Back to our stop story this morning, 29yearold omar mateen opened fire in a florida nightclub silling at least 50 people and injuring 53 others in what is the deadliest mass shooting in the history of the United States. Jeff flock is live for news orlando this morning. Hes on the ground there with the very latest, jeff, good morning to you. Jeff on the edge of dawn here in orlando. I stand in the middle of orange avenue, back behind me pulse nightclub, quite a scene here. Quite a scene. Death toll that you mentioned, we are told could rise today because of the serious injuries of those 53 that have been injured. Many of the people loved ones injured or killed in this dont know whether theyre loved ones are injured or killed, which way thats gone. They expect a briefing in about two hours time. Lets give you the latest, sandra on what we know the investigation to this point specifically focusing on omar mateen, the man who we have widely reported pledged allegiance to isis in a 911 call during the attack. Isis now claiming responsibility for the attack and calling mateen a soldier of the caliphate that is a quote, also looking into his exwife who says that he actually was mentally ill more than anything else, she thinks was hate crime act of terror, hate crime born out of homophobia, perhaps its all of the above. I dont suppose it matters much to the victims and the families of the victims, so many stories inside of survival. People crawling under dead bodies to try and pretend that they were dead to survive and texts back and forth from the victims to their loved ones. One woman among other shared with us. Called momma now, im telling im in the bam. Hes coming, im going to die. I asked him was he hurt and he said yes, are some of the people hurt and he said yes. And i said what bathroom are you in, he said the womens bathroom and then he said hurry, hes in the bathroom with us. Hes a terror. Jeff that mother did not know whether her son survived or not. In two hours of that we expect to hear from the fbi. We will ask many questions that im sure youll ask throughout the morning as well, background of mr. Mateen, did he travel overseas, perhaps, who did he have contact with. We dont know how much of that has been learned yet, we do know that the fbi finished up his apartment two hours away, they have taken all of the information and computers and the rest that they need from there but where that leads them at this point, we dont know, sandra. Sandra horrific stories coming from brutal attack, jeff flock, thank you. Joining me now former u. S. Embassador to the United Nations john bolton is here this morning. You say, embassador, theres two main conclusions that we can draw from this attack. Well, i think its important to dispense with the idea that theres such a thing as a lonewolf terrorist that people act completely independent. Isis and other groups have taken advantage of social media, other communication to draw recruits to their side, this is not a communist espionage apparatus and things like that. Isis is taking recruitment to a whole new level and i think we have to understand that because the very randomness of some of these terrorist attacks magnifies the effect. Number two, you cannot understand what motivates somebody like omar mateen without understanding the ideology behind it. Thats why its not a case of magic words to say this man is a radical islamic terrorist, its a reflection of the ideology that motivates him and thousands of others and their ties internationally should emphasize to us that the feeding of this ideology, protecting american civilians here at home requires taking action overseas against isis in iraq and syria against isis in north africa, wherever it may be. All of this seems to have completely escaped the administration and thats why again and again and again we see these attacks. Unless we see the whole picture, we cannot arrive at strategy. Sandra we watch it had president speak yesterday afternoon, after that initial briefing from his Security Team, he called this an act of terror, but he didnt tie it to the ideology. But its really not sufficient. This is the white house word operation. They released a picture of him being briefed by whom, by james comey, fbi director. This is a Law Enforcement matter, this is not a war against terrorism. War or criminal Law Enforcement. We tried criminal Law Enforcement against terrorism in the 1990s and it brought us 9 11. The Obama Administration has returned to the criminal Law Enforcement. The terrorist threat against the United States today is higher than it was before 9 11. This paradigm has failed and failed to understand the real world we are dealing with and simply expose americans, europeans and others around the world. Sandra its going to be the conversation this morning and whether or not not and this is clearly part of the investigation whether this man was acting out of inspiration from isis or direct bid the terror group. I dont know that it matters. You have 50 people dead and 53 injured. This is a horrific terrorist act and it shows that isis, caliphate inspires people to go out and kill folks, whether theyre given specific direction is kind of irrelevant. I can tell you from my perspective, we have a lot of guys overseas, u. S. Servicemen and women who are eager to take on this fight. Sandra if the president was to come out today and label this act of war, that drastically changes our ability to respond to this . Well, absolutely, its two entire different ways of looking at it and deal with terrorists that are american citizens operating here at home. When you take up arms in the United States, youre committing treason and the kind of war is unconventional. It doesnt look like world war ii, thats been the case for the last three decades. I think we need to understand that. I actually think the American People are way out of ahead of many leaders in