decade to find that. americans are not rushing out to buy it, though. stu varney has his real estate hat on. why not? >> come on, i bring you good news for once in your life! you celebrate! bill: i'm giving you a platform, go! >> celebrate, 4.4% is the average on 30-year fixed rate loans, 3.9% is the average on 15-year fixed. now, that makes housing more affordable than at any time in at least a decade. that is very good news, and a lot of people are taking advantage of this. eight out of ten of all the mortgages issued right now are for refinancing. saving people hundreds, maybe hundreds of dollars per month. that is all very good news, bill. do not ignore it. bill: i've got something for you here. >> thank you very much. thank you very much! bill: well done. but here's the ultimate question, why aren't people buying it? are they waiting for a better deal, waiting for it to come down or do they not have the pocket known. >> it's both. if you see prices of homes falling, why would you buy today when you think you might get it cheaper tomorrow? so you hold off the purchase, no matter what interest rates are doing. secondly, we do live in an era of mass unemployment, and we live in an era of much tighter credit restrictions. who gets to borrow money? tight restrictions on that. that's why, despite record low mortgage rates, you do not have a boom in home buying. bi-bin laden i would bet in all -- bill: i would bet in all the years you've been covering this, you've not seen rates like these. >> the first house i -- house bought -- house i got, i had a mortgage rate of 12 1/2% and i felt lucky to get. i assumed somebody else's mortgage. the going rate at the time was more like 14 percent. now it's 4 1/2. bill: well, there will be a time when we'll look back on this and say should have done t. see you at 9:20, stuart, varney & company, on fbn. ar ar iran's nuclear ambitions gets a huge boost, russia says it will load fuel into iran's first nuclear power plant next week. that will officially mark the start of the bushehr plant. the ceremony will mark the occasion next saturday when the plant comes online. we are waiting for a bill signing at the white house right now, president obama is set to sign a $600 million measure to put more surveillance along the mexican border, it funds 1000 new border patrol agents, 250 ice agents and 250 border protection officers. bill: that comes as federal agents now wrapping up their largest sweep ever, targeting illegal immigration in the state of arizona. agents from ice, the immigration and customs enforcement agency, launching a three-day operation that nailed 63 people, 55 of them had criminal convictions. twenty-five had already been deported. they came from nine different countries, including latin america, europe and the middle east. at least 12 are facing reentry phones that could get them 20 years behind bars. the director of ice touting the commitment to cracking down on illegal immigration. >> if you commit crimes in this country, get deported and come back illegally, we will prosecute you, we will send you to jail, and we're going to send you home, again. we will not tolerate those who come here unlawfully and commit crimes in our community. if do you that, we're going to find you, we're going to arrest you, we're going to send you home. to those who doubt the federal bottom's resolve in the enforcement of the immigration laws, let me say this: we are committed to strong, effective immigration enforcement the facts speak for themselves. bill: that's john morton, head of ice, he's come under criticism this past week. he went to phoenix just yesterday and made that statement. critics say that visit to arizona to talk about the sweep was a little more than a pr stunt, but in a moment we'll talk to a lawmaker who says the white house needs to be taking a tougher stance, especially in light of the new bombshell report. that, coming up here. ar ar president obama hitting the campaign trail hard next week, making a cross country fundraising swing. first up, wisconsin, from there, he will head to california, washington state, ohio, and florida, and then the president will plan to take a break with his family at martha's vineyard. new details now in the arrest of a suspected serial killer accused in a 3-stay stabbing spree that left five dead and 20 wounded, cops now investigating elias abuelazam. jonathan serrie, where is the suspect now? >> arthel, as we speak, he's being held at the fulton county jail. yesterday sores told us a small plane had been chartered to bring him back to flint, michigan, where many of the stabbings had taken place, but late last night, detectives boarded that plane and left alone. despite reports that the suspect is fighting extradition, michigan authorities say it's too early to know for sure whether this is going to be his strategy. an extradition hearing has been scheduled for 11:00 a.m. this morning in atlanta. so within approximately