they will offend everybody in america except the muslim population. the question is why? they don't want to prosecute this woman? they prosecuted "whitey" bulger's girlfriend, catherine greig, she went down for 21 months of prison. it's stunning. deirdre: the orlando shooter posted atrocities several times during the massacre on facebook. he also made 16 phone calls throughout his murder spree. he killed 49 people as we well know at that nightclub. this is "risk & reward" i'm deirdre bolton. governor mike huckabee saying the obama administration ignored numerous red flags. former fbi assistant director says the fbi's hands were tied. >> the rules of engagement. what the bureau is being told about what they can and can't do. they can't go sniffing around anything to do with muslims. they can't go around to mosques. they can't do things they would normally do. i'm not talking things that are off the charts. i'm talking about things that normally would be done. but the orders have come down from the white house. deirdre: former fbi joint terrorism task force officer, trump campaign adviser steve rogers is with me now. thanks for coming in. >> you're welcome. deirdre: governor huckabee saying the obama administration ignored numerous red flags. as somebody who knows the fbi, how it works in and out. what is your take? >> let me share this with you that the fbi is probably the reason we have not had catastrophic attacks like we've seen lately. there is a gap, an intelligence gap and it's between the federal law enforcement agencies and local law enforcement. deirdre -- deirdre: i'm glad you pointed this out. we heard it, i want it underlined by someone who's an expert. >> you're going to hear it i was also a street cop as well as working at the fbi headquarters. if they gave information before the attack, maybe the manpower problems would have been solved and the local cops would have known the who, what, where, when and why. deirdre: the gun store owner in orlando said he alerted the fbi, did he not, to a suspicious customer. we're just going play a quick clip here, and i want to ask you about it. >> he was asking some odd questions how great of bulletproof vest which at the time was concerning at the time he was asking it. we let him know we don't carry it nor have we ever carried it here. when he did, he pulled away and got on a cell phone and he was having a conversation with someone of a foreign language. it was concerning so we -- they had a little meeting and contacted authorities on it, that he was suspicious. deirdre: so he was suspicious, but yet the fbi is constrained for security purposes, right, they can't go to a local police force and say, listen, we're concerned about this person, right? if it's considered high security? >> yes, they could. however, it's been the case that there's a fear that an investigation will be compromised. in this case, the red flag was there. a guy walking in asking for bulletproof vest, for body armor, bullets for a high-powered weapon. the fact is the fbi and federal law enforcement agency now have to allow local law enforcement to engage in this war on terror. look, what better than the local cop knows who's living in a neighborhood? what are movements? when are they going to work? et cetera. we have to think out of the box and fill that gap. it's an intelligence and information-sharing gap. i wouldn't point and say the fbi failed us, they worked within the constraints that the white house has brought them. deirdre: the burden of responsibility is so heavy on them and on local police as well. so it seems like whatever it is we need to do to make it easier for the two groups to communicate is the right step. >> deirdre, the burden of responsibility is on the obama administration and the justice department. they set the rules, they set the guidelines. all the police are doing is abiding by the rules and guidelines. but saying that, it has to change and congress has to intervene and change the rules of engagement. deirdre: so steve, i want to ask you before we let you go. the terrorist was posting on facebook. it's horrific. the act is horrific in and of itself. on top of it, he was posting live on facebook. do tech companies have a role because this is a new element to crime fighting and crime prevention, let's say this decade more than ever. >> yes, they do. this is a war, this is a criminal act and a war, and these people are enemy combatants. everyone including high-tech corporations have the responsibility to help defend the american people. deirdre: great to see you, steve. steve rogers with me, former fbi joint terrorism task force officer. he's now working with the donald trump campaign. president obama is blaming republicans on gun ownership issues. >> we can't wipe away hatred and evil from every heart in this world, but we is stop some tragedies. we can save some lives. if we don't act, we will keep seeing more massacres like this because we'll be choosing to allow them to happen. we will have said we don't care enough to do something about it. deirdre: congress may act after the worst mass shooting in modern u.s. history. the gun control issue of course, very divisive. there have been no restrictions passed since 1994. that is when congress did impose a ban on semiautomatic assault weapons. former reagan senior adviser ed rollins is with me now. wonderful to see. >> you my pleasure, thank you. deirdre: we need your wisdom on this. it's a horrible new world in many respects. >> this is an extremely emotional issue at this point in time. always an attempt to blame it on guns, and the terrorist had use the bomb or fire he would have, guns become the issue. the difficulty is that congress is not about to change the laws with gun owners. deirdre: even with the filibuster. >> not going to happen. democrats control the congress, republicans control the congress, they tried to move this over the last 20, 30 years, they're not going to do it. i promise you it will be the same as it is today. the nra is a strong advocate for