Great anticipation of the Electoral College certification. Protestors stormed the Capitol Building became the story. Journalists focused on the debate on the house floor as lawmakers argued over the Election Results in arizona. Things stopped. The gathering crowd outside tblg was walking freely through the capitol. Police pulled their weapons on the house floor to keep out the mob. Lawmakers grabbed gas masks and moved to a safe undisclosed location and leaders were left in shock. It was a very disturbing day yesterday. I had a lot of anger as so many of my colleagues that the capitol got overrun and an ork consists and terrorist. No place for it. A similar scene on the senate side. Debate over arizona Election Results was taking place and there was a serious security breach. Capitol police tried to lock the chamber. Senators were taken to a secure location to ride it out for hours until security could be restored to the Capitol Building. Lawmakers were determined to get back to work to finish their duties certifying the 2020 election. At the end of a marathon day after 3 40 a. M. Senate chaplain barry black said the tragedies have reminded us that words matter and the power of life and death is in the tongue. Four people died including one in the Capitol Building. 14 Police Officers injured including one seriously. And at least 52 arrested, trace. Trace heart rending. Youve been doing this a long time. Your perspective is key. Where were you when this was happening and what did you see . I was on the senate side of the capitol. I could see looking out the window the protest crowd was building. We were told to get away from doors and windows. I saw a lot more police running to stop the spread of the protestors throughout the capitol complex. That was alarming to see police running at full speed. I went to our reporter position in the Russell Center Office Building and did live reports for tv and radio. Tried figuring out if i could get back to the Capitol Building to report on the drama. I was told to shelter in place. I reported from there until tensions eased late last night. Several white house staffers resigning as facebook and twitter blocked President Trumps account where he maintained for weeks that the election had been stolen from him. The president issued a statement overnight saying even though he doesnt agree with the results of the election, there will be an orderly transition of power come Inauguration Day. There really has been in the last 24 hours a sea change in the administration and more broadly in the Republican Party. A lot of people openly splitting with President Trump including his former chief of staff and his special envoy to Northern Ireland Mick Mulvaney who submitted his resignation yesterday as a result of what was going on. He talked about it more on cnbc this morning. Listen here. I called mike last night to told him i would be resigning. I cant do it. I cant stay. It is a nothing thing. It doesnt affect the outcome or transition but what ive got, right . A position i enjoyed doing. You cant do it. I wouldnt be surprised to see more of my friends resign over the course of the next 24 to 48 hours and be completely understandable if they did. You can add to the resignation matt pot enger. He had been planning to leave for some time and 13 days anyway. You mentioned Stephanie Grisham and the social secretary as well last night. The Deputy Press Secretary Sarah Matthews calling me to tell me that she was going to resign as a result of what happened yesterday. In a statement saying i was honored to serve in the Trump Administration and proud of the policies we enacted. As someone who worked in the halls of congress i was deeply disturbed by what i saw today. Ill step down from my role effective immediately. Our nation needs a peaceful transfer of power. You mentioned the president s statement. Twitter has locked President Trumps account after a couple of tweets that twitter said violated rules inciting violence. After the vote early this morning it was left to the president s Digital Media director to tweet out a response from the president who said even though i totally disagree with the outcome of the election and the facts bear me out there will be an orderly transition january 20th. Ive always said that we would continue our fight to make sure only the legal votes are counted. It is only the beginning of our fight to make America Great again. I talked to a number of republicans in the past 18 hours who say it would have been easy for the president to go out with his head held high on the 20th of this month and keep his powder dry for another run in 2024. Now im being told there is talk among some republicans in the senate about a snap impeachment process before the end of his term to keep him from running for a second term. There were also some rumblings about potentially using the 25th amendment to remove him from power. That would have to be done at the cabinet secretary level. I checked with a couple of cabinet secretaries yesterday there is no momentum to do that. That part at least may only be talk. But there is no question that politically the president finding himself this morning much more isolated than he was just 24 hours ago. Sandra. Trace San Diego Air force veteran identified as the woman shot and killed in yesterdays chaos at the capitol Ashley Babbitt was a 14 year veteran who served four tours with the air force. Family members say she was a strong supporter of President Trump and was reportedly unarmed at the time of the shooting. Sandra and amid all the chaos on the capitol yesterday lawmakers were forced to shelter in place inside the house and senate as riotors stormed the building. Sandra you woke up this morning and look back at what happened yesterday and what did you think . Im pretty disgusted at what happened. It was really a national disgrace. We were there to talk about election and debate the issues with the election in terms of some of the states that there was some questions about and all of that got interrupted by the mob. Absolutely a mob. And ive seen tracer coming in on me in iraq and afghanistan. It was nothing compared to that. But it was deeply disturbing for our country. Many people have mentioned 1814 the last time Something Like this happened. As a military guy and guy who has given his life to this country it was disturbing. Sandra you are looking back at your time as a combat vet. You have experience seeing battle. You were in that room. What did you do . What was your instinct when you saw that mob coming . Well, i was actually moving out of the House Chamber into the tunnels as it all happened so i got more sounds than actual visual input but heard the chaos. They said go to a safe place. We went into