unless mexico is going to treat the united states fairly with respect, such a meeting would be fruitless and i want to know a different route. charles: just a short type ago white house spokesman sean spicer clarifying comment that the administration was prepared to impose a 20% border tax. he says it's just one of the options if a trade war comes. joining me joe walsh and steve moore. joe, on the political aspect of this, the stakes have gotten high. dare i say we are in a mexican standoff. who blings here?blink, we don't. pull yourself back for a accept. we are 5, 6 days into a trump presidency and we are talking about the wall. 5 to 6 days into the trump presidency is beginning to build that wall. most people during campaign thought it was campaign talk taken wouldn't follow through. we have to give him so much credit. this is why he got elected and he's following through. trump is a businessman, he has been negotiating deals like this his whole life. this is just the first step. mexico will blink, they will sit down at the table. charles: donald trump points to nafta. nafta began in january of 1994. that year america had a surplus, a trade surplus with mexico of over a billion dollars. we had a surplus of $5.4 billion. we are on track to shatter the record probably $62 billion, $63 billion deficit. there are some economists who say these numbers mean nothing. it's just an exchange of goods. >> what we have is an old-fashioned mexican standoff. and i think it's worrisome. i don't worry too much, charles, about the trade deficit with china. what i want to do is increase as much production in the united states as possible, no question about it. i think it's a dangerous game, frankly. idea -- we need a strong and prosperous mexico next to us. we want them economically stable. the idea of having a big tariff against mexico is very misguided. charles: joe, mexico enjoyed this relationship a lot more than we have. their country has come on very nicely, and that helped them. so we understand it's a two-way street. but it looks like we crossed the rubicon on both sides. i have got a feeling it will have to come down to a short sort of skirmish. maybe the 20% border tax. >> charles, i don't think this is a big deal. any other president in knot iter administration, a big canceled meeting between the two presidents. oh, my 0 god. it would be a huge thing. donald trump is a businessman and negotiator. he has done this thing a thousand times. now he's negotiating on behalf of this country. i agree with my friend steven moore. i love corona and i drink tequila. but i'm not going to pay for the wall. mexico has to pay for the wall. >> say we have a 20% tariff on the corona that comes into the country. who do you think will pay that tax? it will be american consumers that have to pay more for that. i think nafta has benefited mexico more than the united states. but i think we both benefited. i think it reason we want to continue strong trade relations with mexico is the worst thing that could happen for the united states is for mexico to goat direction of cuba or look what's happening in venezuela. we need tour southern neighbor to be as strong and stable as possible. charles: mexico sort of being hypocritical here. they have a southern wall themselves. yesterday president trump took great pains to actually identify the fact that more recently the illegal immigrants have largely come from central america and other places. there has got to be some sort of meeting of the minds where there is a mutual security aspect of this between the drug lords and the carnage and killing and the murders and fear they inflicted on the mexican people, between the illegals that gone into mexico and stay there if they can't get to america. maybe to your points, that's where we finds common grounds. >> i think these two will sit down in a month. the mexican president came out and said mexico don't believe in walls. they have a wall on their southern border. every single day hundreds cross our southern border. we are at a point, charles, our government knows that islamic terrorists are crossing the border. this is a real concern. and trump has been doing this his whole life. this is not a big deal. this is a negotiation. >> i'm not against the wall, i in favor of the wall. i'm just questionihether a tariff is a good way to pay for it. why not have a border crossing tax. the american people benefit from having this relationship and the border and the security. when you have controls the border tough pay a $5 tax or whatever it might be. that helps pay for the wall over time. >> they are talking $15 billion to $20 billion. >> i don't believe that number of. build a wall? i don't think it should cost $20 billion to build a wall. >> charles, steve is right. no tariff. the american consume sellers should not pay for this wall. but the money -- we could blocking the money mexicans in this country illegally send back to mexico every year. that's $18 to $19 billion. >> one of the things we are trying to do is reduce illegal crossing over the border. the best way to have that happen is to have a vibrant economy in mexico so they can build up a middle class. if mexico goes into recession and they don't see growth, those people are going to start coming again. they will climb over the wall or tunnel here. the best way to stop illegal immigration from mexico is to make sure they have an economy that's performing. >> and a wall. charles: i believe president trump will find an elegant solution to this. even though the dust-up is a lot of fun and a little nerve-racking to watch. breaking news. two days after donald trump signed an executive order reviving the pipeline. transcanada announced it applied for a presidential permit for the approval of the keystone xl pipeline. it could have a good