>> a lot of us concerned, except maybe dr. rosenfeld there, with a warning of a blizzard. new yorkers were out preparing for the storm, buying snow shovels, salt, in preparation for the storm. the new york city department of sanitation say they are ready and they have the plans in place. the city sanitation employees are working 12 hours split shift to begin preparing the street for the storm. department of sanitation, they say that there are about 2400 workers on each shift. they will operate 365 salt spreaders and 1800 plows. the department had more than 180,000 tons of salt on hand. dozens of locations in the city. jamie? >> eric: all right. the traveling continues. a lot of people have to get home. you gave us information on the delays. we'll check back with you, heather, to see what else is happening. thank you very much. >> thanks, jamie. >> jamie: okay. maria molina in the extreme weather center. it's been busy for her. i'm not sure she made it home. on top of this. this is a serious system. the doc said he could handle it but a lot of people won't be able to. concerns about heat and shovelling. in areas that hadn't seen snow in such a long time, how unusual is it? >> raleigh, north carolina, last time they had a white christmas was 1947. atlanta, georgia, 1882. we are looking at over 100 years of unusualty out of the storm system and powerful and strengthening. it is producing additional snowfall across eastern part of north carolina. we're starting to see some of that colder air move eastward, so that is changing the rain. you can see on on the salt lite radar, some of the rain changing over to snow. that is moving to the outer bank region. virginia beach, very unusual when you see snow on sandy beach. that is how unusual the storm system is. it's grazing the entire east coast here. we're seeing snow to the south of washington, d.c. also philly and new york city. not here yet, but guys, it's right outside. knocking on our door. that storm system will be bringing in a whole lot of snow. this isn't future radar. overnight tonight, 12:00 a.m. monday. we'll see snow falling from boston to new york and also in philadelphia. you can see it. very concentrated, just on the coach. as soon as you get to central pennsylvania, no snow falling out of the system. we will have lake effect snow starting to wrap around the system. as you get the moisture off the leak. by tuesday morning the storm should be out of the area but it will be windy out there, so i would not be surprised if we continue to see delays in and out of airport because of the wind. >> jamie: fantastic. we can take a look outside our building. in the studio it's balmy 70 degrees. snow has begun. >> it just got here. >> jamie: there are the snowflakes. a lot of people out and about. what we're telling you is true. be careful. as eric suggests, stay where you are and spend the day with us. maria, we'll check back with you. great job. thank you so much. >> eric: thank you, maria. in the high 70s in hawaii. that's where the first family is enjoying a quiet christmas. but also, they took part to say thanks to the marines and their families, for their service to their country. mike emanuel, live in honolulu with the president's weekend. mike, president called on miles per hours to support the troops. he and the family spent time with them. tell us about it. >> well, that's right, eric. the president and first lady casualty dressed, left the rental vacation home in hawaii and went to spend an hour with u.s. marines at the marine base near their home. marines took a break from some of their roast beef and mashed potatoes to pose for photos for the president and first lady. they asked the marines and their families about how what their christmas was like, what kind of gifts they got. who picked up babies, posed for photos. but all in all an opportunity to say thank you to the united states marines who have done a lot of heavy lifting since the 9/11 attacks. their families make a huge sacrifice as well. christmas day, the president and first lady went out there to say thank you, spend time, pose for pictures and share a little christmas joy with our men and women in uniform. >> eric: mike, the visit has become something of a tradition for them for christmas, hasn't it? >> it has. it was not a total surprise at all because this was the third christmas day in a row that the president and first lady have gone to that marine base, that particular mess hall to spend time with the u.s. marines. what is striking is how low key the president has been on this particular trip. typically we get to see him going out and doing things with his family. he really kept a low profile, only going to work out and going to the beach on the marine base. so this was an opportunity for him to emerge from what has been a low key and family operated private trip to spend a little time with the marines. third year in a row. so, you know, we'll be expecting next year on christmas day if he is here, we would expect he probably will go back and spend more quality time with the marines. eric? >> it was taken out of the healthcare but it is making a comeback. a lot of democrats thought the administration would advance the agenda through rule as-making process. now we sigh it happen. they are resurrecting the end of life planning what republicans referred to as the death panels. it's appearing in a medicare rule that will pay doctors to advice patients on end-of-life care. the rule makes reference to an advanced directive in the