>> market data doesn't mean anything unless you consider what that tells us about price inflation. we have a lot of slack overseas. economies overseas are doing poorly. china is struggling, brazil so on. if that is the case there is not much pricing power for u.s. businesses and continue to be a lot of downward on pressure on u.s. wages. melissa: reasonably confident, doesn't make me confident at all? >> probably not. of course what happened on this recession we come out of it kind of slowly, step by step. most recessions come up like a hockey stick. melissa: right. >> for that reason, things improved every single quarter ever since the recession -- melissa: are you kidding? >> this is starters the young people. they have school debt. their jobs are not paying. this goes back to themy allocation of jobs. the fact you're getting lower quality jobs. numbers are improving. i look at this as, maybe a, i don't know what you call it, a moderate term problem? because of the fact that young people have to start spilling into that housing market. i think they will. just not right away. melissa: they're renting, rather than buying is what we're seeing. household formation is happening but we're just seeing more people renting. >> home prices are still too high in the context moveddest income growth and, skimpy savings. that is a big problem. too many young households simply don't have savings on hand so they can afford 20% down payment. that means if anything, home prices have to slide yet again. melissa: ted, do you believe that or is there fundamental change in our country people are burned owning a home and they don't want to anymore? >> housing prices have gone up 7% the last year or so across the country on average. in addition wages lagged that. wages are up 2 1/2%. so that lag effect is not good. that is one of the primary reasons. the other thing is banks are much tighter making mortgage loans. people who qualified for a mortgage especially a young couple five years ago, they're not qualifying now. melissa: okay. don't go chasing water fines. california jerry brown calling for a so thousand penalty for water wasters. 10,000-dollar penalty. it had been $500. if you're an business i'm paying 500 bucks. now they changed it to 10,000. >> simple solution you have to price water correctly. if it is in short supply price of water should be higher to discourage its use. melissa: ted?
