the next big presidential primary vote is in new hampshire tuesday. the new hampshire state mott tow is live free or die. that sounds libertarian. so will new hampshire voters pick three loving candidates? who might win in new hampshire and who should win? rich lowry is an editor. national review. and new hampshire is the live free or die state. >> if you live free you have might die. if you look at the polling they may have that libertarian motto, but they want to increase spending on education, healthcare, and background checks on guns. they are much more for those establishment conservatives. that's why you see trump leading in the polls and jeb bush appearing in the polls. >> trump has been strong there all along. we'll see whether he experiences a downdraft after iowa. but many things you can say of donald trump pro and con, liberty candidate is not one of them. this is a guy who never talks about liquor i. he rarely talks about the constitution and represents an aconstitutional phenomenon. >> if republicans were about liberty, then they wouldn't be doing as well. john: many presidential candidates aren't focusing on freedom. chris christie said this. >> the number one public education challenge the state of colorado today is marijuana. >> are you kidding me? you run a conservative magazine. but you guys have seen the folly of the marijuana laws. >> literally for decades. the drug war has gone way too far. it's been wasteful and punitive and yielded very few if any positive results. john: 50% of middle schoolers are not proficient in math. >> the problem in systems like that is no one is ever fired or held accountable. in california last year there were two teachers fired of all of california. the idea that those were the on two genuinely incompetent or incapable teachers in that enormous state is of course impossible to believe, it's because they have a government system protecting it. john: in new hampshire, bernie sanders and donald trump lead the polls in the betting odds and we know that's much more reliable than pundits. >> i take that personally, john. john: some people in happen * are so enthusiastic about trump they are getting trump tattoos. reporter: he announced he will tattoo trump's name or face for free. as a trump supporter he considers it his duty. john: hillary clinton is favored to win the democratic nomination and rubio has passed trump to lead for the republican nomination. if you look at the policies proposed by bernie sanders and donald trump. they are similar. they are nativist on immigration. they are also both for a progressive income tax. it's interesting both of these leading candidate in the party share the same policies. marco rubio is the establishment conservatives' last hope. as you have seen with the conservative victory in iowa. marco rubio taking place in third has got to be the national review conservative pick. >> you want to talk about a libertarian victory in the iowa caucuses, ted cruz going against the renewable fuel standard in iowa against -- and the faith of the governor and the governor's son who head this lobby in favor of ethanol and actually won anyway. the reason why he was able to overcome that is because iowa is such a religious evangelical state. they think that might be the reason they did. >> he had a combination of doing the old school grass roots organizing. there were reports that there were 60 people in iowa concerned fireworks are illegal in iowa. ted cruz went after those people. that's the granular detail. john: he also found out what they were upset about. he also told ben carson' voters that he might be dropping out. so there was cloak and dagger stuff going on. john: a poll shows in new hampshire people support obamacare. more background checks for guns, increase in the minimum wage. lindsey wrote, some models are a relic. bernie sanders is 18 some degrees from live free or die. new hampshire is filled with people from massachusetts to vote for the big government they ran away from. >> it's not the state it used to be in terms of libertarianism. it reward cranky mavericky kind of politicians. john mccain and bernie sanders and donald trump in their own way are in that mold. >> that's where you get chris christie and john kasich he morning in the polls. john: in the presidential candidates' speeches some of them emphasize libertarian ideas. here is mr bringing up what i -- marco rubio bringing up what i think is the most important issue. >> any candidate who tells you you don't have to do anything to social security or medicare is lying. it was designed for 16 people paying in for he person receiving their money back because they paid into it. now it's down to 3 people paying in. john: i love that when i hear that. somebody is admitting the big truth. i don't think this wins votes. >> marco rubio is good on issues like immigration. but he walked that back in the last few weeks to sort of creep up in iowa because he was trying to mirror nativist rhetoric. john: chris christie talks about entitlements. >> when rubio ran for the senate in florida he was in favor of social security reform which is extremely brave in florida. you have a loose consensus around entitlement reform. among them i must object to the idea that we enforce our nation's immigration laws that makes us nativist or we say we don't want continued high levels of immigration about a million a year. that makes us nativist. when should be able to have a rational discussion about an immigration system that helps this country or not. john: to new hampshire here. ted cruz is there criticizing the spca and the government's bureaucrat i can approval process. >> the medical device and drug approval libertarians in the live free or die state. but rand paul who scares me least because he's libertarianish doesn't poll well there. >> you have got to give rand paul the victory for the many strategies he had. he had way too many insider establishment people. so maybe it would have been better this time if he ran and rallied the base. >> do you think you are a fine article pointing out problems with trump's argument? >> it's always impossible to tell. we like to think so. we certainly were part of a push the last 10 days that includes conservatives like mark levin and glenn beck to tell conservatives that donald trump is not one of us, he doesn't believe in our ideas or principles. >> i want to say one thing briefly. tucker carlson