case where an injury or illness causes the individual to be unable to make health decisions. when similar wording appeared in the house healthcare bill, republicans complained loudly and the democrats said it was grossly unfair. it led sarah palin to coin the phrase "death panels and" and it was removed from the bill that ultimately became law. back to you in new york. >> jamie: tell us about the timing, then, about this. >> you know, congress is out of session. people are on holiday. the president obviously as we have seen in hawaii right now. the author of this rule, congressman earl bloomenhauwer urged supporters not to make this public. he said we would ask that you not broadcast this accomplishment out to any of your lists, even if they are supporters. e-mails can too easily be forwarded, he said. >> jamie: all right, doug. thank you very much for the latest on that. we'll follow it. have a good day. >> thank you. >> jamie: take care. >> eric: the family of a murdered border agent sending a strong message to the white house. 40-year-old brian terry was killed with a gun battle with suspected criminals with arizona this month. homeland security secretary janet napolitano spoke out at his funeral last week but terry's family called the comments, "empty words." >> i talked to her, yeah. >> what did you say to her? >> i asked her about, you have to wake the man up in the white house. she said he has done more in the last two years than any other president. >> eric: has the president done more in the last two years? what can we expect from the next congress on immigration? richard, democratic consultant and former advisor to president hillary's campaign. and served as campaign manager for mike huckabee's bid. chip and richard, welcome to fox news channel on snowy sunday. chip, let me start with you. congress is going to tackle first, the issue of the children of illegal immigrants? >> well, i think what is going to happen here, you saw it in the lame duck with the dream act. i don't think that's what the new congress will attack. what i hope the republicans will do is find a common ground that everybody agrees on, securing the border with an immigration part of it, national security part of it. if we can take immigration in part, we can find things that work. america is still the police that everybody wants to come to. shining city on the hill. beacon of hope. it's country that people want to break in to, not break out of. we have to make sure we do this the right way to make sure that people know this is still the country that everybody wants to be in. >> eric: we've been trying to do it the right way for years and it hasn't happened. >> the problem i think the right way is do it by pieces of what we agree on. we agree to secure the border. let's get that done first. until we secure the border, nothing else matters. if we try to to do something domestic policy, the borders are wide open for people to come across. we tried to do this in huge pieces of legislation like democrats are trying to get a pathway to citizenship for people in this country illegally already. i think the republicans just want you to enforce the laws, secure the border and let's start where we agree and move from there. >> eric: richard, how do we move from there? what do we do? >> i think democrats are actually in agreement with rupert murdock. president of news corps and the owner of fox news who says there should be a pathway to citizenship. look, chip is right. there is general agreement that in an ideal world we'd secure the border, but everybody who looks at the issues find it to be a hallow suggestion, because the resources that it would take to line people up to secure the border and put up the fences, everybody says give a 50-foot fence, they'll get a 51-foot ladder. securing the border is part of it but not the only thing. if we wait to do that, we'll wait forever. again, this has to be bipartisan. dealing with entitlements. both parties have to lock arms because it's easy to demagogue the issue. politically, republicans need to make sure that they do something that is appropriate and not just demagoguing because we saw what happened when sharron angle ran the ads that were viciously anti-hispanic. that i think as much as anything got harry reid elected. we saw the same thing with meg whitman getting tripped up over the issue. politically, it'sy. this is something to thump your chest about securing the border again. it's hallow for the fastest growing part of the u.s. electorate. >> eric: what do you suggest that the republican congress next month, plus the democratic senate and democratic president can agree on? >> i think there are a few things. i think this dream act, if it hadn't been seen as a win for obama actually is something. that is the one where again, children, imagine you're a baby being brought across the border by parents illegally. you go to college, you serve in the military. and you say that should entitle you to citizenship. you're fighting to put your life on the line for the country. that's all that president obama was saying. i bet there aren't that many republicans if you gave them truth serum wouldn't say that yes, that's a sensible outcome. looking at employers, right? their only way to employ immigrants have incentive to come across the border is if they have jobs. the only way they have jobs is if employers look the other way. so we have what is called we verify to make sure that the employers are only hiring people that are themselves legal. if