Everybody was ganging up with me because i said vote on it and get on with it. Now, President Trump is saying the same thing, take it or leave it. I mean, is that what youre saying as well . That this bill has 80 of what anybody could possibly want in the repeal of obamacare . Absolutely right. And they cannot get 100 because of the reconciliation process. Trust the process. Put this down as your cornerstone and then move on with phase two and three, which will proceed, by the way, anyway, but they have to get this done first. You cannot build a new Health Sector on the wreckage of obamacare, stuart. Stuart now, youve been involved in this on the inside for at least seven years and i think you probably know the conservatives in the Freedom Caucus who are the standouts, the holdouts here. Have you any indication from them as of this morning because we have to vote today. Any indication that some of them are drifting over into the yes column . They have done everything they can to address their concerns about essential health benefits. Its now going to be a state decision instead of a federal decision. And if that doesnt do it, theyre federalists, they want the states to make the decisions, not washington. This is draining the swamp, moving power away from washington and moving it to the states. This is part of that. If they cant accept this deal, this takes not just 80 , its 90 . I think its attention getting, stuart. Stuart as of right now, do you think this vote succeeds that it will be a yes vote at the end of the day . As of right now they dont have the votes, but they have a whole day to twist arms and to get people to see the larger agenda. The president will go to tax reform next, but he will be limping, it will not be as strong a position as if this gets passed. This is a good deal. The president has done everything he possibly can. One is instituting a Premium Service on twitter used for professionals, marketers, maybe journalists, giving them access and quicker information, but they would have to pay for it. It would have no ads on it. This is one possibility theyre considering. Theyre doing a survey, blah, blah, blah. The vote today, in my opinion marries politics and money. Here is more of my opinion. The vote keeps tax cuts on track and that thats good for the market. Lets bring in the columnest john lonski. Thats what im saying, this ultimatum, youve got to vote one way or the other, get it done. I think that keeps tax reform on track, what say you . You pass the Health Care Legislation today and youll see the market going significantly higher looking at tax reform. Stuart if its a no vote, what then . I think it goes down a percent or so and stabilizes, stays up roughly by 10 prers fr 10 from election day. Theres a change in terms of washington and that should be helpful for the market going forward. Stuart if there is a no vote today, i dont think there will be, if there is, that would take a little juice away from the president and his negotiating status . Here we have the thing related to obamacare, the criticism has been around for years, republicans have been attacking it, but yet, they cant come together and come up with a program thats going to replace it, it looks horrible. Well, i think its been boiling around because of the significant increase of terrorist attacks in europe and the decision of some european politicians mike german chancellor merkel to very nearly open their borders to refugees who at least claim to be refugees from the syrian conflict. With a spate of elections coming up in europe, this is going to be something, i think discussed, and when you have this kind of terrorist attack claimed by isis, has the mark of isis, a direct attack on the most prominent english target, i think, known worldwide, i think its going to have a real impact across europe for the rest of this year. Stuart mr. Ambassador, does it have an impact over here on President Trumps proposed travel ban. I think it should, the recommendations from the pentagon to step up the pace and change strategy in going over socalled caliphate and i think that in london its one of the responses expected as we close the noose around isis around conventional warfare that they would step up the pace of terrorist attackses in europe and the United States and this could be well one of the early signs of that. So its important not only for the immigration issues, obviously, this terrorist, the one killed in the attack two days ago, was born in the United Kingdom and just shows the threat when we dont have a functioning melting pot in the United States for immigrants, that the threat can come from a terrorist born in this country, as well as an immigrant. Stuart mr. Ambassador, there are intelligence reports that the North Koreans are gearing up for another nuclear test, possibly within the next month. What do you think our response should be . Well, i think its very clear that north korea is, as our own u. S. Commander of our forces in south korea said, very close after five this would be the sixth nuclear test by north korea, to having the capability to take their devices miniaturize them put them under the nose cone of Intercontinental Ballistic Missile and drop them on the American West coast and they say very near, some define very near to 2018. This is real, its a threat not only from north korea, but iran given their close cooperation from ballistic missiles, what north korea can do one day, iran will be able to do the day after via wire transferred to pyong yang. Stuart so will we have a stronger military response to this . Well, i think weve got to consider military response. Its unfortunate to say the least were in the middle of a constitutional crisis in south korea. I think the only real longterm answer here is to reunify the korean peninsula, convince china that their own safety is better served by getting rid of this erratic, irrational regime in north korea, that would not be easy to negotiate, if we dont start soon we should have started ten years ago, but if we dont start soon we may be faced with unpleasant military options and threat to america. Stuart when youve got this vote today, its an ultimatum, you will vote today, when thats gotten out of the way with, it does not interrupt the schedule of tax cuts next. It does not interrupt that schedule and thats good. It doesnt interrupt it, but one thing is that tax cuts are involving a lot taking a lot away and deciding who is going to get the tax cuts, so you have different members of congress and again, these are people used to being inept. These are different members of congress that are looking out for their districts. Stuart we had this discussion. Ashley they wanted the vote yesterday because it was seven years to the day that obamacare was enacted. Theres a twoweek window. Ultimately they want this done so tax reform can be done by the end of august before they go off and make it retroactive to the beginning of the year. Any delay beyond that and the whole domino effect kicks in and everything gets delayed beyond. Stuart thats why i say this is a positive for the market, a positive for investors. They have to do something to try to get some sort of revenue out of 320 million subscribers and so far have done a poor job on that and maybe if it gets low enough, President Trump should buy it and use it as his own newspaper. And no, im a little uncomfortable, really that subscription base yet still. I think it should be advertiser driven, rather than subscriber driven and for