washington in this. They understand the fundamental job of the government is to protect us from the foreign threats. You can see that a couple of years ago when isis began beheading americans in the middle east. I think political leaders who want to succeed this november should take the sad, sad lesson of this tragedy in orlando and follow the lead of the people this time to do more to protect us by defending abroad against the threats before they come here. Dagen it wouldnt be the first thing you would do if the commander in chief asked you, what is the first thing i should do . You have to split it domestically and internationally. Domestically i think you have to to put this in counterespionage footage and treat this as enemy combatedness. We have to go back to rallying a Broad International coalition to understand what we are doing is fighting an ideology here. We are not fighting random lonewolf acts. What we are trying to do is systemic efforts by the terrorist to undermine our civilization, but you say thats so hard towns, thats far from our reality. Its not so far from reality today. The middle east has been trying to move into europe for about a thousand years and they are doing pretty well in the past several years. That threat in europe is going to come to the United States, tragically orlando is the beginning of it. So internationally you have to look at this, again, as a war campaign. We have had too many people who have slipped through the cracks, what we need to do instead is forget about the 95 of the people, have a quick look at them, realize they dont present a threat and focus with laser alabama inintensity of those who might fit a profile. Bullets flying, flying and the people that were in the floor, you know, when body receive shots, thats how the last thing that i saw before i went to the restroom. I went to the restroom and i prayed for my life until the police came and saved us. To take you how the attack began, mateen showed up at 2 00 oclock ready for battle and highpowered handgun. He engaged in Orlando Police officer who was there off duty working security, they got into a shootout of some type, mateen went inside the club and began this 3hour rampage that involved a number of 911 calls in which he pledged allegiance to isis. The big question was mateen directed by isis or inspired by it. This is an act of terrorism. You just cant imagine this happening in any community, you cant imagining that happening in your state, governor of your state and you cant imagine it happening in your country. Now, we know isis has called for attacks during the month of ramadan here in florida and promised its followers extra rewards in heaven, as provers as that is, if they carry an attack during the holy month. Well, its important, we are not going to be successful against islamist jihadist if we refuse to dismiss it and once again make it an issue of gun control. We have to look at visa policies and procedures, when you look at nations on a terrorist watch list, we should not be accepting individuals from that country. We need to look at how we are going to deny the enemy, isis an all these other jihadist groups sanctuaries, how do we attack their propaganda and ideology. The fact that isis has a Radio Station, we should not allow them to broadcast. Thats another means of Information Warfare and technology that we should be leveraging, we should be cutting up funding. I think when we look at what we need to protect the homeland and protect our sovereignty as a nation and as lisa said, we have to be eager to get in this fight. Youre referring to leith. You talked about the indicators that they had. What could fbi or Law Enforcement do in order to stop this . Well, first and foremost we have groups like the council for american of islamic relations that put pressure on the fbi and department of defense to change jihadist and islamic training manuals and programs. My former colleagues are working really hard to make sure that the city is safe. We spent a day yesterday, i joined them in my capacity add fenway park at a dhs training that went through a drill. But that training was all too real after what we saw occur in the hours before that kicked off on sunday morning. Sandra what do the drills look like because we are in the great city of new york this morning and we wonder what actions will police implement if they should get another phone call like the one they received this particular evening down in florida . What is the protocol . What are we doing to keep people safe in this country right now . Well, we will respond in exactly the same way you saw the Orlando Police, the courage that was exhibited by those officers that engaged with the suspect, the fact that he attacked an officer who was working security at the front door, i mean, thats an extremely troubling component. But here you see a dedicated person attacking going right through the police and getting in and creating the amount of damage that he created yesterday. So we we are doing the best that we can in our country to defend against what has turned into a war thats targeted our civilian populations. The answer to this is really to continue those efforts, to continue to be vigilant in efforts to deal with the individuals involved. Sandra could you expand on what that is exactly . Question is whether or not isis directed him in some way whether they had any contact. Did he travel to the mideast in advance of this by any chance . Did he get any help from anyone here either in orlando or elsewhere in florida or in the u. S. Before this took place . And why did he target . He lived two hours away. Why did he target the pulse nightclub here in orlando . All of those questions. Question whether this is terror or hate crime, or the act of a deranged man. It may be that its all three. Opd and the other Law Enforcement Law Enforcement agencies responded heroically allowing hundreds to escape and then the breaching wall, killing the bad guy, and rescuing dozens of hostages. The medical personnel that saved so many lives that were transported to the hospital are certainly heroes in my mind today as well as the entire community. And then we turn it over to we begin thinking of the families and identifying the victims, which is critically important because i cannot imagine being one of the parents or knowing your loved one might be among those that are deceased and then having to wait and find out. The fbi did an unbelievable job of clearing the scene by 11 00. All of the victims had been removed and turned over to the medical examiner and to the fdle. And then they also stood tall and did their job. And now all 48 of the 49 victims have been identified. 