>> the metric that's always been on washington about medicaid is we determine its success by what we put into it not the care being provided to the beneficiaries of the recipients of medicaid. sadly the program is broken for so many folks. one of every three physicians in this nation that ought to be seeing medicaid patients don't see them. we ought to step back and say why is that? there must be something wrong with the program and what we hope to do with our congressional colleagues. fashion a program that work for states and patients and believe we can do so in a way that saves money as well. >> one more in the back. >> reporter: does the administration have no -- where is the president on this? >> the president's very supportive of this plan. think it addresses his priorities which are to make certain pre-existing illnesses are covered and tax coverage and to encourage individuals to gain courage and give states the flexibility they need and have a transition that allows folks to have a soft landing and move from one system to another to get down drug prices, to address medical malpractice. all the things outlined by the president in his joint session and we're enthusiastic in our support of the plan. >> thank you. >> shannon: republican leadership and tom price wrapping it up and mike emanual has been listening in. they want it to a floor vote next week. what else do you see them picking up? >> you see them probing if there's cracks between the president and the capitol hill and tom price a former conservative speaks the language articulately as a medical doctor and someone who served as a conservative in the house and was chair of the house budget committee. he emphasized the key points he likes and talked about the administrative actions he'll be able to take once they pass the bill. right now you see lawmakers and leadership in the house and the allies in the trump administration trying to cobble together enough votes and conservative support and moderate support to get this across the finish line. we heard some criticism from republican senators and house speaker paul ryan said they'll get a chance to craft their own measure and once they pass that they can go to conference and work it out but bottom line they're trying to get 218 votes or so to pass the house of representatives. the full-court press is on between the administration and leaders on capitol hill. you have dr. price coming here to reassure a lot of members that basically this will be good and keep the promise to the american people. >> shannon: and making a strong statement at the end the president is with them and they are on the same page. all right, a very busy day and next week see you then. >> bill: and we have steven hayes. this is big news. a big question. do they have the votes? >> this is our number one priority. when you look at north korea and the fact that just last year alone they tested 24 ballistic missiles and had two nuclear tests and this year multiple ballistic tests on top of the fact that he killed his half brother, he's are problems. it shows they're not listening and nothing has worked. we're taking action on it. >> bill: when you say it is your number one priority does that mean military action against north korea? >> that means all options are on the table. what you're going to see is we're going to go to china and say ok, enough of saying that you're doing more. we need to know exactly what you're doing and what level you're willing to go to and say the same to russia. we need to see pressure from them on north korea and accordingly based on what those two do united states will respond. >> bill: china could have a lot of influence here but you said yesterday, been there, done that many many times for many many years. what's going to get beijing to move? >> there was a soft approach to china in the past presidency and what i can tell you now is we're going to go harder on china. we're going to say, look, if you're wanting to partner and stop the nuclear testing that's going on in north korea prove it. it's got to be real proof and we'll ask them to push through sanction and tell them to stop and based on their acts we'll act accordingly. >> bill: i want to move to a couple topics. yesterday you put out a statement that red in part i have been about read in part i have been working with the security council to keep the peace keeping process and look forward to working with my colleagues to make the peace the process more efficient. >> we have to be strategic in the way we do it. there is certainly some fat at the u.n. we can trim and going back and looking at each mission and who we have on the ground and what we're doing and what was the original intent of the mission to start. through the process we'll get smarter. >> bill: when beheadings becomes commonplace and the u.s. doesn't want to lose lives, that's tough. the world is a much different place now. >> and the conversations i'm having at the u.n. is the u.n. doesn't need to be all things to all people. you have to look at the situation and see if what we're trying to do is doable and who the players are in the area and so much of this is more political than it is in terms of safety. you have to look at the politics in an area before you can find out what the strategic plan it. >> bill: yesterday a commission to the u.s. condemned israel as an apartheid state. how helpful is that? >> it's not helpful but it goes to the culture of the u.s. it's been israel bashing for decades and we need them to understand there's a new administration in town. we're not going to put up with it. we'll have the backs of israel every time they do this. this is a guy known to be against israel and to come out with a report like that was ridiculous and just