myself right now, i mean, its done such a good job being free, i mean, would you have 320 million subscribers if there was some sort of pay to play in there . I dont think so. Im leery of the idea. They get more subscribers and revenue declines. The fact that twitter, ive been calling for twitter to make some sort of Strategic Partnership or sellout because theyre not able to do it. The fact they didnt think of monetizing their business the way that theyre thinking about it now is shocking to me. Is actually worth more to somebody else than they are to themselves. Stuart okay. Here is a story about coffee. Sales are up at Dunkin Donuts, compared to starbucks. Am i right in saying the growth rate of coffee sales at dunkin better than the growth rate of coffee at starbucks . Dunkin, yes to a degree. Starbucks is the giant, big gorilla, 17 billion in annual sales and Dunkin Donuts 830 million bucks. And starbucks having been distracted, gone off their game, focused on politics too much, things like hearing refugees and fighting the immigration ban. Dunkins did an elbow shot to starbucks. Dunkin doesnt run on republicans or democrats, dunkin runs on america. Theyre focused on flavored brand like Coconut Cream pie and nitrogen infused coffee, sticking to the basics. First thing this morning, when the president laid down his ultimatum, there will be a vote today, stocks started to head up. Now were up 24 points on the dow. Individual stock, micron chip maker, thats a two and a half year high for that stock and its up 11 , thats giving a boost to the s p and for the nasdaq. A fine performance from micron this morning. And then we have atibo, they make gummy bears, okay . Theyre going to open a manufacturing facility in the United States. Give me any background. Liz yes, right outside chicago, its going to be half a million square feet. A number of jobs there. So, people in wisconsin are excited and the first time theyve done this in north america. Well, ive looked back over the last year and a half and when you look at budget votes, the vote on the puerto rican bailout, trade votes, paul ryan was forced to go to the floor four or five votes short and hold it open and get enough votes. I think what happened is, the white house finally figured out they wont vote for the obamacare replacement unless you get it to the floor and hold the vote open and say, are you ready to do that. And that bluff by the president about saying if it doesnt happen, im going to walk away. I detect real signs in the senate that theyll pull away. Theres former senator phil gramm has a proposal in the senate and its in, take the original obamacare, if the house cant get it done on throw it on the senate floor and open it up to amendments, regular order. Youll get democratic amendments which wont pass because the republican majority, all the republican amendments will pass, and of course, the democrats will filibuster, and then they, as graham says, they will now, once again, own obamacare, but is that really the direction the House Republicans want to go in . And also, theres talk in the senate of a small of a very modest tax reform if the house fails on this. Theyre already researching whether you can change the contents of reconciliation package, the first reconciliation and then add a modest tax reform. Stuart im sorry, i cannot get to grips with reconciliation proposals, filibusters in the senate over this amendment or that amendment. I cant get to grips with that, david. All i can say is, i cannot believe that the Republican Party will not say yes today. I can know the believe that the Republican Party will let down the president who has just said, youre voting today. Get on with it. I can tell you without question at least some of what ive seen i dont know what that reason would be. Maybe someone has a good reason for it. Not from what ive been able to read. Couple questions. Reporter mr. Schiff said it was baffling that you did not brief him. Yeah. Reporter also said it is baffling that you could not rule out that the white house was your source behind the documents. Can you categorically say that the white house you have asked this question, many, many times. I will continue to say the same thing. You can ask me every single name that exists on the planet and im still not going to tell you who our sources are. Reporter mr. Chairman, is there any suspicion that reverse surveillance going on in terms of looking to actually surveil Trump Associates doing so through surveilling no it all looked as i said the other day, it appears like this was all legal. Okay . It looks like it was all legal surveillance from what i can tell, but until we get documents i wont know for sure who reporter who would have the authority to pull the trigger on the creation of these intelligence reports . They look like, for the most part i think these reports that i read for the most part are valuable intelligence. However, i think there are just questions in those reports that i wonder does reach that threshold of foreign intelligence. You have to ask why were names unmasked. Reporter just to followup, please, so if does not seem out of the ordinary to you, is what is striking the fact that it was so widely disseminated . No. I think its, there are two issues here. There is some information in those documents that concern me in the reports that i read, that i dont think belong there. It would make me uncomfortable. That is why i wanted to inform the president of it. That is one issue. Secondly, there is the issue of unmasking, additional unmasking. And thats i think of most concern to me. Reporter [inaudible]. Yeah, look this is not an easy process because the, you know, there is politics on both sides of this, and im trying to navigate as best as i can. I would say that what weve been very successful at is, we have people that continue to come forward to provide us information and we want that to continue and the only way we can do that as long as we provide an avenue that the public or others can come to the committee that want to offer information on this investigation. So we would he still encourage whistleblowers to come forward, people who have information about this, whether it is top secret or not, or anyone who has rad he their name in any press read their name in any press article, to come forward, as we heard from mr. Man for the yesterday. Reporter the job you have done as chairman . That is not for me to do. Reporter have soon can not tell whether the communication directly involved a trump associate or was it two foreign targets communicating . I will not get into the specific what is i saw, other than it was mr. Trump and his, the Transition Team. Reporter yesterday you said you heard from mr. Man for the. Will you call on him to testify publicly, Paul Manafort, roger stone and will people hear them publicly . If he want to. I dont know that yet. We have to work that out with mr. Man manaforts legal counsel. We will work with them as long as theyre willing to come in, especially if theyre willing to come in freely. As for the other names, i dont have, there are many names been mentioned by several members of congress and all of you. As i have said before, were not going to get into neomccarthyism era where we start bringing in americans because they were mentioned in a press story. And i am highly concerned about that. If people want to come in freely we will do that. As for additional witnesses i will work with mr. Schiff. Im sure i will have witnesses that i will want