the tunnels and i went to an undisclosed location where we barred ourselves in and my staff and i stayed there really until about 8 00 or 9 00 last night locked in that room. Sandra did you ever think the capitol could be breached, that there could be this massive of a security breach, sir . No, i really never thought this could happen. I think the Capitol Police are great and they did a fantastic job yesterday. There will be an after action review that looks at whether the intelligence information was good or whether or not they were prepared based on the intelligence information they had. All those questions have to be asked. Overall i think the Capitol Police did a good job of the assets that they had available for yesterday. Sandra the president has now committed to a peaceful transition of power come Inauguration Day, sir. You have often shown your support for him. Where does that stand this morning . You know, i think right now what im focused on. Were about 24 hours out of the capitol of the United States being stormed. I think we have a lot of healing to do before we can think about whats next. Sandra what is your message to him and how we could do that . We heard a strong message from joe biden yesterday. We saw that video message from the president calling for an end to the violence. What more would you ask of him to do in the wake of this . I think what we all need to be doing is reflecting on what happened yesterday to consider what it is that caused that in our society. You know, since earlier this year with the antifa stuff in portland and the tragic riots that happened after george floyd and now this, there is something deeper going on. And i dont know if its, you know, because were not facetoface and were talking to each other over facebook and saying things that we wouldnt say in person and then that sort of is taken down the barriers and we say things that now we would previously wouldnt have said. There has just been something has changed and we really have to look deep into our hearts and maybe start putting america ahead of ourselves. I think all of us need to be thinking about that and not just, you know, who is running for what. There is something very deep going on here and it is about the condition of our hearts, sandra, all of us. All of us need to be introspective and put America First and not our own specific and unique desires. Sandra it is remarkable as we look back at these pictures this morning. Some of those pictures a man who took the seat of Nancy Pelosis chair in her office. A man who took the seat of mike pences seat that he occupied moments earlier. Just a remarkable thing. We all watched it in realtime yesterday and couldnt believe what we were seeing and look back this morning. A final thought from you, sir, as you went through that in a completely different way. You were inside that building im sure fearing for your life. I dont know so much that i had fear for my life, you know. So many years of experience and handling these kinds of situations i was more concerned about my staff and my classmates, my fellow classmates. One of the things i did was start calling around and texting all my class to make sure they were safe. It is very disturbing. When you think about the United States capitol and the freedom that symbolizes and then you get mob rule yesterday, it is we have a lot of introspection to do, sandra, a lot. Look, i think that folks who have been supportive of President Trumps agenda over the past four years, which has been full of accomplishments for coming off of operation warp speed which the Biden Administration will benefit from with a vaccine it made in under a year to help americans get through this pandemic, you know, i think that theyre very disappointed that yesterday is overshadowing the accomplishments and policy positions of the past four years and the truth is that those policy positions and what people want for their own lives and what they want for their Representative Government is not going to go away. The senate is split 50 50 with the incoming Vice President who will be giving up her senate seat soon breaking a tie. You have nancy pelosi and the house with a very slim margin in terms of her majority. There are very serious debates to be had moving forward and theyll be difficult and tough but should not divulge into violence. Its why we have the process of voting. There is a lot of tough work to be done and i think the biggest takeaway from yesterday. People who believed in the agenda and accomplishments which were good for the country have been overshadowed by this at least in the short term. Miranda devine writes the storming of the capitol was a tragedy for the Republican Party saying it has bestowed the great gift of the moral high ground on the most undeserving people in the world, joe biden and the left. I disagree that they have a free pass. There are a number of republicans who were just reelected and been elected in years past to stand up to the left and their aggressive agenda. Republicans should not be deterred by what happened yesterday in terms of having serious policy debates and standing against big policies and legislation that the Biden Administration wants to put on the country. We are split 50 50. Joe biden got 80 million votes. Donald trump got 70 million votes. Capitol hill talks about unity and introspection. Constituents can hold them to that and see if they can work together. We heard a lot about what happened yesterday but little about what happened over the past year and you cant view yesterday as in a vacuum and one single incident. There are deep seated issues on both sides of the political aisles and there needs to be debated on capitol hill. Trace its interesting. You say the republicans should not be deterred. I sense, bret, there is a sea change now in the Republican Party as a result of this. Trumps post election conduct has split him off from half or more of his voting base. I think those people now almost certainly have deserted him. If the election were held tonight he would lose by far more than he lost the last time. Trace what do you think about what brit said . I wouldnt say theyre deterred as a result. I would say theyre moving in a different direction with principles and values and ideas about what the governments role is in their lives. Limited government, fewer taxes, healthcare being privateized rather than nationalized. Were a nation of laws, not men. And they can apply a lot of what the past four years of success have been under President Trump and the populous ideology and move forward with that. Again, yesterdays actions do not reflect the ideology of the vast majority of people who have supported President Trumps policies and they can move forward on capitol