irresponsible. we were quick to say something and i greatly appreciate the secretary general immediately disqualified the report. >> bill: i take your comment on that to heart. at the same time you say the u.s. has been putting up carrying the burden for the u.n. for a long time and perhaps for too long and you're looking for other countries to step up. who in this world is willing to step up in a way the united states has at the u.n.? >> i think actually a lot of countries will want to step up. >> bill: can you name one? >> all of our colleagues -- i cab -- can tell you russia will step up and they find this the heart of where negotiations take place and where diplomacy is but they've never been asked to do that and that's what we need to say. look, we're going to help people around the world. we're going to do our part but we won't cover the whole thing. we need to start seeing more input. they need to be invested so they care about what the outcome of a peacekeeping mission is and i think that's our job to see the inefficiencies. so far they have responded great in wanting to see it more efficient. >> bill: i ask that and there's a delay in the satellite and we heard that with the u.n. ten years ago. has anything changed or you under the leadership of president trump change it? will they be cordial? >> she understands a lot of what was said is bluster and it's her first visit in a couple years to the white house and the big ticket items is what will happen with nato and american involvement and the ongoing refugee crisis that continues to haunt so many nations in europe. the nato story has been a big one. the president has felt for some time the u.s. has shouldered the burden. >> we strongly support nato and only ask the nato members make their full and proper financial contributions to the nato alliance which many have not been doing. many have not been even close. they have to do that. >> that is not something you can say about germany. they have been shouldering their burden as well but i think obviously angela merkel, the chancellor, wants to make sure the u.s. doesn't back away from its commitment at nato. >> shannon: do we expect the refugee crisis that's come up that sparked so much tension. >> that's a delicate way of putting it. i appreciate the way you laid it out. it's going to come up. i think the president will back away from his comments he shared with the london times in january when he said, look, she's a great leader but i think she made a catastrophic mistake taking in all the illegals. and by taking the refugees the chancellor has changed the face of germany and invited the problems they've had on the terror front. that will come up but i imagine he'll backpeddle just a bit. >> bill: and the push to replace obamacare. we're hearing from republican leadership today and they're in the closed-door meeting and cathy mcmorris rodgers will emerge and we'll speak to her at that time. >> shannon: and there's wiretapping claims despite a senate committee report showing there's no evidence to support those allegations. our panel will weigh in. >> the president is saying we don't need wiretapping anymore. what's it going to be next? >> reporter: it sounds like you and the president are saying now we don't mean wiretapping anymore. are there other forms of surveillance? what's it going to be next? >> jim, that's cute but we talked about it hit -- it for thee and four days he was talking to broad surveillance and you're going back. we talked about this several days ago. the bottom line is the investigation with the house and senate has been been provided all the information. >> shannon: ok. we have a fox news political analyst and mercedes schlapp a former spokeswoman for george w. bush. you know the writers of saturday night live were watching that press conference yesterday like, thank you. we'll have to watch this weekend. it got pretty heated in there. mercedes, is sean spicer having to swim upstream now in a gushing and torrential river because this is tough. he's parsing words and making points but it's getting heated in the meantime. >> after watching that i felt i needed a pint of green beer for today. the trump administration is in a difficult spot. you have a staunch supporter richard burke saying we see no evidence of wiretapping and the president using twitter for what he think and feels at the time it becomes problematic when he uses words like wiretapping. is the investigation going on of the connection between the president obama administration basically being involved in giving out classified information to reporters. those are the questions that need to be answered but when it comes to the wiretapping allegation it's one of those things you had attorney general sessions coming out and saying there's no evidence. >> shannon: one, i want to read the statement we got from senator burr and i believe senator warner. the head of the senate intelligence committee a joint statement they put out saying based on the information available to us we see no indications of the wiretapping but they said based on the information available to us. yesterday sean spicer said they don't have all the information. he said the president has more to come. is there a chance he is vindicated at some point and all these critics of his will be wrong? >> that's always possible. the president would have more information i would think than anyone in the universe because he has access to the intelligence agency reports. the one caveat is for a little bit sean spicer saying the use wiretap was in quotes in the president's twitter communications. in some cases it wasn't and he's talking about things more broadly, shannon. what we heard from congressman nunes and the house intelligence committee is there's