to bring in. Mr. Schiff will want to have witnesses. I know our staffs and lawyers trying to talk to yesterday and today how we move into face two of this investigation. Once the lawyers agree on it, mr. Schiff and i will sign off it. I have to take one more. I have to get back reporter [inaudible] we are asking mr. Comey and mr. Rogers to come back in. Until we can get them in in a closed session it will not be worth it to have the open session. That same slot were hopeful that mr. Rogers and mr. Combpylt tuesday. In that time slot so all members have a chance to interview them and hold a hearing in closed session. Reporter not because the last hearing [inaudible] exactly for what i said. Reporter mr. My reading of that press conference that he added more vindication for President Trump who has alleged that it trump tower was bugged after the election. I think that News Conference backed up that vindication of President Trump. Mr. Nunes went on to say that the fbi director, james comey, will be testifying before the full committee. Now liz has some reasons to why that is important. Liz lets be clear. Fbi director james comey testified there was no evidence to support Donald Trumps tweet that obama tapped his phone. What comey did not say was basically, was there surveillance, was there surveillance on the trump team done about it Obama Administration . He did not answer that question. That is why they want, it seems talk to comey now. What is happening, this is about the Transition Team being surveiled, the donald trump Transition Team surveiled by the Obama Administration after election. Stuart yes. Liz their names were unmasked. The fact is that this 8 billion investment in American Energy was delayed for so long it demonstrates how our government has too often failed its citizens and companies over the past long period of time. Today we begin to make things right and to do things right. Today we take one more step in putting the jobs, wages and Economic Security of american citizens first. Put america first. And as the keystone xl pipeline now moves forward, this is the first of many energy and Infrastructure Projects that my administration will approve and we have already approved a couple of other big ones, very, very big ones which well be announcing soon, in order to help put americans back to work, grow our economy and rebuild our nation. Stuart breaking news for you, and its now, house now voting on the rule to set the terms of the health care debate. What have we got . Yeah, it sets the parameters for the debate. I know it sounds all so in the weeds, but its important, very critical. If it fails, they cant bring this bill to actually be debated and voted on. I do not believe that will happen, but this is all part of the procedure. Nothing ever happens quickly in washington. This is part of the deal. Ashley makes a great point, its toast if they dont get this rules thing through. But if they do get it through, the vote will happen today. Stuart its a procedural thing, it probably gets through. All right, heres my opinion. I think the most important item on the trump agenda is cutting taxes. Regular viewers of this program know exactly where im coming from. Republicans split on tax cuts, tax cut, tax cut, tax cut, tax plan, tax plan, we dont get a tax plan, tax cut, tax reform. Youre not worried about a tax cut . Tax, tax, tax, tax, tax, tax, border tax. Tax, yes, weve got a tax cut. Okay, that was just all, all the segments in one hour on one day. I have been so insistent on this. Because cutting taxes is, in my opinion, the best way to get the i economy going. Thats why i am happy to see the president lay down his ultimatum. No more negotiation. You vote today yes or no. That way the tax cut program is not derailed. Had it not been for the ultimatum from the president , we would be bogged down with procedural and technical arguments that would inevitably delay tax reform. Who wants that . Our country needs strong economic growth. We want to taste prosperity again. Tax reform is the only Growth Program around. Delay it, postpone it and well stay in the economic doldrums. And the trump stock rally will fade very quickly. This is a very big day, good. Put the cards on the table and get on with the business of governing for prosperity. Also happening now, President Trump meeting with Governor Abbott of texas and the ceo of Charter Communications to discuss infrastructure and jobs. Well bring you news from that meeting as it comes to us. Lets check your money. Look at this, now were up 54 points on the Dow Jones Industrial average. Investors shrugging off health care because tax cuts are still on track. Theyre shrugging off the vote. I think they believe that its going to be a yes vote, frankly. How about Transcanada Corporation . Says its received a president ial permit that allows them to build the longdelayed Keystone Pipeline. This fight got so ugly that transcanada had sued the Obama Administration demanding you pay us 15 billion for blocking the keystone. Now that is lifted, the president now saying it will have Technology Like you have never seen. He is now he needs this win right now on keystone. He needed that to get fire you should the trump under the Trump Administration to get moving again. Stuart lefthand side of the screen, the rules i think the gavel went down there, the rule has been adopted, it passed. It was a procedural motion to see whether they could vote or not. Yes, they are voting. They are going to vote, i should say. That was just procedural, parliamentary stuff that is now out the way. The coast is clear for the vote later. Now, more breaking news, keeps on coming, and this is from eli lilly, the drug maker. A big investment in the United States of america. How big . 830 million or thereabouts. Eli lilly was among those pharmaceutical companies that were getting hammered by the president saying, you know what . Your drug prices are too high. The president also saying we need more manufacturing jobs. Watch what the ceo said. He said we will invest even more than that if you do Corporate Tax reform and if you lower the tax rate on foreign profits as well. So more money could be coming in. Thats throwing down the gauntlet to congress saying get tax reform done, youll get more jobs here. Stuart yes, exactly. Its also a plus for President Trump. Hes building the Keystone Pipeline, got that done, said he was going to do it, now hes doing it get the health care thing done so we can have tax reform. Stuart and another Major Corporation putting money into america. And even more if you get it done. Stuart got it. I want to get back to my take, its an editorial, comes at the top of the hour. I think the most important item on the trump agenda is cutting taxes. Grover norquist joins us now, americans for tax reform president. [laughter] now then, i say if im a congressman, if im in the Freedom Caucus, i dont care, im going to vote yes today because i do not want to derail in any way, shape or form the very important tax cut package that comes later. What says Grover Norquist . Well, youre half right. There are two tax cuts that congress will be voting on today. The first is the abolition of a trillion dollars of obamacare taxes. This Health Care Reform package is a trillion dollars a decade, a trillion dollar tax cut. When we have that bill passed, then we go to tax cut number two. Two and a half trillion more over a decade. Corporate rate down to 20, individuals at 33, death tax gone, amt gone. Both of these