two hours, we should have more answers as to whether he's going to be returning to michigan quickly or whether he's going to fight extradition, a process that could take a matter of weeks, arthel. >> arthel: -- ar ar jonathan, i understand this motive was race-related and also apparently this guy was arrested in virginia early they are month and they let him go. >> reporter: that's right, at first, the motive, a lot of people suspect race may be involved because most of the victims were after an american men, authorities say it's still too early to tell for sure whether this is the motive. there are reports coming out of israeli media that friends suspected perhaps he had a drug problem, that he was a big, gentle guy who during recent visits to israel had become increasingly violent, according to one friend, took three people to hold him down whenever he would get angry, so possibly drugs is another thing that they might be looking into, arthel. as far as that arrest in virginia, it took place in arlington on august 5th, it started as a routine traffic stop and at that time, when authorities ran the background check on him, the only thing that popped up was a misdemeanor assault charge. because of the relatively minor damage the judge released him on his own recognizance. when they searched his car they found a hammer in the car and later were able to connect the dots andthy then they had an identity. ar ar so many -- arthel: so many dots to connect, thank you, jonathan serrie. bill: news from detroit, check this out, a building has collapsed in east detroit, our local affiliate , wjbk, talks about six firefighters injuring during this collapse, responding to a blaze inside that building. you see that smoke and dust and ash filling up the street? the tv stations showing this large building cloud of dark smoke, obscuring the scene of the collapse behind it. wow, numerous fire trucks and ambulances, rescue vehicles, all along the sides of the street at the scene, outside that building. no word on the condition, but the six firefighters are responding to that blaze, said to be a commercial building, not residential, downtown detroit. alisyn:en is on the scene. let's drop in here for a quick moment, he's with our affiliate out of detroit. >> all right. bill: he is waiting for the anchor's question in the studio. as he waits on that, this is new videotape, trying to get a closer look of what happened. six firefighters, possibly more, injured already, and we're trying to figure out how that happened as this collapse apparently broke at day break. arthel: apparently the firefighters were taken to a local hospital there but no immediate word on their condition. again, large clouds, dark clouds obscuring the scene there. you can see it happening live in detroit now. it's turning a little white, so it's somewhat of a good sign. bill: we don't know how big that building was that collapsed. it's sending smoke, and the billowing ash for at least a city block, paced -- based on the perspective of this camera. arthel: you can only imagine how far you can see this thing and when folks see this thing this time of morning, it backs up traffic and people just get concerned when they see a big dust cloud like that, a big cloud of smoke in the air. bill: you can see the flashing lights of these fire trucks and they are off in the distance. it's so faint. which gives you an idea of about how thick this is. arthel: absolutely. bill: we're monitoring alisyn:en's report for possibly at least six firefighters or more injured, don't have word on their condition. let's hope it ends there, that the number does not go higher. we'll be in touch with wjbk in detroit as that story breaks on "america's newsroom". in the meantime, arthel, you're talking about the ghie atlanta, let's hope they got the right guy and he's be back in michigan later today. the governor was michigan was speaking about this earlier today, extradition likely on this friday. at 11 minutes past the hour now, how would you like an iou instead of a paycheck this week? arthel: no! bill: where workers are facing that very real possibility. also there's this. roll it: >> the new battle for gettysburg, pitting preservationists against developers who want to boost the economy. bill ill think that's right? we'll debate it. >> and like you've never seen it before, a paddle boarder who took his camera with him. back in a moment here. arthel: a fox news alert out of detroit, you are looking at live pictures are firefighters are battling a 2-alarm blaze that started earlier this morning on the east side of town, it is near jefferson and dickerson if you know the area. the roof collapsed, injuring about -- at this point, reports are saying about eight firefighters injured. i'm not sure exactly what started this blaze. we're not sure at all at the condition of the firefighters. we do know that eight firefighters have been taken to -- 6-8 firefighters have been taken to a