people who care very much about the issue, and it's not going to be effective. deirdre: is it fair, i don't know if that's the right word, to look at the obama administration and say as steve rogers told us, he believes it is their fault, that they set the tone and failed. >> obviously the term terrorism, radical islamic or anything the president doesn't want to touch and the people around him don't want to touch it. there have been eight major incidents during his administration. if i was the president or adviser to the president, i would want to know why our law enforcement people are handicapped, why they can't do the things he said they could do. why do you have the boston marathon murderer in their sights and not act on it? this is something that can be changed and altered. deirdre: do you think based on what steve rogers is talking about, there's a way to make it easier to share information between the local fbi and police forces? >> there has to be, the creation of homeland security was to make the nefarious agencies sit across the table and exchange information. people told me it has made a lot of difference. we spend an enormous amount of money. they have to share the information and cooperate with state, federal and local, and that's not happening. deirdre: not happening so there's progress to be made there. ed, if you could introduce a piece of legislation right now, anything, that would be passed, what would you suggest? >> you're not going to restrict guns. what you could do is basically increase the number of officers involved at the federal level of homeland security. we hired 50,000 people to be tsa officials after the 9/11, obviously, we need more border guards and increased that number and obviously today local law enforcement needs advocates to do that. i would go with that. we need more resources. deirdre: okay, ed, we take your word, if you say it, it's true. ed rollins, former reagan senior adviser. moving from terrorism to international matters, the campaign whether the u.k. exits the european union on hold, mourning the death of parliament member jo cox, she was shot and stabbed in northern england. she has died. one eyewitness heard her attacker shout, quote, put britain first. at least twice before the attack. trump economic adviser heritage economist steve moore is with me now. so steve, all reports show, as do his actions, this was a deranged individual, but i want to get away from the violence, focus on the economic issue. >> right. deirdre: what do you make of the potentiality of the u.k. leaving the european union? >> i'm not buying the scare tactics of the people who want to keep britain in the eu. i'm not buying it. people are -- all of these incredible armageddon for the british economy, if they leave, there will be some costs, no question about it. the real question is if britain decides to leave, i believe they will, voters approve the measure to leave. the question is how much access will they have to the european market? i don't believe it will be much restricted. london is the number one financial center of the world and certainly the financial center of the european continent. and i think it will preserve that status, but where they will benefit, and i think the reason this is going to pass is because a lot of britons don't believe that the eu has been a positive thing for them. they think they're paying for the costs of what's happening in greece and other countries. deirdre: which is completely understandable, and we know that government leaders in the u.k., business leaders, they really don't want to take their cues from brussels. so that i understand 100%. i want to ask you because you brought up london, what if all the big spanish banks, italian banks, french banks, german banks say okay, you don't want to be in the eu anymore because london is the financial hub of europe. what if they pull all the banks, the headquarters out of london. does it matter? >> certainly they are threatening to do that. would it matter? of course it would matter. it would hurt london and britain quite a bit. i believe those are hollow threats. there's a reason people do business for financial transactions and banking in london because they have the most investor friendly types of rules. and that's what has made london such a powerhouse in terms of finance. but you know there's another element of this they think is so interesting with respect to american politics which is, no matter how many of the scare tactics the intellectuals roll out, it appears that britons aren't buying it, right? >> i'm going to start again the way i started our segment earlier this week, let's pause for a second and lift up the 49 lives that we lost this week for members of the lgbt community and straight allies. i wouldn't be here talking about this unless that horrible terrorist attack took place. never forget the victims in all. this but to your point. saudi arabia not a country that has a good record when it comes to dealing with the lgbt community. deirdre: no. >> a horrendous -- you cannot just be jailed but sentenced to death. not just saudi arabia but other countries ththat the united states and the obama administration regularly engages with. deirdre: let me ask you this, listen, it's the same for me, i go to saudi arabia i'm not going to have a good time, point-blank. but the u.s. and saudi arabia, saudi arabia is one of the countries if you look at, top five exporters to energy, saudi arabia is the second after canada. for the u.s., saudi arabia is seen as a relatively stable ally in the persian gulf in that part of the world. so to what extent do you as an advocate have to understand this crossover, if you like? are they vehicles that you feel like need a sales incentive? higher end? how do you make the decision from a business point of view? >> we didn't change our pricing based on the promotion. we have some vehicles that are kind of in the lower end of price wearing it doesn't make financial sense to give away such an idea included with the deal. those