are linked together, because if we dont cut taxes by abolishing the obamacare taxes, we dont have a low enough basis on revenue expectations stuart okay. To get the second bill. You cant do bill two until bill one is law of the land. Stuart so, so youre with me . Health care then stuart so youre with me, grover yes, youre right. Oddly enough, youre completely correct. Stuart i thought you were over there with the Freedom Caucus. I thought you were a no guy on the grounds that you dont get everything you could possibly want on this bill. [laughter] no, youre on my side. I tend to think trillion dollar tax cuts are a good idea. I am in favor of trillion dollar tax cuts. Stuart yes. [laughter] now look, i personally cannot believe now, you know this better than i do, but i cant believe that the Republican Party would reject the president s very first legislative attempt, split the party and say no to obamacare reform and keep obamacare. I cannot believe that that will happen. How about you . For starters, 90 plus percent of the republicans in the house are voting to get rid of obamacare today. Were talking about 20 people who might vote to screw the taxpayers, to damage the president and to damage america. Now, they can speak for themselves about why they would do something that historically destructive to the country, the Republican Party, President Trumps presidency and that guts tax reform in the future, puts it off to a day when it might not happen. Stuart okay. You cant assume that, you know, theres always clear skies seven months from now, eight months from now. Now is the time to eliminate obamacare, now is the time to get the tax cut passed, and you have to do them onetwo because the tax cut in Obamacare Stuart yep, got it. Allows you to have lower taxes when we do tax reform. Stuart okay, grover, again, youre on the inside of this. You know the people involved. Yeah. Stuart myself and our viewers are on the outside, were looking in. We want information. So at this point in time, 11 07 eastern time on friday morning, does this bill pass today . I believe it will narrowly because theres some people for reasons that are beyond me, im guessing crystal meth, that they just want to showboat. [laughter] stuart whoa, whoa, whoa, Grover Norquist, dont say that on this program. Thats a polite explanation. I cant think of theres no good reason to vote against a trillion dollar tax cut, a trillion dollar spending cut, moving medicaid block granted to the states that sets up the most important tax cut in the history of the republic, at least since reagans a 81 tax cut, and its probably more important even than reagans 81 tax cut. This is, this is deadly important. Theres no good reason to vote no. Which is why i was guessing. [laughter] stuart im very glad youre on the program today, grover. I didnt know which side of the fence you were on, and im glad you are with us, and im glad you agree with my opinion here. By the way, the dow industrials are now up 50 points in part because investors, too, believe well get a yes vote. Grover, great to see you again, sir. Tax cuts, tax cuts [laughter] stuart i can say it more times than you did, grover, and thats a fact. Check out gamestop, please, were talking about the retail ice age, terrible results about how many games theyre actually selling in their bricks and mortar operation. Stock is down 12 . I think thats close to the alltime high. Senate minority leader Chuck Schumer says democrats will filibuster to block the Gorsuch Nomination to the Supreme Court. Well talk to david keene about that, hes the former president of the nra. The nra supports judge gorsuch. Well also talk about doctors who ask about your guns when you go for a visit. A federal court recently ruled in favor of this. Well be back. Stuart congressman devin nunes, hes the chair of the house intelligence committee, he just held a News Conference. Its all about the alleged bugging of trump tower. Watch this. The committee will ask director comey and admiral rogers to appear in closed session and will postpone the previously scheduled march 28th hearing in order to make Time Available for director comey and admiral rogers. The council the counsel for Paul Manafort contacted the committee yesterday to offer the committee the opportunity to interview his client. We thank mr. Manafort for volunteering. Ive been very clear there was no and, matter of fact, i made very clear on this for many, many weeks now, there was no wiretapping of trump tower. That didnt happen. Stuart okay. That last comment is very important, because the establishment media has jumped on it and said that President Trumps charge about wiretapping trump tower was totally false. Whats the significance of the wiretapping word versus the surveillance word . It has a definite mean anything the Intelligence Community. Meaning in the Intelligence Community. Wiretapping means you plug into phones to listen. Surveillance is about picking up emails, monitoring computers. What devin nunes wants to talk to james comey about, it appears, was there broader surveillance, and why was that surveillance disseminated to the Intelligence Community . Were talking this is separate from russia. Were talking about the trump Transition Team when the president was elected. What happened was there was conversations picked up, there were names revealed, there were conversations revealed including the president. Remember Loretta Lynch said, yes, you can disseminate this information to 17, 16 intelligence agencies. Weve never seen that before where human beings are seeing their conversations revealed throughout the Intelligence Community including the president. This is stasi, east berlin behavior. Thats what pete hegseth said in the wall street journal today. Stuart thats a good wrapup and were some of those names leaked. Dont forget, theres leaking too. Theres this investigation going on, wait a minute, theyre doing what . These names are being shared across the Intelligence Community, and maybe theres a leak. Stuart let me wrap it up like this the big picture is that were moving more towards vindicating President Trumps suggestion that trump tower had been surveilled. Right. Its stuart moving towards vindication for the president. Its the Obama Administration distributing intelligence reports with names named, conversations revealed including the president to the entire Intelligence Community. Stuart and that would be an outrage. Yeah. Stuart yes, indeed. All right, next case. Senate minority leader Chuck Schumer, he says democrats will filibuster and block the Gorsuch Nomination. Joining us now, david keene, former president of the nra. David, welcome back to the program, sir. Its always a pleasure. Stuart i think that senator schumer has gone much further than anybody else in senate history. He is saying that they will not consider, they will not allow anyone proposed by President Trump to sit on the Supreme Court. Ive never seen anything like this before. Have you . No, we havent seen anything like this. And, in fact, senator schumer before anyone was named had suggested in an interview that perhaps theyll be able to keep that seat open for the entire term of the trump presidency. The fact that hes willing to go to a filibuster against, against a nominee like judge gorsuch tells us something, and thats exactly what you just said, and that is that he at least is not willing to accept anyone that President Trump might nominate as a qualified Supreme Court justice. No, this is further than