the word depose out that the illegals won't be hired they won't have insensitive to come. they have been coming in fewer numbers. >> eric: chip, the dream act was defeated. what would you suggest topic number one? >> well, i think topic number one still has to be secure the borders for national security. i don't think it's as hollow as it is. we should enforce laws on the books because we're not doing that now. you are talking about the employment act. there is no punishment if you get caught. they may say send them back and come back 30 days later, but the good news for g.o.p. is we have new representatives like david rivera from miami and marco rubio from florida. jamie herrera from washington state and hispanics folks elected to the congress and g.o.p. to bring leadership to the issue. i think we start out piece by piece to do it at all one time. >> eric: you hit something on the head. brian terry, the murdered border agent. he was allegedly killed, the suspect who was part of this was deported twice. had been in the maricopa county jail and deported from arizona. so there is a prime issue there number one of where this system is failing. even though the homeland security secretary says the president has done more than any other president. do you agree with that, chip? >> i don't. i think that we have not enforced our borders. we're not enforcing our current laws on the books. like i've been on the border. it 300, 400 people they catch every night. they send them away the next day with a summons to appear in court in 30 days. let's say they don't always come back in 30 days and they are in another part of the country. we have to enforce our laws and borders and job number one for the congress. >> eric: richard, that is like fishing. catch and release. >> eric, it's undeniable, if you ask about the facts the facts are illegal immigration are down in the past year, that the resources invested in protecting the border is up. number of troops deployed on the border is up. so has the president done more, absolutely -- it's undeniable. are there horror stories like the one you reported, absolutely. they tear at your hereto strings. there is nothing you can say to the family to give them any kind of hope their loved one is gone. but that's not, there are 12 million people by most estimates who are in this country illegally. the notion that somehow or another we're supposed to wa -- murdock saying give them pathway to citizenship and notion we do nothing until the border is secured i don't think is something we believe that five or ten years from now will be appreciably different than it is today. >> eric: richard, and chip, very volatile and emotional issue. thank you for being with us with the new congress. thank you for joining us on the holiday weekend. jamie? >> no. this is not typical for north carolina. not by any stretch. we have had six inches and we're expecting ten inches by the time it's done. i'm 6'3" and the snow nearly comes up to my knees, and the snow is of the packing, sticking type. we are here along busy intersections. highway 64 and i-95. i-95, the traffic moving slowly. northbound, a short while ago because there was a jackknifed semi-truck. there were accidents statewide, 8 4r0 statewide. there have been 850 flights delayed. it's a busy day for the crew s as the crews are out shovelling the roads. but as soon as they do, the snowfall hits again. never ending for the crews in rocky mountain north carolina. >> eric: thank you so much. we have a preview of what we expect northeast sunday afternoon and monday. best advice is if you don't have to go out don't. stay home and enjoy the holidays. kevin holmes in north carolina. >> jamie: i don't think he's dressed warm enough to be honest. the nasty weather is making the post holiday travel difficult for east coast. if you trying to get through you know what i'm saying but you can expect blizzard conditions. up to two feet of snow. paralyzing the airports. delta airlines canceling 850 flights. could be more. continental canning at least 250. american airlines scrapping all flights through washington, baltimore and philadelphia later this afternoon. that is what they are telling us. joining me now on the phone, chris mcginnis, director of love the name, travel skills group. that is what we need. skills. if you're headed to airport or rail station, what do you need to know? >> check with the airline and get online to find out what is going on with your flight. if your flight is canceled or significantly delayed and you decide you want to bag the whole trip and you don't want to go, they will cancel the trip. the other thing they're doing is if you want to delay the trip and travel anytime between tomorrow and the 29th of december, at least that's what delta is doing right now. they will waive the change fee. they will typically charge $150 to make changes to itinerary. they're asking if you don't come to the airport at all and get online and change itinerary and you won't be assessed that fee. >> jamie: i guess you could use it to your advantage, avoid delay, but historically are airlines doing more for you since it's mother nature at fault than them, than in the past? >> they consider this an act of god. they don't feel like they have to do that much. in the past, they put people in hotels. they do it now but only for the best customers. people on the first and business class fares, that kind of thing. regular coach passenger can't expect that much out of the airline. it's not their f
