Affects sanctuary cities. I am trish regan. Welcome, everyone, to the intelligence report. President trump says his immigration order is about keeping america safe and keeping Illegal Immigrants out of the country. We are a country after all; right . And a country actually has to be able to enforce its borders. But you know what . The left, they have corrupted all of this for political purposes. I have to assume its only political purposes. With all of these liberal mayors out there reducing to cooperate with immigration officials, reducing to uphold our law, even if it means theyre going to lose their federal funding. I mean, its crazy to think about. And then you get this. A Democratic State lawmaker from massachusetts tipping off Illegal Immigrants in her district about a possible ice raid and how to avoid getting call the. Weve got all the details on that for you. But first, lets go to fox Business Correspondent doug on the latest of what happened at todays big meeting with mayors and secretary kelly. Doug, fill us in. Well, trish, the policy announced monday by attorney general Jeff Sessions crack down on sanctuary cities by depriving them of federal grant money has done anything, judging by this meeting, it has confused a lot of state and local officials. So to clear up some of that confusion, the u. S. Conference of mayors invited Dhs John Kelly to a closeddoor meeting at a Washington Hotel this morning. Departed the meeting without speaking tthe press. T before the feds can start sanctioning sanctuary cities, it has to come up with a definition of what sankary is and presently that doesnt appear to exist. Mayors say theirs is oftentimes very different than the federal governments. To be clear, somebody that is in this country undocumented has committed a civil violation. Not a criminal violation but a civil violation. And our Law Enforcement personnel, their job is to go out, apprehend people who are violating or suspected of violating criminal law. Take another example. Rockville, maryland where ive been spending a lot of time recently. It welcomes people who have come to the u. S. Without documentation. But it denies that that policy violates federal immigration law. The misperception whether rockville complies with federal law. Absolutely we do. Spokesman for dhs secretary kelly told fox news today that dhs has not made any decisions on withdrawing grant money to local jurisdictions it deems to be in violation until a clear definition of sanctuary is released. Austin mayor says he hopes that that happens very quickly. I think ultimately these questions are going to go before the Supreme Court, and i hope that they get teed up and get into those forms as quickly as possible because the uncertainty and anxiety associated with whats happening right now, the confion associed wh ats happening right now is undermining public safety. And, trish, much like the administrations first rollout of that travel ban, some suggest the attorney general sessions appearance last monday announcing that this policy was premature given enforcement and penalty have not yet really been decided. Others say this early heads up is beneficial because it gives local jurisdictions time to adjust. But very, very different definitions of what sanctuary is and you know this is headed for the courts, trish. Wow. Thank you so much, doug. Appreciate it. Yep. It is not only the mayors who are reducing to comply with President Trumps new immigration order. One Democratic State lawmaker from massachusetts is actually tipping off Illegal Immigrants about a possible ice raid in the city massachusetts. To do so in a Facebook Post in which state representative michelle writes please be careful on wednesday the 29th. Ice will be there on that day. If you are undocumented, dont go out on the streets. If theres a knock on the door of your house, and you dont know who it is, dont open the door. I ask you to be careful. She even includes the phone number where Illegal Immigrants can get help. Okay. Joining me right now for analysis former nypd commissioner. You know, bernie, the thing is here and trump has said he doesnt necessarily want to go out there and break up families and round up people that are hard working and trying to do the right thing, although they are here illegally. But you got people out there that ice is trying to round up that these county sheriffs and these local districts are standing directly in the way of. And frankly by her tipping these people off shes actually shes actually in violation of federal law. The mayor that said the mayor that was on earlier from austin, texas that said theyre not violating law, thats a lie. They are violating. If they harbor, if they concealed, if they dont provide information to the federal government and cooperate, its a violation of federal law, and i have to be honest. Forget the whole sanctuary city stuff. This is about the constitution. You swear to uphold the constitution in the job that you take to protect the laws in the state youre in and of the federal government. This is clear violation of federal law, and i think eventually whats going to happen whether its a mayor, a governor, or a police executive, which i would hate to see, i think the Justice Department eventually is going to take action against these people. And there are violations of fiveyear term in prison. Tenyear term in prison. I highly suggest they learn thfederal law before they go out there and make these statements. Law with you. Ve the fera you want to read from that . We can put it up on the screen as well. Just to clarify things for people. This is where it stands. Any person who knowingly reckless disregard of the fact that an alien has come to, entered, or remains in the United States in violation of law conceals, harbors, shields from detection, or attempts to conceal, harbor, or shield from detection such alien in any place, including any building by any means or transportation could be in prison for up to five years. So here. This is once again this challenge between federal law and local law. So the local municipalities, the states. They do have their own law. State law is state law, but you have