session tomorrow. a critical trump executive order to protect our homeland from terrorism. we have all the details and amazing guests next. charles: president trump will sign an executive order to cease refugees to all travel from certain countries for citizens that would be detrimental to the interests of the united states. mark, we keep hearing that no one should be shocked, this is what president obama campaigned on and it's coming fast and furiously. but there are some folks who even wanted more. >> i think that's true. at long last of the policies of open borders and multi-culturalism have met their match. donald trump is a guy who says what he plans to do and implements on it. in terms of doing more, we need to give that time. basically he's doing something logical and intuitive. take a time out. allow us 3 or 4 months to check the vetting system which the obama administration officials said was not up to snuff at all. what's happeng here is a real shift in the political paradigm. the other side -- the best arguments they will come up with are tied to political correctness. he will start here but add on to this first executive order within weeks and make it even tougher. charles: vince, what do you make of it? >> under a week's time he purchase sued he central plank of his platform. when it first came out it was kind of clumsy, the idea of a muslim ban. now now it's the sophistication to vet countries with histories of terror. cut off immigration from those countries. for those countries where he continues to allow immigration to look at extreme vetting. we saw 130 people killed in cold blood in paris by people who pretend to be syrian refugees and slipped in under that system. charles: the seven countries, including syria, many announcing hopefully within that 30-day period president trump will focus specifically on syria and make it an indefinite ban. expand this and gift more teeth. -- where the most vulnerable people are, that's where isis will try to sneak in. >> if people are going to try to come into the united states undercover, we have got to be cautious about this. trump acted appropriately. those people concerned about a muslim ban, they can relax at the moment it's not a muslim ban it's a ban from countries without any documentation. charles: six months ago, seven months ago, it was a war against an entire religion. it feels like pure common sense at this point. i'm not sure what the critics are going to say by the. the term "extreme vetting," if you were involved in that process, i understand it takes a couple years. three, four years? what else would you add to that when it's hard to get any records. >> if you do not have any record, how do you engage in any vetting? there is not vetting that's possible. one of the things that's important to understand is that trump is intuitively right. the american people have to be protected. if the american people are protected, he's taking the right steps. charles: the term extreme vetting was raked over the koals. at this point it sound appropriate. it feels like absolute common sense, yet as we said, people are now going to be looking for more, particularly how do we go on offensive. we'll talk about theresa may later on. but she talked about going on the offense as well. we still have to find a way to kill this enemy once and for all. >> from a political standpoint, extreme vetting was a phrase that was much maligned. relative to the obama policies, it's just sort of levels the playing field. donald trump came into the white house and the back door had been opened since 2014 or 2015 allowing thousands of syrian refugees to come in here. in addition to shutting off the flow of immigrants. donald trump has to empower homeland security to look at those who have already come in. winning elections has a huge influence on your authority to implement policy. and so he's taken the first step. but i guarantee you have these steps will be expanded through congressional action as well as additional executive action. charles: donald trump may be building a wall for mexico. by and a very old ally may be building a bridge. we'll discuss it next. this is the silverado special edition. this is one gorgeous truck. oh, did i say there's only one special edition? because, actually there's 5. aaaahh!! ooohh!! uh! holy mackerel. wow. nice. strength and style. which one's your favorite? (laughter) come home with me! trade up to the silverado 2500hd all star edition and get an average total value over $11,000 when you find your tag. find new roads at your local chevy dealer. charles: british prime minister theresa may will meet with donald trump tomorrow. she gave an idea of what they will talk about today. >> the new government has made a trade agreement between our two countries one of its earliest priorities. charles: a lot of references are being made with the special relationship margaret thatcher had with ronald reagan. >> i thought theresa may's speech today projected british leadership in the world and the power of the special relationship. without a doubt, i think in some respects, theresa may drew from margaret thatcher, winston churchill, ronald reagan. this is a conservative, bold, visionary speech. i think it bodes well for the relationship with president trump and the renewal of the special relationship after several years of president trump who was lukewarm toward britain. didn't like britain have much and started off his presidency by evicting a bust of winston churchill from the oval office. charles: he removed the bufs winston churchill and threatened to put britain at the back of the cu keur. back -- of the queue. you have got to believe brexit, what's happening in america and throughout western europe is a since of urgency to make sure it' not. >> on the u.s. side with the election of