In West Virginia we werent doing the testing because we didnt have the capability to do the testing. And there was a hundred and 20 total when i last checked. So unless we can get these tests, we were so far behind the curve, being prepared to test people and having the supplies, now we have to play catch up so now we dont know where this virus will be ready to have an outbreak. My state is the most challenged state of all. We have more people basically are older and have illnesses, basically hardworking good people who worked harder and it could be catastrophic if it hits. So i talked to the Vice President last night and he was very kind and said we will get you everything we can. They just didnt have us on a highpriority because showing that we didnt have any cases and i said well, thats because we have not tested but when it hits it will be devastating. Hopefully we will get the supplies. Theyve been very good and responding so i appreciate that. Bill we will take it out to a broader level and see what we can get past and what we can get not. Many two americans by the 6th of april and theres a suggestion that another payment could go out around midmay in the same amount. That second payment was what drew my attention because that would protect that minimum of two months of pain and beyond could be in store for millions and millions of people. Now from your perspective, where do you see that going . What are we in for . I hope we are in for the long game. This is not going to be a sprint as we said before. They dont need to send me a thousand dollars and i hope that we dont send you a thousand dollars because there are a lot of people thats are still working. Those people, there is compensation and workers comp, Social Security checks and medicare, people on welfare. None of those lives will change except for the inconvenience of not being socialized. The people we have to get money to is the people that have no paychecks because we have shut down everything. Stop it. Thats where we need to go and it needs to be through the unemployment comp programs that we all would have in place. That does more for the longterm. Than anything we do on the short term check that we sent one time. I dont see that at all. The other thing is how do you help the Small Businesses that basically dont have the capital to continue . They will need longterm relief from that standpoint and the large corporations, i thought the president was great on changing the direction on the program for the airlines, it will be a loan program. They will come back and come back strong and a loan program look at them through some tough times but at least it wont be on the backs of the american taxpayers to carry it. Bill i heard Mitch Mcconnell saying this and it will move work speed. What is the appetite to get this done this week . I dont know. We should have been here and stayed and worked through the weekend but i dont know. We are willing to say here, what you dont need to be doing is putting a bunch of old people, old senators on a plane and shuttling them back and forth across the country and airports on aircraft which we were advising everyone else not to do. So lets stay here and do it right but dont just rush it through. If it takes another three or four or five days to really work it out i want some input. I dont want to look at my children and grandchildren and say, ive written checks that you will never be able to cash. Because you will never be able to pay it back. On the other hand, i want to make sure this economy doesnt collapse. Its got to be democrats and republicans working as americans. We cant figure, okay, its not their fault, forget about that. An executive order and that will be allowed because of the danger of transmission of Communicable Diseases for the United States to turn back asylumseekers and people crossing our southern border you illegally. The coronavirus was the chinese virus making no apologies for it and saying he was only talking about where it came from and there were no racist overtones associated with it. The president says he has a great love for the people of china and tried to say at one point that it was the American Military that was responsible for the release of the coronavirus. One of the things that came out of the white house that people should be aware of because of that backlog of tests for coronavirus, they created High Throughput Screening equipment. The headline of the moment is that in about 20 minutes or so the senate will become begin a roll call vote on the bill the house representatives approved in the wee hours of saturday morning which is the phase two bill. Its taken them since saturday morning to get the senate in a position where they can agree to pass the house bill. Mitch mcconnell upgraded some of his republican colleagues yesterday and said this bill is perfect. Then, they have to work on phase three. Theres a lot of concern about this and Mitch Mcconnell set of humans to go that they think they can get something together very quickly but they have to get buyin from democrats. Here is the Senate Minority leader Chuck Schumer. The process that leader mcconnell has outlined for phase three legislation is too cumbersome, two parts in and taking far too long. Thats an urgent need for cooperation. The senate is now about to vote on the house bill and this has taken days to get an agreement. Now votes in the senate are scheduled for 15 minutes. Notice there is not a lot of that going on right now and they will stretch those votes out so senators are lingering. I would encourage our colleagues to come in and vote and depart the chamber so we dont have goggles of conversation on the floor. Just how fast can the senate move on phase three . Chris coons indicated from me that he is getting calls for Major Industries saying they need to pass this as soon as possible because they need to make the decisions about layoffs right away. What do you think we can learn from the other experience around the world as to how we can figure out what our path is in the near term . We have to look and see what worked and what didnt work. What was necessary and what was unnecessary. What we are learning from china, south korea and other countries is that finding patients and isolating them is the best