being on air when the tanks were rolling in to iraq. this is like no other between the economy, the challenges and the unknown. this is an interesting time. steve: but last night the president made it very clear we have a plan. and we start with a fox news alert. according to the experts, there are now more than 1300 coronavirus cases across 44 states in the united states including washington, d.c. 36 people have lost their lives due to the coronavirus. brian: the virus officially declared a pandemic. meanwhile in italy, airports have been empty for days. the whole country is locked down, all stores except pharmacies and food markets closed. ainsley: bars and restaurants with are closed in italy. tourist attractions nearly deserted. italy has the worst covid-19 outbreak outside of china. steve: china says they have actually passed the peak and that is good news. ainsley: president trump addressing the nation to calm our fears and provide us with health. steve: calling for economic relief for americans and suspending air travel, not cargo, air travel from europe for the next month. brian: the president went back and clarified that griff jenkins is live in our nation's capital as the top authority on the disease says it will only get worse. griff? griff: yeah, that's right. brian, ainsley and steve, in high gear at 1600 pennsylvania avenue at this hour as the president's talk on the pandemic had this sobering message for lawmakers. >> things will get worse than they are right now. how much wors worse will get wil maintain the influx of people infected coming from the outside and the ability to contain and mitigate within our own country. griff: this as the president sought to calm the fears of the nation in what may be his most important oval office address slashing travel from europe to the u.s. starting tomorrow. >> to keep new cases from entering our shores, we will be suspending all travel from europe to the united states for the next 30 days. we are all in this together. we must put politics aside, stop the partisanship, and unify together as one nation and one family. griff: announcing economic measures to combat taking including payroll tax cut guaranteed financial aid for the sick and those caring for them and aid for small businesses in the worst hit sectors. house lawmakers working through the night prepping a bill for today covering coronavirus. now back to the ban. questions coming. important to note this is not for americans trying to return home though they will be injected to enhanced health screening and does not apply to flights from the u.k. for now. the white house also saying the president has cancelled his upcoming transcription to nevada and colorado this week. brian, ainsley, steve. steve: probably a good idea. griff, going back to the relief from congress. apparently when the secretary of treasury, steven mnuchin met with nancy and chuck, they -- sounds like they have their plan and the white house has their plan as well. they are completely different. so at what point do they get together and figure out okay we are going to use this and we are going to use that, something from each plan? griff: that's the great question, steve. we don't know now. we know the house reconvenes at 8:00. what advance they get on the same page ultimately what people look at. have you got to get something to the president's desk sooner rather than later to get, as dr. fauci said, in front of it and not behind it. ainsley: republicans want payroll tax cut. democrats do not. they cannot come together on that. hopefully everyone will unify under. this not political. something we want to keep all americans safe. everyone around the world safe. brian: restaurants, usually have a small profit margin. month-to-month is how they live. what are they going to do with empty places? >> no, not at all, why would anybody think bernie sanders is going to take his ball and go home? he is not taking his ball and going home until he can take your ball and go home as well. bernie sanders is a true believer. he is down with the cause. he has been talking about this for quite literally a generation. and he is not about to give up on his dreams, on his desires and slamming them down your throat. so, no, i'm not surprised that he is not going to get out of this race at all. this is his last chance. he might as well, while he has the money and has the fundraising and still by the way only down 150 delegates, he might as well let it ride. brian: is he going to get hammers on tuesday arizona and florida at least iowa and illinois tougher to compete as well and georgia right after. he was on "the tonight show" talking optimistically but he put a list of questions out to joe biden before the debate that he wants answered. to me, tony, almost saying i'm in for now unless i get a total knockout on sunday or joe biden melts down. >> well, the joe biden meltdown is the big story. this is what representative clyburn said that we should put an end to the primaries and end to the debates for fear that joe biden is going to say something that screws him up and joe biden will say something that screws him up because that's who joe biden is. this idea of historic turn around for biden, that may be true amongst the democratic party but that isn't the reality for those of us and the voters who see him and know that he can't put together four sentences. the constant word salad. the getting into the fight with the guy in detroit, that's not a sign of toughness. this is joe biden. he is telling people to go step outside. if a thick breeze comes buy joe biden will fall down and break a hip. he shouldn't be inviting people outside. and luckily for him midwest values taught this guy who