won't touch, education, spending should go higher. the more money we throw at education the worse we seem to be doing. he talks about not touching the infrastructure investments, and social security not so sure about that either. >> reporter: doesn't sound like a president who is intent on cutting spending big time. that is not the message i picked up from what the president as said so far this morning. martha, let me layout how bad the debt situation is for america at this moment. we have, by the way, the worst deficit of all the developed nations except for japan. we are worse than britain, france, germany, as you central gentleman, canada the whole lot, we are the worst of the worst. if you bring it down to earth and look at it in terms of how much uncle sam earns, how much we've paid out and how much is is on the credit card, uncle sam brings in $21,000 a year but spends 42,000 tkhr-rz a year, these are actual proportions, that means we all owe on the national credit card $143,000 each and growing. now you have to ask, would you lend anybody money were that the financial situation? the answer is no. and the president hasn't done much this morning to make us feel better about borrowing money. martha: no he clearly hasn't. if your nephew showed up at your house and said look i make 21 a year, i have $143,000 in debt because i spend twice as much as i make you'd say, you know what you need to get your act together. >> reporter: that's exactly what standard & poors said yesterday when they dropped the debt warning bombshell. get your act together because you're asking to borrow trillions of dollars. we are not going to give it to you unless you get your act together. martha: we'll talk more about this. president obama, the numbers are not good. we are going to do a whole segment on the political side of this in a moment. you wonder, stewart, this seems to be resonating all around him and it goes back to the beginning of his administration, when jobs were clearly the biggest concern out there, and we talked for months and months about reforming healthcare. you know, it appears and i'm curious what the market response is to this. that he's somewhat out of touch with the priority. >> reporter: the president is loathe to cut spending, at the very heart of this administration's program is spending programs and entitlements, that is the heart of obama for the first two years. they are looking at this and saying, that's fine mr. president, but we are so far in debt we must do something about it and we want a sign from you that you will do something about it. that's why the market sold off big time yesterday, and that's why some foreigners are beginning to get a little leery and weary about lending us any more money. martha: in your home country they've cut spending 25% over the next ten years in every department of the government, it's an interesting lesson to look at. stewart thank you very much. we appreciate it you may remember that president obama said last week that the lead role on debt reduction in his administration that was going to be spearheaded by vice president joe biden. he took criticism as you may remember for this moment that he probably rather not happen at all while the president was talking about debt reduction. now we are learning that he has scheduled the first meeting for all of this. he's going to address this problem, when? may the 5th, ten days before the government is slated to run out of money. they have ten days to handle that issue. the debt issue is a very hot topic, and fox news.com is taking this on right now. we want to hear from you. are you worried about the u.s. fiscal health situation? you can log onto foxnews.com and answer the you decide question. we'd hr-f to get your feedback and weed that into the show on our seg amounts on that later on. we are watching a very disturbing developing story out of houston right now at an elementary school. there are reports that several children have been wounded after a classmate, who was reported to be five years old, brought a gun to school. trace gallagher is watching awful this for us. what are you learning there. >> reporter: we have been watching this for the past four or five months. this is ross elementary school north of downtown houston. we are being told that a five or six-year-old, unclear exact age, brought a gun to school, and was apparently showing this gun off to some of his classmates when the gun went off and struck, we are being told three other students. we are being told one ever the students was struck in the foot, another was taken aeu with a knee bandage, they believe he might have been hit in the knee. the other it's unclear where that student might have been struck. the good news in all of this is when the ambulances were taking the students away they all appeared to be alert and conscience. the scene you're looking at right here is the front of the school. parents are getting word of this and showing up at the school asking questions, whose child was it, was it mine? that's what is going on right here. again this just happened a short time ago at ross elementary school. you can imagine that investigators are on scene, that parents are just freaking out about what is going on there, and we are trying to find out more information. they are trying to do a head count right now to figure out exactly which children are involved in this. who brought the gun. investigators we're told are now talking with this five or six-year-old student about exactly how this transpired. as we get more we'll bring it to you. martha: look at that image of that little child being taken away on a stretcher. this is a her flying situation that we are watching live. it's unfolding right now. we got a call from norm, well he is the houston independent public schools information officer. welcome, tell us what you can about what is happening there. >> we had a six-year-old kindergarten student brought a loaded gun to school today in the cafeteria, it apparently fell out of his pocket, hit the ground and discharged. we believe that fragments from the bullet hit three different students all foot or lower leg injuries, none of them life threatening. but obviously a very