to cochlear implant. because he was so deaf we did a bilateral cochlear implant simultaneously so it's done at the same time. and then he wore them, the cochlear implants for six months and there was no improvement whatsoever. so he did all the hours of therapy, everything, and nothing was working. and then we figured out that it probably wouldn't work. and i think that was the most devastating moment because your hopes had been higher up, you know, you have expected things to work out because they work out so well for all the other patients. and then it didn't work out. >> but then, of course, we have this incredible miracle this week when we see this unbelievable video all thanks to an experiment, really. you go from cochlear implants. you must have been so frustrated thinking nothing is going to work. how did you uncover this experimental procedure that led to this video that we are seeing on the screen? >> we actually saw another viral video on facebook of the first american that got the abi implant. the abi and when i saw it, it just got my curiosity because really by that time we thought this was the end of it i mean, august is deaf and he is he always going to be deaf. he can't hear us right now. i mean he has his device and he hears but is he going to be deaf. but, at the same time, we did feel like this could help him out in some way and help him lip read or hear just reference sounds like a dog barking. so we did the research and, you know, digging in and talking to the california team, it sounded like august was a perfect candidate and we just went along with it. i mean, after a lot of research. >> so after this procedure, after six-hour operation at the children's hospital in los angeles, they successfully put this device in the brainstem of your son. when was that moment like when you see him react to music for the first time. >> that was amazing. it was an amazing moment. and we were with friends and close people to us. and we were having fun, basically. and he has fun even though he doesn't hear, but then we started noticing him jumping and saying i want it again, again. you know? and then he was saying stop like the music is over. there is no more. and then he was saying again, again. so we really freaked out. and then someone took their i iphone out and said we have to phone this moment. i have shivers just thinking of that moment. we are really hoping that he we'll get more with time. we are flying out to l.a. tomorrow for his third programming session where they put the volume up a bit. so, he might start hearing a bit more. maybe next week you will hear about him doing something else. >> and hearing your voice. it's incredible. you talk about -- >> -- yeah. >> we all have shivers this morning. and sophie, and august, deep in his ipad probably like my son at this hour of the morning. would appreciate you joining us. >> he fine, can you wave? it's about getting bodies there on the battlefield. we talked to lieutenant colonel ralph peters who talked about when people tell you it's only a few thousand fighters, correct them. it's tens of thousands of fighters. dr. jim walsh, international security expert was on our show earlier this morning. >> they want to recruit people everywhere from the u.s. there are five times the number of recruits from britain, seven times the number in france. they want bodies. when you look at the interviews with the isis members who we captured or quit, their goal is not to hit the u.s. right now. that may be true eventually. their goal is to take over iraq and syria. if they were able to do that -- and i don't think they are going to be able to do that -- then they would shift their focus to the other countries. >> heard a different theory from the department of homeland security. post 9/11, terrorists said i see the united states is starting to check into foreigners' backgrounds. if they may or may not be risky, they'll make it harder for them to enter. it is a recruitment of getting as many bodies, but if they have western passports, it poses different dangers. >> finally we are hearing from the president. he had multiple press conferences during that nato meeting and finally has come up with a strategy than the no-strategy strategy. is it enough? >> we have to act as part of the international community to degrade and ultimately destroy isis. the goal has to be to dismantle them. i also leave here confident that nato allies and partners are prepared to join in a broad international effort. we are going to degrade and ultimately defeat isil the same way we have gone after al qaeda. >> whatever. who even knows what that means. if you were serious about this, first thing you stop importing potential recruits into this country. letting massive immigration from countries with islamic terror problems come here and get u.s. passports. if someone joins isis with a u.s. passport, take the passport away. they were asked by a reporter if you find out someone joins isis does he lose his american passport? the answer was no maybe. >> david cameron was emphatic about it. britain, if there is relationship with isis, if they've gone to syria, your passport will be checked and revoked. >> let's resettle tens of thousands of somali refugees in minnesota and maine, why don't we get to weigh in on that? you can import people from where there is tons of islamic extremism? i would like a say in that. >> just your tax dollars. >> we are getting more reports, an explosive new claim in a fox exclusive. what happened when benghazi came under attack? "hi bob." thanks. temperaturewise it is hot and humid all across parts of the eastern seaboard. enjoy it if you like that kind of thing because it's about to change. behind severe weather. take a look at temperatures over the next five days. you see the blue across parts of canada. watch how that starts to invade areas of the u.s. this week. 50 degrees on wednesday for a high in fargo. 53 on thursday. kansas city 65. 