no indication of surveillance of trump tower or the president-to-be and that's comprehensive as a statement and backs up what we heard from the former director of national intelligence and the current fbi director and as you pointed out attorney general sessions. >> shannon: devin nunes went on to say in the comments to say he does think it's possible the president was caught up in some surveillance. we have a poll asking should congress investigate the wiretapping allegation. yes, 46% and no, 49% and should president trump produce documents to back his claim obama ordered wiretap, 76% yes, and 21% no. is the burden now his? >> absolutely the burden is his. you see congress separating and republicans separating themselves from what president trump has said. it's going to be up to the president and his team to figure out if there's evidence in terms of the wiretapping allegation or where he used the word wiretap and has been taken literally obviously and saying maybe there was broader surveillance. it's not the first time president trump has gone over the edge a little bit and then backtracks. what is interesting to see is what's going to happen as we're seeing reports of the national security adviser mcmaster reaching out to the british government apologizing. that will be an interesting story to watch. >> shannon: quickly, juan, next week we'll have the big hearing that starts on monday director comey and others, key players in this. do you think we'll get answers? >> i think we'll get more of what we have so far. what you heard from nunes and others in the senate is based on the conversations with people like comey and others and they don't see any evidence. i think to pick up on what mercedes was saying the burden is on the president and it's becoming a heavy burden because republicans are moving away from him where people like he was on the transition committee. burr was an advisor. these are trump people. it's not like you say oh, those democrats are going after our president. that's not what's happening here. >> shannon: again, congressmen nunes the chair of the committee leaving wiggle room. the investigations are going on continuing and maybe we'll find out next week. it's must-see tv. >> shannon, no crickets. >> shannon: we're dressed like crickets but no crickets. good to see guy. >> good to see you. >> at one point back it your question about 2017 and i think 2.6 for to 18. the wall will take longer than two years as to the source of funds that's up to the president and treasury and state department. we're the guys at omb and gals at omb who take the money we have and allocate. >> bill: that's this budget direct are mick mulvaney and how long it will take to build the wall and they want a down payment for the construction through 2018. some suggest the total cost of the wall could be three times that will amount. what did he say, shannon, there's not one budget that croaked on the line. we'll see what becomes real. >> shannon: we talked about several of president obama's budgets got zero votes in the senate like 99-0 and one was 98-1. the white house knows it's a wish list. >> bill: if that were a bracket in march madness you'd be out of luck. >> shannon: how's your bracket so far? >> tillerson and the president are playing it right. they're recognizing we're not going to have much influence over north korea because they're led by a lunatic. the only entity that has any opportunity to put a lid on it is china. they lean on china and depend on china and china can put them in a half-nelson and explain how it's going to be done. that's the right kind of pressure. put it on the third party, china and make it clear if you don't get them under control you don't want the rest of us to do it because it's not going to be pretty. you better get your little brother under control and sit on him tight because otherwise we're not going to continue to let them threaten the world with nuclear devices. >> bill: i don't know if you heard ambassador haley she said this is their number one priority. >> it has to be. they already have nuclear devices and can't wait to find a good delivery system to use them. we have a real issue with iran in the middle east but the north koreans are led by a lunatic. you can't sit back and believe he's not seriously pulling the trigger on nationses around him and the west. nations around him and to the west. >> bill: does president trump's toughness change this or not? >> shannon: chicago prosecutors now facing criticism for what some see as a weak stance on gun violence. many including the city's police superintendent say the judicial system is not tough enough. we're live in chicago with the story. we hear so much about the shoots and problems in chicago and many say they're not doing enough to punish criminals. >> shannon, there are so in exacerbating factors contributing to chicago's crime and murder rate. one thing we hear over and over again is the judicial system here is just soft and that prosecutors and judges are using the laws on the books to lock up criminals pulling the trigger. >> the county system largest in the country is traditionally very soft on most gun charges particularly illegal possession. if you shoot somebody or kill somebody they're tough like anybody else but otherwise it's very much a joke. >> we pulled the stats on gun prosecutions in chicago and compared them to other cities and it seems criticism of the judicial system may be warranted. in 2016 the u.s. attorney in chicago prosecuted 123 gun crimes many still active in the court and kansas city has a fraction of the city and it prosecuted nearly triple the amount of gun cases, 340. even new york where the murder rate and gun problem pales to chicago with 87 gun crime prosecutions. the top