works there in detroit that you don't get into a fight with somebody. he was completely and totally respectful and joe biden was the aggressor. joe biden was angry. and i have got to tell you, the spokesperson kate bedingfield saying there are misperceptions. she lied on fox news. she lied when she said it was misconceptions joe biden being angry vicious guy and this guy out of detroit defending hills rights. brian: he was on with us yesterday calmly debating guns with a guy that told him he is a liar. meanwhile, in terms of james carville and congressman clyburn, carville started sounding the alarm that this party is going to go into the ditch with a socialist. he deserves credit from the democratic establishment. nobody deserves more credit than clyburn, they know for their efforts to be rewarded, joe has got to stay on the prompter. listen. >> for what reason is there not to drop out? okay. so, rachel, get out of debt and save -- have an emergency fund. >> for sure. i tell people to control what you can control. you can't control the global economy. do what you can for your home. so things like living on a budget. getting out of debt. saving up an emergency fund. having cash in the back if emergencies happen. those kind of things set you up for success in your household. no matter what the economy is doing, i want people to do the basic things in their home like that. steve: you know. so people in their homes are going to be joined by their children because a number of schools have closed. >> that's me. steve: all 12 of florida state universities are closing their dorms and suggest people do their classes online. harvard told their students sack up, we might see you in the fall. suddenly mom and dad might have some company. >> for sure. for sure. it's amazing what fear does and especially in the financial world. so don't let fear drive your financial decisions. that's a bad idea. >> mark laugher says you don't make good decisions when you are panicked or drunk. steve: i wouldn't know about one of them. we have had it in europe and asia, we have it had here. that's a pandemic. brian: go ahead. >> sustained spread. steve: you were on this couch during the last pandemic which was swine flu and we got through that but it was scary time. >> which infected 60 million people in the united states. to give you an idea of the difference in perspective here. one of the reasons we are getting all this fear is we don't know how many people in the united states actually have it. we still haven't caught up with the testing. we know it's nowhere near what we had with swine flu. it's in the thousands somewhere. steve: right. rather than the millions. ainsley: young people using this and taking advantage of cheaper flights and say going i die i die because i don't have kids they are not as worried about it. >> yeah. they are doing that and in fact someone in our green room was talking about that. i'm concerned about that mainly because of the recklessness. if you went on a plane now domestic travel. i'm not talking about europe, i would absolutely applaud the president's move last night because, you know, there is over 9,000 cases in italy. there is over 2,000 case each in spain and france. there is over 13,000 cases in 3 three country alone and our public health officials they have helped to seed the cases here. banning travel for a month is a bold move. that's the kind of moves he has been making but in terms of the millennial question, by the recklessness of this oh i will go on a plane. they are not taking any precautions. they are not washing their hands and swiping down tray table. that's what i'm concerned about. steve: look at examples of really affordable flights right now. can you get a flight from chicago to miami for 37 bucks. about 60 bucks to go from houston to los angeles. and if you are -- if you want to goat to london before friday at midnight actuallies did not apply. it's going to be $320. are you saying that while some people may not towel down the tray and tray table touching your eyes if you do it's safe to fly. >> i do think domestic travel is safe. hepa filters above get rid of 95% of viruses and bacteria. i'm worried about the common surfaces swabbed down. anyone that's coughing and sneezing shouldn't fly or should at least wear a mask if they're sick. close quarters are the problem, steve. brian: you mentioned the testing is an issue. we don't have enough test yet. more people have to be tested if they want it. not necessarily accurate to say if you want a test you will get a test. >> real conundrum. hospitallings like mine don't go to the doctor with shortness of breath cough and fever. don't go to er we will have to isolate you. they put them in a separate ward waiting for the results which can still be day or two. that's all got to be speeded up. we need a point of care. you think you have that? >> there are republicans who don't like it. listen, the fact of the matter is i think ironically, i think this was the reason america voted for president trump, this very moment where you get away from some of your traditional republican anxieties about debt and deficits and you also can also do some things that maybe democrats would occasionally like. to your point, this is something democrats have talked about in the past, so why not put it on the table. when you start to say it's a nonstarter but you want to do all these other things that have nothing to do with this, it complicates things a lot. steve: going to run up the deficit, this is a good thing to run it up over. >> especially if you don't care go from zero to 24 trillion. like you don't care then and now in an extreme emergency, where the public needs to see leadership, now