62 in denver. our first real batch of cooler fall air is coming in this week. today we've got the severe weather threat across areas of the big city in the northeast as the front moves through. that's going to come through between 4:00 and 9:00 tonight and behind that the cooler air moves. in back to you inside. >> rick reichmuth. >> don't brink the janky sign or rick will call you out on it. >> what does that mean? >> we'll still put you on tv. a top official says edward snowden's leaks are helping isis hide from u.s. intelligence. calling all couch potatoes. it's a dream sofa that will drive you back and forth to the fridge. sofa so good. welcome back. there are reports that isis in syria and iraq is using leaks gleaned from the stock pile of classified information edward snowden made public to hide from u.s. intelligence. this report is coming from a former top official in this country. is it true and what does it mean in our war against islamic extremism? david kennedy formerly with nsa joins us. >> thanks, tucker. >> how do you know this is true? >> i came from the nsa side and i was an analyst what we use for intelligence are different ways to track and collect and intercept communications to find them. just as an example, right after the afghanistan conflict, we were tracking bin laden with satellite phones. it was leaked during that period of time that we were tracking him that way. he switched to different methods that made it much more difficult to track. isis is definitely going through the snowden leaks looking at how we intercept communications and diverting their techniques so we can't track them and grab intelligence off them. >> what specific techniques do you believe they've learned about from the snowden leaks? >> if you look at what the snowden leaks detail, everything from cell phone communications to skype communications. g-mail, e-mail communications. all are techniques and methods that the intelligence agency use to collect. they are very specific how they do that. a lot of those techniques are being diverted so that they use encrypted communications so we can't get to them and intercept them and find them. >> so there are means of electronic communication that the nsa can't crack? >> that's what the snowden documents say. they are having trouble with certain forms of encryption and certain techniques they were using and trying to find other ways to get into them. there are ways out there. with the snowden documents, there is this whole privacy concern here in the united states and the rest of the world. there is new technology we are trying to stop eavesdropping on the nsa. those are things from a privacy perspective that we developed that isis is using to help themselves from being captured. >> where would they get that technology? >> it's all over the internet. you can download it. you have dark nets, other methods of communication that can't be intercepted. it's allredly available. if you do a lot of research you can easily grab that technology. >> you wish there was a way where u.s. citizens could retain their privacy. i don't want the nsa spying on me, and at the same time allow u.s. intel agencies look at what isis is doing. there is no way to do that, is there? >> this is the same debate i got on with one of my friends on facebook recently. the snowden documents, what they showed is that the nsa has an overly broadway of doing collections on u.s. citizens. that is a problem. we need to be transparent on who we are collecting on and making sure they are not spying on everybody, while keeping the techniques secret and how we get intelligence. it's a fine balance. >> it is. thank you for coming on the show. >> appreciate it. they look harmless, more than a dozen fake cell phone towers have been found across the country. what are they doing there? this is scary and weird? are they tapping into our conversations? what we know coming up next. a controversial new study claims divorcing parents who try to stay friends for the sake of the kids aren't helping their kids at all. divorce is so bad, there is nothing you can do to make it better. that's what the study says. is it true? "i don't do allowances any more. this may change in the future. but here is what i ended up thinking. my kids shouldn't get paid for helping around the house, especially if they are continually doing a crappie job at it." i got an allowance. i mowed the lawn and got a few bucks a week. did it help me or a stupid move? >> there are certain things. it's your house. be thankful for having a nice house and nice things in your house and take care of them because it's your responsibility to take care of the good things you have. certain chores i think are expected. you shouldn't get paid for making your bed in the morning. >> shouldn't we expect our kids to be part of the family? >> yes. they are on a team. they are going to clear their plates, make their bids, pick their clothes off the floor. i do believe if your kids are doing something extra like an hour-long project in the garage or help rake the leaves for an hour and miss something with your friends, i think that's okay to pay them and help them and have them earn money to understand the value of a dollar and save. >> what about being entrepreneurial and get out in the community. go door-to-door. i'm going to shovel your walk for you. make $5 a yard. >> we do like that. >> i didn't know there was a connection between allowance and chores. to me they are two totally separate things. my children have learned to do the little things. again, they are still young and i don't give them allowance at the moment. maybe i should start thinking about it. it will not be connected to chores. >> people try to use that allowance to justify or chores to justify allowance. or you are part of the family you help out. >> you are a chef. i want your take on this. the forest service is going to try to get rid of s'mores and get rid of chocolate out of your s'mores?