anyone has ever gone. The last time there was a filibuster attempt was against judge alito when he was nominated, but it only got 25 votes. It didnt stand on partisan grounds. But this time Chuck Schumer thinks he can hold all of his democrats feet to the fire to force them to go along with it. Stuart well, bearing in mind the performance of judge gorsuch in front of the Senate Judiciary committee, seemed to be wellreceived by just about everybody, al franken aside. [laughter] can you see a filibuster attracting the support of every democrat in the senate . Because thats what it would take. Well, in order to break such a filibuster, one needs to attract eight democrats, assuming all the republicans which im sure they will stand firm. And Chuck Schumer has not only the power that hes got, but hes got a base on the outsided that has really moved so far to the left that they are threatening everything against these folks. Now, remember, there are six or seven democrats in the senate that are going to be running for reelection. They in two years and they dont want to be put in this position, to be forced by their leader to vote against what most of their constituents are going to see is a very reasonable and qualified nominee. So hes playing with fire, but worse than that from his standpoint now, worse than that is the fact that if he goes down this road and forces Mitch Mcconnell and the Republican Leadership to extend the socalled Nuclear Option to the, to Supreme Court nominees which means theyd only have to get a majority vote, that would mean that the democrats will lose the next nominee in a slam dunk fashion because then itll only require a majority, and its the next nominee thats really going to lock in control of the court for a generation or two. Stuart we used to call that catch 22. David, former president of the nra, i want to bring this to your attention. Sure. Stuart federal court recently ruled that doctors in florida are allowed to ask their patients if they own guns. Your response to that, sir. Well, the court also allows people who own guns to refuse to answer the question, and the court found constitutional that portion of the law which prohibits a doctor from denying service to a patient because of their answer to those questions. Wed rather that the questions not be answered because we think that that information new the Health Care System can go into creating a federal database of gun owners. But the fact is that now the patients themselves are just going to have to say, no, doctor, really thats none of your business. Stuart david keene, thanks for joining us on a historic day. Yeah, were just getting news Charter Communications saying they will invest 25 billion in the United States and will hire 20,000 workers over the next four years. Thats a substantial investment. 25 billion in a fouryear period 20,000 stuart 20,000 jobs. Now, just a few moments ago in the white house President Trump was talking about the Keystone Pipeline, going to build it. Hold on a second, now weve got tape from the president talking about this development from Charter Communications. Roll that tape. Delighted to welcome tom rutledge, chairman and ceo of Charter Communications, a great company, to the white house. Im also very honored that my friend, Texas Governor greg abbott, my good friend and supporter love you is here with us today. Very appropriate. Hes done a fantastic job in texas, and we have a priest governor that previous governor that did a very good job, right . [laughter] hes here someplace. Hes standing right over there. Im very excited about the announcement were about to make. First, some background. Five years ago Charter Communications was a struggling company that had slowly emerged from bankruptcy. Today, thanks to hard work and unbelievable leadership, truly great leadership, its the Fastest Growing television, internet and Voice Company in the nation. I would say thats a good job. Not bad. [laughter] very impressive. Bring him into government. [laughter] tom rutledge and his team turned the company around, and they did it very quickly. They created a culture of Customer Service and excellence, and most importantly, they brought back many jobs that had been shipped overseas, something thats happening far too often, but were changing that. That has been good for certain businesses but not good for the United States, not good for america, not good for our people. When American Workers win, america as a country wins. We want to have companies that thrive and hire and grow right here in america, and we want them to use American Workers and american citizens. Today i am thrilled to announce that Charter Communications has just committed to investing 25 billion with a b, 25 billion. You sure thats right, right . [laughter] not with an m, with a b, right . A b. 25 billion here in the United States and has committed further to hiring 20,000 American Workers over the next four years. Charter has also committed to completely end its offshore call centers. That is such a big deal. And to base 100 of its call centers here in the United States. All american jobs. This is great for their workers, its great for the customers, and its certainly great for the United States, and you watch. It will be one of your really fantastic decisions. Tom will be opening a brand new, beautiful call center in mcallen, texas. You know it very well i love it. Good place . Great place. I knew you were going to say that. [laughter] where they will create 600 new american jobs. Charters announcement follows a number of american businesses from exxon to intel to lockheed, to boeing, to many others that have recently announced billions of dollars in investment and thousands of jobs coming into the United States following my election victory. We are embracing and, by the way, thank you for your support. The governor was a great supporter, wilbur and reid. I want to thank wilbur and reid, youve done a fantastic job. Were embracing a new economic model, the american model. Were going to massively eliminate jobkilling regulates. That has started already, big league, reduce government burdens and lower taxes that are crushing american businesses and American Workers all over this country. And we are really in the process of announcements, and youre going to see thousands and thousands and thousands of jobs and companies and everything coming back into our country. And theyre coming in far faster than even i had projected. So were honored. Id like to have tom rutledge say a few words about what hes doing and about his great company. Before we hear from tom rutledge there who runs Charter Communications, that is the second win that President Trump chalked up today. The first was the Keystone Pipeline. A permits been issued, theyre going to start finishing it. Its already started to be built. Theyre going to start finishing it. The president has a conversational style. At one point he leaned over and said to the pipeline people, when are you going to Start Building . The man said, well, we have a few problems with permits in nebraska. The president said, nebraska . Im going to call that governor today, great governor, great governor, im calling him today. There you have it, conversational style. The president , all action, liveaction presidency. He does this all the time, rolling up new jobs coming to america. And Charter Communications, 25 billion, 20,000 jobs in the next four years. Big deal. Now, i want to show you the three cities we were talking about earlier