24 of the next of kin have been knifed with more to come. So, again, i want to, again, compliment the medical examiner and fdle the work they did all night long in making the identifications and notifying the next of kin, and we will continue that process again today. And a gentleman that works at harry potter, and i was just there last week. These are people that we interact with every day of our lyes. Our Law Enforcement has done a wonderful job, the Police Department, sheriffs department, fdle, fbi did a wonderful job in getting the bodies removed from pulse. And fdle with the medical examiner did a great job in identifying the bodies. This is a Wonderful Community we live in. This is a wonderful state. Were the best melting pot in the world. But right now its time to grieve for each Family Member that either lost a loved one or still has somebody in the hospital injured. Now time to turn it over to orlando chief john. Good morning. I want to provide some more information about our initial response and subsequent rescue of many, many people. So, again, we had an extra duty off duty officer working for pulse nightclub in full Police Uniform at about 2 00. He responded to shots fired. He did engage in a gun battle with the suspect somewhere near one of the entrances. Shortly after that, additional officers responded. Those additional officers made entry while the suspect was shooting, engaged in another gun battle with the suspect, forced him to stop shooting and retreat to the bathroom where we believe he had several hostages. At that time, we were able to save and rescue dozens and dozens of people who were injured and not injured and get them out of the club. Things kind of stabilized. Based on statements made by the suspect about explosives, possible gun vests, we secured everything, called s. W. A. T. And we did set up for an explosive breach on the bathroom wall where we knew there were approximately 15 people in the opposing bathroom where the suspect was based on the hostages. Based on the statement made by the suspect, based on information we received from the suspect and from the hostages and people inside, we believe further loss of life was imminent. I made the decision to commence the rescue operation and do the explosive breach. The explosive breach did not penetrate the wall completely. We used our Armored Vehicle, the bearcat Armored Vehicle to punch a hole in that wall and defeat the wall. So theres a hole in the wall about two feet off the ground about two or three feet wide. We were able to rescue dozens and dozens of people that came out of that hole. The suspect came out of that hole himself armed with handgun and a long gun and engaged in a gun battle with officers where he was ultimately killed. So at that time, at this time just want to say the opd initial responding officers to the s. W. A. T. Officers to all the other Law Enforcement acting very heroically and courageous and saved many, many lives during this operation. And one officer that was struck in the kevlar helmet right above his forehead, that kevlar helmet did save had you seen life. I talked to him, i spoke to him last night. He is doing great. So at this time ill turn it over to special agent. Can you clarify if anymore victims were shot when it was a hostage situation . So good morning. I want to talk very briefly about what our primary mission for all of us today is. And thats the identification of the victims and the notification of the family. As you heard from mayor dire, we have confirmed the identity of 48 of 49 victims. The last identity confirmation is pending right now. So we anticipate having that name here shortly. A number of those as you heard from the mayor, we have notified their next of kin and that is our 100 Priority Mission today. As youre aware, the city of settler advertising the names of those victims as we make the notification to the Family Member. And ill explain to you very briefly on how thats going. Teams of opd, fbi that were deploying as were releasing the names throughout the state and the nation to let the Family Members to let their loved one know that theyre deceased. After we confirm that, thats when we post to the website. Is i ask that everyone protect the privacy of the family only until we can confirm the next of kin is notified. Thats the primary mission right now to notify the Family Members exactly that one of their loved one is dead. And then we will advertise those names publically to the rest of the community. As mayor dire said yesterday was the most horrific day in the history of orlando, indeed it was the day of the largest mass shooting in the history of the United States. Terrible tragedy. Florida department Law Enforcement, the orlando Police Department, the Orange County sheriffs office, the member and women that these agencies have been working tirelessly over the last day and a half. On behalf of the federal government, i would also like to thank the governor, senator nelson, and all the other elected officials who have been here today for their help, for their interest in whats going on here. Were working very closely at