hill and they have to be able to stand up when they try to silence them and use yesterday as an excuse to push through enormous consequences for the country in terms of policies. What are investigators looking for and what are the first steps in tracking down those who committed the violence on capitol hill . First of all intel. We know that this was instigator generated. It didnt just happen. People there came to do it and generated it and caused this horrible mayhem. There are a lot of things. First of all cameras. Cameras are all over the place. Also remember that those Police Officers that were attacked, they had body cameras on and have excellent f. B. I. And secret service and other institutions have very good facial recognition ability and they captured all that stuff. It all becomes digitized and unusual. Theyll see if other people if these people were involved in other riots. There is a possibility. There is a culture in this country people go from riot to riot. Thats a possibility. They will have the cell phones of the people that got arrested. That will be a treasure trove of information. Trace those are very good points. I know we mentioned you were part of the Oklahoma City bombing and after that there were a multitude of changes talking about vehicle barriers and so forth. Do you foresee changes like that after this around capitol hill . Absolutely. I worked on the hill for a number of years for the f. B. I. That place is a sieve. Way too many entrances. It is supposed to be the people house, not a fortress. I know the Capitol Police are taking hits. They protected those members. They didnt protect the building but a lot of members up there who are very fragile and had they confronted these rioters think of the injuries that would have occurred. They acted valiantly. Not well prepared but acted with herroism as far as im concerned. Trace a lot of criticism for the Capitol Police and others but the Los Angeles Police chief Michael Moore said it is tough to hold back people who are hell bent on destruction and says they use violence against police, attack the sacred capitol and rotunda and used tear gas in physical attacks. What troubles me is the first thought why wasnt Law Enforcement better prepared . What are your thoughts on that . I think they should have been but i think one thing to remember is that trump rallies are historically very, very peaceful. They were shocked at what happened. They didnt account for agitators. Weve been dealing with violence like this for six months and to see it here in the capitol is all the worse. It is not acceptable anywhereby anyone. The message we sent yesterday. We sent re inforcements, secret service and federal protective service were on capitol hill at the request of the Capitol Police. Hundreds of our officers and we stand ready to continue that level of support. Were again at the Capitol Polices request building fencing around the capitol today and tomorrow. Expect that to be done. Well have a secure inauguration. And that planning has been in the works for a long time. Secret service in charge of that. America can be very confident that you wont see a repeat of this kind of behavior. Sandra want to follow up on the plans in a moment. We were just watching a video while you were talking of a single Capitol Police officer fending off that mob as they entered the building, came through the stairwell. At one point he turns to grab his wand that was on the floor. Many people have weighed in. Members of congress saying they know the Police Officer well. Worked there for years. He is a good man. How did it come down to that . When you have all those lawmakers in the building. This is one of our most secured, sacred buildings in the country, in the world. How did it come down to that, that one Capitol Police officer to fend off that mob . It is shocking to watch to think there wasnt more reinforcement in that building faster. Right. Well, i mean, they have jurisdiction. The minute they ask for support we sent it. By the way, they asked for support before violence began so that was not a pure reaction. There was some planning to it. But it was just too close to when everything began to heat up. They were outnumbered and overwhelmed and why you see pictures like that. It is just numbers. Sandra what did you think when you saw images of a man taking Nancy Pelosis chair in her office . A man taking the seat where mike pence had sat moments ago . These are just remarkable images that just happened yesterday. Something that was unthinkable 24 hours ago. Right. It was infuriating from a Public Safety standpoint which is how we approach it at dhs. This is something we never want to see no matter who it is. And fully support the f. B. I. And will support them with all of our efforts to bring folks to justice who were involved just as we do in every other city across the country. And sandra are you confident that will happen, that these people will be found and held accountable . I think many of them will, yes. You know, there are limits on our ability to identify folks and but to the extent we can i presume folks will be prosecuted. That ultimately comes to the prosecutors, but we at the department of Homeland Security have urged prosecutors across the country state and federal to take every single one of these cases because until you do, until we have agreement left and right that violence is never allowable, ever allowable, then it will continue. Weve had six months of this kind of violence in other cities and some in washington particularly in the summer where some people in the media and some people in congress were codling of violent protestors. Well, all of a sudden everybody is unified and im sorry it took this to get there, the department of Homeland Security has been against this kind of violence by whomever may perpetrate it all along. That should be all of americas position. And i think now maybe it is. Sandra i want to put this trump tweet up on the screen because obviously both sides came out and condemned this violence immediately and then there were calls for the president to speak out. He put out the tweet. I am asking for everyone at the u. S. Capitol to remain peaceful. Respect the law and our great men and women in blue. Thank you. Tom homan was on fox news earlier this morning and he is talking about where the investigation has to take place and what failed here. Listen. They need to investigate exactly what happened and what failed. Needs to be corrected because unnecessarily people were hurt and Capitol Police were hurt and i think the response could have been better. Sandra so how do you respond to that . We look what happened and think surely all these people will be put in jail. We see their faces and we can