that's it for this "special report." fair, balanced, and unafraid even though we are cowering at the snow coming down, woo! >> shepard: a string of church fires and now it appears an arsonist may have struck again. plus, more auto troubles. tonight, toyota makes it official. i'm shepard smith. this is fox news. toyota now recalling hundreds of thousands more cars. >> as a company, we deeply apologize. >> but this car maker isn't the only one having trouble. >> you have to remember that recalls are constantly going on. >> from vehicles that could burst into flames to air bags that might deploy without warning. tonight, recalls revealed. plus, fixing health care. >> we have an obligation, both parties, to tackle this issue in a serious way it? >> really is time to scrap the bill and start over. >> shepard: and now word of new trouble for the president's plans for a bipartisan sit-down. tonight, why top republicans are hinting they might be no-shows at the white house summit. and this is no ordinary storm. two major systems combining to form a monster. and the impact could be enormous. now how cities are preparing for the worst. and first from fox tonight, those hints from top republicans on capitol hill that they may not show up to president obama's health care summit in two weeks. make no mistake, there is a lot of positioning going on. it's a meeting that is supposed to be bipartisan. congressional leaders from both sides did sit down with the president today to talk about putting americans back to work. and both sides say there are some areas on which they can agree, at least on jobs. but the republicans say when it comes to health care, there may not be much to discuss. >> it's going to be very difficult to have a bipartisan conversation with regard to what 27 health hundred page health care bill that the democrat majority in the house and the democrat majority in the senate can't pass. so why are we going to talk about a bill that can't pass? it really is time to scrap the bill and start over. >> bipartisanship can't be that i agree to all the things that they believe in or want and they agree to none of the things i believe in and want and that's the price of bipartisanship. >> shepard: the president says he is willing to meet republicans halfway. but there has to be some give and take from both sides. a senior white house correspondent major garrett is live on a snowy night at 1600. what's the thinking about where this battle is headed, major. >> well, shepard, the white house knows it has to shake up the perception that health care is dead. one of the ways to do that is to go on offense. draw republicans into this conversation, either prove they are willing to compromise with republicans or have republicans walk away. the white house feels very good about the way today's press conference went and the message they were driving, so much so that on their twitter feed they put this up after the president's press conference here. obama takes questions from white house press corps on what bipartisanship really means. throughout today's event, the president tried to define the parameters. let's take a quick listen. >> what i will not do, what i don't think makes sense and i don't think the american people want to see would be another year of partisan wrangling around these issues, another six months or eight months or nine months worth of hearings in every single committee in the house and the senate in which there is a lot of posturing. >> which means, shepard, the president is not going to go back to ground zero. he is not going to start from scratch. he is going to demand republicans put their ideas on the table. if they don't, point to them and say they are the problem and point to democratic legislation already drafted on health care. >> shepard: the republicans are making a demand, too, that the president open up, as they put it, this health care process. any response? >> yes, indeed. there was a letter sent by the two top house republicans, the white house chief of staff rahm emanuel yesterday. they said, look, if we are going to participate in these february 25th conversations at the blair house just across pennsylvania avenue, we said we want the president to put everything he is going to propose up on the internet before we have a chance to sit down, at least on that score, the president appears flexible. let's listen. >> now, we have a package, as we work through the differences between the house and the senate, and we will put it up on a web site for all to see over a long period of time, that meets those criteria, meets those goals. >> the white house knows the transparency or the lack of it, shepard, was a huge problem. and the president is going to try to make amends on that score by being more open as these negotiations go forward. that doesn't mean there is going to be a final product but at least get some credit, he hopes, for opening up the process. >> shepard: as we mentioned today's meeting was about jobs and the president said a quick deal is better than no deal. >> that's right. he said i may not get all the things i want but the senate is moving forward and he hopes there can be a resolution between the house and the senate in the next couple of weeks. the senate was going to put forward its will, shepard, but the inclement weather prevented that. there are outlines that trish turner. let me go over some of the biggest points, 135 billion-dollar total package for job creation. it will