the United States Attorneys Office with our partners at the Main Department of justice. Also working of course with the fbi and with atf. An amazing amount has been done in just over 24 hours. As has been explained, almost all the victims have been identified. The notification process is on going. Weve been collecting a great amount of electronic and physical evidence. There is an ongoing criminal investigation. It is still in the early stages. We do not know yet whether anyone else will be charged in connection with this crime. I do want to let you know we have no reason to believe that anyone connected to this crime is placing the public in imminent danger at this time. But there is an investigation of other persons. Were working as diligently as we can on that. We have teams of prosecutors as well as teams of agents working around the clock, getting search warrants, court orders. One of the weapons was also the third weapon was also found in his vehicle. We are still working on tracing that weapon as well. We would like to extend our heartfelt condolences to the victims families as well as the lgbt community. We are working the investigation with a team of afs analysts special agents, we are working together with the fbi and all of our state and local partners here today. I think one of the that things take away from this in these bad events as we learned in 9 11, the bad events brings everybody together, as you see the Law Enforcement community we Work Together from the time 2 00 in the morning to when the shooting began everybody related together to work as one force. We have a joint Terrorism Task force which all of these agencies spoke are also represented on the joint task force. So we work cases side by side. I think a lot of the investigation so far has been disclosed to you. The main thing that we looked at in the very beginning is the victims. As you heard there are 49 that are deceased, 48 have been identified. Family members of about 24 families have been notified. We also had brought down 30 victim witness specialists and there to work with the families to try to get them what they do need. The resources are available. Other agencies have pulled their resources and brought them down. The fbi has brought resources to bear from the miami field office. The atlanta field office, the jacksonville field office, as well as quantico, virginia, the laboratory has sent down shooting reconstructionists and thats kind of the next task at hand. As of last night within 24 hours, all of the victims were removed from the pulse bar lounge and now were going to be processing it with the shooting Reconstruction Team to get as much forensic evidence as we can at that point. Investigation continues over the night, weve probably processed about 100 leads that were worked on by agents and Task Force Officers combined. The task force has been up and running since the beginning of this and will continue to run. Thats one of the things that all the agencies will do is bring the resources to bear. Our focus is to get you the truth as quickly as we can. But you have to realize theres a balancing act. A lot of what we do on investigations may be classified. We cant disclose that of course information. Basically ask for your patience. Well disclose what we can when we can and have to recognize that when we cant, its not because we dont want to. Its because there may be prosecutions down the road. Were not sure where the leads will go. As you know post 9 11, no stone is unturned. And thats the same today as it was then. Every terrorism case in the investigation is going to be worked the same way. No stone will be left unturned and well follow the leads wherever they take us, and well brief you as best as we can when we can. And you have to bear with us and just trust our judgment. The fbi has been in existence for over 108 years now, and weve earned the Peoples Trust by working cases hard and working straight forward with you. And we dont want to violate that trust by giving you bogus information and two hours later and tell you that information was wrong. So we give you Accurate Information and by doing that, it may it take some time to get you Accurate Information. So with that, we just ask you to bear with us as we move forward in the investigation. I want to do like everyone else did and commend the first responders. They saved lives by responding as quickly as they did. Numerous people were brought out alive and unharmed and many more in the hospital hopefully that recover and begin that healing process. And thats another thing, thats a bonus for this community that it has come together and hopefully that will maintain and stay the course. I guess well take some questions. Why has the number changed from 49 . I think the number that was give an out at some point in time the shooter was included in the number 50. There are 49 victims, we dont count the shooter as a victim. So thats how you get the 49. 48 of those have been identified of present. 24 of the families have been made aware of their location. Can you clarify one thing if you dont mind. A couple more remarks and then well answer questions. Good morning this is certainly been a trying time for all of us, and i can tell you as a native of orlando, this is certainly touching to my family and i that have served here in this community with the orlando Police Department and now as the Orange County sheriff. And theres never really been a time where ive seen the agencies at the federal, state, and local level have really come together to work throughout the night our agencies have continued to work with the fbi. We have great partnership, and i am certain that within just a short period of time all of these victims will be able to be identified and those families will be reunited with their loved ones if you will. That is certainly going on. And so we have received tremendous outpouring of support