Ive read of waivers that schools have to know the mpr piece. None of them have been approved. More on that later. One last question. Im annie martin from the orlando sentinel. My question has to do with the accountability for schools that are receiving either the Tax Credit Program money or voucher money. In our state it seems like the parents are the primary mechanism of accountability for schools and the philosophy is if the schools not getting the job done the parents will put their kids elsewhere, but theres also not a lot of Public Information available about the schools that receive this money in terms of how kids performed on standardized tests or whos teaching at the school or what kind of qualifications we have and im interested to hear this groups take on that issue. So given our time. What im going to say is if you can boil it down to 30 seconds and if you want to share one or two of the questions that you were suggesting journalists should pursue as they cover choice programs in their communities. Maggie . So that is exactly one of the things we talk about a lot when were talking about choice programs is you dont know any of this information and the idea is that the parents will decide. Oftentimes the parents arent given proper information and the Voucher Program and there were two gao reports and actually, theyre not given correct information about whats happening in the schools and the minimum requirements of what the parents are supposed to know. Theyre deprived of all of this information and theyre telling them oh, they can make the decision. Plus taxpayers themselves, you should have a role in saying how public funds should be spent when you look at discrimination issues which is one of the things i think people should look at really carefully when Voucher Programs are being passed. A lot of people will say parents can make decisions about whether they want to go to schools that have civil rights protections. What about us as taxpayers saying our federal funds should not go to schools that can discriminate against kids on eligibility and status and all of these things. I think thats an important thing. Do you want me to add my two other things . Sure. When schools talk about civil rights protections its important to say on the d. C. Voucher it says you cant discriminate students against blah, blah, blah, what if you are discriminated against . Theres no enforcement and nowhere to go, so its important to look at issues about whos choice is this . We keep talking about School Choice. In private school they can tell you you cant come because you dont meet the you cant pay over the voucher so you cant go. You can take an academic test. You dont meet their standards. They have a whole list of things. So is it the private schools choice of which kids are taken in with money or is it the schools choice because a lot of schools are denied them. Two quick things on the latter. I think you designed a state program that addresses those issues, so i dont know. On the former, i think again, this conversation about accountability and there are some people that are, like, choice is accountability and theres no accountability unless its state accountability and i think both of those are wrong. The right answer is that there is a mix, right . Of both of these. Accountability frameworks that weve had under lclb. I dont want to say overweight because i care about this kind of accountability because they emphasize and they deemphasize Parent Choice as a deciding factor in school quality. So i think this is an emergent conversation. Its important. We really ned to have it. Last thing. This is the last thing on discrimination. I feel like discrimination is the wrong word to describe a very complicated and thoughtprovoking issue under a civil rights protection. I went to an allboys episcopalian boys school. Do you know what it does . It discrip natminates against w. We cant have this political exhortation that is making it difficult to navigate something that is really important that we should be really thoughtful about. Its an excellent question. I guess, at the core of this issue when Milton Friedman back in 1955 talked about School Choice he talked about minimum standards. So this does have to be explored in detail and it has to be established state by state. In that regard those three points i would make, teacher qualifications. So apropos minimum standards and the teachers are receiving money from a tuition Tax Credit Program and the third thing is, i think for reporters, and i was talking about this with robert earlier, kevin carrey had a great piece in the new york times, indiana, ohio and louisiana and how they hadnt worked out. One thing missing from that analysis that journalists have to underscore is perpeople expenditure. Okay . You dont have to be a fan of vouchers to underscore the voucher here in d. C. Its about 50 at the private schools. This does have to be emphasized if you will do apples to apples comparisons. Robin . On the floor theres only one study of a Tax Credit Scholarship Program and its the model by david figlio and it did show positive resultses. That said, we do have to have the conversation about transparency and i want to refer you to the figlio study. The three thing for journalists as i said before, please try to follow the money. Thats really, really important, where it goes and how it flows. The second thing, accountability. Following up on darrells comment, lets have dialogue. These are complex issues, right . Accountability is a difficult subject and we have layered tons of accountability on them and it hasnt actually improved a lot. So do we want to impose the same type of accountability on school types . These are legitimate questions that reporters should ask. What constitutes good accountability and what constitutes transparency . Does the system have it right . My answer would probably be no. We have to have a much more nuanced conversation about the issue of civil rights and schooling. You know, the answer who enforces the law right now are programs that are written so they follow the federal code on discrimination. The federal ocr is the one thats supposed to do it or the state ocr, the office of civil right. Having a nuance conversation is really important. Not all traditional schools serve all kids. Theyre required, for example, to provide services and that doesnt mean every school does. We have to talk about the midst of the conversation and talk about how were delivering services to children who have special needs.