pointed out the problem with the establishment conservatives is they don't understand the populist conservatives don't agree with them on immigration. you say you don't hold these nativist viewpoints but the base of the republican party does. >> what you characterize as nativeism i probably do agree with. what you are labeling as nativeism is much too broad. explain what nativeism means. >> americans need to protect american jobs. >> i'm a native rif may d i'm at because i favor americans with american jobs. john: what if libertarians gathered together and moved to one state so we have enough votes to win. then we would show how much better freedom works. some libertarians are trying that. >> politic in new hampshire is different from other regions around the globe. john: later in the show we'll take you behind the scene of ted cruz's technology operation that may have helped him win iowa. >> this cycle will be expo new englandly greater in terms of the reliance on the digital data. john: new hampshire voted for president obama twice. the betting shows donald trump and bernie sanders lead in new hampshire. despite the live free or die motto, most people in new hampshire are not big supporters of freedom. a group of libertarian activists hope to change that. they hope to get to so many libertarians to move to new hampshire they will create a critical malls of people so they can vote in better freedom-oriented policies. their group of is called the free state project. >> in 2001 a ph.d student at yale university published and i article outlining his ideas for and pro liberty migration movement. later that year the free state project was formed. that student who is now 15 years older joins with us his libertarian wife mary. you wrote this proposal. did you have think it would happen? >> i didn't think it would get anywhere close to where it has gotten today. i hoped it would. it has gone beyond my expectations. you have moved to new hampshire. you were not a libertarian before. >> i wasn't. i was a conservative from south carolina. weave thought a lot about the philosophy of libertarian and violence that the state in general. and decided i wasn't a political conservative. i didn't think you should force people to do what you have think is right, even if you are the government. john: you didn't just pick new hampshire. >> it wouldn't work if we received come where we are. the first 5,000 people we got to sign up to vote among 10 states. all small states. >> all small states and states that are relatively freedom friendly. new hampshire won that vote decisively. 367 it won for a number of reasons. the governor at the time signed up as a friends of the free state project and welcomed us. the other is new hampshire has fairly libertarian policies. it has low taxes within it's socially moderate. lots of personal freedoms. it's a state where libertarians feel at home. john: now you have ask these people, come move you have, and thousands of people say i will, not everybody does, and your poll of i was if you got to 20,000, it would trigger. what does that mean? >> that means you have 5 years to move once you hit 20,000. and we have just done that today. john: now they have have to couple or what? do you make them put money down and you lose it? >> things are happening in new hampshire. 2,000 people have moved. they have moved already. we are having victory after victory for freedom in new hampshire. school choice. >> we have a 5-year-old daughter. we have a free stater in the school board and that school board has voted to allow parents to choose if the pun schools are serving -- if the public schools aren't serving them they can send their children to a private school and the town pays for that. the town is saving money but the new hampshire defendants education is not sow happy. john: you are wing. you can call 911 and say i'm having scene overdose and you have immunity from prosecution. you haven't done much. >> we have huge budget cuts. the budget was cut 12%. hundreds of taxes were cut or abolished. we apolished the certificate of need laws that prohibits you from opening a new hospital unless you have get per anything from a bureaucratic board. we are the first state in the country where a legislative body passed recreational legalization of marijuana. we need a better governor and we would have even more. but freedom is winning in new hampshire. john: i asked my followers on social media what they think of this name live free or dive state on facebook. temp. tony says it deserves the name. 367 but gregg wrote, i doubt anyone living in new hampshire understands or even knows the state motto. if they do know, it's some quainlt phrase from -- a quaint phrase from a bygone era. >> we are embracing freedom to start businesses and run for office. it's exciting. john: you say you have been welcomed give the locals. one delegate from the legislature called you have the biggest threat facing the state. >> that shows we are winning. if they think we are the greatest threat to new hampshire obviously we are taking away the cronyism and interest groups. and they feel threatened by that. june * this video of was made to show you are not welcome in new hampshire. you are laughing. you don't feel that when you are there? >> not at all. this must be a few dozen people online. i have never felt that in my personal life. and we live [♪] john: deal from strength or get crushed every time. >> kim jong-il brags he will slap the u.s. across the face if need be. they use these techniques to get people in line and it's working. people like to think they are clown seekers but all those children have guns to the back of their heads. if they don't perform they will be sent to concentration camps. john: i don't think that was the case in the trump campaign rally. >> hillary clinton is ruthless. she was telling obama we should be bombing syria not because she had a horse in the race. but when in doubt, bomb is her strategy. all the democrat are scared to win again her because the children tons are notoriously vindictive. i couldn't believe in the louisiana debate when chris christie said if you are suspicious, call police. in the soient union they tell kid if you are parent do something suspicious, call the police on them. john: bernie sanders wants the government to take over everything. >> it sounds like bernie sanders would be the most benevolent tyrant of the entire