include a tax break to do just that job creation. $35 billion in extended tax breaks, those are already on the books but about to expire. $35 billion in jobless benefits and extending health care subsidies for those who need to purchase insurance but have lost their jobs. 15 billion-dollar in infrastructure spending. shepard, a quick weather report here at the white house. all white house senior staff have been told to stay home tomorrow, tell commute. the president will spend the day in the residence because as you can see the snow is falling. they are expecting worse weather tomorrow. quite the day at the white house. >> shepard: reporters will be there. i know you will. thanks very much. there is word tonight that the nation's largest car insurer warned the government about possible toyota dangers years before this recent pedal problem that triggered massive recalls. toyota has recalled more than million vehicles around the world now because of issues related to the accelerating and braking and now state farm insurance says it alerted the government safety regulators in 2007 about toyotas suddenly accelerating. congressional investigators say they will examine whether regulators missed warnings like that one. this all came as toyota officially announced it's recalling more than 400,000 hybrids around the world. among them the top selling prius and lexus hybrid. the company's president says and he as colleagues are ashamed by the troubles. >> let me reassure we will redouble our commitment to quality as a lifeline of our company. together, we will do everything in our power to regain the confidence of our customers. >> shepard: they are all trying to do that because toyota isn't the only car company having recall problems. in fact, there are plenty of automakers with similar issues. our senior correspondent brian wilson with the news live in washington tonight. brian, who else is having problems here? >> well, shep, you said it right. there are recalls going on all the time. here are a few recent ones that might have flown beneath the public's radar. 141,000 honda fits in the u.s. are being recalled to replace a switch that might short out and might cause a fire. 65,000 hyundais have been recalled for a seat belt sensor problem. dodge and jeep have a big brake recall going on right now. ford has agreed to do a software fix on nearly 18,000 ford fusions and mercury millans because the brakes on those hybrids apparently feels squishy. and the ford f-150 america's number one selling truck may have a premature air bag deployment problem. there is no recall on that just yesterday but an investigation is underway, shep. >> shepard: i wonder why we don't hear more about recalls and investigations. >> some are minor and some don't impact all that many drivers. the ones that tend to get a lot of attention, shep, are the ones that lead to fatalities. take a listen. >> if the recall relates to a safety defect that matches a severe accident, a collision-accident that was played up big in the media, then that recall is well-known to the public. otherwise, the recall is pretty much kept quiet. >> so, shep, if a car company is cooperating with a recall, government doesn't push too hard to publicize it. >> shepard: still the government or congress in this case is planning an investigation. what contact exactly might that involve? we'll give you the results from fox news.com/shep later in this hour. well now the weather alert that you knew was coming. two winter storms are merging into one and it's a monster. a monster storm over the mid-atlantic and the northeast. this winter wallop has already swept through much of the midwest and forecasters say they expect it to bring heavy snow to areas which are already buried in some cases under 3 feet of the stuff including the nation's capitol. the storm forcing airlines to cancel hundreds and hundreds of flights into and out of chicago. continental has already called off its flights, all of them from newark liberty airport and anybody hoping to fly to washington will probably be out of luck. meanwhile students across the midwest had a snow day today. new york city public schools have already announced that the largest system of its kind in the nation will be closed entirely tomorrow. this is areas including washington, baltimore, philadelphia, continue to deal with snow left over from the booked. the federal government shut down its offices for a second day in a row and it will be do so again tomorrow. the house of representatives cancelled every scheduled debate and the senate says it won't be in session tomorrow either. some grocery stores haven't been able to restock their shelves and tens of thousands of folks are still waiting for the power to come back on. 50 to 60 million people in the path of this tonight domenica davis. this is a big one. >> yeah. this is a big one. another week we are talking about another massive storm that is coming down over the mid-atlantic. taking a look at the radar, now, it's been over the midwest through much of today and may have picked up 4 or 5 inches, 7, 8 in some areas of the chicago area over to indianapolis and ohio. the leading edge now as we have seen from the shots are major, it has pushed into d.c. now tonight will be the lightest of the accumulation. later overnight early tomorrow morning, that's when they are going to start to get in on some serious accumulation along with some gusty winds. here is the low pressure. it's tracking