thing you can do because we know there are many mild cases out there that can transmit disinfection and possibly transmit it to those who are higher risk who are going to end up being hospitalized and that is what we are really worried about his being able to take care of the sick patients. We need to figure out who the sick patients are. We dont necessarily need to test everybody but we need to have that information. Bill this is a graph we have made here that shows a number of cases. In italy which is the yellow line is phenomenal, 35,000. South korea is the blue line and we are told we need to be more like south korea and the less likely to leave. United states is the green line which is coming up off the floor down here at the bottom. I showed this to you dr. Because the question then goes to italy and what happened there. Now Scott Gottlieb was on a bit earlier today. The former fda commissioner. He said people tended to be elderly, more smokers, and the big factor is that when they became sick in italy they all went to the hospital. That infected many of the Health Care Workers that were in the hospitals themselves. Are those the three things that you would think about as compared to what the italians are looking at . I do think there were multiple factors. This is concentrated on one administrative area of italy. They have tried to concentrate them there and we have seen the hospitals there be an dire straits. We do know that the average age of death is likely over 80 there, and it might be a very different population in the United States. Its unclear whether we are going to experience an italian type of outbreak, hopefully not but we have to factor that into our planning and we have to try to be as aggressive as we can. Bill so what did we do in south korea that kept the number down . South korea had a outbreak that was explosive and i think they learned a lot of good lessons about how to be prepared for and Infectious Disease emergency. They rapidly tested anyone that was positive and they were told to stay away for 14 days, if they need to be a hospitalized they were hospitalized and that aggressive approach about the away from people that could be infected and thats how you manage and Infectious Disease outbreak. Bill we had an american living in wuhan, china, the epicenter where it all started. He was on air yesterday and he set over the past couple weeks light had improved dramatically there. That gives you the impression that they are coming down the backside of it and at the same time the Chinese Government is saying that they are sending workers back to factories. If that is true and if they are a good two months into this, is that a fair forecast for us or not . Its hard to know exactly whats going on in china. Its a mystery and it will reignite when they come back to life because this is the rapidly spreading community respiratory virus. It will be endemic in the human population, its not going away. There may be mild cases there but what we are seeing is very few cases reported so its a bit of a mystery. I think its important to understand whats going on in china as they come back to life. Bill here in the u. S. , i think your answer is well understood on that. I know five people who think they have this. Of the 53 tested positive, one tested negative and one did not take the test. Four of them feel better today a few days later, one of them is in the hospital. It seems to represent some of the percentages we are seeing from those who are tested that come back positive and negative. Is that a fair batch there . If these five cases are in chicago, atlanta and here in new york city, what would you say to that . I do think you will see positive and negative test results. There are other viruses that have been circulating, ive seen people testing positive for influenza who thought they had this so thats something to think about, other viruses may be present. The other thing is you have to remember this is a Sample Collection issue and sometimes people may not put the specimen collector all the way back into their nasopharynx and get a false negative. Also some test results may be equivocal so its important that we understand that but there may be people that test negatives that are consistent with it. Even if its not coronavirus it could be contagious with influence. The one doctor, you are really good. Hopefully you can come back tomorrow. Is the president has said many times, we are bringing the full power and scope of the federal government to try to ease the economic pain coming from the coronavirus. Thats from the economic and financial side. And i think the senate is going to pass the unpaid sick leave bill and we are moving rapidly into what we call phase three, with senator mcconnell yesterday at the lunch we attended, we are calling at phase three. As secretary mnuchin said to come bring roughly 1. 3 trillion of fiscal assistance, thats what we can do. We are hoping and we are praying that our mitigation efforts brought by our Superb Health care team will work. And we are looking out a matter of weeks or months, not years, with respect to the virus. We are putting in place and thats it larry. Bill how is the decisionmaking process being handled . Is it daytoday or hour to ho hour . Or do you feel as if you are reacting to events rather than getting ahead of them . I think the policy machine is doing very well in the white house and thats why we have this plan. We have five or six major points that we presented to house leaders and to senate leaders. I think the policy machine is working very well. Lots of long hours of going on at the white house, but i will tell you the guy who leads us, the boss, he is indefatigable and he is honest and you know he has given the sometimes twice Daily Press Conferences so we have developed a good program. Bill lets talk about the economic side you just referred to, at 250 billion is the preferred amount of money to go to americans by the 6th of apr 6th of april. Another 250 billion or another round of payments probably midmay which i think gives us a little bit of an idea about what you are forecasting, thats two months from now. 200 billion in industry which would include about 50 billion in loans to the airlines. Also getting the word from the