>> we had presidential scandals, the iran contra affair, the reagan administration was all about did we pay ransom for hostages? when i was in the reagan administration my military assistant was taken hostage in lebanon and tortured and killed. the reason we don't pay ransom is the minute you do they take more hostages. a few people you released got released because of the ransom but you put a x on the back of every american after that point. they got ransom money and two more were taken. maria: this was a secret deal. why is this coming out now that we pay all this cash to iran around the time the nuclear deal was done and to get these hostages back? >> we knew the money had been paid because it was a $1.7 billion payment. it is complicated but money left overrom the 1970s. what we didn't know is there were pallets of cash, actual bills, euros, swiss francs, we delivered to the iranians. the iran deal, closer you look at it, the smelly or it gets. maria: they made a $400 million to iran in foreign currency, transacting in us dollars is a violation of sanctions against iran. what message does a secret deal using foreign currency, what message does that send the american people? >> in the middle of the night on the back of a gulfstream. maria: might as well put it in a paper bag. >> which they did. we also released seven irani in prisoners. this shows the dealmaking we do, remember the taliban and 5, we got bowe bergdahl, gave back 5 taliban commanders and some already got back to the battlefield but most importantly we did this because we wanted a show of good faith. this is on the back of them taking our sailors hostage and putting them -- maria: this happens before that. >> for me this shows, very indicative of the way they engage. they do it secretly knowing the american public would not be happy. maria: the president it sets, the next president will be expected to pay ransom and continuing to go on. this president doesn't understand or care the precedent he is sitting for future american presidents is a bad one. >> it flies in the face of policy we have been encouraging the europeans, we said do not pay isis, do not pay these groups, there are incredible reports, hezbollah is not paying their fighters in cash. iran is the single biggest, the single -- state sponsor of terrorism in the world. not only does it set a precedent that flies in the face of what we are telling our allies for the past 15 years. how does our qaeda and isis make their money? through kidnapping. >> they are paying hezbollah fighters in cash, that money has dried up before the iran deal. dagen: to morgan's point, iran is funding the assad regime. the obama administration is talking about getting rid of assad, we indirectly handed him money. i want to point out what is going on in iran after this payment was made, revolutionary guard commanders on state media came out and said america has to cave to irani in pressure and that is how the american people see it as we rightfully should. the secret payment was made, pallets of cash in foreign currency delivered the same day. the report the hostages were released. >> banks paid millions of dollars, signed hundreds of millions of dollars for transacting any sort of business in iran, same thing the administration and the fed and the department of justice, tens of millions of dollars to banks for doing. maria: a new map released by the national terrorism center shows isis is spreading its reach, a threefold increase in the number of places where isis operates. why has isis spread in so many countries in spite of increased airstrikes and campaigns? feels like this group is getting stronger and stronger. >> the president will throw a couple troops here, airstrikes there, pass the problem to the next president. the isis has opened a second threat in europe as we have seen week after week, day after day, isis affiliated attacks in europe. maria: what should be done? >> what the map doesn't show is the aspirational ones. 18 countries they highlighted, they conducted attacks in 24 countries so it doesn't show but what is happening in europe, it is aspirational in germany. maria: this is one of the reasons people feel hillary clinton is questioned in terms of her approach to isis. on her watch isis has gotten stronger. >> if you think she won't be the third term of barack obama he is campaigning actively for her to be president so it can be his third term. if you like what you had so far you will love hillary clinton. maria: he is protecting his legacy. >> airstrikes alone won't work. we don't have a day after plan. what happens the day after? airstrikes alone don't work, we will see that in libya. libya has collapsed as a country. there are natural resources but no plan. how will you rebuild? dagen: the plan is more intelligence. >> even if we throw troops on the ground, in iraq and afghanistan we can only go so far but who will pick up the pieces? >> it will be in line with what you are talking about. it might be the new normal. maria: you see where jobs are moving and you are placing white-collar jobs so where are the jobs? >> we place folks in key roles and work leadership teams to help things improve and develop stats. where we are seeing activity is transparent. pharma is growing healthcare, technology services. energy is not there. financial services. >> important to note that year to date, non-withheld taxes down 6.5% this year, that is the kind of jobs we are seeing, that is from the treasury. of those are down that is significant so you are starting to see that trickle