identify them. The f. B. I. Can reach out to everybody that knows them and we have the tip line on the screen. We have had that in the past and we have mixed results but we keep doing it because we do have some success with that approach. I agree with tom. Expect it to be investigated. Capitol Police Report only to congress. They arent part of the executive branch. They dont have brother and sister agencies in their branch of the government. Theyre calling on the Washington Metro Police and the rest of us in the executive branch to help and support them. That leaves the after action in a very interesting posture. Congress is the one that takes a look at that. Now we can all weigh in but thats who they report to. Thats who they are accountable to. Sandra i want to get this breaking news in. Unusual situation. Sandra i want you respond to something just coming into us from our capitol hill producer. Federal Law Enforcement source saying the devices that were found near the rnc and dnc headquarters were actual explosive devices. They were found near headquarters on wednesday. They were actual explosive devices were being told. Were getting briefs on these investigations. First reported that multiple i. E. D. S resembling pipe bombs were found. Can you respond to what were learning here . Atf is handling that investigation. Ive seen pictures of the devices and they look very similar suggesting that the same person probably did both the rnc and dnc devices at the same time. I cant relate them to any other devices that were found. I dont have information on that at this point in time. But thats something that we take very seriously and all day yesterday we were going through identifying suspicious packages not only in d. C. But also in Northern Virginia as well. And paying close attention to that. Obviously this part of yesterday worked out safely. None of these devices hurt anyone but the fact that they were used and deployed at all is something that will be run down as a very serious aspect of this investigation. Sandra as you are insuring a safe inauguration will take place january 20th. Did you have a final thought . Just that america can be very confident that inauguration will be very safe. Secret service has been planning for it for months. Theyre in the lead on that and you can fully expect all the lessons of yesterday to be absorbed and deployed and you will see that even starting today with fencing at the capitol. A tactic weve used in the department of Homeland Security ourselves that will be deployed here as well. I expect that this is going to be a onetime event. It has been learned from. We would rather not learn the hard way like this. A few minutes later they were telling us to just all sit down in your chairs and individual then told us that the capitol has been breached. So we immediately did everything we could to evacuate many of the members out of the house floor. And i decided to just stay behind. I wanted to remain with the Capitol Hill Police and do what i can to make sure that they would not breach that sacred hall. Sandra congressman, we had photos just a moment ago of you. We can clearly see you in a blue shirt as you said alongside the Capitol Police. If we can put that back up there. You chose to stay behind. Why . Because it was the right thing to do. I mean, there are many doors, entrances leading into the chamber. And so i just felt that it was one of the main doors that leads into the center and there were personnel there and you can see them, theyre in their suits and have their ear pieces and had their guns drawn. Then that door that door just started to shake. They were kicking in on that door. They were yelling, they were hitting that door. And it was a very, very tense situation. When they started busting the glass, thats when i felt somebody is going to get hurt here but they busted that glass and then i just remained because i felt i need to have some dialogue with the individuals on the other side of the door. I said gentlemen, this is not the way to do this. This is unamerican. This is not the way to get your point across. The American People are sick and tired of watching television and seeing the looting and the rioting. Its been for months. But ill guarantee you, the gentleman on the other side of that door, theyre very angry. Sandra who are they . What did they say . Did they listen and respond . You know, they saw me because i had a mask on. Im from texas. The young man said youre from texas, you should be with us. I said listen, we should be able to agree to disagree on things and be able to have dialogue with each other. But violence is no way to handle this. And so clearly they are looking to do what the military calls hardening the target around the capitol taking no chances between now and the inauguration. The overnight curfew kept things quiet. Congress got their business finished. Were learning more about the woman fatally shot. 35yearold air force there were four other deaths with medical emergencies and 50 arrested. You asked me about fallout. For those around the president it has been swift. Former chief of staff and now special envoy to Northern Ireland Mick Mulvaney announcing his resignation in an interview on cnbc. I called mike last night to told him i would be resigning. I cant do it. I cant stay. It is a nothing thing. It doesnt affect the outcome or transition but it is what ive got, right . Its a position i really enjoyed doing. You cant do it. I wouldnt be surprised to see more of my friends resign over the course of the next 24 to 48 hours and be completely understandable if they did. I think this is a really dangerous period as far as what is going to happen between now and january 20th. He said after all the things ive done for him, trump. There is all kinds of talk circulating on capitol hill but i do think that the power of the movement of trump came to an end yesterday largely because of what happened. And i think you look at some of the allies that are speaking out like senator marco rubio, like others you heard Mick Mulvaney. Not profiles in courage the ones resigning on january 6th or 7th but very stark in the fact that they supported this president for the longest time. Sandra senator markio rubio is an example. He put out a tweet thats getting a lot of attention. He said this. Some misled you, that the vp could reject ballots. That objections could pass or used as leverage to force an audit. They knew the truth but thought it was a great way to get attention and raise money. What did you think when you saw that, bret . Its pretty straight forward and marco rubio speaking what he thinks is what was not understood. I interviewed senator josh hawley. That was the question i was asking him. Is there truly a belief