from across the country, from our colleagues and Law Enforcement, and i can tell you that its very heart warm to all of us who wear the badge and carry the gun on a daily basis. As i have talked with some of my staff and some of the staff who of the orlando Police Department who responded yesterday to this tragedy, the men and women were certainly touched by this. Many of them saw carnage that they would never, ever see in any other location. As you think about it, this is is not a war zone that were living in, this is a civilized society, and we had to deal with something unthinkable in which 50 people, 49 victims and an individual died yesterday. And many of these Law Enforcement officers had to go in and observe that. So now its about putting our community, our nation back together, and at the same time ensuring that those individuals who had to deal with what they saw yesterday are able to come back to work and do their jobs. So thats where i am at this point. Working with all of our partners to make sure we take care of those brave souls who responded. So at this time we believe were turning it over to the attorney general is what i was told. Is that correct . Okay. Attorney general pam bundy. Good morning. Just to update you from last night. We have mobilized 14 of our advocates from pensacola to miami. Theyre here on the ground working with the fbi, with the city of miami, we know now that of the victims only 24 families have been notified. I know you have this number. But please repeat it 407 2464357, 407 2464357. If youre a friend, distant friend, please dont use that number. That number is for relatives, loved ones, who are still attempting to identify these victims. Were here, were prepared to help you, we have counselors, advocates, and we also have compensation counselors who can also aid with funeral expenses if these victims families arent able to do so for themself. So today our goal as the sheriff said, were working together. This is about unity, this is about bringing the great city of orlando back together, our state, and our country. And thank you, again, to our federal state Law Enforcement offices and governor rick scott for standing strong with us this entire time. Thank you. Thank you. Can you clarify when this became a hostage situation several hours . Do you believe that the killer fired anymore shots, killed no. As soon as it stabilized and the suspect had barricaded himself in the bathroom, our negotiators were talking with him and there were no shots at that time. But there was talk about bomb vests, about explosives throughout and then there were statements made about imminent loss of life. So thats why i made a decision to make the entry at that time. About 0500 hours in the morning. He made that phone call we believe while he was in the bathroom, correct, after the initial victims were shot. He was in one bathroom with we believe four to five hostages. There were people in the opposing bathroom about 15 to 20 people. And unknown when we rescued dozens and dozens of people. So we dont know from which bathroom they came at this point. So thats all part of the investigation. How would you characterize any other suspect from not inside the club. I know theres an investigation going on by the fbi but nothing inside the club. How would you characterize the killers demeanor during this entire operation . I would say he was cool and calm when he was making the phone calls to us. We had a team of crisis negotiators that did talk to the suspect. Just trying to get as much information as possible, and they focused on, you know, what we could do to help resolve the situation. You were involved in making or you made the open decision whether to breach, when to breach, how to breach. Can you talk about what that was like . Yeah. Absolutely. And let me just say this. Im surrounded by a great team of people from not only the orlando Police Department but the sheriff as well as our federal partners. And the information that i received from my team is that loss of life was imminent. So, yes, we had to make that decision. Hard decision to make but, again, i wasnt alone, vaporing team of people advising me and we all knew that was the right thing to do and believe we prevented a lot of future loss of life and saved many, many lives. When he was on the phone, there are reports from witnesses that he was laughing, shouting, celebrating as he was firing, or that he proclaimed his allegiance to isis. What did he really say that you know . There was an aallegiance to the islamic state. There was no laughing as far as our negotiations were involved. Whats that . When will you release the thats up to the fbi. Partly of their federal investigation right now. Is there a chance people might have been struck by friendly fire so to speak maybe in the crossfire . An officer may have hit one of the victims . Its all part of the investigation. But i will say our s. W. A. T. Officers, about eight or nine opened fire. Their backdrop was a concrete wall, and they were being fired upon. So thats all part of the investigation. I have not heard that. Video surveillance . Im not sure about that right now. Why was there a threehour delay between going in . Because the scene had stabilized, it was a barricaded hostage situation at that time. We were negotiating with him and there were talk of bombs and explosives. Now, when that talk became a crisis for us is when we knew there would be an imminent loss of life and imminent thing that had to make that decision to go in. What was he asking for . He wasnt ask for a whole lot and we do doing most of the asking. Can you explain what the decision was to have people injured in the club get rescue personnel to get them maybe save their life but also this other decision to prevent more loss of life. What was it like to make that decision knowing people might be losing their lives because they couldnt get medical