off to the east. the time line puts the morning commute, the heaviest snow pushing through the mid-atlantic and starting to move its way in to parts of philly and new york. as this storm starts to push off the coast, it will intensify and that's what we are going to be looking at blizzard conditions. so, by late afternoon, through dinner time, likely blizzard conditions from the mid-atlantic up through the northeast. winds 40 miles per hour, that's when the visibility will be the worst. and really the most damage with this storm will come. now, with the timing of all of this and the intensity, here is what we are looking at as far as snow totals go. once again we are talking anywhere from a foot up to two feet in some spots. new york city 10 to 14 inches, storm wraps up by thursday and it's finally out of here. shep? >> shepard: of course, we got signs today, mike, that the iranians are moving ahead with this enrichment activity. >> that's right. they took cameras inside to show what was going on at the facility. they had been enriching facility at 3.5%. they said they were bumping it up to 20% to get to the medical level and to get to the weapons level they need to enrich to 90%. they still have more work to do on that front. but if you are israel or other countries in the region, more enrichment, not less is certainly something that creates more instability in the region, shep. >> shepard: mike emanuel at the pentagon tonight. mike, thank you. u.s. and allied forces say they are now preparing for what's described as major offensive in afghanistan. we are told hundreds of soldiers are now holding positions just outside the taliban strong hold of marjah. that's in the country's southern helmand province. you are watching a video now of general speaking with soldiers stationed near that town earlier today. commanders are not saying exactly when that offensive will start. but afghan officials have warned people in the area to beware. marjah is described by some reports as a safe haven for insurgency, building homemade bombs and planning suicide attacks. a not guilty plea today from the man accused of triggering major flight delays by skipping through airport security. you may remember the man on the left here haisong jiang. police arrested him last month after he walked through unmanned guard post in new jersey. inspectors couldn't find the person who breached security so they evacuated new york's busiest terminal on the busiest travel day of the season. the result as you can imagine flight delays that rip belled across the nation. he is facing a misdemeanor charge that carries, get this, a $500 fine. one after another in texas, churches have burned. and investigators now seem certain it is no accident. tonight, the hunt is on for the person or people, as they put it, setting fire to houses of worship. and he helped republicans win back the filibuster. tonight, senator scott brown and his g.o.p. colleagues are wasting absolutely no time in threatening to use it. what the republicans blocked today on capitol hill and why, as the news rolls on on a tuesday evening. รบ@@ fresh and white. try mine. it whitens and i bet your breath will still feel fresh after the movie. [ female announcer ] crest extra white plus scope outlast. >> shepard: somebody has been burning down churches in texas and it now appears whoever is behind the crimes may have just struck again. fires broke out yesterday at not one but two churches within a few miles of each other near the city of tyler in the eastern part of the state. investigators say somebody has intentionally torched eight other texas churches since the start of the year. >> so far we have not had any injuries or deaths to civilians or firefighters. but if we keep on, somebody is going to get seriously injured. >> shepard: stands to reason. the feds are now involved. they say it looks like a serial arsonist or group of arsonists may be responsible. so far there is no word of any suspects at all. still across east texas, the churches just keep burning. james rose of our affiliate station kdfw is live in dallas. all this leads to -- do we have any ideas? >> well, that's the big thing. if they do have any leads, they are not telling us. but i can tell you this, shepard, the atf national response team is out here. they have got about two dozen agents. they were swarming all over the area today. and more agents, i am told, are on the way. >> shepard: i'm guessing some of these churches are, i guess, taking matter into their own hands and putting guards up or something, right? >> well, you know, a lot of them what they have been doing is just looking out for each other's congregation as they roll around east texas. everybody has got an eye on the church. one particular church dover baptist put up dummy cameras hoping they might thwart someone from doing what they apparently did. >> shepard: hope nobody gets hurt. james rose from our station kdfw fox 4 for the dallas plex. thank you. michelle obama unveiling nationwide public campaign against childhood obesity. they are calling it let's move. it aims to help parents make better school choices. get schools to serve healthier foods and get kids to exercise more. president obama helping as well signing a memorandum creating a task force on this issue. the first lady says childhood obesity must be eliminated. >> we are determined to finally take on one of the most serious threats to their future. and that's the epidemic of childhood obesi