that the president is going to stay president . Listen, yesterdays events changed a lot and, you know, the hard stuff is to figure out who was there. The f. B. I. Is asking people for information of specifically who was there. The Arizona Republic did a story about known qanon supporters photographed there. An investigation into all the people who chargeed that. But it all stemmed from the event and you cant disconnect the two. And i think thats what a lot of lawmakers today are coming to grips with. Some of them very supportive of trump throughout. Sandra speaking very passionately about something has to change. The lawmakers we spoke with this morning that were in the room. One we showed in the picture who joined Capitol Police. Ken buck the congressman from colorado was on last night talking about toning down the rhetoric and what needs to change, listen. One of the things we have to do is tone down the rhetoric. As leaders, when we go on social media and when we address groups of people i think it is our responsibility to make sure that we talk with a sense of compassion and we talk with a sense of im not walking in those other folks shoes but i know theyre hurting right now. Sandra im told we have live pictures in the rotunda as the repairs are starting to be made. And it is really sort of a signal, a sign that things need to move forward now. Things need to improve. We see Capitol Police. We already know theyll make improvements and staff up on that front. But this is a morning where we wake up and saw what happened and so many are acknowledging that change does indeed need to happen as we look at these live pictures, bret. It is going to happen. I think there will be an investigation what happened with security ahead of it. Why did the people get through . Why were they let in at some points and why did they break through . Who were they . Authorities saying the pipe bomb looking things were in fact explosives and so we have to get to the bottom of how that happened yesterday. Officials now tell me more than 6,000 National Guard troops have been mobilized from pennsylvania, new jersey, new york, delaware, maryland and virginia and will stage outside the d. C. Pentagon can only send in the National Guard to d. C. At the request of the mayor or if the president involkswagen the insurrection act. They pushed back against that this summer when President Trump tried to tamp down the black lives matter protest. The insurrection act would have put the troops under the command and control of President Trump. Something local d. C. Leaders were reluctant to do. This weekend the mayor requested 340 National Guard from the pentagon but stipulated she did not want federal troops or federal Law Enforcement on the streets of d. C. According to u. S. Officials. Her request to the pentagon was for the d. C. National guard to be unarmed and use mostly to direct traffic in order to free up the 3800 d. C. Police after the capitol was stormed within 40 minutes the pentagon authorized all 1100 of the d. C. National guard to mobilize in a harshly warded statement from former defense secretary jim mattis blamed President Trump for formeanting mob rule adding our constitution and republic will overcome the stain. Trump will be left as a man without a country. The Capitol Police answer to the sergeant and arms and their chief. The Justice Department have thousands of federal troops at their disposals but not told to deploy by anyone in the white house. Sandra interesting development. Live at the pebt pentagon for us. There was a failure here to anticipate in advance what could go wrong, coordinate resources in advance and put together an overall security plan to make sure the numbers of Law Enforcement matched the protestors. You had a rally yesterday with a lot of people. We know what the theme was. Questioning the validity of the election. We knew that the president was going to show up. You have to take his rhetoric into account as inciting this group. At the other end at the capitol you have a major Significant National event taking place where the certification is underway to validate the election. So at some point in time 2 and 2 needs to be put together and we have to envision what could potentially go wrong. I dont want to undercut the great job the Capitol Police did yesterday. They performed very well and did what theyre responsible for. Keep all members safe. But strategically they were not set up for success. Trace i think its very important but here. I was reading comments. One that struck me from the former d. C. Police chief Charles Ramsey who said the following quoting here. How they were not ready for this today i have no idea. They were overwhelmed. They did not have the resources. You have to be able to protect the capitol. Thats not okay. Thats coming from a man who knows what he is talking about, charles. Absolutely he does. I know commissioner ramsey very well. Earlier you had on the acting deputy secretary of dhs. I have to take a little issue with what he was discussing. The role of the department of Homeland Security to monitor and keep eyes on the overall threat picture for us domestically here and also have a lot of tools in their toolkit in terms of designating National Events as National Special security events which places the secret service in charge of the overall coordination. We see this for things like the inauguration, for the state of the union. It brings all of these federal resources together to make sure that there is a robust security plan in place. Now not necessarily saying that that needed to be the case here but it is something that should be looked at to make sure this never happens again. Trace the big question is what intelligence did they have . How did they assess it and where was that in play during this whole thing . There is nothing elaborate here, right . I dont know how reasonably foreseeable it should be for cops that tens of thousands of people are going to be told to go fight, that an election was stolen from them. Every four years we have what we would define as a peaceful transition of government. So they will be ready. They get Law Enforcement state, federal and local officials, they coordinate to bring about the peaceful transition of government. Trace the d. C. Police chief said this. I want the play it for you. Watch. These officers should be commended for their work. They fought hard to protect our democracy not only today but every day they wear that uniform. Trace a lot of people are going after these Police Officers. He wants them commended. Is that a proper assessment on his part . I think it is a proper assessment. I dont think you can lay all of what took place yesterday at the foot of Police Officers. I think you have to