attention that they needed. What was that like for you . Absolutely its a hard decision to make but the right decision. Our number one priority is on saving lives. So it was the right decision to make i believe. And tough decision knowing that peoples lives would be placed in danger by entry. Our officers lives would be placed in danger by that entry. But we train for that. We have some of the most heroic and courageous s. W. A. T. Team members around. So they did a fabulous job and saved many lives. Was this a Suicide Mission for him . I dont know about any third gun or explosives recovered. We cannot determine that based on the conversations we had with him. Final question. The lounge area, the bathroom, bar area. But dozens and dozens of people were saved when our initial responding officers were able to make that entry. Most of the people out of the dance floor, out of the bar or lounge area. One more question, sir. Question for the fbi. Well, there was a timeline given and we believe there was imminent loss of life that we need to prevent. You need something so much different than her. Shes just following his exact line. She wont utter the words either, radical islam. He wont utter the words. Unless you know the words and unless you know whats going on, youre never going to solve the problem. As we mourn the loss of the 49 lives, tribute coming in from around the world this morning and the New York Stock Exchange will hold a moment of silence at 9 25 a. M. Eastern. We also learned that the number of victims dead totals 49. That 50 oriole included the shooter. Killer. Sandra some unbelievable things that were hearing coming out, the heroic acts and the gruesome details that occurred inside of that bar. Well, very difficult sight to imagine and Law Enforcement as steve can tell you, thats their job. Although they dont usually theyre not usually confronted with something of this magnitude. But what we saw in the press conference was about eight or nine Government Agencies working in tandem each pursuing their own of expertise. Four of whom the fbi and the bureau of alcohol and tobacco and firearms. Each pursuing their own area. Right now in that nightclub, Forensic Experts are reconstructing to the as best they can everything that happened that evening, including every shot that he fired. Where he was when he fired it, where it ended up, who it hit, and how it harmed a person that it hit. At the same time the fbi is clearly going through his iphone or android, whatever he had, all electronic equipment to see with whom he communicated. The main thing right now the victims who have been moved to a morgue were there confederates out there . Are they people who participated in the planning and might they be lethal themselves . Theres an enormous team of fbi agents who were not present at this press conference who are doing that even as we speak. Sandra and, steve, thats an enormous task for us to even fathom. Well, the judge is absolutely right. Its going to be combed through by Law Enforcement. But the key now is was there accomplices . Was there anybody else planned . There was reconnaissance. It was well planned and well executed operation. Was there anyone else involved . And is there, in fact, a connection to International Terrorism . Thats going to be the key response. Sandra some of the details we learned from the Orlando Police chief john mena offers an engage of exchange of fire with manteen to stop shooting. Omar retreated to the bathroom where he had been Holding People hostage. By the way, an update on the officer we keep seeing the picture of the kevlar helmet where an officer took a gunshot to the head there an update on him hes doing great. Theres a look at the helmet to show how direct of hit that was. The police on the scene knowing theres a killer inside, knowing that theres hostages, this Police Department executed their operation right to the letter of perfection. You heard the police chief earlier say that he had to make a decision to breach that wall. What a decision to make. How difficult that is because the first objective of the police is to protect innocent people. Sandra steve, is it fair i dont know if its criticism, but the there were questions the length of time to breach that wall. About three hours since the first shot took place. Yeah. There shouldnt be any criticism there because when youre on a scene like that, your objective is to save life or prevent the killing of more. If they had heard more shots, they would have been in there instantly. But they probably at one point wanted to talk to the shooter. Your objective is and in the case like this, its better to get them out alive because then you have more intelligence. Sandra and, by the way, judge, also governor rick scott who stepped up during that conference as well has said that he asked president obama to declare a state of emergency for florida. That would obviously change the way they can react or respond to this. It will actually produce more federal funds and more federal resources. I think to have a lot of federal resources and assets there as well. But declaring a state of emergency frees federal resources not only for Law Enforcement but for victims, for the club itself, for people who suffered a horrific loss, their provisions on the law that provide for a immediate federal financial assistance. If i can echo what steve just said. Initially it seems like moi god, why did you guys wait three hours to go in there . But now talking about they were talking to him they were trying to calm him down. They were trying to extricate without having to kill him and also found out that nobody died within that threehour time period. The decision to go in there whether youre wearing kevlar or whatever, its heroic. Its the perfect sonification of heroism. And where the change should be m president of the United States has to identify this animal. Radical islamic