group. >> i don't think it's benevolent when he take my money and gives it to a system that hurt people. >> if he's not bombing people overseas. there is benevolence there. they say they can destroy isis. >> you can't cop pair bush to kim jong-il. >> you are horrible. malice is a deserved name. thank you, michael malice. the new things ted cruz did in iowa that helped him win. his campaign found better ways to help his volunteers use the latest technology. >> if i can learn. john: this years elect is different. "the washington post" said ted cruz despite spending less on ads than his opponents has had more success because he uses big data. what is that? it's what helped president obama get elected. liberal techies found ways to target individual voters. >> ted cruz or president, how may i help you? john: we followed cruz campaign workers in iowa and texas to see how they use the technology. >> you will see the political team get real stressed in the next few days. a lot of us have used campaign data throughout our careers. but to invest our campaign into the daily use of that is difficult to do. often data is incongruent with your instincts. john: jeff roe no longer trusts his political instincts. thousand his team want data. we have had a gut instinct on something we thought we should go do this. but we have the patience now to wait a day, day and a half to get some dat on it to see if it's going to be effective. >> politicians used to sit in the back of a car and wave to people. now they get out of the car and give candy to the kids. john: now they try to figure out which of these people might like cruz. >> it allows us to take out all the noise and not have to jump out of the car, but actually get out of the car, and walk to one person on this parade route will be able to be motivated and use the precise language and method to them. there is not a joke that changes. >> i spent most of last week in washington, d.c. so it is great to be back in america. >> what it changes is our application, our ability to track crowd for hip. reporter: big data tells him where cruz should campaign. >> it's impossible for me to send him to the wrong congressional district in tennessee. i would have to overwrite so many systems to send him to the wrong town with the data an lit i cans. data has turned the campaign on its head. john: the romney campaign had data, too, with you they barely used it. >> they asked one senior strategist, what did you do with that data? he said they didn't use it in what they were doing. it was like buying a brand-new car and not driving it. obama won because he was essentially you be opposed. he scored a touchdown and the other field wasn't on -- other team wasn't on the field. not you republicans are deciding to participate there. now we are dominating digital media. >> 50 years ago republicans won the senate. the way we are campaigning this cycle it will be exponentially greater in terms of advancement and reliance on ding cal or data. john: the cruz campaign focuses on on potentially sympathetic voters. they figure that out by buying consumer marketing data from businesses. once they know what magazines you buy, what you like on facebook they can predict your politics. >> he would be a key cruz target. my speculation is he leans more libertarian. we'll carpet bomb them into oblivion. his anger at illegal immigrants. oh wilson might not have his volunteers spend time talking to me. >> there is one group of people that vote 65-plus republicans. people who go to church once a week. they don't live together. so you have to go find those people. reporter: ted cruz found those people in iowa and got them show up in caucuses. campaign volunteers made that happen. but they had to learn new things. >> i'm of the old school. dial the number and write things down on paper. reporter: no more, says the campaigns research director. >> every person on here is identified in terms of how we are going to reach them. the number of times we'll touch them through television, direct mail, online, over the telephone. >> if i can learn this -- reporter: some candidates say don't use data? >> there is a lack of understanding of it. it will care people because they think we are being intrusive. >> i'm sure other campaigns have data but they won't have it as baked into their campaign plan as we do. we can't operate without it. john: the data tells the volunteers which arguments to make on each voter. the phone screen gives volunteers a script. >> now that you know where ted stands on honesty, can i tell him you are going to vote for him. the technology in the phone sending that information back to this man's computer. >> it saves 2 to 3 hours a night. >> it shows every voter in the household and which voter we want to talk to. reporter: so the volunteers visit those voters only. the people if we getting them motivated, drive them to the polls? >> absolutely. >> hillary clinton is disqualified from being the commander in chief of the united states. one of her first acts as president may very well be to pardon herself. john: the jolt, pardoning herself. these are republicans so they like trashing hillary clinton. it's a debate between republicans, it's a cheap shot. everybody is angry about hillary. >> but it's like the girl in the bikini you can't stop looking at. john: the lowest moment came when senator palm criticized senator cruz. >> that's an authenticity the the question. if you have border security you can have legalization. so did ted but now he says that's not true. >> we have this human tension, the story of cruz or paul. we engage with that because we love the conflict. we see the heroes battling. john: how do you know it's not because rand was mentioning amnesty. >> we don't. so we average over the entire period of the debate abstracts how much is attention and how much is emotion. the debate two weeks ago all all attention. but in this debate we had emotional resonance. who has the most eve motional response? ted cruz. john: trump was not in the debate. i should ask you who won this debate and you said marco rubio. >> what rubio had was a balance between attention and emotion. cruz was good but cruz can pull on this passionate part of us much better and i need to be emotionally connected to something or some idea before i move. john: i'm sceptical of this zest idea. they used to advertise cleaner than soap. but you say you are smarter than frank luntz?