big automakers that they will close their factories for a period of time. Where does this lead . How many come for a bailout and how many get it . I dont want to get ahead of that curve, thats premature. We have enormous resources to deal with distressed industries, no question about that. And we are meeting with them. Today the president and i handled a call with the Business Roundtable which are the Large Companies of course. We are particularly concerned and we are aiming our assistance plans not only at individual men and women but also at Small Businesses which are essential to Large Business supply chains. So we have a very forceful plan, probably 250 billion or 300 billion which could be leveraged even higher to help out Small Business people, selfemployed people and again the individual hourly workers who have to stay home for a bit. The auto factories are closing now for two weeks. Its a direct function of the coronavirus. I spoke to two of the three, of the big three carmakers today and they want to get going as soon as they can, as sooner they can. One of them told me that even while the men and women may be off for two weeks due to the virus, shes going to try to call them back so they can produce ventilators. They might even ask them to do it on a voluntary basis for civic and patriotic reason so thats the kind of cando spirit that we are seeing. Bill would stay on the financial picture here for another question. In your mind, larry, what will this cost us . With the tab for taxpayers . Look, i dont know. We priced out a package, 1. 3 trillion. If it takes more than that we will do more than that. By the way, i dont want to belittle it, we have to deal with debt and debt some point down the road but during crises and wars you have to sort of not worry about borrowing. This country is so strong and our credit is so good and our currency is so reliable that we can afford to borrow money. Right now the average cost would be 30 or 40 basis points, thats all. Thats a tiny price to pay to invest in the men and women and Small Businesses and so forth to keep the economy going. As the president has said and many experts believe this, we do face a challenging second quarter. Yes, no question about that. On the other hand its possible that you will have a vshaped recovery after that in the third and or fourth quarter. Bill i have a minute left and i have two more questions. Im certain you are hearing from Many Americans every day as we all are . They are looking at this thing and they are watching their investments and their ira and 401 k drop 10 by the day. Larry, youve been through a lot of things. I know you are a tough guy. What do you say to millions of americans who are watching the gains of the last three and a half years solved by the hour . I will say what i always say, bill. You got to be an investor of the long term. I left through the 1987 crash and i was the wall street economists. I lived through the 2001 problem, i lived through the 2008 and 2009 problem. I was a broadcaster then. It was very difficult at the time, but we have come way back. Its not a manmade crisis, in a sense, but not a policy crisis. But you have to look at these investments for the long term. I said this and the nation has said this. You know, the market isnt really very attractive if you have a longterm perspective. Im not belittling the short run problem but im just saying if you believe in this country and its Free Enterprise system and knowing that the federal government will do what it needs to do then probably you should take some confidence in that. New york state says they can now accommodate thousands of covid19 test per day in part because of new testing facilities. This is jones beach in new york, hundreds of people in Nassau County are being tested. Folks drivethrough, it swabbed by health care professionals, tested at a lab and its a boy available by appointment only. Drivethrough testing is now operational in the United States but it is expanding. Thats a drivethrough mobile testing site that are being delivered to 12 states. So far, more than 59,000 people have been tested nationwide and carney hospital in boston, we caught up with the Boston University student. He had a fever of 103, body aches and he wasnt screened at the airport last thursday but he decided to get tested because his concern for his parents. We are waiting for test results to come back and he said it should be 57 days. They take a swab and stick it up your nose, all the way through down to your note throat. He feels like you are going to suffocate so you probably will cough. If the president today said they are looking at a self swab option which is more comfortable. I also think that when we look at what is still going on, the mayor in Fort Lauderdale in miami beach to close the beaches but so far the governor has whole held back from a statewide closure of the beaches. He is saying that everyone has to go by the guidelines, groups of ten or under can assemble on the beach but thats not what we are seeing in some of these places, but we are seeing is some pack to beaches but to their credit in clearwater they just close down here 60. No one likes to rain on their parade but this is serious and young people need to rethink the plan to go away and probably just go home. Bill it strikes me not just in florida but here in new york city, its the Media Capital of the world. New york city is a hot zone at the moment and we will see which way it goes on the curve that weve been talking about. All the media is here and they see us 8 feet from each other. I started recruiting people that went to my university in the Honors Program and my premed fraternity and from then on i came home to las vegas for spring break and reached out to Community Members, my moms friends, we got interviewed by the local Fox News Channel and since then Community Members have been reaching out nonstop and weve got hundreds of emails coming in from across the nation of people wanting to help. Shopping angels is a free delivery program, how we are working it out is clients are still expected to pay for groceries at this time but our volunteers are willing to go to the store, go to multiple stores as needed, to go find those things that are short in supply right now.