president trump this was a message of real hope for the future. there was a tremendous emphasis upon the importance of national sovereignty and self-determination. she sent a clear signal that britain is back following the brexit referendum, back as a powerful nation, that it will be a truly free nation outside of the european nation and a powerful partner for if the united states. there is a lot of hope in the speech. at the same time there is no room for complacency in the west with regard to rising powers in asiaen other parts of the -- in other parts of the world. the world is far bert off when america and great britain work together. charles: would you say if there is not going to be necessarily friction, but a difference of opinion, the speech she gave a week ago, and this speech here. she is something of a globalist. she wants to do business with china and asia. she talked about the special relationship they have with india and china. we'll have a more combative relationship until we get trade deals. it feels like she'll be reaching out more than america will. >> theresa may and the british government, they believe in expanding free trade on the world stage. britain has nod no tour to negotiate its own free trade agreements. hopefully its first year will be with the united states. britain has been a great free trading nation for hundreds of years up until the time it joined the european union, and now free of the e.u. britain can truly lead in terms of free trade. that's a positive message to be sending for the british people. charles: fake news strikes again. scientists join the mainstream media and they say we are this close to the world blowing up and you know who they are blaming. charles: we are taking a look at a live trump protest. pink hats are everywhere. the mainstream media -- >> it's not fair, but nothing fair about the media. nothing. charles: in the latest fake news, the doomsday clock. it got closer to midnight. this is the clock that says the world is going toned. this is the closest it's been to midnight since 1953. while there is some made-up bad news. but the real good news continues its coverage. can you imagine that? vp mike pence did give credit where credit is due. >> i don't know if you noticed the headlines that dow went over 20,000 for the first time of in the history of that. charles: the doomsday clock, the careless words, the verbiage. this is the closest we have been to dooments day because of donald trump. >> i need to start check some things off my bucket list. they were saying the market was going to crash under donald trump. look what happened yesterday, the dow exceeded 20,000 for the first time because investors feel confident from an economic stand point. i think it's counter productive for the media to engage in massive hysteria. they have such a lack of credibility given how inaccurate they were about the election and saying the world was going to fall with donald trump was president. the more they overhype this the less credibility they have. if you look at gallup, they have the lowest ratings in history. charles: kelly, you wrote a great piece. reporters resort to begging federal employees to leak dirt on donald trump. >> they are on twitter saying anybody at the epa and interior department talk to us. we'll cover with all the whistle blower protections. there were reports workers at the epa were crying the day donald trump won office. there are a lot of partisan whiners in these federal agencies that need to get cleaned out. conway says they are being presumptively negative. the media is trying to find stories that reef enforce their tone view on donald trump and his presidency. and they are deleaf jit miesinge dele jidelegitimizing themselve. charles: joe walsh, he said that media should quote keep its mouth shut. >> the very best thing donald trump has done is out the media for what they are. a bunch of liberal partisan leftist democrats. that's what they have been forever. and it took him because he punches back to final i out them. steve ban none in that interview also called the mediate opposition party. and they are, and they will treat them that way and they should. charles: do you agree they should point it out every time and shame them in front of the world? >> i don't know if you were watching the abc interview. president trump called them that necessity won't cover the march for life the waive they did the quote-unquote women's march. when we have a president who is not afraid to call the media and and -- to expose their lives. you look at abortion. half the country if you are deemed pro-life you are deemed by the media as somehow on the fringe. pro-lifers want to see change and the majority of americans agree with them. whether it's a ban on abortion or beyond. this is a policy the majority of americans believe. if you look at the issues hillary clinton stood for, those issues are on the fringe. charles: all the issues barack obama stood for are ranked so low with respect to overall importance. about does the mainstream media go from here. you have got massive rejection by the american public and social media alternatives. president trump talked about making sure these other sources, the news sources will have an opportunity. so what do you see. do you have see maybe this being a dagger for the mainstream media or some sort of ultimate come yo -->> they won't straighp their act. >> but their tone newsrooms are saying let's get some reporters tbhaitsd midwest and in ohio, wisconsin, that are in the rust belt so we can tell their stories a little bit bert and not all our stories are coming out of new york and washington d.c. it's its own bubble that doesn't reflect the pulse of america. charles: thank you all very much. the major averages were a little bit mixed. but the dow keeps soaring. another