Presumably lots of it. President obama attended to highpriced fundraisers this evening, spending last night in colorado. We are turning to the president now. President obama i would like to address the humanitarian situation on the border. I want to thank everyone who has been involved in taking the time to talk to me. And its important to recognize two things. First, the surge of unaccompanied children and adults with children arriving at once after, the real Rio Grande Valley. We are apprehending people at large numbers. We are working to make sure that we have sufficient facilities to detain, house, and process them appropriately. While attending to unaccompanied children with the care and compassion that they deserve while they are in our custody. We intend to do the right thing by these children. Their parents need to know that this is an incredibly dangerous situation, and it is unlikely that their children will be able to stay. I rest parents not to put their children in harms way in this fashion. So right now there are more Border Patrol agents and surveillance resources on the ground that it me time in our history and we deport almost 4000 migrants each year. As soon as it became clear that this years migration to the order was different than in past years, i directed ive directed fema to coordinate our response at the border and members of my staff have made multiple trips to facilities they are. We are also addressing the root of the problem. Vice president biden, secretary john kerry, and others are meeting with Central American leaders. As well as working with our International Partners to gropper smugglers for putting kids lives at risk. Earlier this week, mexico announced a series of steps that they are going to take of their southern border to help stem the tide of these unaccompanied children. Until last week i sent a letter to Congress Asking them to increase penalties and give us flexibility to move the migrants through the system faster. Yesterday i asked congress to fund these efforts. About half of the resources would go to Border Security enforcement and extradited people who dont qualify for humanitarian claim. About half ago to make sure that we are treating children humanely and further tackle the real problems in Central America. And so right now congress has the capacity to work with us and work with faithbased groups and notforprofit to helping to care for these kids and the ability to work with all parties concerned to directly address this situation. Instead they want to see a solution and the supplemental offers them the capacity to vote immediately to get it done. Of course, in the long run the best way to address this is what the house of representatives to pass legislation fixing our broken immigration system, which includes funding for additional thousands of Border Patrol agents and something that everybody down here indicates is a priority. This bill is built more than a year ago it would have strengthened this with additional Border Patrol agents and strengthen the backlogged immigration courts and put us in a stronger position to deal with the surge and prevent it. And so let me just close by indicating the nature of the conversation that i had with governor rick perry, which i thought was constructive area governor rick perry suggested for specific areas of concern. Including how many patrol agents were directly at the border and he was concerned that some of the Border Patrol agents too far from the order to beat effective in deterring folks from coming in as opposed to simply apprehending him. And i indicated to him that what he said sounded like it made sense. And if we pass this supplemental he would have the resources to carry out some of the very things that he is requesting. On a broader policy level he indicated concern right now kids who come to the border from mexico are immediately deported, but because its noncontiguous, people are coming from Central America and they have to go through a lengthy process. I indicated that part of what we are looking at is flexibility in term of being able to preserve and make sure that they cant simply automatically assume that they will be absorbed. This includes how the immigration judicial system works and how the administrative processing works and how long it takes, and that people essentially are released with a court date that might be six months out or nine months out and a lot of them dont show up. I indicated to him that if we had more administrative judges and capacities, we could shrink those weeks times. And so this administrative practice predates my administration and has been going on for quite some time and a lot of it has to do with the fact that theres not enough capacity in terms of facilities and also judges, attorneys and space, in order to process the things more quickly and expeditiously. The bottom line is actually that there is nothing but the governor indicated that he would like to see and that i have a philosophical objection and i asked jay johnson at the head of health and Human Services when he comes out for the sixth time at the end of this week to coordinate and make sure that some of the suggestions that the governor has are technically feasible and what kind of resources may be needed. What i emphasized the problem is not major disagreement around the actions that could be helpful in dealing with the problem, but the problem is, is congress prepared to act for the resources in place to get this done . Its another way of putting it in our folks more interested in politics are solving problems . If they are interested in solving the problem, then this can be solved. If the preference is for politics, it will not be solved. I urge the governor to talk to the texas delegation, which is obviously the heart of the Republican Caucus and has great influence in the caucus in the senate. So it does not include some things that i know many object to, including dealing with undocumented workers