vehicles don't qualify for the promotion. deirdre: let me ask you, mike, you clearly stated you made this decision in may. when you see an event like the orlando massacre, does it make you rethink the giveaway? >> i don't see how it couldn't. that event was absolutely terrible, and obviously, anybody who would attempt to profit as a result of a terrorist attack is pretty disgusting in my opinion, but that was not our motivation at all. deirdre: no, of course, your motivation is for i'm assuming gun enthusiasts or people who want to own these as part of a collection. they go through a background check, but when you see how basically very sick people use them, does it change your decision? >> it has not changed my decision, though i have given it careful consideration and spoken to many of my customers and members of my community, and they all gave me support, their blessing and continuing with this. i did consult, you know, many people i know in this area before deciding to continue with the promotion. deirdre: mike, are you seeing an increase, then? this has to make business sense, or else you wouldn't do it. how have these promotions changed your bottom line? >> it's been good for us. the traffic has been really good coming through the door, and all the phone calls and e-mails and everything, and you know, surprisingly there's been tremendous amount of positive support even after this has gone pretty public, and there's been very, very little negative phone call or any of that stuff. and even when there is, i'm able to reason with the person and we come to an understanding that we don't agree. deirdre: mike, as far as the bottom line, you're responsible for your dealership, how much money you bring in. that represents what you can pay your employees. how much is this moving the needle on the bottom line of your business? >> it's been very helpful. it has definitely increased our sales volume and it's increased the amount of exposure we're getting. deirdre: so are you seeing an increase in demand? a lot of people say that, when for example, democrats or people leaning even further left try to propose legislation that would outlaw certain kinds, for example, the semiautomatic, that all of a sudden sales go through the roof. so you're not selling them. do you hear your clients and customers talking more about that? >> a lot of my friends and clients are left leaning and liberal. and in new hampshire, a lot of them agree with what we're doing. we're supporting the constitution and many of my left leaning friends agree with what we're doing. deirdre: they do agree, even though, do you have a conversation with them or they agree because it's a constitutional right? >> many of them agreed long before we did any of this. deirdre: you, sir, i know served in afghanistan. do you have any kind of perspective on what you see as this increasing terrorist threat in the u.s.? >> yeah, yeah, here's the genius of mr. putin, a former kgb colonel, he has managed over two years to literally interpose his own troops, air force and now, believe it or not, cuban mercenaries between assad's army and the rebel coalition so that any act that the united states tries to do to escalate this campaign in support of our allies, will wind up harming both sides, it's amazing, it's check and checkmate. deirdre: he's played what was once a weak hand incredibly well. >> yeah. deirdre: he made the comments, speaking of the russian president on our general election. here is a comment from him earlier. >> i briefly said that trump was a bright person. isn't he? he's bright. i didn't give him any other characteristics. what i am paying attention to and what i actually welcome, and i don't see anything bad in this, but the opposite. mr. trump said he was ready to fully rebuild russian-american relations. what is bad about this? >> he's 1,000% right. puts it in an interesting way. if you think that gun control is an effective remedy in stops future terrorist attacks, guess what? you're as naive as the day is long, they're going to use any weapon possible and online publication inspires suggests using cars to mow people down. this is a lot more than gun control, this is about radical islamic terror and talking about anything other than that is basically a diversion. deirdre: ron, picking up on what ford said, does it have to be binary, we can talk about islamic terrorism and we can talk about maybe we should make it harder for some people to get hold of some weapons? >> i think it's reasonable to have conversations about this, let's get to something that will stop future attacks. put forth solutions that will actually do more good than harm. that's part of the problem what we're seeing, we're seeing people say there are common sense gun regulations that could fix the problem. if i look at most of the attacks it's hard to see how the regulations would have stopped that and stop the majority of the shootings in the country. they're not related to terrorism, they're related to a lot of inner city violence and a lot of what needs to happen is economic reform. that should be part of the conversation too is what can we do to get america's inner cities up and running, and economic freedom zones trying to get people out of poverty so they don't go to gang violence and drugs. we need a conversation how to fix criminal gun violence and need to have it be broad. deirdre: to your point, chicago has had an absolutely awful year. "the view"'s co-host joy behar as donald trump is helping terrorists. >> the thing about trump, though, he's a recruiter in chief. >> for isis? >> he is basically working with isis to kill us. they are working together. just remember what i'm saying! >> kristy, is this crossing the line, love him or hate him, i find that a very extreme comment which is how she probably intended it to be? >> i imagine she did intend it to be an extreme comment, but there's something to what she's saying. look, isis propaganda basically says that the war on isis is actually a war on on all islam and all muslims, right?