it's a big deal. brian: i like to hear from the ceos and hear the bankers themselves say we are solid and here to help. i have like when the president does that with the healthcare companies the day before, hey we are coordinating. why didn't the market respond more positively just other negative forces. >> we didn't hear from the bankers until after the close. to your point, they did say some great things about savings -- helping small businesses, about extending loans, debt forgiveness, interest rates have obviously gone down tremendously. i think the banks also, the most important thing they said is that they, themselves are healthy. ainsley: charles, i keep hearing this payroll tax cut. what does that mean? if you own a small business you don't have to pay that tax? we all pay it. >> you pay it and employers pay a portion of it. trump says near side. zero it out no one pays for the rest of the year. ainsley: great for everyone, even if you don't own a business. brian: exception for the government they don't get the revenue. >> taxpayers are on the hook for it. this is what we pay taxes for. again, i know traditional republicans, of the same ones who hated the -- the same ones who hated the trade war, here is the irony, you don't know how much that trade war helped us. it would be exponentially worse if we hadn't gotten some of those manufacturing facilities out of china over the last year. brian: can i throw some of the things the democrats want to do and tell me what you think. house move to pass the family first response act. this is what they call it. federal funds for medicaid as states face increased cost. prepare presences for front line workers including healthcare workers who are in contact with those exposed. they want to strengthen food security like the snap program, student meals. enhanced unemployment insurance. paid emergency leave for both 14 days of paid sick leave and up to three months. free virus testing for everyone who needs a test. which the president does agree with that. >> i think the snap thing and the extending unemployment things are nonstarters in a country where we are almost at full employment. brian: it's not going to help. >> the other things are reasonable. obviously we want to help the front line workers. outside of folks who are elderly with underlying health conditions, they are the ones most at risk. ainsley: nba suspended march madness getting rid of the audience. only a few select family members and a few officials. >> right. ainsley: how is that going to affect the economy? >> it's obvious we have an economy that's driven by consumers getting out there and spending money and enjoying their lives and enjoying their own success. the next 30 days is a big question mark. the idea that we are doing these dramatic decisive actions, i think, ultimately is what we want. we want this to go down and be scary as possible and come out of it the same way. we have actions around the world. in a few moments we will hear from the european version of the federal reserve. the ecb. they have got to take something dramatic. but it is concerning because the world is not on the same page in germany. >> they are not. >> angela merkel 70% of folks get it but not going to close our borders. steve: it has been such a problem in italy. before that it was a problem in china. the president was very clear. he said, look, i shut down the air travel to china but europe, people could fly from europe to china and that's how we wound up with it here. >> italy it got hit so hard and so fast. consider, this 120 million people are on lockdown on two continents because their governments believe they are too dangerous to move around. so obviously, obviously it stands to reason we should take our cue from them. ainsley: how has the president faired. worldwide 4200 deaths. almost 4300. here in america 36. >> immediately after his speech last night i toggled around the channels. i want to get a feel for it. steve: get your blood pressure up. >> so the argument was the criticism was that his tone wasn't right. that his tone could have been a little better. steve: alreally? >> he wasn't more began freeman. wasn't from central casting. two weeks ago today in an effort to embarrass him facts change and things change. and then the other thing, of course, how dare we call it the wuhan coronavirus. right? >> well, i think the reaction has been very favorable across the country. i mean, the american people have seen, once again, that president trump has no higher priority than the health and safety of the people of this country. you go back to when the coronavirus first emerged in january in this country the president, again, just like he did last night, he took unprecedented action in january to suspend all travel from china. we quarantined any americans that were returning from china to put the health of america first. we issued travel advisories for italy and for south korea. but now the reality is that the epicenter of the coronavirus epidemic has moved from china and south korea to europe. our task force has been tracking that. we brought that information to the president in realtime and yesterday he made the decision in the oval office so suspend all travel from europe for the next 30 days and to be clear, steve, every american that is returning from europe will be screened as they return through 13 separate airports and will be asked to self-quarantine for 14 days. steve: okay. >> it's part of the president's strategy. we want to prevent the coronavirus from being brought into the country and then continue to focus on those communities where we have community spread even as we encourage best practices and common sense by every american. ainsley: mr. vice president what do you say to those families that are kids in college traveling abroad, studying abroad. i know if they're in italy have to stay put. what about about kids in switzerland and ireland and france? >> ainsley, it's a great question and i have had kids that have studied abroad as well everyone one of those families should know that their children can come home. they will be funneled as we say through a series of 13 different airports. and then we will ask them to self-quarantine regardless of their symptoms or what their condition. ainsley: should they come home or could they stay? >> well, look, i would suggest to you that now that we see that 70% of the new coronavirus cases in this country or in the world are now being manifest in europe, i would leave that decision to every family, but there is no barrier to their kids or any american coming home. they will go through a process. we will ask them to self-quarantine. but, they can all come home. brian: so, mr. vice president, 62,000 chinese citizens have been discharged from the hospital. they know -- if we are to believe them they only had 15 cases the other day, eight of which are from chinese citizens, 16 from the outside. if success leaves clues and that massive quarantine of entire cities has got the number down that low, are you -- do you think we should end up -- should we do the same thing as china did? after all, they started the whole thing and they seem to be on top of this now. >> well, we are seeing some encouraging news from asia and the president last night in his address to the nation said that we may be able to reconsider our current posture with regard to china and south korea as a result. but, make no mistake about it, brian, our focus here, in addition to preventing the coronavirus from being brought in, and what we learned from our health experts in the last 36 hours was that yesterday, as of the 35 cases where we had coronavirus cases, about 30 of those states, 35 states, 30 of those states actually could trace the contact to someone in europe. that's the reason the president took the decisive action he took. but make no mistake about it, we are also focusing on supporting efforts at the state and local level in california, in washington state, and in california, cdc issued very strong guidelines for those communities about public activities, large gatherings, schools and we'll continue simply to follow the data on this and make strong recommendations where we have what's known as community spread steve steve right, but for every american right now as the president said last night, it's a good time to use common sense. wash your hands often. clean, you know, often use used surfaces. all that information is available at coronavirus.gov. we will try to mitigate the spread in this country but also prevent through the president's decisive action last night people from bringing coronavirus in to the united states from europe. brian: just to clarify, you are not going to do what they did in wuhan you are not going to say manhattan you are locked down. sacramento, you are locked down. you are not going to do that as of now even though they did that in china? >> well, what i promise you, brian, we will work very closely with state and local officials to give them the very best counsel from cdc and healthcare experts. i talked to the mayor of new rochelle yesterday. i know they have established a zone in their community for extra counter measures against coronavirus. i talked to the governor of new york, washington state and california yesterday about new specific guidelines for their communities. but i want to say to your viewers just as the president said last night, the risk to the average american of contracting the coronavirus remains low. but we do know that seniors with serious underlying chronic health conditions are particularly vulnerable to very serious outcomes. and so we are encouraging best practices for every american. we're focusing on communities where we have community spread. steve: right. >> for any american that's watching today that has a family member, a loved one who is a senior citizen with a serious underlying health condition, this is a very good time to help and to support them to be able to avoid public places and everyone around them to engage in good hygiene and good practices to protect those that are most vulnerable. steve: and the key is what is now referred to, mr. vice president, as social distancing. where you just keep a distance from people around you. if you have got to go to the grocery store, don't come up right behind them. you just never know who might have it. i know the president has called off his domestic travel. postponed a rally and fundraising event. we know that the nba has suspended their season. the ncaa is going to do march madness without people in the stands for the most part. and then have you got anthony fauci yesterday who said it's probably going to get worse before it gets better. there is a story out as well that says that last week republicans in congress were told there is a good chance that most people in the united states will be exposed to it. doesn't mean they are going to get it but it could be out there. >> right. well, look, one of the things that we know about the coronavirus from our experts studying global data is it's two to three times more contagious as a respiratory illness. so we will have thousands of more cases across this country. but, your viewers deserve to know that most americans, the vast majority of americans who even contract the coronavirus will have flu like symptoms and will fully recover. i talked to a man named clay bentley in rome, georgia yesterday on the