Just 45 minutes south of here, though, in the gaza strip, we are getting some new information overnight indicating there are now nine total cases there. Just yesterday, the Health Ministry<\/a> of hamas said that seven new cases came in. These were all people that were related to a security team, tried to quarantine the original two people in fact if youre a senior tells fox news that they are calling on the united stations for support and emma stone images yesterday show gaza workers making masks and medical kits. They are also building a new Field Hospital<\/a> amid concerns the 2 Million People<\/a> who live there could be overwhelmed if a widespread outbreak were to occur. Moving now to another part of the middle east, in syria, the assad regime is acknowledging the spread of the virus there. Closing schools and universities until april 2nd. The country currently has five confirmed cases, though, with millions of internally displaced refugees, the population is uniquely susceptible to the spread of covid19. Nonprofit organizations do tell fox news they are concerned about their widespread refugee population in the northern province of it live, where fighting has been going on for several months between the syrians and the turks. With millions out of work because of coronavirus, many worry about the possibility of being evicted if they are unable to pay rent. Some states have issued executive orders allowing local governments to pause evictions, and others have taken it a step further, saying that no landlord can evict a tenant during the pandemic. So im just really trying to get a message out there to Property Management<\/a> companies and landlords that if you really care about your business practices, you really care about your tenants, if any time in the world, this is when you can show it. Nobody planned for this. Nobody knew it was going to happen. Very little time to actually prepare for it. Trace with us now, and attorney and northwestern adjunct law professor. I want to put this map on the screen to give people an idea of what states are saying, that you cant evict people, and its important because i guess the health aspect is one thing we should look at here, andrew. You kick some out of their health but, they will have to live somewhere. I guess you raise the possibility of covid19 being introduced to another house, that is part of it. That is definitely part of it. It is a health concern. You dont want these people going to homeless shelters. You dont want them having to move in with other relatives and spreading the disease even further. At a minimum, it is a major, major health issue. Trace you know, we always kind of paint tenants as the good guys and landlords as the bad guys, but sometimes you have to say, look, the landlords are also having mortgages to pay, so they need money, as well, to pay their bills, and often times, they are not getting it in times like this. Thats exactly it. A lot of these landlord owners, and the owners of these properties, are either individuals or Small Business<\/a> owners, so they are also facing the heat, and if you have very large numbers of tenants who stop paying, you cant evict them, that is a major, major issue. Not a lot of people are going to feel sorry for the landlords, but these arent all the massive corporations they a lot of people think landlords usually are. Trace yeah, it is the guy who owns a duplex, three apartments, and surviving on the rent he gets from the duplex and the apartment. I wonder, because weve had stories and studies on this, you probably know the answer, is it even legal . There have been rulings, is it legal to stop evictions . That the 64,000 question. That issue is still to be determined, but what i can tell you is the Supreme Court<\/a> justice in nebraska came out this week and said no, its not legal. You cant do this. There is a contract. You have to pay it. Even though i feel extraordinarily sorry for people cant afford to pay, they can be evicted, because there is a contract. Now, that is just one state court judge in one state, but it is very clearly not settled as to whether this can even take place, but by the time the legal challenges take place, it will probably be months, if not six, seven, eight months down the road. Trace and we hope six, seven, eight months down the road, this thing is over. And her come i want to play you Governor Andrew Cuomo<\/a> talking about evictions. Listen to this. I want to protect the people of new york as much as i can. Im going to stop any evictions of any residential or commercial tenants for 90 days. There will be known and there will a moratorium on evictions, residential or commercial, for 90 days. I understand that may affect businesses negatively. Trace yeah, it will affect businesses negatively. But, you know, and a time like this, it really comes back full circle to our first question, you dont really want people on the street. You absolutely dont want people on the street, and kind of the question is, how far is too far . And is it a slippery slope . At some point, do you say, okay, what about mortgage forgiveness . If so, how much of the mortgage do you forgive . Some point, you have to say, look, this is a tragedy, its a huge, huge problem, but the burden can be put on the shoulders of landlords. I dont know at that point is or what stage in time we say enough is enough, but i think, at a minimum, its a really good policy, but we just have to be careful so we dont have landlords in as bad of a predicament as they tenants. Trace yeah, you touched on a very important point there about mortgage forgiveness, because now they are talking about, look, 90 days, three months, for those impacted by covid19, i mean, you look around everybody was impacted by this in some way or the oth other, so are we starting a trend where everybody gets a three month pass on their mortgage . Yeah, thats it, and where do you draw the line . Not everybody is unemployed. Worstcase scenario, we may have a 20 employment rate, that still leaves 80 of the people working. Are the people who are working and who can afford to pay the mortgage, can those people be evicted . Its just, there are a lot of thorny issues, and i realize it is a populist issue, its a great issue, and something needs to be done, but it is a little bit of a slippery slope. Trace yeah, it is. When we look at epidemiology studies and look at epidemics and how they spread, we really look at this factor called the reproductive factor, and with the coronavirus, that factor its at about 2. 3, and that means for every person who gets infected with this virus, this person will pass it on to about 2. 3 others. And so you can see how this could develop pretty quickly, essentially trace im going to stop you if i can. Doctor, you are saying 2. 