Congressional leader, Kevin Mana Mccarthy and Steve Scalise as what they can accomplish in the new year as we look ahead right now. President elect donald trump expected to name his new secretary of state in the coming days. An exxoxxonmobil ceo the leadin. Mr. Trump praised Rex Tillerson. Hes much more than a business executive. Hes a world class player. Hes in charge of i guess the Largest Company in the world. He is in charge of an oil company that is pretty much double the side of his next nearest competitor. Its a company that has been unbelievably hanged. And to me, he knows many of the players and he those them well. He does massive deals for the company, not for himself. Lets bring in Kellyanne Conway, Senior Adviser to dond trump. Good to see you. Thanks so much for joining us. Its my pleasure. So where did Rex Tillersons name came up . You can take us behind the curtain a bit and talk about how donald trump decided to make him one of the leading candidates for secretary of state . Its become quite obvious that president elect donald trump has allowed a wide berth of possibilities for the secretary of state position and thats what leaders do. They take counsel of many people and look across the possibilities. And a in the case of mr. Tillerson, you see someone that is not a typical politician or even a diplomat. You see a successful businessman not unlike donald trump who is accustomed to negotiating, who is accustomed to managing many employees across many countries. Exxon is a 370 billion company that is actively involved in 50 countries. This man mr. Tillerson has been active atte exxon about 40 year. He gets high marks from employees and those he dealts with. And people are trying to go put donald trump in the conventional box, and theyre immediately disappointed. You see with so many of his picks already and so many ways that he ran his own campaign that this is a man who is not going to be able to stick him into conventional poxboxes. And i think the idea that hes entertaining Rex Tillerson among the field, fourth highest ranking official in our nations government, really is part of the trump effect. Let me ask you this because i found it incredibly strategically savvy. I agree in terms of the 50 countries that they are doing bush business in. But the push back is that he has too good of a relationship with Vladimir Putin. Do you find that the deals that hes done with russia could end up being a negative here or would that actually be helpful . Teahese are skills, not liabilities. When you think about how you negotiates with foreign leaders to get them to work with his american company, not against it. And of course hes an oil map. He goes where the oil is. Thats why you have seen him in russia, china, yemen, the developing world. Certainly the middle east. And those critics and naysayers i think are partly the election deniers. And partly folks who just were not anticipating such an unconventional possibility. And let me just note of course as you recognize this is not a final selection. It is up to president elect trump and him alone to make that selection and make that announcement which he says could be maybe the middle of next week or so. Okay. So we will hear then in pretty short order who his pick is. Talk to us about how the cabinet is taking shape right now. When do you expect that he will have the full cabinet in place . In the coming weeks. I mean we are at a break neck pace. Donald trump and mike pence really engaging from day one in the flurry offing a different, meeting with about 85 men and women from very diverse back grounds and perspective, not all of whom will serve in the administration in a formal capacity, but each and every one of whom loves this country and has amazing advice and counsel and experiences and vision to add to the mix. In addition to the 85 or so men and women they have interviewed and. So with, youre up to about 50, 52 world leader are s that they talked to or met personally. We vefeel very comfortable with the time line putting together the cabinet, even some skeptics have lauded them as skilled and focused and accomplished. Were way ahead of schedule of president s of past and engoagai its systematic of what President Trump will to. Hes a guy who will accomplish many great things, many of his promises and execute and deliver because thats the businessman not politicians do. He will to it in the first few months of his administration. What are the priorities in terms of the president elect choosing some of these . The left is pushing back saying look, he has a guy who used to sue the epa, oklahoma attorneyen general as the guy running the epa, he has a business guy andy puzder against raising the minimum wage to come in and represent labor. So what are the priorities in terms of how hes picking these roles . First and foremost it has to be a man or woman completely qualified immediately. And relatedly, second its somebody who understands the trump vision, the trump doctrine for that particular cabinet position. And will go ahead and execute that in cooperation with President Trump who you know will be a handson president. So lets take the criticism one at a time. In terms of scott pruitt, the idea that he would start to roll back the suffocating regulations that have prevented the nation from developing