phone. he is doing well. is he recovering well. and his personal strength and his faith have sustained him through. this and it was inspiring to talk to him. so, we don't want, as the president has conveyed. we don't want americans to be overly concerned. we want everybody to practice good common sense. steve: sure. >> in those communities where we have community spread, we will continue to give very aggressive recommendation as we have in california and washington and new york to do exactly what you are saying with regard to social distancing. and we'll respect the decisions of any business, any sports enterprise that decides to cancel events to put the health of the country first. but it's really important -- i really believe to focus on the most vulnerable. seniors with serious underlying health conditions. it's the reason why we are focusing more inspections. raised the guidelines at nursing homes and recommending that people other than those that have family members ins who pit care, special circumstances avoid visiting nursing homes over the next 30 days. ainsley: i love that a lot of these businesses are making smart decisions. i know the financial market, many of the banks here are saying can you work from home. can you travel to see your family and stay there and just keep your phone close by and work using your computer. what about the masks -- excuse me, not the masks the tests. if you feel like have you those symptoms and you call your doctor, before you show up, right? is that what we are supposed to do call in advance so you don't walk in and infect other people? >> yes. ainsley: do we have enough tests out there. >> ainsley we are working every single day to clear out any red tape to make tests more and more available. right now every state lab in america can conduct testing. anyone of your viewers that may have a concern can call their doctor. their doctor can contact the state lab and determine how to get a test processed. i'm also proud of the fact that university hospitals around the country are conducting tests. the university of washington is doing a significant number of testing. right now for their citizens that have been impacted by the coronavirus. but, lastly, the president, you know, he said this was a whole of government approach, but he also said this is a whole of america approach. so he has brought in business leaders from nursing homes, yesterday banking, hospitals, and the rest, but one of the things we did that's most important on testing was the president brought in the leaders of the top commercial laboratories in the country who, as we speak, have already approved a test that is being spun up, it's being sent out to market, quest, labcorp, the largest commercial laboratories in the country are working very closely with our administration. we're clearing the red tape out of the way. that's going to be the way that in the days ahead we are going to have a broad-based testing available all across the country. brian: right. just in terms of the numbers that we woke up with. worldwide 118,000 cases. u.s. confirmed 1110: deaths 36. 48 states affected including washington, d.c. do you have anything to expand on that? >> no. those are the numbers. i haven't gotten my full briefing yet this morning. but those -- the numbers that we really focused on in the president's decision yesterday though brian was the fact that it -- two weeks ago, italy had roughly 500 cases. as of yesterday, they have 12,000 cases. germany was at another thousand. france at another thousand. that's why the president recognized that the epicenter of the coronavirus has shifted from china and south korea to europe. and that's why he took the unprecedented step, same thing he done with china to suspend all travel for 30 days from europe. it's about preventing the additional flow of the infection from europe into our country. but make no mistake about it. we are also at the same time focusing on mitigation strategies in communities where we have community spread. we're encouraging best practices for every american, especially for our most vulnerable population. and make no mistake about it, our goal as the coronavirus spreads in this country, in the vast majority who would contract it will have flu-like symptoms and recover. our goal, nonetheless, is to hold down that overall number as much as possible and we will do that with the continuing cooperation of american families, schools, businesses, and states, and that's the vision president trump has. all of us working together will get through this. steve: well, these certainly are challenging times and it's good to note president and the federal government have a plan. mr. vice president, thank you very much. we know you are a very busy man these days. ainsley: thank you. >> thank you all. ainsley: thank you, god bless you. steve: we are going to step aside and coming back with more. ainsley: lawrence jones is live coming up. my psoriatic arthritis pain? i mean, look, the party should want this. i understand they want to unite but the party doesn't want to expose biden for what he is. and he is not ready to face donald trump. but if i'm biden, i want to have this bebait and face it. but, again, the party is trying to force bernie out of this race because they don't want to expose biden for the unlikeable candidate that he is. he's not prepared. there is gaffe after gaffe. he seems like he doesn't remember things. and also, they realize that bernie has a base if if you tick them off they won't show up. and that's a loss. steve: and democrats lose in november. bernie sanders could let joe biden have it over a myriad of issues on sunday at that debate where there won't be anybody in the audience. >> not