>> a lot of republicans believe it is. even the surcharge on families earning more than $250,000 a year is not removed. repeal of that odious tax will be part of tax reform in the second reconciliation bill it's a matter of where it's put. whether it's repealed in the first or second reconciliation bill. it's vital to get this economy jump-started. charles: the last five years it's been easy to say let's get rid of this thing. now it's not so simple after all. >> as you say, for 7 years the republicans were saying we are going to repeal it. i believe they voted 60 times to repeal it. if they fail to repeal and replace it in a plausible way, they will be almost dee finding themselves as a party which cannot govern. the investment tax, i was talking to a member of the republican leadership in the senate today. they are taking this seriously. that's where you might see some movement. wee might be coming back and repealing it in a different way or perhaps in a slightly later. >> let's underscore the fact that almost everyone recognizes these taxes have to be removed to make america competitive and attract capital investment into business. charles: why should rich people have more money thank their pockets?
