stories and much more, as anything develops, you noel we'll bring it straight to you. >> we're in the newsroom for this "fox news alert." brand new numbers, on the ailing job market. the unemployment rate falling about 0.03%. dropping to 9.7%, last month. down from 10% in december. now, that sounds like good news. but analysts say it is based in part on thousands of jobless americans who just stopped looking for work. you have to be looking to be counted. president obama trying to stay one step ahead of the job creation game, heading to maryland to announce what he hopes will be a spark plug for small businesses. temporarily increasing the cap on express loans from small begin administration, also, expanding a program to support refinancing for certain real estate loans and this as this jobs report sends shockwaves across wall street. stu varney with the fox business network is here now, that was a shocker, the unemployment report. >> it was, the 9.7% is a statistical anomaly and look beneath the headline and you see we lost 20,000 jobs in january, bottom line being, we are not yet creating jobs. one year after that near trillion dollar stimulus program was announced. >> and the politicians can't say that the -- there is good news because the unemployment rate is falling. >> no, a statistical anomaly, 1.1 million people dropped out of workforce, stopped looking for work in january alone and that is in a enormous number and they are not being counted. >> they've tried and tried to get jobs and cannot find them and will stay home and sit on the couch. >> they are discouraged and the anxiety factor and they don't think they can get a job, maybe older americans, and can't get a job and drop out of the workforce and are not counted as unemployed. >> how do we fix that. >> well, that is a highly political question, jon, the president is holding to his course of government spending. there will be a new jobs plan, there will be money from t.a.r.p. going to small banks to make loans to small businesses and the president is not deviating from the course which says, government is this agent of job creation. there is alternative sides of the fence which will not be put in place, which would be liberate the individual with tax cuts for individuals and business. >> sit in true of the $787 billion in stimulus money, 500 billion has not even hit the market yet. >> that is accurate and i'm not sure of the exact number, you are quite right, a lot has not hit the market but here's some good news that will come. the census is beginning to hire a lot of workers. between now and june will hire over a million people and that should get the unemployment rate down even more. but it is temporary. by june, they'll let them go, back up goes the unemployment rate. >> what about the plans the president is announcing today, you know, small business loans, that kind of thing. >> small potatoes. $30 billion, in extra available loans for small business. remember, if you are a small business operator, still facing you, coming done the piwn the p huge tax increase, much more of a regulatory burden, and the president, who is essentially anti-business. that is what small business is looking at, not an environment where they'll be really willing to hire. >> all right, stuart varney and the headline we lost jobs in january but the unemployment rate actually went according to carthage police two men wearing all black and see masks broke into the salazar family home late last night, and the dad was sleeping on the couch. and they beat him unconscious and they took this little one, and haven't been able to find eddie salazar anywhere and now there is a frantic search for this little boy, the home was ransaked and there is so little information because this dad was left unconscious and there is so little information on the two men who broke in, they have no idea which direction to go in, which way they are going and hoping somehow the public can contact pedals and you can see him here at a news conference and if you own a prius or lexus hybrid, it is possible the troubles may be right around the corner for you, in addition to the other toyotas that have been recalled and jamie colby is at a lexus dealers in new york and the problems are rolling in, tell us what we know about the possibility that there could be a recall for the prius and the lexus hybrid. >> reporter: toyota is really having trouble here, jane because they built their reputation on reliability and many people are trying to be fuel efficient and buy hybrids. and there does seem to be a problem with hybrid cars. the prius has not been recalled, and i want to clarify as we talk about the fact that the company is considering doing that because of the hesitation or temporary lapse in the ability to break in that car. they have had 24 reports of problems. it doesn't affect cars prior to 2010. the prius of 2009, for example, because they redesigned the brake system in 2010, and if your car was built after january 2010, it is also -- has also been repaired but there are 270,000 priuses that could be affected by the problems. and the other problems is the lexus hybrid has the same brake system that resigned -- redesigned system and those could be recalled as well and the president of the company after weeks of those other recalls, finally comes out today, apologizes, says they are going to do better quality control. and he forms a committee as congress us a us investigating that but doesn't say whether or not they'll be recalled and we're at the lexus dealership and they say at noon they expect to get on a conference call and get the information on whether or not the car you see behind me will be recalled. but the repairs are underway. and as you said there are really millions of other toyota that are already subject to fixes needed for not brake problems but other problems. >> so those fixes have started on those previous recalls? jamie: many dealers are staying open 24/7. there is a phone number and a web site that you can go to, toyota.com/recall and you can put up the number if you have it available and if not i'll give it to you and you can get the fixes and if you think there is not a problem they recommend you bring your car in. there are eight models total. we have a full screen to put up so that you know if your model is affected and there is a different problem with those. the accelerator has been shown to stick and floor mats have a problem and they say if you have the floor mats get them out and don't put them back to watch the live pictures. >> we don't have to tell you there's a whole lot at stake on both sides of the aisle. come november of this year. 37 states have a governor's mansion up for grabs. analysts saying republicans could take as many as nine of those seats. at the same time, three others are in danger of dropping democrats, a net gain of 6 state houses, for the g.o.p. in the u.s. senate, 36 seats are on the ballot, democrats currently holding a 59-seat majority. early indication appointment to the left losing 7 seats, to republicans. if the election were held today, larry sabato is director of the center for politics at this university of virginia, he has been gazing into his crystal ball. and he has that forecast for us, now. larry, as you know, nine months is a lifetime in politics. this could all change, but, with the numbers today, they are pretty astounding. >> they really are. look, there are two choices, jon, this is either going to be a good or a great republican year. those are the two choices. it is a midterm election of a democratic president, and a lot of things have been moving in the g.o.p.'s favor. people always say to me, wait. there are nine months left, how can you be sure that it is moving in that direction? and the answer is, because the political atmosphere at the beginning of an election year, actually determines a lot about who runs and who doesn't run, who can raise money and who can't and that is what is lining up nicely for the republicans in the states where this crystal ball currently projects a sizable net six gain for the republicans, right now the democrats have a narrow majority in the 50-state governorships i think republicans are likely to hit 30 and may do better than 30 in the 50 states. >> i didn't want to confuse anybody earlier when i said 37 state governorships are open, and republicans could get 9, that is a net gain of nine over what they have right now. what you are predicting? >> a net gain of 6:00. they could gain nine currently democratic seats, but they may lose 3, for example, hawaii. which is a heavily democratic state. ha had a republican governor for eight years, and i think probably they'll switch back to the democrats. in the owe other side, you've got two heavily republican states. tennessee and oklahoma. they have had democratic governors for the last eight years. i think they are very likely to switch back to the republicans. and jon i tell you the biggest surprise for people i believe will be in the north central states which vote heavily democratic, states like michigan, wisconsin, iowa, ohio, most of these states may very well be on the edge of electing republican governors because of their unhappiness with the economy, and unhappiness with the current administration. >> we have a map that shows those states and you would toss iowa in there as one that may flip from a democratic governor to a republican. >> the republicans got their best possible candidate, who i think will be their party's nominee, terry brandstad who has been governor of iowa for many terms, and he was governor and left office, a democrat took over, vilsack for eight years and now the incumbent democratic corn, chet culver is in his first term and iowa hayes democratic governor and will have had for 12 years and the former governor brandstad is leading democrat governor chet culver by a wide margin. >> and the u.s. senate, to wrap up quickly, you are looking for arkansas, nevada, and delaware, to flip from the democratic side, to the republican side, will be really