consistent on the issues. steve: the problem is all he is going to point out are the big differences ideologically between biden and bernie since he is going to talk about healthcare, climate change, criminal justice, medicare for all and college costs. things like that rather than the problems with joe biden's history. >> well, i think he will bring up some of the history. but, the problem with joe biden is he tried to have it both ways. he is saying i'm a moderate but i'm also a progressive as well. if you look at him on the campaign trail. steve: media is letting him do it. >> exactly. bernie sanders he has nothing to lose at this point. he is going to put it all in on this debate. ainsley: that's what so is interesting. everyone else got in line with what the establishment wanted. they dropped out if they weren't the frontrunner. they are giving their endorsement to joe biden. but bernie, he doesn't care what the establishment thinks because they have let him down. in 2016 they got him out of the race, he is fighting back in this race. >> they let him down and he also, i have said this from the very beginning that bernie believes the things that he is saying. ainsley: he does. >> he also has a bunch of people that are following him that are saying, look, bernie, if you do, this we are not going to support you either. and, again, i always tell people about bernie. people keep thinking about the election. he wants generational change. is he expecting to lose this election. what he doesn't want to happen is that when he wants these young people to run for office like the aocs of the world, he wants them to still come back to him for advice. if he does it and gives in the establishment he doesn't have that ground to stand on. brian: one thing about bernie sanders i thought he was really giving himself an off ramp yesterday by saying here are some of the questions i will be giving joe biden to ena. saying this is my negotiation. i want to add one more thing. the young people maybe in his camp are not showing up. where is the motivation? >> look, look, a lot of young people aren't showing up. but the ones that are showing up have to come back during the general election. those young people are saying they won't show up. so i agree with you, young people aren't showing up. it's not enough to get bernie sanders this primary but in the general election, you need whatever young people that are showing up and right now they are upset. ainsley: what about the african-american votes? bernie doesn't have that. >> he doesn't have that because they are rejecting socialism. all these people that have said that want free stuff. that's not true based on the data we are seeing right now. what they do want is someone who is closer to obama. that's what they are supporting right now. during the general election, if the trump administration can have something for black america like did he do you know the state of the union. if they're going to lock on doors look i want your support. then that can be a game changer. i would caution the viewers also to look at black men. because right now we are seeing the polling that black men specifically, because of the economy, because of criminal justice reform. because they see themselves and some of the business aspect of donald trump, they are swinging to donald trump's side. can he get 20%? nashville area and we could potentially see more destructive storms today. especially this afternoon and this evening. so here is our severe threat through tonight, includes parts of texas all the way up towards kentucky and tennessee with this what we call a hatched area, meaning that all of those ingredients could come together for strong storms, including tornadoes, all right? so i need you to know where you are going to get your watches and warnings from. make sure you have your noah weather radios on and these storms could come potentially in the overnight hours when people are sleeping. just keep that in mind. we will certainly keep you up to date. behind that we are going to see some cold weather, cold enough for snow across the rockies, the northern plains and we could potentially brian. it means a long spring break for them. more than 1300 coronavirus cases across the country, schools are worried about community spread, particularly because they can't police where students travel over spring break. let's show you some of the colleges that have moved the classroom online. these numbers are expected to grow: the reaction that we are hearing from students is mixed. listen. recommendation i think it's a tough decision for them obviously. but i mean, dangers are continuing to grow, then it might be a necessity at that point. >> it sucks because it's my senior year but kind of crazy because nobody really knows what is going on. >> so what happens to your room and board bill in the meantime. harvard, middlebury and amherst are some universities that will prorate it starting march 15th. penn state is not doing that as of now. others determining what to do in this precarious and fluid situation. there is also, guys, the concern about graduation ceremonies as they are big convenience planned ahead of time that draw a lot of people. many schools say it's simply too early to tell, but they will likely skip the fanfare this year, including the state and city universities of new york. in fact, there is 700,000 students will have virtual learning through spring semester. ainsley, brian, back to you. brian: then you have sports teams and got to wonder on sports teams, are you a senior? do you come back next year and do you recruit a new class come back with your senior class? ainsley: and if they don't offer online courses do your