3 with no mitigation, or 2. 3, even with social distancing, just so were clear . So this is no mitigation. If we are not doing social distancing, this is about how rapidly its going to spread. If you are a cashier at a Grocery Store<\/a> or a doctor taking care of a lot of people with this virus, certainly you are going to come into contact with a lot more people, but in general, thats if we are not doing the social distancing. Essentially, what we see, and the reason it is affecting so many different communities at different rates and intensities, is that, essentially, we get a few cases not a lot then kind of start to see this rapid growth of cases, and once we start to see it slow down, we know we are kind of at the peak, and then we see the cases go down. And so, for new york, being the epicenter, it doesnt surprise us, because, you know, the population density and the fact that it is such a hub for travelers. Trace are you heart and at all, dr. Shirazi, by the numbers the past two or three days in new york and the fact they are very consistent, 5,000 cases yesterday, 5,000 roughly today, the death toll went down a little bit today. Is that heartening for you, at all . Yeah, its really devastating, and i think everybody is very concerned, Health Care Workers<\/a> are, you know, feel the pressure of this pandemic. Not just in new york, but across, you know come across the u. S. And across the globe, really, and when we look at health care capacity, we really are looking at three limiting factors here. You are talking about what companies can do in the first tip is Cyber Security<\/a> training should be mandatory for all employees. What will that do, what will that teach us . The main thing it teaches you, and i will try to drill into everyones head mack right now is to look, when you get an email to look at the sender and look at the exact email address of the sender. Spend many hours going after this one concept to make sure it drills in your head to do this what you open emails. Do not use any of the password to use for your personal for your work, because of all the breaches, its fair to say that most of your personal passwords, the bad guys know. If you use the same ones, thats another security hole. Trace the whole password thing is a little annoying because you got passwords for every different thing, you want machines to remember them. It says change your passwords all often and every six weeks is your recommendation on that. Every six weeks seems like its a lot. That actually. You should try to change your password as often as feasible. Six weeks is very aggressive. The more you change, the less probability that the bad guys will know what your password is at that point in time. Thats aggressive. I didnt write that. I would say ive heard three months, six months a year. The problem we are dealing with is that people do not change their passwords for decades. Decades down to, lets say once a year on average for the nati nation. Different passwords for work and personal use . Yes. I just reviewed. Thats probably the most important one is to have different passwords for work and personal. I mean, 50 over 50 of people use the same passwords for work and home. Thats the big problem. I would say a lot of rent somewhere is getting in through that one security hole. Trace they are easy pickings, the people who use the same passwords are easy pickings. It goes to say that our clients are among the most vulnerable in society as they face the full weight of the government against them. This is a move that kind of shocked me. There was some clarification after the oped came out, the new york state, in conjunction with the new York State Association<\/a> of criminal Defense Attorneys<\/a>, they also applied on behalf of all criminal Defense Attorneys<\/a> and there was a thing that said criminal Defense Attorneys<\/a> are essential. But a lot of other attorneys basically arent and what Governor Cuomo<\/a> has done, has expended the free rights to a speedy trial, he has also suspended the rights to the relief if ada doesnt provide a case, a felony case, resenting a case to a grand jury. Usually a sixday period where if youre incarcerated you have to present a case, thats been suspended. Youre basically Holding People<\/a> indefinitely. That has to change. Trace as you are looking down at the list of what essential businesses were, when youve got to lawyer you didnt find it. But when you got to liquor store, you did. The next part of your oped says, quoting here, forget Liquor Stores<\/a>. When the governor decrees that cops and prosecutors cannot make arrests, i will be the first want to say that criminal Defense Attorneys<\/a> are not essential. Until then, you Better Believe<\/a> we are. That really is kind of an argument that people were surprised by is that, you know, even now they are saying that criminal attorneys, fine, but you got a lot of people working on these cases and you think people are really at some point in time going to need their attorneys in the coming days and weeks. Yeah. And i think let me be the first to say that im glad the Liquor Stores<\/a> are open. At this time, you need liquor its absolutely essential. Im not saying they should be held what im saying is, okay, where are the priorities . The governor has estimated Liquor Stores<\/a> as essential, but not lawyers . We can make all the lawyer jokes in the world. Goes back to shakespeare and all that stuff. But when people need help, the first person they turn to in the legal context is obviously a lawyer. It doesnt mean that when the chords are operating at a modified basis, doesnt mean they dont need lawyers. Tons of my civil colleagues basically can file anything at this point. What is deemed essential is very restrictive at this point, even within the criminal context, its basically arraignment. All other emotions we have times right now with pending emotions having their cases dismissed and they are in limbo right now. So this is its a problem because new york state on the criminal side doesnt do Electronic Filing<\/a>. There is no reason that there shouldnt be electric filing on the criminal side. There is on the civil, commercial side of new york state. The federal system has Electronic Filing<\/a>. If there werent, things to be moving along. The federal system, we are able to file motions. Even though its modified they are too, at least with the Electronic Filing<\/a> we can get things done. Trace slightly offtopic, i went to get your take on the porch around the country to release a lot of these inmates whom they fear might get coronavirus because the jails in the prisons really are not equipped to handle these people, not equipped to contain covid19.