and leveraging the considerable Energy Sources that are off our showers a s ah undid your our feet should be great news to those who want us to be more energy independence, who like the idea that we can create billions in revenues for this nation and certainly many, many jobs. When you think about the Environmental Protection agency, obviously everybody is for clean air and clean water. That wont change. But at the same time, we have just been completely hamstrung to go ahead and invest in coal and shale and these other Energy Sources and that has been because of partisanship and these regulations. In the matter of mr. Puzder, here is somebody who knows what Donald Trumps vision is for the department of labor and he understands the value of employee employer relationships. He has employed tens of thousands of people over a number of years. So he understands that tease captains of industry and these people from all different corner of the country with vast experiences and back grounds are really adding to the richness of a cabinet that will share one common denom p nature tore and ins understanding that mr. Trumps ideas will dominate. You have a big week coming up. The president elect is doing a press conference on thursday to talk about the separation of his business interests and how he will be all about america. And separate his business interests. And then on wednesday, hes invited a number of Technology Ceos and Technology Executives to meet with him. What is he trying to accomplish in terms of the press conference on thursday, this could be a big blind spot. He has to get this right. Well, thats what leaders to, though, they have press conference, they are transparent about the process. Not only is he donald trump is l businessman, hes brill yaptd and accomplished. Hes a self made billionaire who has employed tens of thousand, has vast assets and holdings in many countries but yet hes very committed to making the sacrifice of complying with protocols and laws as they are explained to him in making sure that there is a proper disassociation as the law may require of him from his business interests. We all know in a his three Adult Children, tiffany of course studying law, but his other three Adult Children have been respected executives in his corporation for many years about. So they are expected to continue in those roles. But i really respect the fact that donald trump will talk publicly. We know tech was very heavily for clinton. I think its fantastic that the president elect is bringing in many people who disagreed with him and who not support him because as he said on election night, he will be the president for all americans and that includes these vast industries that are very important to our economy, very important employers and i think future movers and shakers in our economy and in our culture. Its a fantastic idea. Im glad theyre coming. Well be previewing it of course on the fox business network. Thanks so much. The gop house leadership and more of our top story, president elect Donald Trumps leading candidate for secretary of state, Rex Tillerson. A man mr. Trump describes as a world class player because of his deep relationships with a long list of global leaders. But if mr. Tillerson does get the job, his ties to russia specifically president Vladimir Putin could create some hurdles during the confirmation process. Democrats are pushing back. Joining me is the House Majority leader, kevin mckcarthy. Thank you so much for joining us. Big news with Rex Tillerson. Were waiting on the confirmation of course, but what do you think about the pick . I think its a smart pick. I think all these that he is going through, hes been deliberate, thoughtful, hes taking all the information in, but he is also taking this election about change, about changing the direction of the government. And i think this is a smart pick when you look at it. If this comes to fruition, rex has been an individual that has run the Largest Company, had to make tough negotiations. He knows World Leaders about where hes played. So i think its smart. I imagine hes had to get permitting to drill in some rough places, right, so hes had to deal with not just putin and russia, but yemen, saudi arabia, across the middle east in terms of getting the permitting that he immedianeeds for do business. And not just the permitting. But when you talk about the investment, the return. He also has an understanding. I think even greater in negotiations about what these World Leaders are looking for. The problems within their own country. So he knows where their infrastructure is strong or not, he knows what revenues theyre looking for, what buttons push them. Ic he hi think he has an intereg background. And he also have the rest of the state department, other experts to assist. So i think is this a smart outside look. How would you characterize the overall cabinet so far . A lot of business people, a lot of generals. What is your take . Well, i like the generals that he selected. Those are individuals who get the jobs done no matter what the job is. I like the idea. It is an approach that you know there is a change in government, but also hes Holding People accountable. You have to give an outcome to what he wants to see happen. Let me ask you about the ledges lakeeffe ledggislative