nonpartisan issue. why is this allowed to happen? >> kayleigh: that the question for emily. i read that prosecutor said he can buy clothing, he can buy books, they took great issue for him buying gifts for his siblings. how does that work? >> emily: this guy owes $101 million to the american people. he also owes another $3 million in special payments. there he is mocking these american people. a legacy in memory of those who died in the families who are forever impacted by that. and yet he enjoys giving his siblings gifts and support and books, yes, because those are approved purchase items for thousands of dollars. he has paid about $2,000 back for that restitution sum he owes. it was a failure on multiple fronts. he wasn't eligible for the assistance he got, that there needs to be a lien on his trust