grades stand as is if they cancel the rest of the semester? >> do you get your tuition money back because you are not learning because there aren't learning or virtual classrooms. these are questions that schools across the country are trying to answer right now. where do you go, right? if you can't go home, home when you ever told to leave dormitory what do you do? work with your school? brian: holiday inn. >> you year. here to discuss former u.s. attorney for utah brett tolman. good morning to you. >> good morning. steve: 14 years ago when george bush signed reauthorization of the patriot act which was all tied in to this. you were actually there working in the senate. fast forward to today, given the horrible fisa abuses that have been detailed over the last year or two, this bill really doesn't fix anything. >> no, it doesn't knick fix anyg and very few people realize robert mueller and jim comey were the very same people pushing for a clean reauthorization and no changes. and here we are again 14 years later and congress is about to do the same thing. steve: can you explain to me why republicans are on board with this? >> you know, it's a moment in time in which the department of justice will push very hard and claim that we are going to compromise our ability to stop terrorism, so enormous amounts of pressure are applied to members of congress. they are caving to that, instead of identifying even just simple changes that could preserve our right to privacy and our, you know, ability to have confidence that they are not going to be spying on u.s. citizens illegally. steve: having read it, i don't quite see how with these changes that the house passed and now go onto the senate, i don't see how they can keep bad actors from making it political again in the future. it can happen again. >> it can happen again because they are not changing any of the standards. steve: right. >> there is no standard change. and so when they present a case and they want to get a warrant, to surveil a u.s. citizen, there's no impediment, no hurdle, but their word, you know, their representation of the facts. steve: yeah. carter page is responding to what he sees and he says this. the sham bill represents the latest lazy authorization of completely unchecked bureaucratic power. this remains an historic failure of epic proportions. i think you would agree with carter page on that, wouldn't you? >> yeah. in the wake of what we are dealing with coronavirus, congress is distracted. and that's the time in which you need to be even more vigilant because bad legislation occurs. i hope the president will veto this bill and send it back and send that message that i'm not going to let this happen to another sitting president. steve: we had judge napolitano on about an hour ago. and he said he hopes that the president, you know, realizes what's in it and vetoes it as well. i understand the original sponsors of it were jerry nadler and adam schiff who in the house apparently did not allow hearings to go into the abuses. >> the one change from 14 years ago to today, the democrats back in 2005 were screaming there needs to be better safeguards and accountability but now, you know, they are absent. steve: what is one thing you would have liked to have seen them do? >> just even on section 215, which is their ability to secure a lot of information under this surveillance, increase that to probable cause. right now it's basically relevance. and that's too low of standard. steve: all right. let's see what happens in the senate. it passed the house warning for country. >> things will get worse than they are right now. how much worse we'll get, will depend on our ability to do two things, the contain the influx of people who are infected coming provisions. we did hear a press release saying that she will have staff teleworking immediately and that the infected staffer is taking the necessary precautions for treatment, but it is very telling and important to note that, you know, once you've got one, you have to see where it goes and i expect as congress tries to get out of town, we will get an update at some point this morning. brian: i hope they do something to prop up the economy first. i don't know if that's, indeed, possible. ainsley: we wish the staffer well, thank you so much, griff. steve: griff was talking about the president's travel ban for much of europe with the exception of the united kingdom. so you asked a great president of the president 45 minutes ago. ainsley: i have a friend whose daughter is studying abroad and asked what do you think i should do and led me to ask mike pence, the vice president, so many kids travel ago broad and are worried , should they stay at school and be careful and vigilant. the vice president answered that question. >> every one of those families should know their kids can come home and funneled through 13 different airports and ask them to self-quarantine regardless of their symptoms or what their condition might be. i would suggest that 70% of the new coronavirus cases in the country, in the world are now being manifest in europe. i'd leave that decision to every family, but there's no barrier to their kids or any american coming home. steve: restrictions does not apply to u.s. citizens only foreign nationals. brian: that might be amended as early as today and she said, i wish i had taken books home, if i have to study at home all my stuff is in my room. are you going to be able to go back and grab it? ainsley: they understand their kids now after listening to the interview that they can come back. americans can come back, you have to self-quarantine and if you're not showing symptoms. the problem is what if kids get sick or what if those