which are losing population bigtime. Look at the map; chicago, detroit, baltimore. They are the biggest population losers 20152016. Yeah. In that order, chicago, detroit, baltimore. No reason given, we have though pointed out that all three cities are democratcontrolled. Coincidence . Maybe. [laughter] where is everyone going . The Fastest Growing, maricopa county, phoenix. Stuart thats the Fastest Growing county in the United States. In the United States. Stuart thats where theyre going . Yep. Stuart fascinating. Lets get back to the big story of the day which is the obamacare replacement vote. There will be a vote later on today. Earlier this morning we heard from Freedom Caucus member congressman louis gohmert. Roll tape. Well, i am a no, and i do [laughter] i cant help but like you and respect you and have admiration for you and President Trump. This is the first time in his life he has put together a deal that he didnt put together. I have got to stand up, as unpopular as people i love think it is, and i dont enjoy being a coward for standing up by myself. There are going to be at least five, there could be nine that and there could be more that vote no. Stuart okay. Id love to follow up on that, but lets go live to congressman adam schiff. He is the Ranking Member of the house intelligence committee, he is now responding to what chair devin nunes said earlier. Listen in, please. We would also welcome that testimony be done in open session so the public may be informed of what he has to say. Similarly, if its necessary to have any of that in closed session, that can be arranged. But as much of this investigation as we can properly do in public, i believe that we should do. And with that, im happy to respond to any questions. The chairman said that he, the hearing tuesday with the fbi director and nsa director will now be closed and classified. Will you urge him to make that a public hearing . You know, we had a public hearing with directors comey and rogers already, so i have no objection to bringing them back in and having a closed hearing. If theres Additional Information we can make public and do additional public hearing with them, you know, that would certainly be welcome also. But i dont think anyone should be, should have any question about what is really going on here. This is not a desire to have them come back in closed session and somehow thats at conflict with having an open hearing that is already scheduled, witnesses who have already agreed to hear. We welcome them coming back at anytime, but what really is involved is the cancellation of the open hearing, and i think the rest is designed to distract from that point. Follow up, he said that would [inaudible] what is the reason for that dodge . You know, i think there must have been a very strong pushback from the white house about the nature of mondays hearing. Its hard for me to come to any other conclusion about why an agreedupon hearing would be suddenly canceled. Clearly, it had to do with the events of this week. The chairman himself said the cancellation of the hearing had nothing to do with the documents he saw, so we know that was not the issue. So what other explanation can thereby . There really is none went any reason to believe the dead of night excursion, as you called it, was raised or [inaudible] by the white house in any way . You know, i dont know the answer. I am concerned that the chair has been unwilling to rule out that the documents came either from the white house or in coordination with the white house. Mr. Schiff, some of the members on your committee have lost faith in devin nunes ability to be chairman of the committee. The democratic members [inaudible] this could be, quote, obstruction of justice by denying this public hearing. Are you there . Do you believe that he can still run this committee, or should he step aside . You know, ultimately, thats a decision that the speaker needs to make. And i think the speaker has to decide just as well as our own chairman whether they want a credible investigation being done here, whether they want an investigation that the public can have confidence in. The events of this week are not encouraging. I think anyone watching them has very legitimate and profound concerns about whether this congress, indeed, can do a credible investigation. I think that, you know, one of the profound takeaways of the last couple days is we really do need an independent commission here because the public at the end of the day needs to have confidence that someone has done a thorough investigation untainted by political considerations. You know, it had been my hope, its still my hope, it may be hope against hope that theres some way that we can do that, but i have to say im deeply discouraged by this weeks events. I think the public is deeply discouraged by this weeks events, and i think that what at this point would give the public more confidence than anything else is if we didnt stop what were doing, but we established a truly independent body, quite separate and apart from the Congress Just as we did after 9 11 that the public can say, okay, at least there we can be confident someone is doing an investigation unhampered by political pressures, uninterfered with by the white house or anyone else. And i think this weeks events made that all the more necessary. Congressman, given the allegations that the president has made against the former president , have you had any contact with president obama or anyone from the former administration or any of his representatives about these allegations that President Trump has made about being surveilled by the former administration . I certainly havent had any conversations with the president. The president had a huge staff, so i dont want to represent whether ive heard from anyone affiliated with the prior administration, but i will say that one thing has been abundantly clear from this week, and it began with director comeys testimony and director rogers and what they represented on behalf of the department of justice, and that is there is still absolutely no basis for what the president has accused his predecessor of. That was just pure nonsense. And i think whats happened here, and i really think people need to understand what is going on here is the following the president made a slanderous accusation against his predecessor, one with absolutely no basis that his predecessor, barack obama, engaged in felony crimes and illegally wiretapped him. And one after another republican chairs of the House Committee and the Senate Committee and senators on other committees and the speaker himself said weve seen no evidence to support the president s statements. But you havent [inaudible] and then we heard testimony from the directors this week saying there is no evidence of this. And then we had stuart a little perspective here, because this is a complex story. Its an important story, but i think some to perspective is required. Earlier this morning the chair of the house intelligence committee, devin nunes, gave a press conference. At that press conference, he talked about vindicating President Trump who had alleged that trump tower had been surveilled. Not wiretapped, surveilled. Thats the way its interpreted by congressman devin nunes. The argument was about who did it and who released the names of the people caught up in that surveillance. Thats what the chair said earlier this morning. You just saw the Ranking Member of the intelligence committee, that would be adam schiff. Hes