cop has pleaded with prosecutors and attorneys to get tough and he was in washington yesterday meeting with jeff sessions on gun-related crimes. >> shannon: they say the judicial system at times is a joke. what are the prosecutors and judges have to say. are they coming out and defending themselves? the heated moments in the brady briefing room as the white house press secretary sean spicer stars with reporters. >> i think the president's been very clear when he talked about this and he talked about it last night when he spoke of wiretapping he meant surveillance and devin nunes stated it and you choose not to cover that part. >> bill: catherine herridge is live. what are top lawmakers saying about the issue. >> and mark warner went beyond the president's wiretapping claim and based on the information available to us we see no indications trump tower was the subject of surveillance by any element of the united states government either before or after election day 2016. and with today's deadline looming the house intelligence committee wants the nsa and fbi to explain who in the last administration identified or unmasked americans whose phone calls were captured during foreign surveillance operation and whether the names go beyond mike flynn the former national security advisor. >> i've been very clear about my concern about number one the incidental collection on general flynn and that was put into a product and how it was unmasked and leaked to the public. several crimes have been committed here. >> last night the senior democrat on the house oversight committee that shows flynn was paid by a kremlin backed organization afor an event and received $23,000 from russian businesses and the democrats want an investigation because they said the payments would be a violation of a provision that bars gifts from foreign governments, bill. >> bill: what do we expect to learn monday? you have the fbi, nsa directors on the hill? >> we'll hear the facts of the cases. we'll know more about key questions including whether there is a criminal investigation at the fbi that touches members of the trump team and also whether there was collusion, if you will, and the unmasking of americans whose names were picked up in the course of foreign intelligence operations. i can tell you based on our reporting this is going to be tense if the committee doesn't get an answer with the deadline of today because we now understand that request, the names of americans who came up in that surveillance has been with the agencies for nearly two weeks, bill. it was only this week we learned because the letter was issued by that committee. >> bill: catherine herridge, thank you. there are reports also this morning the white house has apologized to the british government that british intelligence wiretapping president trump during the campaign. the white house will not confirm the reports however, a spokesman said the following, quote, we have made clear to the administration the allegations are utterly ridiculous and we have received assurances they will not be repeated, end quote. >> shannon: more on this now with chris. it's such a boring time in the white house. and you saw multiple exchanges and where do we go from here friday we have the -- monday we have the hearing. we'll see the fbi director and others to provide more answers. what will you watch for in the hearing? >> somebody will ask whether or not there was -- and it's interesting the white house is backing up. remember, two weeks ago tomorrow that president trump down at mar-a-lago tweeted out and it was very specific. he talks about wiretapping of his phones at trump tower by president obama. that would be extraordinary. he would have had to -- rather the obama team would have had to have gone to a court probably a foreign intelligence surveillance court and get approval and reasonable causing -- cause to get approval that someone was commit crime. they now put wiretaps in quotes and talk about surveillance and one wonders whether perhaps what the president is talking about is the mike flynn case where it wasn't actual surveillance at trump tower of candidate trump's phones but rather some members of the trump team were swept up in electronic surveillance of the phones of the russian ambassador and there would be nothing wrong with that we would assume that the nsa or fbi would be eavesdropping with the ambassador and it happens this case it was with candidate trump's top national security advisor. >> shannon: it seems that's the crack in the door with devin nunes and he'll be with you sunday saying it's possible other were swept up and that's a possibility he's leaving open and still concerned about that and wants answers. >> yeah, and the real question there i don't think anybody would object to the idea we're spying on the russians in this country just as they spy on american diplomats in russia. the concern is supposedly americans swept up in those phone calls should in -- be protected. the focus is the russian not the american on the phone and that got leaked to every front page of every newspaper and channel in america and that was a breach of the ethics of violations of regulations when it comes to americans. that's the concern there. you have to emphasize it's a long way from president trump's tweets that his phone were specifically wiretapped at trump tower. that's what he said two weeks ago tomorrow and there's been no evidence of that. >> shannon: you know both he and sean spicer said there's more to come. i'm standing by, i know we all are. also we're standing for on monday the confirmation hearing for neil gorsuch to join the u.s. supreme court. most are saying the left don't like him on principle per se. and jeff blumenthal using the "f" word for