to comply with federal law. You have to. And its a violation not to. So these ice agents are going to go out and try to find these people. If you dont give them the information they need, if you dont cooperate, its a violation of law. I get a list, im showing a viewer this just yesterday. Here you go recent report of ice. They looked over a oneweek time span nearly 200 people that were charged or convicted of crimes that were here in this country illegally and guess what . These various county sheriffs let them off. And the reason they let them off is because and im ing to sha with you the reason, they say over and over again that they will not honor ice detainers. Thats a detainer is a court order. A detainer is a court order by a federal judge. What do you mean youre not going to honor it . It violates the very constitution you swore to uphold. I think what attorney general sessions, lock some of these people up. Theyll get the message and change this tune. So youre going to go after the people that are they shouldnt get the federal funds. But you cannot pick and choose what laws youre going to enforce or not enforce. To me, it just gets back to common sense here. And this is wild that you have people that are convicted of things like Sexual Assault and yet youre going to look the other way and say here you go . Fine by me . Its crazy. Always great to see you. Thank you so much. Thank you. President trump says hes not going to give up repeal and replace obamacare. He plans to hammer out a deal very quickly. Watch. I know were all going to make a deal on health care. Thats such an easy one. So i have no doubt thats going to happen very quickly. I think it will happen. Because weve all been promising. Democrat rebuk, republican, weve all been promising. Coupled with Consumer Confidence and expectation that tax reform is going to happen. Anyway, it echoes what we heard from paul ryan just yesterday when he said he s eager to continue the repeal and replace, you know, ihad a lot of upside in the markets yesterday you can see leveling off there today. Down 38 points, but well see how this all shakes out as we get closer to the close. The optimism, however, it starts to fade a little bit when you look at the senate side. Heres why. Its pretty obvious. We were not able in the house to pass a replacement. Our democratic friends ought to be pretty happy about that because we have the existing law in place, and i think we just ought to see how that works out. We believe it will not work out well. But well see. All right. Well, maybe theyre back to the starting board. Peter barns, i tell you what. They may be tired of it but the American People, they want reteal and replace. And its one of the reasons why they send donald trump to the oval office. So where does it go from here . Youre right. The president was trying to hit the reset button last night at this bipartisan recession last night and like House Republican leaders yesterday, the president seemed to tried to jumpstart Obamacare Repeal and replace. But his press secretary sounded a bit more measured about the prospects today. Listen. The president talked about repealing and replace of. Its a commitmenthat he made. I think he would like to get it done. But he also understands that in order to get to 216, we have to make sure that he does what he says he was going to do. That he achieves those goals of lowering costs and creating more options. So were not going to create a deal for the sake of creating a deal that ends up being not in the best interest of the American People. Some republicans in Congress Like speaker ryan sound optimistic about moving forward with health care legislation. Even the head of the conservative House Republican Freedom Caucus mark meadows whose opposition to the bill last friday said he wants to try to work out a compromise. But as you heard Mitch Mcconnell there, he doesnt sound optimistic about a reboot on this saying that obamacare will stay put and the opportunity to pass the house bill has passed. Trish all right. Peter barns, thank you so much. So House Republicans saying theyre on track for Health Care Reform. The senate says theyre focusing on the Supreme Court and the white house has promised tax reform and infrastructure spending. So what can we expect Going Forward . What can the markets expect Going Forward . Joining me right now ceo ned ryan and scott bolden, i have to point out, investors want to see this happen. Most importantly the tax reform. They want the Health Care Reform as well but tax reform is front and center and has been on everyones mind. Ned, are they going to be able to push it through without having the savings that they would have gotten from obamacare . Well, im a little frustrated by this whole process. I think we should have gone with tax we first of all, paul ryan should have had people at the table the week after the election saying heres our agenda, were going to have the tuesday group, everybody at the table and figure out what th hh care bill looks like and then everybody is going to be on the same page and then when we push for it, its going to be one thing after another. Trish they tried to put the cart before the horse. They went a little too fast. How do you write a bill in secret and then 18 days later say were going to try to pass this thing. Listen, were 4 into the trump administration. I tweeted out on friday evening people just because repeal and replace didnt happen on march 24th doesnt mean it wont happen. Talk with members of the Freedom Caucus, we are we want to get to yes, and we believe we can get to yes in a relatively short amount of time. So im optimistic that this will happen. And then we go to tax reform trish so you say then we go to tax reform. Can we just go to tax reform right now . I wish we would have already done it. I wish we would have started with it because repatriation of revenue. We could have brought in hundreds of millions, which could have gone toward infrastructure. Trish okay. So you move on right now. Lets get it done. We need to get both done. Trish hes greedy. But if you get tax reform done, that might incentivize folks to get savings on the repeal