[cheers and applause] i am proud to be an american, and i want to be sure that our children and grandchildren have the same pride and the same opportunity to have the access to the american dream that so many of us have had so that they too can enjoy the fruits of freedom, liberty, justice, equality and opportunity. charles: we have been watching hillary clinton at a rally in tampa, florida tonight. the democratic convention kicking off monday. she is expected to announce her vice presidential running mate. maybe there could be a delay on the vp pick. but we have both news items for you. but right now i want to bring in dick morris, former clinton advisor. and danielle mclaughlin. you were admiring hillary's handy work. you know all the ins and outs of her technique. >> we were just chatting about that in the break. she always hides behind the generic. she feels if we all knew her well we would never vote for her. so she constructs an alternate persona to be junked. not even phoney. just not her. she is not running for president, the first woman is running. she is not running, she is the one who stands between donald trump and the white house. she is the one to vote for tore gun control and abortion rights. the republican convention was showcasing donald trump putting him in the most favorable light. hillary will paper over the issues and so that nobody is judging hillary. they are judging her circumstances. charles: one thing we did hear from this speech, this is the most energy i have seen hillary with in a long time. she is also trying to portray. she is portraying a picture of donald trump using his own words against him. she talked to danielle about the speech. she called it dark and divisive. we heard dark a lot. she talked about fear and anger and no solutions offered. he didn't offer a jobs program, then she went on to say, to sort of portray him as some sort guy who thinks only in a country where it's always "we." >> i would like to address the point that she is using a rhetorical device here. about her trying to create the distinction and continues between her and trump. i'm not sure the republican can vehicle was about trump the man, it was have much about trump not being hillary. and an indictment of all the this she is reportedly doing wrong. charles: the voters are lucky in that we have two distinct people. and the irony is they both have high unfavorables. so they will have to -- the idea for me was, let's make sure we portray donald trump in a light maybe the public doesn't know, but his children and friend know. if they can learn that, then those unfavorables start to go away. >> if a normal politician stand up there and says i'm going to do that and do that, you sort are of yawn. but when his daughter says he built this, he did this and he did this and when he sets his mind to something it gets it done. her speech and donald trump's' convention speech. manage you are in a room and you are discussing crime, and there is a social worker and a cop. you are his being to both, they both make sense, but different approaches. let's assume you get a phone call and there is a mugger outside with a gun. who are you going to listen to, the cop or the social worker. charles: every time we go outside is there a mugger waiting for us? >>we need both and hillary clinton is suggesting to the country that she is the person who can provide both. she want to improve regulations and talk more to each other. but she has said that we need to be careful about collecting our resources and fighting our common enemies and joining with europe and other nations to make sure we do that. charles: she used the word diversity in the first minute or so of that. >> as you increase the muslim population of the united states, you are making us safer from terrorism committed by muslims, not by most muslims. terrorists are muslims. >> donald trump's solution is to say that current immigration -- the system by which our asylum seekers are looked at is two years long. the vetting process -- charles: we have an update and i want to turn the news back to munich, germany. authority are saying they are searching for multiple gunmen after one person opened fire at a shopping mall in northwest munich killing 8 people. we'll give confirmation on that. we'll get an update from fox business correspondent cheryl casone.ted we have is nine. 8 victims, but this 9th body police found near the scene of the shooting is being investigated with a robot. we are getting reports that dead man found near the scene had a red backpack on the body, similar to the one worn by the gunman seen in video shooting outside of that mcdonald's restaurant where this all began six hours ago in munich, germany. this could be the shooter. now police at this point say they are still looking for three shooters. that's the official line coming from german police. munich is under lockdown tonight, we should say. but at the same time, special forces have landed in munich to continue the search for these three gunmen. witnesses say they saw three gunmen holding a short rifle. but again the reports have been very difficult to kind go through. what happened, the shooting we have seen happened at the olympic shopping center. this is in the center of munich. it's two levels. 135 stores. this is the central tourist area in munich. this was a friday even when this happened. it was 6:00 p.m. local time. the streets west virginia crowd. we have been told that the mall itself has been cleared of victims. there were concerns some of the victims were still in there. with the death toll, 9. 