who have been here for quite some time. And this is just a very narrow supplemental issue and if the texas delegation is here to move, we can have more Border Patrol agents on the border of the governors requests and we can shorten the timetables for processing these children or adults with children, as the governor thinks is important. We can make sure that some of the Public Health issues that are raised in the meeting that i just had our address so that we have enough folks checking on Health Statuses of these children to make sure that not only are they based, but that our communities are safe. So the things of the governor thinks are important to do would be a lot easier if we had the resources to do them. The only question at this point is why would not the texas delegation or any other republicans who are concerned not want to put this on a fast track and get it on my desk to sign and we can get it to work. So i suggest some influence over the delegation that might be helpful and i call upon us right away. A final point is i just want to thank some of the faithbased groups that i just met with as well as the mayors and commissioners and local officials and it has been incredibly passionate and looking at facilities in which we can accommodate some children. And as i indicated in hearing the stories of the churches that are repaired not to just make donations would send volunteers to help construct, as well as their willingness to volunteer care and assistance to these children and i told him thank you. Because it confirmed what we all know, which is the American People are an incredibly compassionate people. When we see a child, weto care r them. But what i think we all agree upon is the best thing we can do is to make sure that the children are able to live in their own countries. And that is why it is important we solve this shortterm problem here and for us to be able to a direct attention and resources and assistance as we are doing, but not at a sustained in high enough level. Back in honduras and guatemala, honduras and other places like guatemala, parents dont think that somehow it is safer for their children to send none thousands of miles away so they dont get harmed. So with that, i will take a couple of questions. [inaudible question] can you explain why you get into bed and do you see a legitimate reason. Cecere stage three he has visited the border three times. He comes back and reports to me extensively and everything that is taking place. And so there is nothing taking place down or that i am not intimately aware of and preached upon. This is not theater. This is a problem. I am not interested in photo ops, but in solving the problem. Those who say that i should visit the border, when you ask them what we should be doing, they are giving us suggestions that are embodied in legislation that i heard he sent to congress. So it is not as if they are making success content suggestions that we are not listening to. In fact, the suggestions of those who work at the border and who visit the border are incorporating legislation that we are already repaired to sign the minute it hits my desk. It is a very simple question and that is Congress Just needs to pass this supplemental. There is a larger issue that involves a lot of politics, which includes why are we not passing comprehensive Immigration Reform, which would put an additional 20,000 Border Patrol agents on the ground and give us a lot of additional authorities to deal with this and that shouldve been done a year or two ago. But we have got it caught up in politics and i understand that. And so one of the suggestions that i had is that it would be useful for my republican friends to rediscover the concept of negotiation and compromise. The number one concern that the governor mentioned was setting aside the supplemental and i should go ahead and authorize that surge of the border right away. And i told him that we are having to consider how we could deploy a National Guard down there and that is a temporary solution and not a permanent solution. So why would we not go ahead and pass a longerterm solution . And if the texas delegation said for us to pass the supplemental, we want to have this and we have to consider it. So this should not be hard to get this supplemental done. The question is are we more interested in politics or solving the problem . If we are interested in solving the problem, there is actually broad consensus around a number of the issues and there may be issues between democrats and republicans and some of the policy issues, but on a bunch of the stuff there is pretty good consensus, so lets just get that done. [inaudible question] it sounds like you are concerned that the supplemental will fall prey to partisan politics. President obama i think that happens a lot of times. And i had sponsored a bill, it might fall victim to partisan politics. But on the other hand this is an issue in which my republican friends have said it is urgent and we need to ask it. And so if that is the case, lets go ahead and fix it. Governor perry suggested that maybe we just need to go ahead and act and that might convince republicans that they should go ahead and pass the supplemental. I had to remind him that i am getting sued currently by mr. John boehner for going ahead and acting instead of one through congress. Well, here is a good case. Heres something that you say is important as i do. This is an area that you have prioritized, as i have. And so dont wait for me to take executive action we have the capacity right now to get something done. I will sign up till tomorrow. We will go ahead and do what we can administratively. This gives it the tools to do the many things and at the same time i will just repeat that we got a comprehensive bill done, it doesnt just solve this problem for a year, but potentially for 20 years. And i would urge those who so far have failed to act on a comprehensive to take another look at it. But i didnt