filibuster. >> to think you have the hearing on the fbi and it's not the most important hearing on monday and you have the norm -- nomination of neil gorsuch. i agree, the democrats have not come up with much. they say he's a friend of corporations and big business and not the little guy. they also are concerned about the 14 months that gorsuch spent working in the george w. bush administration on enhanced interrogation and detention at gitmo but those aren't smoking guns. we get to the "f" word and i was word rid -- worried when you said that at first. >> shannon: you know me. >> but still, filibuster. now, the democrats could filibuster gorsuch. they do have at this point that's still an option and the nuclear option doesn't extend to supreme court nominees but the senate majority leader mitch mcconnell has left the option that only one time a supreme court nominee has been filibuster in the 1960s. if democrats take that almost unprecedented step and filibuster gorsuch mcconnell has said a simple majority for a supreme court nominee would change that rule forever. >> shannon: you're hear from folks on both sides of the aisle don't want that to happen. as if that wasn't enough the bill goes to the house floor for a vote next week as well. do you think it happens? >> do i think it passes? >> shannon: no, do you think they get it there next week? >> here's the answer. if they've got the votes they'll put it there next week if they don't have the votes they'll put it off and we'll talk to paul ryan on sunday and he's the chief vote counter in the house and they'll have to make change. as the bill currently stands they don't have enough support from conservatives. they need 218 votes and they don't have that. they'll have to make some last-minute amendments but the danger is if you go too far to the right to satisfy them then you may lose moderate votes in states that had medicaid expansion and they don't want to see millions of their constituents cut off on health care coverage. >> shannon: and because people need great news we have video of you doing something you probably do all the time. bowling at the white house. that's very nice. based on the fist pump was that a spare or strike? what's going on there? >> you'll have to wait and see. that's funny. there's been a lot of talk -- i'm so embarrassed watching this. >> shannon: you shouldn't be. that's a nice delivery, very nice. >> anyway, news and bowling. so what happened is there's been a lot of talk about donald trump and can you take this stuff down? your life over being politically correct. >> shannon: a former u.s. navy seal and -- an author. our defense secretary. let's talk about what concerns you may have there. could have a huge upside but i know you're word worried about motivation. >> we have to understand they're already fighting against the iranian influence down in jordan and yemen and places like that but we need to understand what their intention is. if this is going to be a proxy war against iran we need to be careful about using our resource. >> shannon: what's the best way of determining that? >> that's what secretary mattis was trying to get at. i think it's something with proper leadership we can figure out and we can't just allocate resources to send troops in we have to be on the ground to monitor this and make sure the mission is going forward and we need to understand what russia's motivations are. you can't win the war on the region without getting on the same page there. >> shannon: if we have things aligned, aims and goals with saudi arabia and convinced their motivation is pure enough moving forward, what kind of an asset could they be in partnering together? >> huge. keep in mind, saudi arabia is not keen on the isis struggle. they won't accept the refugees because they're worried about the threats of terror. they know the region very well. obviously they're there. we need to rely on some of their intelligence sources but sharing intelligence both ways will be an effective method against fighting isis. >> shannon: given the travel pauses and bans now subject to another round of litigation most stemming from hawaii where a judge had the most decisive ruling against it. >> hawaii has taken zero refugees give or take from the six proposed banned countries. the judge who has ruled against this has been purely politically partisan. i would say two things here. one, if the judge's ruling is overturned not in the kangaroo court at the ninth circuit but the supreme court he should go through an impeachment trial and it should not be tolerate and nice to be considered for impeachment and president trump needs to direct all resources to make sure the blocked order of those six nations or the immigrants and refugee programs go to hawaii, no questions asked. >> shannon: we'll see if the president is watching or the white house or take up the plan. meanwhile we'll watch the route to the white house. we'll see if there are eight or nine justices when it arrives. carl hinby, thank you. >> bill: we saw comments on the health care and how it's going to stand by when it's ready we'll play it for you. in the meantime the feud between the administration and media is heating up. sean spicer battling reporters during the meeting and it kind of went like this. >> you're coming to serious conclusions for a guy with zero intelligence -- classified. >> reporter: give me some credit. a little intelligence maybe. >> clearance. maybe both. >> reporter: you and the president are saying we don't believe it's wiretapping any more. what's it going to be next? >> i think that's cute but at the end of the day we talked about this for three and four days. you seem to believe you have all this information and have been read in on all these things which