local hospital there in detroit. it looks as though they have some sort of control of this blaze. details are sketchy. we're going to get more reports from our wjbk fox affiliate there momentarily, and as we get developing details, we will bring them to you right here on "america's newsroom". bill: they have it surrounded, don't they? hope there was nobody inside when that building went down. the immigration debate heating up after a bombshell report, 8 percent of babies born in the u.s. in 2008 were born to illegals, that study suspect the one -- 14th amendment that gives automatic citizenship back in the spotlight, a "rasmussen poll", 58 percent think children born to illegals should not automatically given citizenship. what did that? former chairman of the republican immigration reform caucus, welcome back to our program, you lay a unique perspective to this argument because you grew up two blocks from the mexican border in southern california. should we amend the 14th amendment? >> no, we don't need to amend the 14th amendment. first of all let's remember that if we eliminate the cause for people to be legally here and that's employment, if we require all employers to make sure they check the social security numbers and names match on the e-verify, 90 percent of this problem will be eliminated. when we're talking about birthrieght citizenship, we're talking about the symptom of the problem of illegal employment, but we've got to remember, the constitution does not guarantee everyone born in the united states u.s. citizenship, there are conditions that they must be subject to the jurisdiction at the time of birth, which points out that the children of diplomats do not get automatic citizenship, but even american indians were not given automatic citizenship by the 14th amendment because they were not totally subject. they couldn't be drafted, their parents couldn't be forced to serve in the military, or they couldn't be tried for treason. i think we've got to clarify that subject to the jurisdiction, we've ignored it for too long. the 14th amendment didn't give american indians on american soil automatic citizenship, why are millionaires being able to come into this country, buy a visa to get in, then buy the citizenship for their children? bill: money talks in a lot of ways. for our viewers, the 14th amendment, by the way, grantscy sen -- citizenship to, quote, all persons born or naturalized here in the united states. you've been working on the -- >> whoa, whoa, whoa. >> the bill: the bca for shorthand, you've been working on this for i think 15 years. >> now, many argue -- i think you're in this camp, too, that's the loophole to get around not amending the amendment, but still enforcing or changing the rules, for if you were born to illegals you were not automatically given citizenship. is that the route that congress could pursue to get around this? you know on the senate side, jon kyl is out there, lynn see graham, john boehner on the house side. these are prominent republicans in congress today that we're talking right now about amending the 14th amendment. >> and they don't need to. bill, go back and read the rest of that amendment. you say -- you've got to remember, right after the sentence that you read, it says you must be born here, and subject to the jurisdiction. and what we need to do is clarify that somebody who is a permanent resident alien, who is legally here, they are subject, they can be drafted, they can be tried for treason, but those who are just passing through, tourists, do not qualify. you can imagine how people would be outraged that if an illegal immigrant or tourist was tried for treason, that people would say this is ridiculous. well, you've also got to understand that the right of birthright citizenship is earned by your parents' obligation to serve the country and to be tried for treason. in fact, in the bill that has been put in by gary miller of california, illegal aliens, children can qualify if the illegal is part of the military, is serving in the military. they can be tried for treason. bill: subject to the jurisdiction. lindsey graham made this comment, people come here to drop a child, it's drop and leave and they know the laws and they argue that it encourages illegals to give birth here and then stay. brian bilbray, thank you for coming in, i wanted your perspective today and we'll continue this, okay? >> as the son of an illegal immigrant, i appreciate the chance to -- as the son of a legal immigrant, i appreciate the chance to talk about it. arthel: in the middle east, what about separation of chunk and state? we'll tell you. bill: back in detroit, what's happening inside that building. and we'll get a report from the scene, live in a moment. bill: so now the viewer reaction to our interview with the department of state yesterday about a tax-funded for a controversial imam overseas, feisal rauf, the imam, u.s. law has written guidelines for this trip, so