decision on the trumpet administration's asylum restrictions. the court uphold the restrictions along the southern border in texas and new mexico but at the same time also firing them in california and arizona. jillian turner has more from washington. an appeals court has for now sided with the president trump and will allow new policy to go forward. it is designed to limit asylum requests through immigrant salvador, the court yesterday afternoon blocked a nationwide injunction from a california judge that have stopped the team from implementing their policy. that court order reads in part reason part of the district court clearly aired by failing to consider whether the relief is necessary to remedy the alleged harms. based on a limited record before us we do not believe a nationwide injunction is justified. the acting border and chief said this order would pave the way for the fulfillment of a top-tier priority. in most state, texas in new mexico where we can institute this now this will be a game changer. it would allow us to absolutely institute an initiative that we stem the flow of illegal immigration. they tried to fight the policies. the reality though is that in legal circuit --dash makes the circles that this has been not just with conservatives but with liberals and people in the middle and legal scholars as well. they have a long reputation. is very on with guatemala using that as a third country preventing those people from walking up and coming to our border. i think the trumpet administration has pushed very hard for that agreement. we have a roughly 19,000 people in mexico making a legal claim. i think it's really unsettled. if you have a system where you have a separate system that then you have in texas in new mexico where it may be a more strict system that has a potential to add to the chaos on the border i don't think the administration has fully figured out how they will handle that. we've seen some dhs officials talk about that. it is seen as something that is successful. it's happening because of the summer. i think the numbers to go down in the summer. the president would talk a lot of his rallies about the numbers going down as they made in the process more difficult for folks. the numbers then went back up. ultimately this sort of comes down to washington not been able to get its act together on immigration and this white house and the one before it to accomplish its goals. do you see any possibility of agreement. and i think until after the election. that's a good point. finally historically the numbers of denial are just unbelievable. let's take a look at the syracuse study from last year. 75 percent of those seeking asylum in guatemala they are turned down 66 percent from mexico. any sense on what the numbers are now. and people have said they have credible fear of persecution and death. because of the gangs and the poverty do you have any sense of where the numbers are at this point? i don't know if they have moved from the study. obviously the white house has made the case that there is a problem with the asylum law. the administration feels like there are folks gaming the system coming into the country using the asylum laws to stay in the country. there is two sides of that. a fair number of people that are showing up to their hearings despite arguments that they are not. if you it's a tough issue. it does speak to the idea that the asylum law has as its written now. has another time. the administration i think i want to make some changes to that but obviously they are not getting anywhere in congress so they are pushing for some of these changes. if a lot of folks sitting on the border. they are ready to make the claim. and actually does have some ideas. we will see