priorities. Youve talked about it being tax reform, boobamacare. Go through the rules that you think are too onerous. Wilbur ross says president obama has instituted 7,000 new rules. He joked about it, he said do you think the u. S. Was that wild and woolly two years ago that we needed 7,000 new rules put in place. So what rules go away . Well, its one of the greatest things, as were trying to come out of a recession, the w Obama Administration pushed the economy tounldown, pushed the investment out. The new people that were being hired were hired to carry out new regulations instead of more output. He they proposed more than 500 major rulings. And you dont become major unless it is score that had it will cost 100 million to business. And so just atmosphere what is going on. After this election, you see this stock market go to new heights. I think that is all based upon government going to impose more regulations or be common accepts. So first of all, you have three coequal branches. Executives have become too strong. Were going to fill the supreme court. We have article one of the constitution when it comes to the house and senate and the rules that we have. So you will see in the first days we will pass something called the rains act which simply says no major ruling, new regulation that costs more than 100 million, can be imposed without a passage of the house and senate. Why . Were the voice of people. They hold us accountable every two years. They should have a say in this process. Then you also have regulations that come into effect, then maybe somebody sues for that, they still currently today impose those even when it may not have their day in court. You cannot impose a new regulation until the lawsuit is settled so you have the check and balance. I think those fundamental two bills would set a new tone of a fairness when it comes to common sense regulation. One of the reasons that the stock market is rallying is because they think this will be great for koornt eaearnings. An analyst says a drop from 15 to a 35 will equal 20 in earnings. And i degreagree. Our in that one focus is jobs. We need growth. Growth will solve so many problems. You wont be able to stop the deficit unless we grow and get more people working. And that is why were looking at tax reform, simplify it, make it fair. Lower the rate. And let more money go he into the peoples hand so is they make the investment. Obama care is just failing on its own. Sky rocket premiums. You have t the 23coops, 16 have failed. We need a new Health Care System. Lets build the topics out. When we come back, well talk about tax reform, obamacare and about tax reform, obamacare and securing the about tax reform, obamacare and securing the every day starts better with a healthy smile. Im with House Majority leader ken mccarthy. Tax reform is a priority, obamacare and Border Security are priorities. How do they lead to jobs . Walk us through what your priorities are for 17 and when do you think you could actually get these things done . I think all these will have to start right away. That is why i set calendar for congress, we made sure within the first 100 days were working in session more. That is excellent. And we add weeks that were working in there. We look at not just 100 days, but the first year. And we want to be working closely with this administration that and the senate, as well. So weve been meeting on a weekly basis. Certain things we can do right away. When it comes to Border Security, you have to make sure that your country is safe. President elect donald trump has run on making sure the border is secure. You will see an early bill with that. Regulations that we can deal with early on, looking at rolling back others. Well start moving those. Article one when i talked about the rains act and midnight and midnight rules, sue and settle. And then you look at obamacare. It has failed and Everybody Knows it. So what are we looking at a different place . We have to repeal it first and then we will replace it with new legislation where you get greater choice, more doctor patient relationship. A Health Care System that actually works, that the premiums go down, greater choice. Not an easy thing to do. All those insurance company, they said they would lose a billion dollars on it, they pulled out. Do you think that you can work in terms of the Insurance Companies Offering Health care . Oh, yeah. You want to have individuals that have greater choice, more options out there to pick from, and ive already sent a letter to every governor and every insurance commissioner, gives your ideas, as well. So its not just the house or senate involved in this, we want everybodys input. Because we want to get it right. Explain sanctuary cities to me because i dont understand why or how its possible that for all of these years weve been blowing off the law. What are you going to do with mayors like rahm emanuel who say if youre illegal, youre safe in chicago . America is strong because of the rule of law. And if you break the rule of law, you break gown society. Two years ago we passed a bill. If you want to only pick and choose which law you want to enforce, you should not be recipients of federal money. I think the sanctuary city issue will go away. The mayors will realize they cant pick and choose what federal law th