start from the top with the president of the United States and the way he coordinated and handled the situation telling people to go to the capitol. I want to see Rudy Giuliani disbarred for the manner in which he conducted himself calling for various threats at the capitol. This was a sad situation, trace. Trace we know that protestors had permits. It was all over social media. No surprise it was coming. Should there have been more rings of security, more maybe a wider perimeter in your assessment . I really think there should have been, trace. I go back to june of 2020 here where black lives matter was going to be at the capitol and they ringed that place for black lives matter. Other posts include photos of her wearing we are q shirt her husband aaron said this to our affiliate. She loved her country and she was doing what she thought was right to support her country and joining up with people likeminded people that also love their president and their country and she was voicing her opinion and she got killed for it. According to witnesses she was among those who stormed the capitol and rushed through a window and was shot. A number of police and secret service were saying get back, get down. Get out of the way. She didnt heed the call. As we raced up to grab people and pull them back they shot her in the neck and she fell back on me and started saying she was fine, its cool and started kind of like moving weird and blood was coming out of her mouth, neck and nose. This man inside the Capitol Holding a police riot shield calls himself aaron from brooklyn says he believes the election was stolen. This man who was once seen in the chair of Vice President mike pence has been identified as jake angele. He wears horns and raccoon hat to get attention and talk about qanon. But i also want to say that just as much as we have condemned the violence, the burning t looting, the rioting of our cities and communities over the past year we need to condemn the violence weve witnessed just yesterday. Until we get to the bottom of exactly who we were dealing with and who breached the capitol i will reserve judgment on that. Right now we need to come together and condemn this violence. We have a Constitutional Republic to uphold and i fully intend to execute that duty. Trace you talk about coming together. There will be an investigation to determine that. But we were on the house floor in the midst of a debate, robust debate on the state of arizona and the certification of their Electoral College. That was gaining momentum. We were feeling the swing of momentum on our side. But in the midst of that debate when we were exercising our Constitutional Authority to object to really fight for election integrity, some people decided that wasnt enough and they had ulterior motives. We were interrupted and lost momentum. I cant speak to the mindset of my colleagues and why some folks changed their minds but i know when we returned to the chamber after the Capitol Building was secured my resolve was not weakened and continued my objections. Our constitution is bigger than any moment in time. Our Constitutional Republic is bigger than any one person. And i objected because it was my constitutional duty. I also want to make a few priorities clear for the new congress that are very important to the district. First we must get statehood on the president s desk within the first 100 days of the 117th congress. Congress Must Immediately transfer command of the District Of Columbia National Guard from the president of the United States and put it squarely under the command and control of the mayor of the District Of Columbia. The Congress Must create a nonpartisan commission to understand the catastrophic security failures that happened at the capitol on january 6th, 2021. Both to hold people accountable and to insure that it never happens again. We must also understand why the federal Law Enforcement response was much stronger at the protest over the summer than during yesterdays attack on congress. I also call on the joint Terrorism Task force to investigate, arrest and prosecute any individual who entered the capitol, destroyed property, or incited acts of domestic terrorism observed yesterday. More immediately we know that the current president must be held accountable for this unprecedented attack on our democracy. What happened yesterday is what he wanted to happen and we must not underestimate the damage he can do to our nation and our democracy over the next two weeks. Its not just the president who must be held accountable. So, too, must the domestic terrorists who stormed the capitol and threatened members of congress. What happened yesterday is domestic terrorism. Let me read you a definition. From the federal code of regulations. Defined as the unlawful use of force and violence against persons or property to intimidate or coerce a government. The civilian, population or any segment there of in furtherance of political or social objectives. The f. B. I. Has already set up a website where americans can report tips and today mpd is releasing its own lookout information. Any tips that are reported to mpd will also be shared with the f. B. I. We have aided the federal government in establishing the security of the United States capitol. These incidents were contained to the United States capitol and its grounds. Well review for ourselves who occurred yesterday to commend those who performed heroicly and to learn what mistakes were made. With that i want to ask the chief to provide any update from the metropolitan Police Department followed by a situational update from secretary mccarthy. Thank you. Good morning, everyone. As communities across the country are still processing the images of the violent mob that stormed the u. S. Capitol i want to start by thanking the members of the metropolitan Police Department. When u. S. Capitol Police Called for assistance, it was you that answered their call without hesitation. Your actions to restore democracy were nothing short of heroic and should be recognized. As mpd members you served the d. C. Community every day but yesterday evening you answered the call to serve all americans. Many of you here today understand that the district is unique in respect to the number of Law Enforcement agencies operating in local d. C. , the many federal buildings and national parklands, but i have seen some misinformation out there that i would like to clear up. Mpds responsibility is to provide Public Safety services to the vibrant communities that make up this great city. Mpd assisted u. S. Capitol police when they requested our assistance on their grounds. What we did do was restore democracy for all of america and assisted our partners, the u. S. Capitol and their approximately 2,000 member force by providing swift a Swift Response to an escalating situation. Mpd members will continue to be responsible for local d. C. But we are willing and capable as we saw yesterday of assisting our partners at any moment. Again, when u. S. Capitol Police Called for assistance, mpd answered the call. I would also be remiss if i did not recognize the support we received from our Law Enforcement partners region nallly and the d. C. National guard assets. Please allow me to provide an update in regards to arrests made by mpd related to unrest. There were 68 individuals arrested yesterday evening and into the Early Morning hours of january 7th. Of the 68 arrests 60 were adult males and 8 were adult females. 