8 victims. the 9th possibly a short. they are still looking for three shooters and most of the highways north of munich have been shut down. we are getting some statement, donald trump just released a statement saying our prayers are with all those affected by the horrible attacks in music. governor mike pence and mitch mcconnell putting out a statement as well. jay john on was on his way to philly when all this broke. he's going down to do security checks a the dnc. he spoke about munich and the need in the united states to keep a watchful eye out for possible terror attacks in this country. we are following developments. another attack in europe. charles: we'll come back to you later with more on that shooting rampage in munich. it left at least nine people dead, one could be part of the crew that committed this awful crime. charles: 9 people dead, possibly one of the shooters involved. authorities are searching for three more gunmember after that attack in munich earlier today. i want to bring on my panel of security experts to discuss. this is happening so frequently on a weekly basis, just in 2016, what's going on here. >> what's going on here and it pains me to see it. what we are seeing here is nothing short of an all-out intelligence failure. what we need to do is what hillary clinton is suggesting. there needs to be an intelligence surge. the person --ed the person to blame for this is edward snowden. the average american and european doesn't understand the chilling effect he has had on the intelligence community to collect information. we can't collect information and analyze it and we can't predict these things. i have friends in all these agencies and they all approached me with the same level of frustration. charles: i think the intelligence aspect of this is valid, particularly when you have got jihadist sites saying we want our soldiers or troops or believe to go out and commit these heinous acts. but even if intelligence, do we have the wherewithal or the ability or will to nip them in the bud? even if we know they are coming. >> part of this is you can always do the intelligence better. and is there frustration weren't intel services here man overseas? sure there is. but more than an intelligence failure. this is a failure of law in a sense in terms of what you are able to do. intelligence agencies and law enforcement agencies work with parameters established by the governments they exist under. just as people get frustrated here after orlando. and say how could we not have known about this individual, because we are not going to sit on his facebook site nonstop. we are not going to open an active investigation when we don't have the information required by law to maintain that investigation. there is always a default position after any attack, it's an intelligence failure. you are not going to stop all these attacks. anybody who has worked in intelligence understands that. we don't get the risk down to zero it's a human-based course of events. we have to stop going to the default position of it's an intelligence failure. >> we started the week off with a knife attack and ax attack in germany. there was a lot of evidence something like this was growing as well. munich was talked about as a potential target. from the policeman's point of view, how do we defend ourselves from this? >> we have to be as proactive as we can. the intelligence piece is very significant. but just as mr. baker said, it's not the only piece. there is a lot of other pieces that go along with that. there was intelligence that came out of germany two days ago from the interyear minister in germany. you know what that intel joins was? >> it's both, right? it's a political season. both parties are playing this up as you would expect them to. but the reality is here in the u.s. the f.b.i. is stretched thin on counter terrorism concerns. more so than they have seen basically ever. as gary points out the germans and others, it's almost a self-inflicted wound across the pond. it's an unsatisfying answer. yes we are facing more problems and the politics are beating the drum on it. just imagine the country of 80 million people germany bring in 1 million refugees. think about that. 80 million people in your country. you are supposed to imagine that those million have been properly vetted, thoroughly background checked, screened, whatever you want to call it. it's a ridiculous concept. it 7 not happening. this is not something we extrapolate from what happens in germany, belgium or france and look at ourselves and start the self-righteous. we work very hard at this. can we be more efficient? it's an unsatisfying answer. but we are not going to stop these attacks. charles: more and more americans when they hear you say that think maybe we should put a very long pause thing on this. perhaps a lot, lot longer. guys, let's leave it there. donald trump reiterating that he will be the quote law and order candidate. is this the law and order country that needs him to come to the rescue? mall in northwest munich. we will go to london with the latest. >> police have told us that they are checking a nice body which was found a ways away from the shopping mall. they're they are tried to verify if this could be a suspect or the suspect in the shooting. the local forecaster is in the area is saying that it have a red backpack which was spotted by a witness near the location of the shooting now police are not doing anything at this stage. for this time the manhunt continues. a number of witnesses have a reported three different suspects with guns. for now until they can rule out more than one suspect they will continue hunting for more. what we do know about the shooting as it happened around 5:50 local time. it is the olympic shopping mall close to the city. it would've been a peak time for people to be there. open until 8:00 in the evening. many people have been injured in this attack. they can tell us exactly how many because several people were taken to different hospitals around the city now as far as the motive is concerned police say they are still unclear on this. there is no immediate indication of islamic terrorism at this stage. there is no claim of any kind. police are working on this. it is a terrorist style attack. they are downplaying some reports that they claim to hurt and it's been reported in germany that there were some right wing extremist comments made the attacker we can't verify that at this stage. police are urging people to stay indoors while they continue to hunt for the suspect. they are facing the greatest crisis in at least a decade but of course it was only a a few days ago warned that they could be another attack in germany. right now the interior minister is