countries close their borders. steve: all good questions and great to have the vice president and we heard a moment ago in that sound bite, the vice president said most of the people who get it will have just mild symptoms. apparently that's what happened to tom hanks and wife rita wilson. he's in the great country of australia on the gold coast and about to start filming a movie about the life of elvis pressie and tom hanks will play colonel. ainsley: we felt tired like we had cold, rita had chills that came and went. slight fevers too. to play things right as is needed we were tested for corona virus and found to be positive. medical officials have protocols that must be followed. we, hanks, will be tested observed and isolated for as long as public health and safety requires. steve: apparently the premier of queensland in australia, anybody who is in contact with the hanks' will have to self-isolate because -- brian: right. if you will have to be in quarantine, i would like to say tom hanks gave it to me. knowing that you survived. ainsley: i have a friend -- i do have a friend that's stocking up on liquor and wine because she said if i'm going to be in quarantine -- brian: especially if you're healthy. steve: the key for tom hanks he has type 2 diabetes. it is a serious disease we are talking about. ainsley: he's 63 and so is rita. we wish them the best. brian: last night major sports league to say in america we are not going to play, no, we are not going to play each other without fans, we will not play at all and that's the nba. they decided after getting a positive test from utah jazz player, too much of a risk, too many questions. the statement from the league sounds like this. the nba is suspending, not ending game play following the conclusion of tonight's scheduled games until further notice. the nba will use this determining next steps in moving forward. mark cuban was court side as is mavericks were playing in a tight game and that's the look on his face as he gets the report that the nba season is going on suspension. ainsley: so what happened? the game -- they were ready to start the game and the thunder mascot and the crew, the storm chasers, >> well, the truth we don't know the actual complete number. here is what with do know, 80% of active ingredients, 80% come from abroad and the majority are manufactured in china. the drug may ultimately assembled here but all components of it we rely on china for it. just as an example a few years ago there was an explosion at laboratory in china and it disrupted the global supply of certain antibiotics. these are not just covid-19 coronavirus drugs, we are talking things people use on a daily basis especially generics because we allowed offshoring. the market basically said it's cheaper to make it over there, it's more profitable for the companies, so now not only did we lose jobs in the united states, we lost the capacity and now we don't know if they're going to be shortages. we anticipate there will be in certain drugs because the factories have been shut down because of the virus. brian: they threatened on march fifth that they were going to hold back those drugs. they don't like the fact that we are blaming them for what they did and that's launched the virus on the whole world. brian: official newspaper of communist party mocking the united states you should be thanking us, you should be apologizing to us, if we cut you off from your drugs, you guys would fall off the cliff and go into some inferno i forgot the language they used. they specifically singled out florida as part of it. what it tells you that they realize in a moment of crisis, let's say the u.s. and china have a showdown over something and they can threaten to cut us off of our pharmaceutical supplies they could trigger a domestic problem here that would make it difficult for us to confront them. tremendous amount of leverage. so we need to invest and make available investments and flow investments into rebuilding that capacity in places where we have critical shortages not just pharmaceutical but rare earth minerals, good jobs for americans and good job for national security and economic security. brian: the president hears you and buy american act. ly look for that, we will stay on top of this even when we beat the virus. meanwhile looking at election 2020, the hispanic vote in florida really caught our attention. if we compare to 2016 in 2020, in florida in march 45% of the hispanic vote in that state approve -- in support of joe biden as opposed to 18% of blacks. when you look at in 2016 versus clinton it was 36% with 5% support with clinton. he's going to be a little mitt more formidable in your state. >> the president or biden? brian: biden. >> well, yeah, look obviously we will see the numbers move but the president according to poll asking doing very well among hispanic american voters and that doesn't surprise me. we have large percentage of voters that came from nicaragua, cuba, venezuela, they fled socialism in venezuela and nicaragua and cuba and the president's position on those issues. he's been a great friend to colombia. stronger than any president in american history, any president in american history against castro regime, now the maduro regime and against the ortega regime in nicaragua. they know socialism doesn't work and grateful for what he has done to confront tyrants. brian: bernie sanders rocked his hopes of winning over the cuban community. it's important too, the president has been tough in the border but he doesn't want it to affect his march when it comes to the hispanic community. that was the fear after the autopsy after mitt romney lost. has he been able to in your mind overcome that?