41 of those arrests occurred on u. S. Capitol grounds and to my knowledge only one of the people arrested is from the District Of Columbia. Only one of the people under arrest was from the District Of Columbia. We have a significant amount of work ahead to hold everyone accountable for their actions from the mob. We have collected numerous images of persons of interest were asking the community to help us identify. These images depict individuals engaged in various acts of violence or property destruction and we have made these Images Available on our website and social media platforms. We shared these images last night with the d. C. Bids, Hotel Associations and other Community Partners along with the f. B. I. We also have shared these images with the Regional Airport authorities. As we speak we have members of the metropolitan Police Department scouring area hotels, businesses, etc. , trying to identify some of these individuals that still may be taking up residence within our city. The f. B. I. Will work closely to pursue those responsible for these shameful and violent acts. You can help by taking a moment to view them and provide us with assistance. We have authorized a reward of up to 1,000 for information that leads to the arrest and conviction of persons responsible and i should add that we already are receiving information and tips from residents and people who have identified some of these individuals. We will continue to assist the United States Capitol Police with security without compromising the quality and professional Police Service to our district neighborhoods. Residents and visitors should continue to expect traffic disruptions and a large Law Enforcement presence in and around the National Mall and u. S. Capitol. Now i would like to take this opportunity to provide the identities of the persons that lost their lives yesterday. As i mentioned late yesterday the metropolitan Police Department is handling the investigation of the u. S. Capitol Police Officer involved shooting that occurred in the house lobby area. The decedent is 35yearold Ashli Babbitt of huntington, maryland. This remains an active mpd investigation. Three other deaths occurred to be results of medical emergencies. The decedents are 50yearold Benjamin Phillips from pennsylvania. 55yearold man from alabama and a 34yearold woman from georgia. Lastly i would like to thank all of d. C. And our neighboring jurisdictions in virginia and maryland for adhering to the mayors and governors curfew orders and i can turn it over to secretary mccarthy. Thank you, chief conte. Yesterday was a horrible and shameful day in our history. One thing we did see was incredible leadership by mayor bowser and conte and you saw the best of the city. When they called us over at the pentagon we started getting awareness yesterday afternoon about the breach within the capitol and quickly worked to move our resources forward in support of metro pd and the Capitol Police and responded and some some heroic things from the metro p. D. And guardsman. Proud of those men and women. At present the entire d. C. National guard has been mobilized and received the support from maryland, new jersey, pennsylvania, delaware and new york. There will be 6200 guardsmen in total by the weekend here at the National Capital region in support of the d. C. Metropolitan Police Department as well he as the Capitol Hill Police. At present we have over 150 personnel up on the Capitol Grounds and well have 850 on the capitol gounds by noon today. At 9 00 a. M. This morning we began erecting a 7 foot nonscalable fence from constitution to independence and first avenue to in front of the pond in front of the capitol. That road right there. These personnel and these security measures will be in place for no less than a next 30 days. And well be keeping all of these support mechanisms in place and constant coordination with the Capitol Police and mayors office. Thank you. Thank you, mr. Secretary. We are should have also noted that we are joined by the deputy mayor roger mitchell, as well as chief donnelly, the chief of d. C. Fire and ems and were available for questions. [inaudible question] do we have anything available . Can we print that . Well get back to you. Thank you. Given yesterday i was on the streets. Introduce yourself. Im with cnn. Saw mpd making arrests for the curfew and out at the capitol. It seemed like mpd was out in numbers but Capitol Police were not. What do you say to that . How do you classify Capitol Police and their response . Well, i think there is going to be a lot of time for us to figure out what happened. Obviously it was a failure or you would not have had police lines breached and people enter the Capitol Building by breaking windows and terrorizing the people, the members of congress who were doing a very sacred constitutional requirement of their jobs. So clearly there was a failure there. I think that i wont be able to answer your question right now. There will have to be a real investigation into what happened. Do you wish you got more federal support early on . You sent a letter earlier before the 6th saying we dont necessarily need the federal help when it comes to policing in the district. Do you wish you did something differently there . Let me be clear about what the districts responsibility is. I know that you heard chief contes remarks but let me step back a little bit. We, of course, have a nearly 4,000person Police Department and we are responsible for policing nonfederal properties in the District Of Columbia. Thats an important distinction because i think you know part of our founding in the creation of the District Of Columbia was the federal governments concern that the local jurisdiction could not overtake the federal part of government. And so the capitol, the white house, and other federal installations in the district have their own Police Departments. The United States Capitol Police. And we cannot decide for the capitol, the members of congress, that we are going to be their