record high. i have got to show you proof that mayor case coming back in three great stocks. we are coming back. charles: hundreds of thousands of people expected to be in washington, d.c. to take part in the march for life. will pro-lifers get as much media coverage as the anti-trumpers? you go crawling to the bank. this is how i dress to get a mortgage. i just go to lendingtree. i calculate how much home i can afford. i get multiple offers to compare side by side. and the best part is... the banks come crawling to me. everything you need to get a better mortgage. clothing optional. lendingtree. when banks compete, you win. okay! ...awkward. [he has a new business teaching lessons. rodney wanted to know how his business was doing... ...so he got quickbooks. it organizes all his accounts, so he knows where he stands. ahhh...that's a profit. way to grow, rodney! visit quickbooks.com. charles: it was the calm after the storm as the market mostly me and derd. but the dow jones was able to move up to another all-time high. the market is dealing with a whirlwind trump rally. and it's dealing with the earnings season. there are three stock is want to single out. they speak to the fact that america is on the move and americans are becoming more engaged and spending money. check out the trial caribbeanian. it was in serious trouble. this stock is up 40% in the last three months. 13% in the last week. management saying they are pumped because consumers feel more confident globally and they are spending more money. then there is packaging corporation of america. back in the stay astute investors looked at the demand for corrugated boxes. there have been so many mergers in the industry, it's hard to find the top play. they have 90 plants, 6 container board of mills. it exploded 10% in the last five sessions. sherwin williams, most recently december 21, along with toll brothers and whirlpool. whirlpool, too much latin american exposure. sherwin williams had another record year. the stock gaining traction. it's up 23 percent in the last three months. google alphabet, stocks slightly lower. i think long-term investors have become accustomed to periodic pot holes. starbucks missed again. this company continues to struggle, trying to refresh that brand and it shares. wynne casinos. their shares are soaring. it's a completely different reaction. these are all exciting times and i want you to also make sure as you are building your portfolio, keep it american centric. last night i mentioned why so many people aren't in the stock market because they are spending money on things like deadmau5 ticket. he tweeted from my end point i skirt an investment of sort, just more on the junk bond side. the guy has a great sense of humor. that's would happened when you make $20 million a head. your path to retirement may not always be clear. but at t. rowe price, we can help guide your retirement savings. so wherever your retirement journey takes you, we can help you reach your goals. call us or your advisor t. rowe price. invest with confidence. a lot of pple. the press ner gis them the credit they deserve. they will have 600,000 people, you won't even read about it. >> this is a political hot potato for a lot of elected officials. we are talking about the march for life. it's scheduled for tomorrow. here to discuss, kerry sheffield. we saw this over the top kofn of last week's women's march that morphed into an anti-trump march. >> the mainstream media is pro abortion. they have no respect for the pro-life woman. they kicked out women who are pro-life. so i have to give credit to donald trump. you and i both know i disagree with some of the thing he has said. but i'm so impressed he's not afraid to stand up to the liberal media for their complete lack of understanding and balance. charles: you also have vice president pence who actually said that he's honored 0 meet with the pro-life leaders in this office. he says i look forward to addressing the national march for life friday. you have got an administration giving vocal support. the vice president of the united states is going to be there. >> not to mention president trump. president trump signed an executive order monday or tuesday defunding all ngos, international organizations for receiving funding for abortions. the media is so deeply politicized, and we saw this during the tea party movement. they refused to cover the big crowd. there is one anti-trump protest on one day and they act like there is a grassroots operation. most of the people in that audience were paid union protesters. it was 100% artificial. when the media goes after president trump he punches back twice as hard and he doubles down. i don't think they know how to handle that. >> 9 other * of them voted for -- 90% of them voted for bill clinton. gallup found 70% of americans want some sort of restriction on abortion. charles: the mainstream media with the next supreme court pick which is going to be next thursday will probably go seriously on the offensive. there is a war on women and a war on women to decide what they do with their bodies. do you think that will be successful? >> no, i don't. the tide has turned on this. 70% of woman want some sort of restriction on abortion. it blows my mind on how these liberals are save the whales, save mosquitoes. but they won't safe human consciousness. what ronald reagan said. whenever life begins, let's err on the side of life, giving that human being, that precious life a chance. this is about being pro human pro-life. >> i have got a feeling they will have a lot more dig new than we saw on display last saturday. that was an embarrassment for any american. i don't ware what side of the aisle you are on. from the vulgarity in the speeches and the signs they certainly set their cause backwards. >> not to