unfortunate and very preventible situation. martha: unbelievable. this child -- we just want to be clear on this. it's your understanding this child didn't aim this gun at anybody. >> that's our information, correct. martha: and the gun apparently fell out of this kindergarten student's pocket and fired and shot three children as you're describing it, lower legs, thank god it didn't hit any higher than that. your understanding about the condition of these children? and is it limited to those three children in terms of injuries? >> it's limited to a total of three children, none of the injuries are life threatening. we are very, very pleased with that information. at the same time, you know, we've got to remind our parents that you've got to put guns out of reach of children, and they need to be talking to them about what is inappropriate to bring to school, and perhaps even checking their backpack in the morning before they come to school. martha: where is the child who carried this gun is? are his or her parents present at the school right now? >> i don't believe so. i believe that student was one of the ones that was injured. all three of those students have been transported. our houston school police department is handling the investigation. martha: there will be more to come on this no doubt. this is a live picture of houston at anette amount tree school where a six-year-old kindergarten student brought a gun that fell on the floor in the classroom. we hope you'll jn us again for more details as this whole thing plays out. tough story in houston. a fox news extreme weather alert. a major spring storm is crossing the upper midwest. we have had deadly weather that has played out over the last few days. this is the latest coming through right now, packing very strong winds, very heavy rain, raising concerns of possible flash flooding south of the great lakes. this storm followed a vicious one over the weekend that spawned a series of devastating tornadoes. north carolina had basically four hours of hell on the ground in this area. and they are not used to this kind of tor of tornadic activit. the death toll has risen to 24 after an infant was injured by the storm and a little six-month old baby was in the hospital and sadly we are now reporting that that child has passed away. our affiliate is live in raleigh with this story. erin good afternoon to you. >> reporter: good afternoon, mart that. that was an absolute dead on description there, four hours of hell. it was certainly hard here in north carolina, it's still hard. as you mentioned this morning people here in this community, the stony brook mobile home park learned of the death of a six-month old. we'll show you pictures of other children who died in a moment. if you take a look behind me you can see some of the relief effort that is going on back there. the salvation army is here, also a number of churches are here, they are giving out clothes, they are also giving out food to these folks who some are staying in shelters, some with family. there are people here who are trying to get back in to see the destruction. if you take a look over there you can see raleigh police have a board set up with some maps on it. people with go to the maps and they can see how badly their home is damaged according to how raleigh police have categorized it. if their electricity is out, if it's totally demolished. so people are checking in over there now. we have pictures to show you of the children. there are now four children that died in this mobile home park. one is a six-month old who died just today, the others are three boys. they were all in the same unit. we are told a tree crashed on that trailer and killed them. we also have some video to show you of what it looks like inside this park. you can see that the destruction is just absolutely major there. again, the tree collapsed that killed the children, other people missing just most of their mobile home. i talked to one gentleman who said his mobile home flipped three times. he just got out of the hospital this morning, his daughter is also in the hospital. certainly a lot of destruction here. this is just one of the places hit in raleigh. martha: our hearts go out to them, erin, thank you very much. coming up right here president obama making the rounds in a string of new tv interest inter. but his sit down with this texas reporter is the one that is getting all of the attention today. find out why, stay tuned. plus, this is something that you do not want to see heading your way, a huge tornado barreling straight at this car. wait until you see what happens with this. we'll talk to the incredible marine who shot this on tape and survived. and most of the country is now struggling with skyrocketing gas prices, so why is $3 billion of american money going to an oil refinery in columbia? [ female announcer ] only flood insurance covers floods. for a free brochure, call the number on your screen. martha: fox news alert, we are just getting word of a big oil deal that is going down. a u.s. government agency is now planning to dole out nearly $3 billion in a loan that will go towards an oil refinery in columbia. not here at home, in columbia. so what is the rational for sending this money south of the border? eric bolling is here. eric we talk about how we have no refinery capacity in the united states and no new things being built. why are we sending nearly $3 billion to columbia to do the same thing. >> reporter: it's outrageous. we talked about the import export bank of the united states giving a $2 billion loan to brazil for drilling. how about this. $3 billion to cartahenia columbia. the obama administration says drill there, refine there but pay there. refining capacity in the u.s. still we have built not one single brand-new refinery in the u.s. on u.s. soil in nearly 35 years. so what we should be doing is we should be allowing, making it easier for companies to drill our oil here and then go ahead and refine it here so that our gasoline prices can come down. this is absolutely crazy, and no one, no one in the administration was going to tell us about it. we happened to be digging through the export import bank loan documents and found