Deirdre as many people pointed out in brussels which is a relatively small city, about a Million People, there are 19 Different Police municipalities and not everyone speaks the same language. I want to ask you about this though, catherine. Four american citizens are still missing. Two u. S. Officials are unaccounted for. What is the latest on their condition . Well, we heard from the state department this afternoon who confirmed at the briefing that 12 americans were injured and they were still working with a handful of people who were unaccounted for. I mean let me kind of decode that for awe little bit. This is a mass casualty attack. One of the reasons terrorists go for subways is because a closed space like that has the effect of amplifying the explosion. So the explosives that you have are even more damaging. If you factor into that two or three pounds of tatp which is what they had been manufacturing as well as nails and other shrapnel, this makes the process of identifying people especially those who are in the subway even more difficult. Because in some cases there will be very little dna to work with. I know that is real grisly detail but that is certainly deirdre very important as we try to move forward. I would do exactly what the authorities are doing in concert liaising with the french authorities, german authorities, the fib is there. It is a methodical step by step process. Unfortunately there is no magic bullet. You have to work through the investigational opportunities. Youre tracing down every lead. Interviewing and reinterviewing detainees youve got like abdeslam and others they have been able to pick up. Youre running through all available cctv footage. Youre tracking down relatives and known associates, using communications intercepts. I want to go back if i could, something to point out, Catherine Herridge said something really, really important here. That is her reference you need more than suspicion when it comes to them mounting surveilance operations or picking people up for detention. Were beating the drum now. Youre starting to see this groundswell, it is intelligence failure, it is investigative failure, how could they have been so useless gathering up these individuals. I would argue it is not a intelligence failure in belgium that is the problem. Its a failure of a legal and political system in belgium to recognize the threat. If you look what the authorities, what the investigators, the Intel Service and Law Enforcement are actually allowed to do and what theyre constrained to do because of a sort of a creeking legal system, that creates all these firewalls between the different agencies and prosecutors and investigators, theyre not allowed to do communications intercepts or surveillance. Theyre not allowed to do random house searches on based on probable cause. Its a very difficult system. So, it is not an intelligence failure again as so much of a failure of a government that has ladled on in the name of privacy and civil liberty abouts, you know, a system that is created this. Deirdre we saw in france, for example, emergency measures for three months, no questions asked. We want to come into your home in the middle of the night, we will. That is it. Deirdre i want to ask you something, i hope youre not mad, as former cia, the fbi is on the ground in brussels you say there are no mistakes on the ground even administrative ones, we see movies here, fbi and cia fighting for turf and new york city sometimes police and firemen, over there there are these very provincial districts where you have dutch leaders, introduce speaking leaders, french speaking leaders, area to area, well bill gum come together and say belgium come together and say okay this threat is greater . None of those have gotten through the parliament because it takes forever to get anything done there. It has to go through a variety of bodies and authorities before it even comes up for a vote. I guess what im saying is, we want to be a little bit pragmatic in understanding that investigators and Intel Services can only operate within their framework that the government allows them to operate in. It is assumed these are people trained in iraq or trained in syria or even parts of russia, far from moscow. This attack apparently what happened last week movedup from a Easter Holiday plan. By continuing to all the heavy lift the investigation, developing human sources, doing communications intercepts on a Bigger Picture of trying to take away territory in syria and iraq. Deirdre they have already been trained and told to wreak havoc wherever they are . Correct, yes. Theyre working within established communities where there is sort of this network of support for extremist movement, for isis, you know, agenda. So because of that, again they have moved so many of these fighters, this is not a oneoff. We talk about i cant believe that the paris and brussels attacks are linked. There are far greater linkages at this point throughout the e. U. The for traveling it is not that difficult. I want to ask you about cooperation or lack of cooperation rather. Salah abdeslam has been involved or was involved in the paris attack. He is arrested. He is in high security prison in brugge in the north of belgium. He was cooperating and then he stopped cooperating. Donald trump i want to bring you this quick clip saying that suspects such as these hold the key to future attacks. What under you catched guy last week. They have lawyers all over the place. They have lawyers saying you will go to trial in seven years. Nothing happens and then you have big bombings today. If they would have put him through the grill ten minutes after they capture him, he would have ratted them out and maybe stopped this horrible terror attack that took place today. My guess would be he knew the individuals involved and as you pointed out the attack was moved up, launch date was moved up likely because of his airs. Does he have information related to other supporters and operators that would be of value . Absolutely. Were not going back to the enhanced interrogation techniques. We have to, you know, we have to understand when you set that aside. When you take tools out of the kit bag. Whether you use them or idea of threat in their minds you could use them, bring those out of the kit bag, basically by definition, limiting yourself to developing a relationship with this individual by interviewing repeatedly, that is fine if you have the time. Well i think that when you look at what happened from the paris attacks that weve seen that both donald trump and senator cruz both were saying that we need to make sure that we know who is coming into our country. And in fact you can go back with senator cruz to 2013 to know that he has been concerned about illegal immigration in our country and potential terrorism problems as a result of illegal immigration. That is part of why i stood with him to fight the gang of eight amnesty bill. So it is something that were concerned about. We need to make sure we know who is coming into our country and what their intentions are. If they want to come here to integrate and being part of the our society that is a good thing if they want to come here and do harm to us that is another thing. They have to come here legally of course. Deirdre as many people point out this radical part is less than 1 of the Muslim Population. So i am certain that whatever superpac it was that did that, wasnt coordinating with ted cruz. If donald trump wants to say, go after the superpac.