i find interesting. you're coming to serious conclusions for a guy with zero intelligence -- [laughter] >> classified. >> reporter: give me some credit. a little intelligence, maybe. >> clearance. i wasn't done. clearance. maybe both. >> bill: a moment of levity there and there were several moments during the heated briefing yesterday. sean spicer's conversation with reporters quickly escalating to shouting and repeated interruptions. bernie goldberg fox news contributor joins me on st. patrick's. where do you see the relationship going? >> i have to shamelessly admit i think the press briefing is more interesting than most tv shows. it's real drama. real drama and like real good drama it has conflict and confrontation. on the one hand you have the press secretary ready to defend what his boss says and may interest to defend what he sends is tweets and he has to defend it and the press is saying you expect us to buy this nonsense. but on the other hand and members of the press will never acknowledge this but some of them viscerally detest the president of the united states. ok. it's not policy so much it's him. so you have these two colliding very powerful forces. remember the original star trek on tv it was matter and anti-matter and when they collide you have friction, heat and explosions and that's what we're seeing. >> bill: when you think about the history of the briefings even watching this for a long time is the press secretary spicer is he more aggressive and the media more aggressive than normal. >> let me speak to the spicer end of that, what he does better publicly better than anybody i've seen in my memory he challenge the press and holds them accountable for their double standard. he said recently and this is a quote, the press doesn't like it when you call it their errors the same way they call out everyone else's. he's absolutely right about that. it's been my experience the ples looks down everybody's throat. they look down the throat of the presidency and president and military and sports people and business people. more often than not they'll circle the wagon and spicer has spotted that and unlike other press secretaries he's not frayed to tell them to their -- afraid to tell them to their face. >> bill: hold on a moment. we're seeing the tape play out with the president at the white house and the republican study committee. this is significant stuff headlines on health care and how it's going. >> and i want everybody to know the press has not been speaking properly about how great this is going to be. the press is as you know in many cases i call it the fake news. this is going to be great for people. i watch, i say that's not the bill we're passing and i also want everyone to know that all of these nos or potential nos are all yeses every person sitting in this room is now a yes. we made certain changes and frankly little though i want the states to run the program and they're better equipped than the federal government. i also want people it know obamacare is dead. it's a dead health care plan. it's not even a health care plan frankly. i watched the architect of the plan and watched the clip when he said the american people are stupid to have voted for it and president clinton saying it's the craziest thing i've seen because everyone knows it's on its last dying feet the fake news is trying to say good things about it. fake media. there is no good news about obamacare. obamacare is dead. unless we gave it massive subsidies in a year from now or six months from now it's not even going to be here. when they say more people are under the plan. there's not more people on the plan. i was in tennessee telling the folks and half the state has no insurance company and the other half is going to lose the insurance company. the people don't know what to do. it's a disaster. obamacare's dead. nothing to do with these people. nothing to do with me. it's on respirator and about ready to implode. now, we could wait for six months or a year and let it happen. it's not the right thing to do for the people. this is a great plan. this is going to be fantastic. you're going to have bidding at the one level by insurance companies and remember this, remember this, those lines are going to come out and have bidding by insurance companies like you've never seen before. plans are going to come out like nobody's ever seen before. plans nobody's thought of now are going to be devised by insurance companies to take care of people. we're going to take care of people at all levels. i just want to let the world know i am 100% in favor. these folks and they are tough and they love their constituents and their country. these folks were nos, mostly nos yesterday and now every single one is a yes. i just want to thank you. we're going to have a health care plan that's going to be second to none. it's going to be great. the people will see that. by the way, it will take a little while. with obamacare it got worse and worse and ream -- premiums went up and the obamacare act is no longer affordable. and this is a good democrat. he wanted obamacare but it's no longer affordable. it's not an alternative. it's not there. it's dead. i just want to say thank you very much. i really appreciate it. 100% of the nos ares -- were yeses and we have a couple mixed but i want to thank you folks and we'll have a great great health care plan. thank you very much. >> bill: that is the story of the year to date. obamacare is dead. president trump saying that repeatedly during the meeting with the republican study committee and some very conservative too. cathy mcmorris rodgers had a press conference two hours ago and had a meeting and thank you for your time. he's talking as if this is a done deal, is it? >> we're working