get any promises, but it was a constructive conversation and i have asked jay johnson to take a look at it. So we need to take a look at how we can use this more effectively, the resources. So i think it is important that we have a strong collaboration on the issue. Sumac governor rick perry put out a statement. [inaudible question] ds. [inaudible question] president obama i am interested in securing the border. As far as i can tell, the only disagreement i have is that he wanted me to do it without congress having to do anything. We will do what we can administratively. So questions not covered for the governor but for john boehner and Mitch Mcconnell and other members of the texas delegation, why will you not give us Additional Resources to solve this problem. It is an imitation [inaudible] in these little children [inaudible] president obama if you look at the pattern of immigration into our country, we are actually at a significantly lower level than we were when i took office. I think the challenge that we have had that has caused a spike has caused a significant security challenge in the Central American countries themselves than the fact that you have smugglers who are increasingly recognizing they can make money by transporting these folks in very dangerous circumstances and taking advantage of the American People. Recognizing that we are not going to simply leave abandoned children who are left at our doorstep, but that we have to care for them and provide them basic safety and security, while we determine this further. So one of the most important things we can recognize is that this is not a shortterm problem but a longterm problem. We have countries that are close to us in which the life chances of children are far, far worse than they are here area and parents who are frightened for our misinformed about what is possible willing to take extraordinary risks on behalf of their kids. The more that we can do to help these countries get their acts together, the less likely we are to have a problem at the borders. And the fact of the matter is the comprehensive Immigration Reform generally allows us to reallocate resources because of the budget that dhs, instead of a chasing after families that may have lived here for five or 10 years, and they are law abiding savior for save for the fact that they didnt come here legally. If they have to earn their citizenship, paying taxes, learning english, paying a fine, going to the back of the line. But they are no longer an enforcement priority. That suddenly freaked out frees up a huge amount of resources and so i thank you, everyone, i appreciate it. Lou president obama talking about what he called a humanitarian crisis. As well as mentioning the local faith areas with with which he met, about 22 minutes. He obviously extended his remarks. Listening throughout and joining us now is congressman bob goodlatte. He has been instrumental in laying the foundation for leadership and the judiciary passing these bills. Good to have you with us. What is your reaction to the president s call, through an expeditious passage requesting 3. 7 billion and competence of Immigration Reform once again. First of all, i am glad that he met with governor rick perry. My committee was instrumental in making available to rick perry some of the ideas he shared with the president. But i also want to have your viewers step back and think about what he has talked about. 3. 7 billion and ultimately the senate bill and it would cause a massive surge of the borders as peoplesoft a special pathway to citizenship, that they would want to be next. So there are many things that the president can do right now. And his actions with dock these claims, and doing other things that he could be doing right now to fix this problem, those things have sent the message and cause a problem. So yes, they should be prepared to do a targeted and narrow appropriation supplemental on a temporary basis to address this to the 2008 law. There are many things they could do right now that could solve the problem that he created by his actions hes taking to discipline. Lou on like the president you have been in more than double what we had a decade ago. But it remains the ease with which we describe these individuals, drug smugglers, even terrorists, could enter this country . That is absolutely correct. There are measures that he could take and tweaks that could be taken to make sure that these wouldnt be offlimits to our Border Patrol agents who are doing a great job when they are able to spend their time on the border and the fact of the matter is that the president should go to the border and not to send other people to be there perhaps he should go to mexico and Central America to impress upon those governments just how much they need to participate this. Lou where is the president getting some of his information . He says the only place these children are showing up is Rio Grande Valley in texas. I would like to show our audience where they flood the United States order in texas, up by by the largest amount, 170 , big ben also in texas and el paso. As well as arizona, the yuma sector is up 39 in california, san diego and del centro up by spiraling percentages, 59 and 41 . So he said one sector. Who in the world told holder . There is no doubts about one sector is getting the greatest pressure. That this is a problem that is occurring all across the border because the fact that the word has gotten out that this president is not enforcing our Immigration Laws, but also families and almost as large a number as the unaccompanied minors. So they will keep on coming. The Border Patrol agents are the best he would ask how to stop this. They should ask the guys on the line and they will tell them that a deterrent is the only way to stop this from happening. They need to make sure that the children, when they come, that the parents are investigated for fraud. 70 of political asylum claims have suspicion of fraud