we asked p.j. crowley from the state department about just that from yesterday: >> he'll have an escort that, means you'll know when all -- what all his subject matter is about, so is there a possibility -- and this is a big concern in new york, how do you raise $100 million, where do you get it? i mean, could he turn this taxpayer-funded trip into a fund-raiser? >> not at all. we have polices about this, and there's no personal business or fundraising that goes on during our trips, and we have communicated that directly to the imam. bill: the questions keep coming, so we thought we'd go back and try and answer a few, brian sandrock writes this, what about the separation of church and state, how can our tax dollars be used to fund a trip that promotes religion? >> yordan, how are you doing? good morning to you. >> good morning. bill: how does this stock up -- stack up? >> this would be all well and good. it's interesting for us on the conservative side of things to see liberals praising a trip paid for by the government for a radical imam when someone like franklin graham was disinvited because he was too controversial. of course that didn't cost taxpayers dollars. when they fight against prayer at graduations, it's like the separation of church and state doesn't matter anymore when we go overseas with taxpayer dollars. bill: what the state department is saying is that they get a certain pile of cash every year, and with that pile of cash, they can allocate the way they want. but there are rules for this trip, including you cannot promote religion. you can promote the united states of america, but not religion. >> right. and he fails to even do that because he doesn't go in line with the united states policy, which is hamas is a terrorist organization. he blames u.s. polices for the 9/11 attacks. is this the man, religious or not that, we want going around the islamic world, speaking on behalf of the united states to try to build so-called bridges? this is why people are outraged about this, bill. the more and more we look into this guy, last night, sean hannity, he wrote an op-ed for huffington post where he praise cents dollars -- praised the iranian revolution of 19 # nine and this is the guy we're sending overseas? remember the hostages at the u.s. embassy? he should not be representing the united states. and liberals are totally misapplying -- when it's us, they apply it to separation of church and state, when it's a radical cleric, anything goes. bill: p.j. crowley says this will be his third trip overseas, started in 2007, but they sent rabbis overseas and they send christian leaders overseas as well, but the important point i think is this, and i asked crowley about this yesterday, he cannot promote the islamic faith. and the only way to make sure that he does not do that is that you have to watch him at every move, which means you sit in the meetings and make sure that doesn't happen. and that violates actually a lot of the separation of church and state jurisdiction. the government shouldn't be interfering in religious matters whatsoever and that means, what, a government agency with this imam is going to decide, no, this is too religious, mr. imam, you can't do this, that violates the separation of church and state. where are the liberals on this, all the separation of church and state out here? they keep their mouth shut. this is someone in the islamic world, and people know this from the islamic world, deals are made differently than in the west and by giving him an open door paid for by us to meet with some of the richest people in the middle east while trying to raise $150 million, they cannot guarantee the -- >> bill: well, you raise interesting points and this is something we'll pursue. we do not have a date for his departure but we're working on that. jordan, thank you for your time. to our viewers, it's hot online, hemmer, fox news.com, it's our e-mail. head to foxnews.com/"america's newsroom", you can shoot me an e-mail there, from our bya column online or also twitter, bill hemmer, one line, that's all you need, arthel. arthel: that's all you need. bill: bya. well, it is summer, there will be sharks and one goes into the water to film great whites face to face. what makes them do it? we're going to ask. bill: how would you like to be that guy? >> no. bill: it was the site of the civil war battle for the ages and now there's a new battle over the hallow grounds of gettysburg. do you think a casino should be built there? during the commercial break, we want to know what you think, head to foxnews.com/"america's newsroom", and take our poll, should a casino be built noar the site of the battle gettysburg? log on right now -- near the site of the battle of gettysburg? log on and vote. bill: we have breaking news out of detroit, 5 miles east of downtown, reports, as many as eight firefighters now injured in a building collapse. there were five who were trapped earlier today. they hav