through the legislative process. we're on track. we've been doing this in an open transparent way. you've seen us work through the committee process and ways and means committee last week and the budget committee and our goal is to put it on the floor next week. action is necessary right now. >> bill: do you have 218 votes in the house? yes or no? >> this is a legislative process. we're continuing to listen to members, to address their concerns, get to a place where people feel comfortable supporting this proposed bill that going to mean better health care for people in america. every person in america. i'm excited that we're taking action. you just heard the president lay out, premiums will go down 25% in this year alone. one of three counties only have one plan available. we just had a meeting with secretary tom price and had a press conference with him and he's very much engaged. they're looking at the regulations. obamacare gave over 1400 ways for the secretary of health and human services to write provisions of the law and the new secretary tom price is going through the process. he's going to be taking action. >> bill: let's go back to the news of the moment, you are being more cautious than the president. why is that? >> boy, we're all in. we have been working with the president, with the senate every step of the way. we're going to continue to talk to our members, locking them down so we go into next week assure that we have the votes. this is -- we don't have another option. >> bill: he's meeting with i think 12 maybe 13 members of the republican party in the oval office. some are conservative members. he just said they were a no-vote yesterday and are a yes-vote today. what changed? >> this is all part of the legislative process. their concerns were heard. >> bill: i'm trying to enlighten our viewers to figure out what's going on behind closed doors here. what has changed in the bill that would get conservative members who may have opposed 24 hours ago to change their vote to a yes today? >> there's some details with the medicaid. our goal is to get it back to the states. with the obamacare there was a huge medicaid expansion. a large portion were able-bodied adults. our goal was to responsibly unwind it and get money to the states to set up the best programs possible. the conservatives had some concerns about the details of the process and those are some of the types of detail that we're addressing. >> bill: very interesting. so medicaid is one of them. give me another one that's a concern. >> the tax credits. we are offering tax credits for individuals that do not get their health insurance through their employer or through the government whether it's medicare or medicaid. we want to ensure we have a vibrant market for individuals and part of that is a tax credit allowing individuals to keep more of their hard-earned dollars and be able to spend that money in the way that will best meet their health care needs for them and their families. the amount of that tax credit, how it fades in we have it adjusted for age. some of those details are the very detail the members are first of all better understanding, asking questions and at times making adjustments so that we continue to get the votes we need next week on the floor. >> bill: also the president just said it's going to take time before it gets better. is that a year, two years or more than that? >> you'll see immediate relief. you'll immediately see there'll be more choices in the marketplace. the premiums increases won't be what were anticipated. i think what he's referring to as the reforms continue to be implemented you're going to see a more vibrant marketplace and see more plans and more innovative solutions. i'm really excited. >> bill: you'll have to explain to the american people the drawdown process because if you go forward with this you know that people will be if they've been harmed by obamacare financially they're going to expect immediate help and that may not happen. can you sell that? >> yes, for anyone on medicaid expansion, for example, we commit to ensuring they'll not have the rug pulled out from underneath them. we made a commitment to them. for example, health insurance companies later this spring are required to propose their proposed premiums for 2018. any relief we can give them the sooner the better in giving them the ability to offer more choices, more plans in the marketplace. that's going to benefit 2018. as we continue to move forward with more of these reforms you'll see more plans made available and overa -- over a ten-year period cbo is predicting premiums will come down 10% across the country and we believe as we continue phase there's of this bill or this million that would include across state lines and the association health plans and opening up more options in the marketplace we'll see even more dramatic reductions in premiums and why the president says it will continue to get better. >> bill: here's what he said. watch here a minute ago at the white house. >> all the nos or potential nos are all yeses. every single person sitting in this room is now a yes. we made certain changes. i also want people it know that obamacare dead. it's a dead health care plan. it's not even a health care plan frankly. >> bill: you have a minute left. you mentioned phase three. tom cotton a republican senator from arkansas calls that a myth. what do you say to him? >> i'd say he needs to get on board with the plan. there's items we can address immediately and we must because obamacare is on a path to destruction. higher premiums, less choices. we must take action immediately. there's other items that will require 60 votes in the senate and we have to go to work on that. >> bill: last question, will you bring this