and replace. What do you anticipate happening as far as taxes specifically go . Well, until you solve the civil war in the Republican Party, not a whole lot is going to get done. Its been eight years plus. The Republican Party is united on not being united. Thats really what they do well. Theyre the party of no. So now the optimism about the Health Care Bill what the republicans need to be talking about is helping and fixing obamacare. Not replacing hold on not replacing or repealing it because the republicans need the democrats in order to get something done. You watch. Its not going to happen. Its not going to go forward. Now, when you look at tax reform, tax reform is a problem without obamacare being repealed because the taxes are so high in coverage in the Medicaid Expansion and coverage. Trish youre going back to saying you need both. You need both, and its stubborn for the republicans to think otherwise. Look at your record. Trish what about infrastructure spending; right . Hes talking about spending on that. Can you bring the dems over with veterans affairs, i think we can get some quick wins. My thing being in dc for almost 20 years, a lot can get done before the august recess. They may not want to take days off in april. They might not want to take the whole month of august off. They might want to vote on fridays. You can get a lot work done if they want to. The infrastructure, thats really interesting because i think you can get some democrats because that means jobs. That means infrastructure in all of our states, highways, railways, thats bridges. Oh, my Goodness Gracious bridges in awful shape. I think thats where you might be able to get enough consensus because youre talking about dollars and jobs and putting people back to work. Trish i like the sound of that. Ive been saying this all along as well. I hate agreeing with a republican, but you got my agreement on that. Trish Chuck Schumer coming around if you offer a little bit of money. Im going to see you guys in a little bit. President trump vowing to slash government waste, even putting his soninlaw Jarod Kushner in charge with a new s. W. A. T. A new study found that over a sixyear period Ivy League Colleges brought in more money from your tax dollars than from all payment by undergraduate students. And that despite the fact they have more than 119 billion in money. Now the stunning numbers are all part of a new 43page report first seen by fox news and seen today by open the books. I spoke with their founder adam. It is a bull market for Government Contracting at the ivy league with nearly 26 billion of federal contracts and grants, it actually dwarfs the equation number collected on student tuition at the ivy league of 22 billion collected over the course of the last six years. Open the books studied all eight Ivy League Schools to better understand their sources of funding between 2010 and 2015. Some of the federal spending makes sense like the study of aids. But others arent as defensible such as studies of college bing drinking, ethics in tanzania or sex chromosomes in turtles. Taking together the government gave to 16 state governments. The spending is controversial because these eight schools have enormous resources at their fingertips. 119billion in endowment money. Thats money they raised from donors and, boy, do they. The total equivalent to 2 milon per undergraduate student. The ivy continued to receive contributions at present rates, the Endowment Fund could provide free tuition to their entire student body forever. Now, to be sure endowments arent for spending in a single fiscal year and no one expects the ivies to give all students a free ride forever but heavy federal sponsorship of the ivies call in to question the use of taxpayer dollars and parents across the country facing average annual tuition of 33,000 of private colleges and more than 9,000 dollars for state schools, well, they must be wondering why do these wealthy institutions need my tax dollars . Now, trish, we reached out to all of the schools for comments this morning. Weve heard from princeton, which said that they finance a third of their own research and that they assist students on Financial Aid to make sure they dont graduate with debt. Good for princeton students. Not so good for the rest of us. Trish. Trish well, you know, look, this is a very, very interesting story. Ill tell you, you know, these schools are charging so much money, they get so much in the way of handouts, as youve been pointing out and reporting on, gerri. And it just doesnt seem right. It doesnt seem fair that theyve got all of that and yet theyre still taking taxpayer dollars. Its a great point, you know, and were asking the hard questions today. What would be fair . And what would be fair to mom and dad in the middle of the country who are sending their kids to a State College who are paying both ways; right . Theyre paying the local institution and for the ivies. Trish yeah, i hear you. And all of these kids. You know, i was one of them that graduated from one of these ivies, and i had a whole lot of debt. Look, its not always fair. Gerri, thank you so much. Good to see you. We get the markets lowered barely today. They are recovering quite a bit. They had a terrific day yesterday. Triple digits on Health Care Reform that it is not, in fact, dead which means tax reform is not dead. You get the s p right now actually moving into the positive zone up three points. You get the nasdaq up 22, the Dow Jones Industrial average off the lows of the session down just 26. Well continue to watch it for you. Plus we are waiting on the leaders of the Senate Intelligence community. Theyre going to be speaking momentarily and give you an update into their investigation into russian interference, if there was any in the election. We will bring that to you live. You can see reporters there assembling on capitol hill. Stay tuned. Were back with more of it right after this. Kevin, meet your father. Kevin Kevin Kevin Kevin Kevin Kevin Kevin kevin kevin see what a Raymond James Financial Advisor can do for you. Trish breaking right now, moments away from the chairman and Ranking Member of the Senate