Police Department. But we stand ready to assist them at any case and why we have so much Regional Planning for big events, for demonstrations, for protests that turned riotous like this one, for the inauguration, for the fourth of july, you name it. We have a Regional Cooperation system and planning. As we planned with all of our federal partners for this event on january 6 i made the decision that i needed mpd to focus on Law Enforcement activities and being able to respond to any hot spots and thats why we needed our National Guard, the d. C. National guard to help us maintain a perimeter around our areas of concern. The Capitol Police and the leadership at the capitol, they did not make the decision to call in guard support. I cannot order the army, National Guard to the United States Capitol Grounds. I can in the district with the approval of the secretary of the army. So i guess we called up our guard and weve had guard support throughout our covid pandemic but specifically for Public Safety issues i will issue an additional request to the army which i think i did at the end of december. And the secretary of army approved that request and we put our guard troops on the ground to support mpd. Mayor, you said there was a state of emergency you were declaring for two weeks. What does that mean and how is that different from what we would expect anyway over the next two weeks . The state of emergency is a way that i can organize the resources of d. C. Government to move on an emergency basis. So some things that you might expect would have community notice. We may not be able to have that type of notice because we need to move urgently. It helps me organize all my procurement resources on this issue. Thats all administrative. But more than that is the notice to the public that we may have to do some extraordinary things to maintain Public Safety. And a curfew is an extraordinary thing that we have to use to maintain Public Safety. When i tell residents of the District Of Columbia to stay in your home or you could be subject to arrest thats an extraordinary thing. And the state of emergency puts d. C. Residents, visitors and our businesses on notice that we may have to do something extraordinary like that that would require you to stay at home or close your business or stop transit or other Public Transportation earlier so that we can maintain Public Safety in the district. It is just so people are aware that things could happen quickly. You did a curfew like that yesterday, right . We gave about three or four hours notice. It is important when we do a curfew so that everything is legal and the arrests our officers make are prosecuted. That we follow a certain protocol. We issued a public emergency. We justify why that infringement on peoples liberty is necessary. We give a Public Statement that you all carry widely so people are aware. I think we issued several what do you call those wia alerts that went out on peoples cell phones including District Residents and people visiting the district. We make every effort that people can comply with our Public Safety order. Mayor bowser. Im from fox 5. There is a moment yesterday when a riot was declared. It was the same type of thing that happened during the summer at the protests. Can you run me through some of the things that can happen the differences between when you declare a riot and when a state of emergency is declared . Do Law Enforcement get certain liberties with one thing . Let me ask chief conte to talk about that. Sure. As the mayor mentioned the state of emergency it allows the city to do extraordinary things. I should mention the curfew again the great infringement on this just the daytoday business in the city. In this particular case when a riot was declared, that means that we have a situation where individuals are actively, violently engaging in crimes. Thats the clear distinction. At the time the riot was declared and i believe it was mpd personnel on the grounds of the capitol that were on the air declaring this a riot, so thats the distinction between the two. When a riot is declared what liberties does it give mpd . It may determine the level of force that we use. For example, in some cases we may use pepper spray. In a riot situation we could very well use tear gas or cs gas, that type of thing. What time was the riot actually called . I dont have the exact time but mpd was requested around about 1 00 p. M. Is when mpd was requested by u. S. Capitol to respond and things were already pretty bad at so, my question is, over the summer, when the riot was declared, that gave npd permission to use this, per se. What happened yesterday . Is there a train of thought that maybe declaring a riot earlier could have prevented some of this from happening . Well, now, you cant declare a riot until you have violent acts occurring. We are very careful about when we do declare a riotous situation. There are situations where we have officers that are having bricks turn at them. Bottles thrown at them. Everything. You name it. We have not, in every instance. We had projectiles being thrown at officers. People trying to reach the United States capitol in the nations capitol. And clearly, we experience that yesterday. Yes . Michael with the washington post. The three who died from medical emergencies yesterday, have we determined whether they were part of the riots, or other people who are on Capitol Grounds . What was that question, michael . For the three people who died of medical emergencies yesterd yesterday. Thank you. There were a lot of people on the ground of the capital yesterday, and i guess to the extent we can say right now is that they were on the grounds of the capitol. But you cant specify . Okay. And then yesterday at 12th and pennsylvania, a couple of shootings on 200k street northeast. Has police determined as any of those were related to the unrest in the city . It does not appear that any of those were related. Those matters are actually actively being arrested, but it does not appear that they were related. Could you talk about how the events of yesterday will impact how the city is preparing for the inauguration . I cant speak to you with any specifics at this stage, micha michael. But we will be looking very closely at what we learned. Whats happening at the capitol, working with congressional leadership and the president ial inauguration committee. Thank you. But you did hear the secretary offer to come a very points already. That going around the capitol, nonscalable fencing will be in place for the inauguration. And of the guard strengths that will be coming this weekend. It will be available for the inauguration. Which is a larger composition of personnel then you would have for a standard inauguration.