returning to germany. germany has been on high alert for more than a year. there could be more of these attacks in the future. c1 thank you very much. watching the tragedy unfold serves as another reminder of how crucial police are during the terrible terrorist attack. now not only had they become more and more frequent but the targets seem to be getting softer and softer. he reinforces unwavering support and the officers that enforce our laws. join me to discuss the vital role of police in aspects like this. it is so worrisome because it is a bunch of people celebrating a major holiday on a promenade, people in a mall. we are seeing these targets become very soft and law enforcement seems to be left out in the cold. what i mean by that they say they are not getting the support they need and i also hear professionals like me say that the agencies that may have a great information don't share it and rely on them. see. >> they are not even properly reporting the information. in the storm of the anti- cop sentiment coupled with radical terrorist is not making for a good mixture for the safety of the american public. what should local law enforcement say because i think the spot light is shining. i think they are the most trusted group of people in our country right now. how do they seize on this moment. we need more support from these agencies that know things and won't share them with us. >> i think they are happening on the news. i think americans are the wakening of the sleeping giant. we will get more and more concerned and hopefully our politicians will hear what we are saying. the beginning of her remarks. we should support the police. we've have this discussion many times. now they are units searching for up to three suspects but the interior minister is somebody knew something was going on. the local law enforcement they have better help. and probably better intelligence but let me really quickly comment on hillary clinton. i found it very interesting that she said what she said about police officers and we need to support them and things like that. when you look at the dnc convention next week and you look at who she has a speaking and she has the mother of seven individuals that were killed by police officers over the past couple of years all of them are speaking there next week. she doesn't had one police officer or captain or anyone speaking next week. i think that says a lot. i would suggest to you that that sends volumes in terms of where she is and in terms of how much support she really intends to give to thepolice. i said loot both of you for your service. we are just days away from the democratic national convention, what can we expect to hear from hillary clinton in particular her running mate. we have more on that. coming back and just in just a few minutes. a cancer literally set i'm never walking away all of these other countries never walking away no matter what you want to pay. whatever you want to pay. we are never walking away. a bad move on her part. c1 a lot of people are concerned who has a grandiose dream of reconstruction. estonia pays its 2%. italy doesn't so if somehow russia invaded estonia would we not protect them because italy is behind? >> it is a crazy proposition. i can tell you they are a major threat. i'm going to try to cut deals with some of these countries. there a look at this and say he may honor his pledges. it is a terrible northwest munich. this is what we know so far. at least one gunman opened fire at the olympia mall killing at least nine people or at least nine people are dead. there is some confusion there. all of this is just days before for the democratic national convention which of course once again the spotlight on security. rod, i talked about the recent attacks and i want to run them down one more time for the audience. the frequency and the targets are what's really frightening. on a train of course july 14. it was the promenade during a national holiday. then you go all the way to paris. the soft targets have enormous potential in for me it feels like we are aiming for bigger and bigger body count each time. but we have noticed over the past year and a half is that terrorist organizations they changed their tactics. they are not going after the government in cities. -- entities. those are the places that they are now attacking. it does look today at where they attacked in germany. it is one that just like any other shopping mall here in the united states. what do we need to do in law enforcement. we need to really start focusing answer to our attention to be a little bit more proactive at some of the soft targets because unfortunately i don't think it will stop anytime soon. that is one of the things we need to do. i heard some of the guests earlier saying that the federal government they really need to share more information with local police. they are doing it to degree but not to the degree they need. they also need to do surveillance with certain people in this country. you look at this situation. we could've probably stopped or prevented that shooting if we were revealing him. everybody is looking for solutions. it will take an accommodation of initiatives to button and to some of these horrific events. also, the commuter train the airport in the nightclub. and a mall. these are the softest of soft targets. nobody watching the show may have to go through over the weekend. how do we not let at this impact us. first of all, isis is growing. it's getting worse is not getting better. i think to build confidence you have to change the policies. but we had been doing is not working. we've been trying to find the control center for five years. why can't we do that. i think it is the intelligence the way that we will find it into straight is by sending the best intel officers into syria which means boots on the ground. barack obama took it pledged early on in iowa that he would not put boots on the ground overseas. he said he was going to bring troops home he made a political promise without seeing the intelligence much of the same. you can't do that. if the lead it yourself. go with the overwhelming force and destroy them quick and