Intelligence committee taking to the microphone there. You see the live picture coming to us from capitol hill. Theyre going to give an update on the latest on their investigation into whether or not there was any kind of russian interference in the president ial election. Meanwhile, on the house side, the Intelligence Committee chairman devin nunes is refusing to recuse himself from the investigation as democrats claim he is too close to the white house to be impartial. Watc why not recuse yourself from the investigation . I still dont know why. Until you give me a reason to recuse myself, i might consider it. Trish the white house is vehemently denying reports to block the testimony of former acting attorney general sally yates before nuness committee. That hearing was abruptly canceled. Weve got a lot to get to on this as we await the press conference. Straight to the white house for our own blake burman to break it all down. Blake . Reporter for once we are waiting on the senate side of things to hear from them to weigh in. Mark warner democrat, richard burr, republican, top two on the Senate Intelligence committee expecting to hold a News Conference any moment as it relates to their investigation into russia and the 2016 election. As you know, a lot of this, the attention has focused on the house side, that being on devin nunes, the chairman of the house Intelligence Committee, his role in the investigation, how he has handled himself. How he has gone about gathering the information, what connections he might have here and how close to the white house. Democrats, because of all of the questions have been calling for nunes to recuse himself from the investigation, ands a heard from him, hes hang on, we got the hearing, listen in right now. Thank you, blake. Time for our first public update of the Senate Investigation into russian involvement in the elections. And let me just say that we cant say enough what the mission of the Senate Committee is, which is to look at all activities that russia might have taken to alter o influence the 2016 elections in the United States. In addition to that, the mission of the committee is to look at any Campaign Contacts from either committee with russian government or russian government officials that might have influenced in any way, shape, or form the election process. We take that very seriously. Its not something that can be done quickly, and when you look at our committee, it is, in fact, the oversight role that we function in every single day. This is just on a little larger scale. For those that might think or have suggested that this is outside of our expertise, let me remind you, the last public investigation that we did was the Senate Investigation into benghazi. We devoted three professional staff to that investigation. It took one year, and in comparison to the public hearings that happened in the house, our report and findings were out much quicker than what they were, and i think are consistent with in fact what the house process looked like at the end. So let me share with you what weve accomplished to date. We have devoted seven professional staff positions to this investigati. These are staffers who already had the clearance and already had the knowledge of the materials that they were going to look at that started on day one. Now what was day one . Day one was the first public hearing that the Committee Held with director clapper, director comey, admiral rogers and director brennan. When they came to the United States senate to testify on the completion of the ica, the report of the last administration on russias involvement in the election. Full committee had an opportunity to ask every one of the four ic members of initial questions. Things that we knew to ask as of that time. Let me assure you that as this investigation continues, we will certainly give those individuals at least once, if not more, opportunities to come back either in official capacity or in a retired capacity, to come back and share with us answers to questions we might have. The staff has been provided an unprecedented amount of documents. Those documents include documents that up to this point have only been shared with the gang of 8 and staff directors on the house and senate side. Its safe to say that our staff currently is working through thousands of raw intelligence and analytic products to, one, determine whether the process that the reviewers went through to compile their report, were in agreement with, and to see if our confinclevels on their ratings of low, medium o high confidence in fact match. To date, as i said, theyve been provided thousands of pages of documents and have reviewed, to date, a majority of those documents. Were within weeks of completing the review of those documents. I might say that were in constant negotiations with the Intelligence Community about access to additional documents, to where we access those documents, to how our staff notes are kept, and whether, in fact we have the capabilities within the Intelligence Community spaces to use computers. This is not abnormal. Its been involved in every investigation ive seen in the 17 years ive been on the house or the Senate Committee, so i dont find this to be unusual, but it is challenging, to say the least. It does not yet include the additional documents that the committee has requested and others that we will request to enable us ultimately to come to some finality, findings and conclusions of the mission of this investigation. This week, we began to schedule our first interviews. To date, we have made 20 requests for individuals to be interviewed by the committee. As we stand here today, five are already scheduled on the books, and probably within the next 10 days, the remaining 15 will have a scheduled date for those individuals to be interviewed by our staff. We anticipate inviting additional individuals to come and be interviewed, and ultimately some of those interviewed individuals may turn into private and public hearings by the committee, but yet to be determined. There have been a number of individuals who have volunteered to be interviewed. Let me assure you that they will be