it. martha: wow. you know, in this document it says that this transaction will create or sustain, that's the old save or create in terms of jobs 15,000 american jobs for a total of four years. how did they get that calculation. >> reporter: here is what they said it's part of a $5 billion loan. what the refineries have to do or the refining come phr*epbgs has to do is they have to use u.s. products. they have to go ahead and buy goods and services from the u.s. to put in those refineries. meanwhile the refineries are going to be wildly profitable. they'll probably be refining oil from around the world and sending the gasoline back to us making a huge profit. right now w refining margins are the highest they've ever been in history. $28 a barrel, 62-cents a gallon goes directly to the refinery right now. we are sending them $5 billion to beef up their refinery. we be doing it right here. martha: it's for them to purchase america's goods here as part of the deal. >> reporter: they say they'll go ahead and turn around and buy pipes and gauges from the u.s. and that is going to create or save or sustain an american job. it's kind of a convoluted way to say, hey we're giving them 5 billion. martha: turning our breath on a highly profitable business. >> reporter: we should do it here. martha: follow the money heirs every monday, tuesday, wednesday and friday at 10:00 eastern. all right. in the meantime, house minority leader nancy pelosi is ripping the republican's blueprint for tackling the national debt. she is telling seniors that the ryan plan, she believes, will take away their healthcare. listen to this. >> this budget does none of the above, as it ends medicare. hands-off our medicare. hands-off. martha: there you go. hear the chant n. three minutes we'll look at whether this will help or hurt washington's effort to cut spending. plus this. police in tennessee launch two searches for holly bobo. we'll show you why they say that everyone is a possible suspect in this case. and an all electric chevy volt bursts into flames twice. the story behind this bizarre incident coming up. >> the back side is charred off and the door tpho*p is melted, so it got pretty hot. martha: we want to take you new to incredible pictures that we are seeing out of texas. wildfires burning there out of tprol. they have c130's and helicopters over the sky there. you're looking at a chopper shot with what they are trying to deal with here. more than one million acres are burning in texas right now. one of these fires is less than 70 miles from the dallas-fort worth-metro area, a highly populated area. that is one of the biggest concerns they have right now in fighting this fire. it is nea near possum kingdom l, this has been a big story for folks in texas. we'll give you the very latest on that as it comes in. democrats are stepping up their fight against the gop plan with a heavy hitter, nancy pelosi speaking at a group of seniors in florida. she was lashing out against paul ryan's plan to trim $6 trillion over the next six years. she warned the crowd there that medicare she believes is under attack. >> this budget we always said we will judge every initiative that comes before us as to whether it creates jobs, as it reduces the deficit, strengthens the middle class, and continues the economic growth of our economy. this budget does none of the above, as it ends immediate med. hands-off our medicare. [chanting] hands-off our medicare. hands-off our medicare. martha: you heard the chant there. is this going to help in the effort to cut spending in washington, which both sides say they pwapb want to accomplish? juan williams, fox news analyst joins me now. obviously the line has been drawn in the sand. this is how the democrats are going to approach it going after the paul ryan element which he claims wants to reform medicare but some folks say trying to scare seniors. >> reporter: they are trying to scare seniors, it's not that nancy pelosi says anything is wrong. the congressional budget office said much the same it's going to cost seniors more for medicare under the ryan plan. the point i think you're making martha is really the big issue, the big ticket there's got to be entitlement reform in this town in order to bring down the size of deficit. president obama had said don't demagog people who make proposals, and he, nancy pelosi and the democrats have done just that. martha: it's the biggest budget issue, the entitlement part of the budget medicare, it's a huge, a monster that is in major trouble. so why wouldn't democrats even want to sort of come together and try to figure out a which to fix this problem if that in a perfect world is what they are supposed to be sent to washington to do? in the ryan plan, looking over some of the details of it, it wouldn't actually kick in until 2022 in terms of reform, and years after that, you know, in terms of the next step, and it would sort of shift the way that people kind of have to think about preparing for, you know, their medical care as they move through life. you know, that's a long distance. he's not talking about people who are receiving the benefits right now. >> reporter: no, he grandfathers everybody over 55 in. to your point the polls show overwhelmingly americans don't want the kind of medicare reform that paul ryan is offering. now, i think they -- americans have to be led on this issue because as we said just a moment ago, deficit reduction is inextricably tied to retirement reform. there has to be some kind of reform. democrats are saying we want reform that involves the restraining of rate of growth. ryan's proposal, by the way, backed by alice rivland who was on the president's budget deficit commission they said let's make medicare into a premium support program or a voucher. it's limiting the way the government is going to take care of the seniors no matter what the cost. i think that is the point that pelosi, obama and others are exploiting. martha: we don't have any money to do that, juan. >> reporter: we do it right now. martha: this program won't be solvent forever. the feels like democrats in this case are not speaking the truth to these folks about what the real picture is and how long