basically saying that this is all a political storm. Its cooked up by the defenders of the president to vindicate the president. He says its all politics. The public wont stand for it. You have two sides of the fence right there presented to us as of this morning, and you saw it. Lets get back to what i think is the main story of the day certainly as far as wall street and politics is concerned, and that is the Health Care Vote that takes place today. Chris stirewalt is with us, fox News Politics editor. All right, chris, let me know where you stand on this. I say i cannot imagine the Republican Party saying no to this. The first legislative attempt by President Trump, i cannot imagine the republicans as a party saying, no, we dont want it. Were voting no. What to you say . Well, not only could i imagine them doing it, but i think theyd better, and i think theyd better for trumps sake. I i think if this bill stuart really . I think this bill, which is a dog, its got 17 approval in the latest quinnipiac poll, nobody likes it, not even the people who wrote it, it is broadly unpopular and is being carried out with the grim enthusiasm of a funeral dirge, and theyre pressing forward with this legislation and they say weve got to pass it because if we fail, well fail well, the Silicon Valley axiom is if youre going to fail, fail fast. Better to have this thing go down, move on from obamacare and get on to the tax plan that trump cares about, that is all hes really talked about in pushing for passage of trumpcare. Let trumpcare die. Nobody wants it, and you can move on and do the tax plan that would stimulate the economy, that would get people growing, that would generate enthusiasm and republicans actually like talking about. They hate this. Stuart no. Look, you cant spend months or even weeks talking about obamacare, how to replace it, how to repeal it. If you did that, you delay tax cuts, you delay deregulation, you hold up the entire growth agenda which is what this country really needs. Surely you dont want to do that. Thats exactly my point. Well, i dont want to do anything. Im just a hack. But what lawmakers ought to do, what republicans probably ought to do for the sake of their agenda, their reelection and Everything Else is have the vote, let it fail and then say we tried, we tried, it didnt work, now on to other things. Stuart oh, chris and then they can patch obamacare, they can put a little obamacare patch in later, and if two years from now they want to come back and revisit it, fine. Stuart im shocked, chris stirewalt. [laughter] if you were a congressman and had to go back to your district and explain why it is you held up the tax cuts oh, no, no, no, no stuart and you also imposed obamacare on everybody, i wish you the best of luck. If i was a congressman, america would be in much worse shape than it already is. [laughter] stuart thats a given. But what you say is i voted fending on whatever your constituents want, vote for it, vote against it, im just saying they should be hoping it fails so instead of spending the next three months fighting, fighting over a health law nobody wants, they can then move on to the agenda you just described. Stuart okay, i do hear you. Ive got to move on because i have a congressman with me, buddy carter, republican from georgia, and he is a yes voter. Congressman, welcome to the program. We just heard from my political colleague there who says, look, this is a lousy bill, dont want it. Youve got to save trump from it. Its nobody likes it. But youre going to vote yes, so i take it you disagree with that analysis. I do disagree, and i vehemently disagree, because i think its a good bill. I think its maybe even better. Im so proud that weve had so many of the different groups within our own party who have participated to make the bill even better. The Freedom Caucus has added on things that are making the bill even better. The more moderate group of our conference has also added things that have made the bill better. Look, ive been in Public Service a long time. Ive been a mayor, ive been a state legislator. This is never an easy process, its never a fun place, but this is how you get it done. Stuart the Freedom Caucus says that bill, as it stands, as its going to be voted on now, is essentially a continuation of obamacare. It does not get rid of obamacare. Its, in fact, dressed up, and what it basically is, is another entitlement program. Deal with that, sir. Nothing could be further from the truth. Listen, im the, currently the only pharmacist serving in congress. I have practiced in health care under obamacare. I can tell you anything is better than obamacare. It is imploding right now. We have to rescue the Health Care System. And i can tell you what were offering, first of all, keep in mind this is the first phase. And this bill, even the first phase, we have more to do in the first phase. Its still got to go through the senate, and itll probably come back to us so we can make it even better. But phases two and phases three, were going to rescue health care in america. Im very confident, im very optimistic going into this vote this afternoon. Stuart i want to bring in scott flanders, ehealth ceo, very concerned about the current state of the Health Care System in the United States. Sir, welcome back to the program. Its good to see you again. Im going to ask you the same question. I cannot believe that the republicans will reject this and vote no on it. What do you say . Youre absolutely right. We absolutely must get this legislation passed. Conservatives should support it. Its a major improvement. It increases consumer choice, it saves 600 billion in taxes, stuart. It reduces the deficit by 330 billion. Its inexplainable to me why conservatives would not support this legislation. Stuart im sure you know the latest iteration of this bill includes, it keeps the 0. 9 surcharge imposed on high income earners. It keeps that tax. This bill keeps that tax. Is that a concern . Look, the alternative here is to keep a failing obamacare. Okay . We need to improve it. We need more consumer choice. We need more young people in the system. This is collapsing, and its, it is a tax reduction. And itll improve job creation. This is punishing the middle class. I dont think its getting enough attention as how this discourages, obamacare discourages work. The tax subsidies are a penalty on making more money, and the tax credits are a major step forward. Conservatives need to the get behind this. Stuart now, the president says if you vote no, hes walking away. Theres no other bill in reserve, theres no plan b. Obamacare stays in place. What would that do to our Health Care System . Well, premiums have already gone up from 400 to 1,000. Theyre going to go up more in 2017. And more insurers are leaving the marketplace. So the marketplace for the individual market which is 36 million americans, more than 10 of america relies on this marketplace and its collapsing. The president cant let that happen. Hes taken a principled position. The legislation has improved. The Freedom Caucus needs to declare victory. They got the minimum essential benefits relaxed. That was major progress. That was important to insurers, itll be good for consumers. But at some point you declare victory s and you get done the doable. And you cant just live in a world of perfection. This may be a badge of honor in certain districts here, but this is going to be a catastrophe if this legislation does not pass and pass soon. Stuart it is the