terrorist. He hasnt done that. In addition to that, i believe were getting in a point were treating this as a enemy combatant matter, were at war. And the president has to change that quickly. I want to ask the judge something. Judge, this was a man who was interviewed by the fbi three separate times and under investigation and had some connection with a suicide bomber who had moved from florida to syria. And yet nothing. The fbi will be criticized for this. Im sure they used their standard operating procedures, whatever they knew about this guy, its not enough probable cause to arrest them. Why didnt they have him enough surveillance . Was there not enough evidence to trigger the fact that he was dangerous . Did they know that he was licensed to carry these weapons . Did they know that he worked for a Security Company that has International Implications and the Security Company knew that he had been interviewed by the fbi too. And why would a Security Company, a company that provides security for the United States government in Foreign Countries have a person like this with his views about human freedom . With his views about radical islamic terrorism licensed to carry these weapons and work for them . It these are great questions, daig wen be that will take some time to answer. Your thoughts this morning as we see the fbi carry out what is a very intense and detailed investigation. Yeah. As the governments whether its the federal or state go through the investigation, you know, there are things that the private citizen can do on this as we kind of get our arms around it and know where we can help, whether its giving blood weatherby its being able to donate to help the families of these individuals that weve lost. On a bigger issue, and you made reference to mr. Trump and his remarks this morning, i think hes spot on when it comes to this issue of criticizing the Current Administration for the lack of vetting of individuals that are coming into this country. There have got to be Better Options than bringing in individuals from this country from whom we havent done the background work. Is it working with our allies in the middle east, saudi arabia, for instance, where refugee camps can be set thereupon rather than transferring them halfway around the world and putting them in communities that may not be suited for them. But a real issue that i think has to be addressed as well as these agencies have government that appear to have failed whoever it is. You know, homeland security, is it fbi . As we look at these individuals, i mean how they missed this one, how they missed this individual is a real head scratcher. Sandra well, governor, to your point, he was investigated by the fbi twice were learning. In 2013 and 2014. And he as kt mcfarland said fell through the cracks. So whether or not there was a mistake made there, well obviously find that out in days and weeks to come. Yeah. Sandra but, governor, youre talking about immigration and Donald Trumps call on immigration to more closely monitor those coming into this country or even stop those coming into this country. But this man that youre looking at here, this shooter and this massacre, he was born here. He was born in new york city. Theyre living amongst us and carrying out these types of attacks. What can we do to prevent that . Well, i think the next president of the United States has to truly get these agencies focused on this issue of radical islam. Whether its homegrown, these loan wolf types or whether its happening halfway around the world allowing individuals to come in here. So i dont think that our federal government has focused on this properly. Why . I dont know. But i think most americans agree that we have done a poor job of being able to really identify who these individuals are. And thats got to change. And i think thats one of the reasons that donald trump is very popular out there from the standpoint of a political standpoint and what hes saying that were going to address this, and were going to address it so that americans know that they will be safe, secure this countrys borders, put the process in place so that americans know that they can get up and go to a nightclub or go to a church or go to a baseball game and be safe. Well, nothing is going to trump economics. Because if you dont have the resources to pay for the homeland security, to pay for the military, i think our military great example of weve led it for seven years basically start to shrink and shrivel on the vine if you will when young men and women arent getting the needed supplies and needed equipment. So theres a lot thats going to have to be done. You have to get this economy back on track first and parallel with that Start Building our military back up, defending our borders, having our agencies of government really get focused on this issue of islamic terrorism and how we stop it. Sandra your thoughts following this massacre in orlando. Well, obviously its tragic, its cowardly, certainly raises the awareness that we need to do an immediate frank and Detailed Analysis as to how were treating these types of incidents. Sandra so what does that look like . What do we need to do specifically . Well, sure specifically we need to make sure that the Law Enforcement personnel have the tools and resources to do their jobs and their hands are not handcuffed by Political Correctness. When you have a president , when you have others in our society not identifying who the enemy is, number two being fearful, Law Enforcement people are fearful that theyre either going to get sued or be labeled to have some type of bias against a specific group if, in fact, they go, for example, in this case the two separate occasions. Sandra okay. Local Law Enforcement do . The fbi wasnt even able to identify that this person was a grave threat. I mean what could well, i disagree. Sandra well, they investigated him but nothing