through. will we see the new job slowing down as well? >> i think we will see a general slowdown. there is no stimulus for growth, venture capital drying up after a bit of a frenzy the last couple years. when i work with emerging growth companies we work with companies when working with employee number one, the founder helping to build the organization. in the past i can remember two cycles ago coming out of the cycle, people got $10 million in venture and went on a hiring frenzy. maria: is there a particular demographic of people hurting with jobs not being created as fast as they should? >> i don't think there is an age demographic. demographic in terms of strata in the job. amid. think where middle-class people were. that is. that is under pressure. $15 an hour legislation. dagen: what do you want to see the government do to help hiring? >> -- dagen: it has been 20 years. >> i had the opportunity to hire people, make payroll. give small business a one dollar tax credit for higher payroll. a $40,000 job, give them -- knows better what to do with the money than the government. $40,000, that person is going to pay taxes. moving tax from small business into the person who has a job and they will be glad to pay some tax. maria: you have the cost of obamacare. and aetna is backing up, minimum wage going up and a regulatory environment that is punishing small and mid-cap companies. >> in the farming business, these are serious big time operations who employ literally dozens, hundreds, saying things we are facing regulatory compliance standpoint making almost impossible and in the wall street journal a couple months ago upstate new york feeding new york city, we need farms if we are going to feed new york city. dagen: your parents, my parents don't understand how complicated it is. with a completely fouled up tax code, regulations they have to hire attorneys to make any residents other than growing the business. maria: than there is technology. >> everything is going huber. we won't see the person at the customer service counter swiping for your order. maria: that is taking jobs. >> no question. there is not a lot of research in this area, how to optimize talent, how to grow skills to perform better. more research came out with a controversial comment, the next 10 or 15 years theoretically jobs that are systemic and require analysis are ripe for automation. will there are other reasons, the ability to do it is there. >> the government hasn't slowed hiring. they have increased it. the government is hiring. >> i would bet in middle-class level jobs there is probably competition from government, quite a big disparity with government wage levels. not so much straight government jobs the teacher compensation, at or above similar professions that register nurses and cpas, public-sector jobs are paying well. maria: thanks so much, appreciate it very much. tune in for full coverage tomorrow on the july jobs report friday. we kick it off at 8:00 eastern, it is this friday at 8:00. look at this sweet addition to the boston police department. we talk to the commissioner of the boston pd about the $89,000 ice cream truck in the next hour. donald trump sounding off on $400 million cash payment holding hillary clinton responsible. after all the capital rates you completed, do you feel you have enough capital to put regulators at bay and capital throughout the industry? >> from a regulator perspective those conversations are tough conversations, the capital in the banking industry at the highest level, if you think of the operating efficiency particularly larger banks we are not getting the bang for our buck at that level. we have been growing 10% a year through acquisition or organically because markets were not in and a regulatory expectation at atlanta capital particularly focused on other forms of capital. really looking for common equity, if you look at the stress test the numbers the come out of that, tangible common was really hot focus. maria: strong capital numbers throughout the industry but the broader environment is just okay. are you seeing demand for loans? >> we are very fortunate to be in five of the six best markets. in the upstate in greenville we are seeing a lot of opportunity. you guys were talking about unemployment earlier, we have small businesses, signs in the yard for lots of months trying to hire people, though their $15 an hour jobs, $16 an hour jobs and not getting a lot. dagen: why aren't people willing to step up and take $15 an hour jobs? i am assuming these are not computer programmers. >> plastic injection molds, upholstery, jobs that are manual labor jobs. dagen: not a new skill set. >> not a new skill set but there is some skill involved in intelligent communication but i don't know the answer to that. dagen: businesses are not hiring? >> the business demand is out there for the small business guy, small business guys doing well but again i really want to put on a second shift and they can't find the people to do it. the smaller communities in north carolina particularly, in the metropolitan areas, those small towns are going away the old-fashioned way. a lot of those workers came from there. >> one of the biggest things that happened in answer to increasing regulatory reform of 22,000 pages of dodd-frank and low interest rate environment and consolidation are you seeing more consolidation happening in that sector? >> i am a perpetrator in that regard but you get big or go home. you have to figure out a way to spread the regulatory cost over a larger platform. sharing the