story of the day, and were glad youre here to discuss it, scott flanders, ehealth ceo. Appreciate you being with us. In a sense, this gives the republicans ownership of the worst aspects of obamacare. Under this, under this bill premiums will continue to rise, deductibles will continue to rise, and Health Care Costs will continue to rise stuart how do you know that . In all relationship to the markets. So youll be paying a fivefigure deductible, and youll get a couple of xrays for it. And i dont think, i dont think that this is connected to the growth agenda except insofar as American Health care is a sick for the economy. Its basically bigger than the french economy. And so government, retaining the governmentallization of American Health care, im in favor of a genuine private system and a genuine public system. Right now we have a push me, pull you that is the worst of both worlds. It has all the bureaucracy and incompetence of a public system but without being simple and free, and it has all the expense of a private system except increasingly youre no longer treated as a customer, youre jerked around by whatever alias Blue Cross Blue Shield is using this week. Youre denied access, youre told that your deductible its no longer insurance. And for the cost of the deductible, you could fly to bermuda and have the operation at the king edward vii hospital and still come back a couple of thousand dollars ahead. Its ludicrous, and the republicans should have no part of this. Stuart well, since youre totally and utterly wrong on this one, mark steyn [laughter] i propose to move on to something where we may possibly have some kind of an agreement. How about this one . The Keystone Pipeline. Their going to theyre going to build it. It has received a president ial permit. It allows it to be built, the longdelayed pipeline. Im sure youre not going to oppose the Keystone Pipeline are you, mark steyn . Oh, well, speaking as deputy chairman of the sierra club, i think this is an outrage, stuart. [laughter] no, im in favor of this. I agree with, i agree with something liz said earlier, that its absolutely absurd the way the democrats spent the last few years demonizing canadian oil. I am in favor of the Keystone Pipeline. Transcanada has waited patiently for this. Im in New Hampshire on the connecticut river. Transcanada own every dam on this river. They are big employers in the United States. And to be treated the way they were by the Obama Administration was an absolute disgrace. Stuart now, do you also approve of the news this morning that Charter Communications is going to invest 25 billion in the United States, create 20,000 new jobs and the guy who runs that company was right next to President Trump this morning . You approve of that, i take it . Yes, i do can. I mean, i take seriously this growth agenda. Im a small businessman, stuart, and i absolutely revile the rate of Corporate Tax in this country. Its become absurd the way people think when you outsource and you go overseas that people are somehow setting up new factories and businesses in chad. Theyre not. Theyre going to other developed economies where Corporate Tax rates are within the realm of sanity. And theyre not here. And i dont think thats anything to do with passing this obamacarelite bill. I think trump should actually focus on getting the Corporate Tax and personal taxes back into the realm of sanity in this country. Stuart okay. Youre going to tell us about the tax that stays in the obamacare bill that votes on today. Its that 0. 9 surtax on income applying to people who earn 200,000 as individuals, 250,000 joint income, and for some reason you think this is the best idea youve ever heard despite the fact that your viewers are probably thinking do not saddle this on me for another six years. You know, this is not indexed for inflation, so every year that its in place its going to capture more and more people, and you think theyre going to stop at 0. 9 . Remember, this is money thats going to go to people who are buying these new policies to help them pay for it. On and on its going to go, but you embrace this. Stuart no, no, look, youre raising a very valid point. I thought that all the obamacare taxes were going to go away, including this one, but this one was put back in again late last night. I dont know why, but theyve put it back in. Oh, i know i why, i know why, because this is going to help them pay help people who want these policies pay for these policies. They had to find money somewhere, so this brings down the amount of savings from the overall bill. Netnet, i think people out there who watch your show are probably not too happy with it. But, again, you cling to this i thought you were a no increase in tax person. Im a little confused. Stuart why do i have the feeling that everybodys having a go at me in. [laughter] because they are. Stuart to repeat, there is a 0. 9 surcharge yeah. Stuart on incomes, people earning income over 250,000 a year for a couple right. Stuart you pay. 9 , theres a federal surcharge on income above that level. It was going to go away, but now it stays. Im with you, believe me, i am with you. I wouldnt want to see this tax. I think its a very bad idea, but its there. Its there, and its there thanks to obamacare. That was where it came from, and now were keeping this in place. This is part of the negotiation on this thing. Look, i think you make a good point here, this negotiations drug on a long time. Is it going to get cleared up by bringing it up yet again . Good question. Stuart well, theres going to be a vote, and were going to find out where it goes probably late tonight. Gerri, thanks so much for bringing that to our attention. I was remiss in not pointing out that tax that stays. What have you got, ash . Weve got chad pilgrim from Fox News Channel whos literally a wealth of information on all this going on down in washington d. C. He says this is as tight as it gets, talking about the vote, saying the tension in the capitol is, quote, palpable right now. The question is how many votes is it going to take, how many people are actually going to vote, and it looks like we said it was going to come down to the wire but, my goodness, it really is. I spoke to one of my sources who had done this kind of job before, trying to wrangle legislation through congress, he likes what the president did, making an ultimatum. Win and youre the man, lose and start a new debate. He sees this, this doesnt work, were going to move on to something that does. Stuart earlier this morning Louie Gohmert was on the show, favorite guest of ours. He said flat out, im voting no. I said how many other Freedom Caucus people will vote that way . He said seven, eight or nine thats out of what . Stuart 37, as i understand, 37 members of the Freedom Caucus. He had not canvassed all of them, but of those he had spoken to, nine popped up as still no votes. Yeah, but the hand wringing and the arm twisting is going on right up to the last second. We dont know how many of those that could flip to a yes. And were looking at 211213 now to make it pass, that number keeps changing because well look at the number of people who will actually be here to vote for it. Stuart there are some absences, but the latest is 211, 212, 213 are required. Youve got to have that number of yes votes. Right. You vote no, obamacare is still in place and may delay the tax cuts on which we rely to grow this economy. When push comes to shove, i cant believe that the Republican Party will do that.