processed as the committee determines were ready to conduct those interviews, or if theyre even pertinent to the, that we need to look into. The only individual who has publicly been identified to date is jared kushner, and the committee will conduct an interview with mr. Kushner when the committee decides that its time for us to set a date because we know exactly the scope of what needs to be asked of mr. Kushner. Tomorrows hearing, which will be the first public hearing that weve held, is to examine russian capabilities, their capabilities to influence elections globally, what russia has done in the past, which is important for us to bring to light for the American People, what theyre doing today both here and throughout the world, and more importantly, what we should expect for the future . Weve got two panels two, hours in the morning, two hours in the afternoon to look at specifically the policies that we think russia is implementing and to look at the technologies that display their capabilities. I would conclude with this, and then i turn it over to mark. Well alys say to you this investigation scope will g whev the intelligence leads it. So it is absolutely crucial that every day we spend trying to separate fact from fiction and to find some intelligence thread that sends us to the factual side of all the names and all the places that you in this room have written about. Just the fact that you say it doesnt mean its fact. Its incumbent on our staff and on our members to in fact connect the intelligence thread to that, for us to make some determination as to the relevance of it in our investigation. So mark and i work hand in hand on this, and contrary to maybe popular belief, were partners to see that this is completed and that weve got a product at the end of the day that we can have bipartisanship in supporting. Mark . Thank you, richard, im going to repeat many of the things the chairman has said, i think its important to hear from both of us. Obviously, theres a lot of drama out there about the stories that all of you are running down, and i think echoing what the chairman said its important for us at least, and i think all of us here, to remember not to lose sight about what this investigation about. An outside foreign adversary effectively sought to hijack our most critical democratic process, the election of a president. And in that process, decided to favor one candidate over another. I can assure you they didnt do it because it was in the best interest of the American People. Russias goal, Vladimir Putins goal, is a weaker United States, weaker economically, weaker globally, and that should be a concern to all americans regardless of party affiliation. Were here to assure you and more importantly the American People who are watching and listening that we will get to the bottom of this. Weve known each other a long time, and the chairman and i both have a serious concern about what the russians have done and continue to do around the world. And ill come back to this in a moment, when i talk about tomorrows hearing. But some of the techniques that russia used in the election as we find more and more, i think would send a chill down anyone who believes in a democratic process in this country or around the world, and echoing what the chairman has said, the committee will follow the intelligence wherever it leads. We need to get this right, and sometimes that means, especially for somebody like me, who wants things done yesterday, but its not going to happen as quickly as i would like or many members of our committee would like. Getting it right is more important than getting it done quickly, and i want to echo, again, something chairman said. What ive been remarkably proud of is that the committee on both sides of the aisle, virtually every member, the level of seriousness that they put into this work, the attention that theyve given and the commitment as well to follow the intel wherever it leads. Im going echo a little bit about the chairman said. Weve seen some progress, our staff have been out reviewing these thousands of pages of documents. Trying to look back at the source materials. We also as the chairman mentioned are starting to talk to some of those analysts who help put together this report, and many ways we want to find out what was potentially left on the cutting room floor that might not have met the full levels of confidence, but still might be worof further looking, and as the chairman mentioned, a number of those interviews are scheduled. The Intelligence Community for the most part in terms of access to people has been very cooperative on. Some of the documents, with some parts of the Intelligence Community, we still have a challenge, but we cannot do this job. We cannot tell the American People our conclusions unless we have access to all the pertinent information. And one of the things i really appreciate is that the chairman and i have committed to getting that. And i know that the patriots that work in the Intelligence Community want us as well to go wherever the facts lead. As has been mentioned, the only person we announced is jared kushner, and we will schedule that, again, when we have the facts we can ask the appropriate questions. Also richard said, theres a lot of names. The chairman mentioned carter paige or Paul Manafort its got to be done in a way where individuals, and others, there will be others, where we have the right questions to ask. Tomorrows hearing as the chairman mentioned will be the first in a series. I think it will be interesting because some of the techniques, which the russians use in the past election, really go to the heart of how our democratic process works. I was a technology guy before i was in politics. And the very technology that made our lives simpler can also be misused in ways to put false information for folks who
@type":"Organization
archive.org
@type":"ImageObject
800
600
//ia600606.us.archive.org/12/items/FBC_20170329_180000_The_Intelligence_Report_With_Trish_Regan/FBC_20170329_180000_The_Intelligence_Report_With_Trish_Regan.thumbs/FBC_20170329_180000_The_Intelligence_Report_With_Trish_Regan_000001.jpg
@type":"Organization