association this year, since dodd-frank was enacted 40% of community banks are gone, we used to have 100 and change and we have 50. dagen: do you need to get bigger from where you are now? >> i think we are in a good spot but you need to think of being north of 5 billion. we are beginning to have those conversations. if you go over 10, the cfpb gets your business and you have another hurdle. >> then you cost cut even more. >> you have to think about your real return, $7 billion bank announced recently in north carolina that they were selling and they bought another bank. dagen: there is technology. there is a report that samsung is developing technology, and do we want that, using your eyes. >> it is pretty cool. dagen: what have you seen in banking? that was pretty big. >> my ability to send her money for my fund. my daughter in college, i need to send $8. maria: you transfer from your phone from one account to another. >> transfer to the account. >> it is a social network people are doing it on growing leaps and bounds and entered a new partnership with making the market growing so fast. >> from a big deal in the space of cybersecurity, it used to be making a bad loan. and the amount of dollars and cents in cybersecurity it is not about money coming into the bank and getting your money, it is data, protecting data and trying to lockdown the data. two or three years ago, through 14 acquisitions to lockdown data from banks. >> is that one of your biggest expenses in terms of investments going into cybersecurity. >> it really is. the social risk of a breach, reputation risk from a breach is or lack of that's driving this market in the last six months. you think i continues. >> central banks, you and i were talking about this. center banks are so divergent in their policies still paid policies still. that big a shape you are watching is less proactive and not reactive, but passive. they are preserving option malady. people are pushing on that, not liking what is falling. that is very constructive. maria: when you see something like the bank of japan, a lot of people expected the dollar to be up. >> dollar trade has been one of the most painful trades and overshot the dollar strength. there needs to be samba version on base. dudley was out yesterday talking directly from the bad is one of the input. the dollar matters. maria: that may ask you about policy. will that matter? so far the presidential election has been a real unknown for investors. going into november, how does this play out? >> the election is a coin toss. any normal election cycle politics to be something that would be watching but not really focus on. i care more about the policy follow-through post election. this one been so surprised by the trace, we don't know where we're going. probably less aggressive than risk positioning. a little bit of her cautiously staying invested. maria: do you want to raise cash and tell you know what's going on with the election. >> we have cash. we are not overreaching. even with our discussion in the u.s. being the bias and politics right now, i actually think it is the safe harbor and the quality trade to navigate the next three to four months. maria: do overrate the u.s. when you look at where the growth is in the world, if you are overweight in the u.s. what about valuation? where the market is price. >> the bifurcation in the valuation is so distorted. it's the procyclical high dividend paying quality dynamic that's expensive. cyclical component and traditional value stocks are still relatively cheap. what you hope is the rotation goes from stability of expensive to bootstrap up the sheet. what does that translate to? energy has done well. financials at some point will fight back the fed needs to move. maria: has the discussion or avoid over a recession, is that now past? are we so potentially looking at a recession and 17? >> are we looking at a 17? i'm not sure. the closer we get to the recession. people over sensationalized the recession around the corner. they are not marked by time. they are marked by cycle. this lower inflation. this could go on easily. maria: and then there is europe or the u.k. votes to leave the e.u. besides terrorism happening, three attacks in france in a month and a half. europe tourism way down. >> it was much more reaction to brexit. i don't think most people expected that. they try to make it an event to move through. it is not. it's a very protected process. the wayside growth in earnings that hold some multiples. maria: how with the market react to a ultra presidency? >> unfair question. you tell me. we've been talking about it in my investment committee. the election is a coin toss right now. the expect patient as the market trades down. that's not obvious to me. we don't know what trump is offering. there is a chameleonlike appearing and i don't know what the follow-through is. i don't know what happens in the broader house. congress is going to matter a lot. the contracts are all negotiated with unions come ephedra. the old way of doing it, very expensive and rather inefficient. translates private enterprise. it is you. it is my money going into this thing. we buy bonds and we renegotiate contracts as to how our infrastructure is rebuilt. if i trust anybody i trust donald trump given the fact he's a builder. dagen: it is still government harboring. i'm on an uncle sam money would i buy treasury bills and it's up to uncle sam half the money gets spent. we talked about the nearly $20 trillion in debt we are now sitting on which doubled under president