mention madonna arguably had a domestic terrorist threat against the white house. it will be welcoming from all different points and perspectives. the left tries to argue about dignity and argue for life. but what about the life of the unborn. people who can't defend themselves? the media will not cover this. there will be an absolute blackout. they will do everything they can to censor this event. for the first time in a long time it's hard to avoid and hard to cover it it's hard to avoid coverage if the vice president of the united states shows up. president trump will be tweeting about it in real-time and they will be forced to cover it. charles: thank you both have much. president trump and the gop are once again not on the same page. this time the tug-of-war is over torture. that's just ahead. ... >> president trump igniting a firestorm over the use of torture define islam terrorists. and in an interview with our own sean hannity, it airs tonight. >> we have evil that lurks around the corner without uniforms. ours is harder because the people that we're going against, they don't wear uniforms. they're sneaky dirty rats, and they blow people up in a shopping center, and they blow people up in a church. these are bad people. >> with respect to waterboarding not all the g.o.p. heavy weights are on board. watch. >> well, i think the director of the cia has made it clear he's going to follow the law and i believe virtually all of my members are comfortable with the state of the law on that usual now. >> and torture is illegal and torture is not legal and we agree with it not being legal. >> joining me now, dan, you heard two big heavy weights within the g.o.p. saying torture is not legal and that the cia is going to follow that law. >> it will. charles, two big questions here, number one, what's torture? now, that's obviously a loaded word. nobody wants to torture anyone. what are we talking about here? are we talking about forcing people to stand for a very long period of time? are we tkingleep deprivation? is tt the definition of torture? until we can define what that word actually means, the conversation is hard to have. if that's the definition, our military men and women serve overseas stand for 12, 20 hours at a time sometimes. so we have to understand what we're talking about. >> before we go, let me ask you, what do you think should be permissible and where would you draw the line? >> you know, i think anything that causes acute, extreme physical pain is probably something we shouldn't be doing as a government. not sticking sharp objects to people and striking them with blunt objects, i don't think that is something we should be doing as a civilized society. in terms of sleep dep separation in a ticking obama situation, is it torture or torture having a u.s. citizen blown up because we're trying to bribe with a bag of potato chips. that's torture as well for parents who have to lose their kids to a possible terrorist attack. >> where do you stand on this? >> moral man, you can make a decision if you want to live or die. if you're a lead are of state, the decision is complicated, it's not a question of whether you will live or die, it's a question of what happens to your society, how many millions will lose their lives. everyone recognizes the fact that torture is not in our tradition, however value-loaded that word is, if you take the ticking time bomb scenario and millions of americans would lose their lives, the president of the united states, as well as the authorities in the government have to do what's necessary in order to prevent that from occurring. >> would you include the things that dan talked about, perhaps waterboarding? >> it's alwa tked about and waterboarding and mattis and others said it's not useful. would it be useful in a ticking scenario, a ticking bomb scenario? that's the question. if you can save millions of lives, what do you do? what do you do under those circumstances? you see, it's easy in the ab tract to say no torture under any circumstances, but what if the circumstances are a little like what i've just described, where millions of lives could be put in jeopardy? >> dan, so we've got -- you also have mccain, by the way, senator mccain, who's certainly against this and we all know his personal story. what's going to happen though, because president trump seems like he's embracing this, and i know you had the conversation a while back with general mattis and felt like, well, maybe he was against it, but it feels like he understands the sense of urgency that herb is talking about here and the sense of urgency that americans feel to win this battle against a savage that has no rules. no rules of engagement for them. so, do you think that the rest of the party can get on board and say, yeah, there are times when we probably should do this? >> i think public pressure is going to, and i'm glad you brought up rules of engagement. with credit card fraud, whatever, they had something to stay out of jail. you talk to the united states attorney, cooperate, points off your sentence. these are people who don't want anything, they want death and destruction, that's all. they are suicidal homicidal maniacs, that's why it's a totally different set of rules so i'm glad you brought that. >> thank you very much. love your expertise and at home, love when you're watching and tweet me. and catch the sean hannity exclusive tonight. lou: popping tonight, enrique nieto cancel the mting. >> unless mexico is going to treat the united states with respect, such a meeting would be fruitless and i want to go a different route. lou: also, we've learned the trump administration may impose fees and taxes on imports from mexico as high as 20% to pay for the border wall. we'll have the latest. and president trump's chief white house strategist