came of it. Two different investigations. Exactly. Is that normal, sandra . Do you know anybody that you know thats been investigated twice by the fbi and hes allowed to get weapons . I mean how does that even happen that hes not on some type of list so that he cant even buy framer or not working for a Security Company. Theres going to be a lot more thats going to come out about that and we need to step back to get. Information. I thought the local Law Enforcement did an amazing job once they identified what was happening and going in and rescuing lives. But i believe theres a consensus throughout this country right now where Law Enforcement as youve referenced and weve talked about feel that their hands are tied and theyre getting more and more restrictions with dealing these types of things. So we have to figure on where do we want to go in this country . Are we going to support them 100 or step back and be handcuffed by Political Correctness . Youre absolutely right, and i can tell you that what has happened over the years is that Police Officers do feel handcuffed. The u. S. Congress as well as the president , they have the responsibility to provide this nation with protection from local Law Enforcement to u. S. Military. If you notice, and i know this you know this, senator, there was a lot of funding given to Police Departments for the military equipment that they needed to address issues like this. And then we had the ferguson effect. What happened . The federal government wanted all of that equipment back and the funding stopped. So hes spot on, sandra. Hes spot on when it comes to that. Because weve seen now two attacks on american soil within the last year, and its no coincidence that weve talked about it earlier that basically they had 700 fighters, now theyre up to 30,000 and were doing nothing an the void when america left. So isnt that we destroy the caliphate thats fostering this ideology . Yeah. I believe it started in iraq when the president didnt leave a transition for us there and also extended in syria when he drew that red line and nothing happened. So we can go on and on and talk about how alqaeda of iraq is now isis the size of new england. And obviously i think what we need to do not only that, but make sure that we deal with the propaganda tools that they have. How do they have a Radio Station thats actually fungussing spewing out hate . How dove mosques that are spewing out hate that have radical coming in and firing up and getting these people fired up so that you have the loan wolf situation . Where you have these people who are inspired . How do they use social media . How do facebook and twitter allow these people to spew their hate . At which point do we stop with the Political Correctness and give our Law Enforcement and give the american citizens the protections that they actually need . Sandra okay. And the point is this, senator. At what point is when president of the United States recognizes this as war. And once you recognize this as war, the rules of engagement change. You unleash the military on the isis and the terrorists on the mideast and different rules here. No longer addressed as a criminal justice incident, its addressed as a combatant. First, the fbi did investigate him. That information was never passed to local Law Enforcement, the program which is supposed to do that was cut. So the joint Terrorism Task force which is supposed to do that, that piece of the program was cut off. Fist mi first mistake, who know who has been investigated by the fbi and nothing happens . The Law Enforcement has been beaten down by care and other organizations saying every muslim is a peace loving individual. Wrong, its not true. We have to accept the fact that the enemys coming at us using the muslim community. These networks, like they did before 9 11, following the al qaeda play book, hiding in plain sight using the mosque community. Importantly, we have to understand the level of access. This is 26. 2 billion dollar transaction. 26. 2 billion dollar deal and if we go back to earlier in the year, linkedin got hacked and trading pretty high and all the way down to 100 a share after they missed on earnings and there were a lot of question marks around their business and business model, but microsoft is trying to get into more of the social media area. Sandra specifics on this deal, microsoft buying linkedin, 196 a share. All cash. Sandra and linkedin according to microsoft release here will retain its distinct brand and culture and independence, and its ceo will remain. Correct. So whats happened is, within what, 48 hours of this event, donald trump has seized the Political Initiative and seized it very strongly so. I think hes gone on the offense. I think thats what people want. And i think it contrasts sharply with Hillary Clinton and president obama and certainly bernie sanders. Microsoft shares down 4 out of the gate once it started trading. I dont think its a big deal out of the gate. This is a company that is trading at a fair valuation, they paid just under 3 dividend. They have tons of cash, do acquisitions like this that continue growth. You Want Companies on the top line, as well as the bottom line. And microsoft has proven that and you can see that in our share price. Over the last year. All right. So, and by the way, in relation to this, as you had hinted, twitter shares are getting a boost from this this morning. Speculation there, stock up 6 . Dagen ill point out the difference between the companies. One is based on essentially ad revenue, but twothirds of linkedins revenue base helping corporate recruiters, two different business, one valuable, once struggling. This is 50 premium. And by the way, microsoft says it remains committed to completing the 40 billion Stock Buyback Program by year end and expects this deal to reduce adjusted earnings per share about 1 for the remainder of the fiscal year.