to the floor of the house next week as was stated earlier today by tom price and others? >> yes, yes. we're on track. we're very encouraged. we'll continue to be working every day bringing it to the rules committee early on next week and onto the floor for passage. >> bill: cathy mcmorris rodgers thank you for your time and we'll see how it goes together. thank you. >> thank you. >> shannon: german chance -- chancellor angela merkel just arriving to the white house now. will it make for an awkward meeting between key allies? >> shannon: we're going playback from the white house where there's been a listening session with veterans groups. >> we'll protect those who protect us. i've said that a lot over the last two years at rallies and speeches. we will protect those who protect us and that's just starting because i think the veterans have not been treated fairly and david and a group of brilliant, brilliant doctors and businessmen are forming a board and you have the most talented people i've ever seen working with you. this is no more games to be played at the va. i want to thank david, your new secretary. he'll be so outstanding. i think it passed 100-0. when i heard the vote i said where does that come from? so bring your vision, experience and determination to the crucial task of reforming the va and ensuring care for our returning heroes and warriors and today i'm having a major meeting with some of the people we put on the board. we have an amazing man and one of the great businessmen of our time and others having a meeting tonight at what we call affectionately the southern white house. it seems to be the most convenient location. everyone seems it want to go to the southern white house. it's going to be great. all about the va. the va's mission statement is engraved in the plaques it reads to care for him who shall have born the battle and for his widow and that was stated by abraham lincoln. that was lincoln's pledge. for too many veterans this hasn't been their experience at all. we've been reading horrible stories over the years and already, david, i'm hearing it's getting better with improvements made and under my administration it will change. it's very important to me. during my campaign i outlined a detailed plan for reforming veterans' care tlaut the country and -- throughout the country and we're working to put the plan into effect and moving i can say honestly ahead of schedule. as commander-in-chief i will not accept substandard service for our great veterans. every member of our government is expect to do their utmost to ensure our veterans have the care they're so entitled to. maybe more entitled to than anybody and that hasn't been the way they were treated but it's going to be the way they are going to be treated. again, thank you for being here. it's a great honor and maybe i'll ask david just to say a few words. >> thank you, mr. president and mr. vice president. i want you to know the people in the room are some of the most dedicated passionate people advocating for our veterans. they're our partners in this quest to transform va. we are so grateful they're here with us standing as partners. i also want to thank you, president trump for the budget. i think you've honored your commitment showing the country cares about the veterans and you've given us the ability to make sure we are able to care for them. i also want to tell you that yesterday the house passed an accountability bill and we're very very grateful for chairman rose's leadership and we're looking forward to the senate and bringing a bill forward. i think as you said, we're committed to the million you outlined during your campaign to making the va the type of organization that americans want it to be and we're well on our way to do that so thank you very much. >> that's great. and unrelated we just had a meeting with probably 12 congressmen and it was an amazing meeting because they were all nos, would you say, mike? all nos or pretty much no. and after 15 minutes -- in all a -- fairness they went from no to all yeses. the health care looks like it will be in great shape. it's a great plan. the press doesn't give it a fair read but i heard that before. what are you going to do, the fake news. it's a great plan or i wouldn't be involved with it. we have 12 nos and we've done some great things and the nos in every single case went to a yes so that was a great honor and health care looks like it's really happening and it's going to be great. obamacare is dead. some of you folks yourselves have family members that have suffered greatly under obamacare. it's dying. it's just about on its last legs. if we did absolutely nothing obamacare is dead. it will fail. in tennessee where i just left half the state has no insurance carrier. it's gone. they were going to leave the other half of the state very soon. many states are down to one. they'll end up with nothing. so obamacare's dead. we'll come up with a replacement that's going to be fantastic and we have no support from the democrats. that's why it's a little -- we have to go interesting routes. it has to be approved in pieces and it's working out really well. we have 12 great people that went from no or maybe and maybe leaning to no, right, mike? and they all have given me a commitment they're voting for the health care plan so that was great. i want to thank you all for veterans grouped and they're doing better and taking care of our veterans and talked about the tough plans for that and also you saw him there taking a bit of a victory lap with the members of the republican study committee and he said some that were nos are now yes moments ago at the white house. >> bill: they have the largest block of conservatives and congressman gary palmer voted against
