The National Park Service Completed the purchase of 640acre of land located within the grand teton National Park for 46 million. 23 million came from the federal government and 23 million came from over 5000 prite donations to the foundation. I think the donors who made this happen. The legislature for the support and we remember the u. S. Senator, craig thomas who got the ball rolling on this. [applause] not only is this good news for the park, its good news for education funding. At a time when we need good news. The money has been deposited in the, School Trust Fund to support wyoming schools. The parcel was generating no revenue from wyoming, income generated in the School Trust Fund varies but its expected the funds will generate more than 1 million annually for our schools. Theyre also available for the board of land commissioners to acquire land held by the federal government if we choose to do so. The state of wyoming owns a 164. It is valued at 46 million. We are making money on that parcel. That 46dollar asset is bringing us in about 2000 per year. The legislative authorization for the direct sale of the kelly parcel expired december 31, 2016. Moving forward, the board of commissioners has authority to exchange or sell to the highest bidder. Additional authorization will be required for a direct sale to the National Park service. This is something i ask you to consider. The bottom line is during these tough times that we accomplished a lot in 2016. Wyoming remained strong into the new year. That is a big achievement. We are keeping our state strong during a difficult time, theres credit to go around. Certainly the legislature, University University of wyoming and at community colleges, state agencies, our communities, schools, and businesses. As i have said before, wyoming people are wyomings greatest asset. The individual direct nice today are an example of people around wyoming who contribute to our strength. Now i turn to the budget. June 2016, i asked agencies to implement 250,000,000 dollars 50 million in cuts from 1718 budget. This is from a larger shortfall forecasts. These are difficult but necessary. Our supplemental Budget Proposal carries these cuts forward making them permanent. With my cuts and the legislators cuts last session, the the executive branch operating budget which was 2. 9 billion in 2010, is now a little over 2. 5 billion. It is down, not taught. This reflects conservative budgeting, the type of budgeting wyoming is known for and proud of. State government has trunk. It has not grown. The Legislature Last session photo for 67. 7 million in cuts. And we found it difficult to make. Im a three and half times that amount cuts in june, which too was very difficult. It be the belttightening began 2013 and continues. I make only five general fund request of you. 5 million for local governments. We have to continue to support our local governments. 2,500,000 friend out, which ive out, which ive spoken about. 500,000 for the uw Science Initiative. 475 for the uw strategic enrollment program. In 165,000 for tribal liaisons. These are onetime items. The Endow Initiative is a vision for 20 years and i hope it will continue to be funded be on this budget cycle. My general principle mental budget request total over a . 6 million. The funds are available. For new legislators to put in perspective, supplemental supplemental budget in recent history has exceeded 300,000,000 dollars. Our message. Our message explains the importance of these five requests. But, today for example i will talk talk about one, the uw Science Initiative. We have been investing in Stem University of wyoming. These efforts are critical. We need to continue to invest in the Science Initiative. That is the supplemental request. Because we value education so strongly, every year i have highlighted the talent we have with our to train teachers by recognizing a teacher of the year. This year, we are recognizing ryan, who is the 2017 teacher of the year. He grew up in casper, he was inspired by his junior high latin teacher to become a teacher. He graduated magna cum laude and received a masters degree out east. A 15 year teaching veteran, he started teaching in wyoming in 2008 and has taught science at sheridan junior high since 2012. In addition to teaching science, he he is a that robotic instructor, camp stem organizer and counselor, signs give board member and assistant basketball coach. Continued commitment to the Science Initiative uw will help prepare more teachers like him. Please stand so we can it recognize or start their work as a teacher. [applause] we know as we consider the difficult work ahead on education that we not only have Great Teachers in grade school districts, we also have great students. Logan is a janine at university of wyoming. I first met him when he was elected official for police state and i spent a day with him. Logan is a double majoring in physics and astronomy at the university of wyoming. I did not know that was possible. Not even sure it is legal. This is an amazing thing. He has taken a vantage of him a stall wyoming offers as undergraduate. As a freshman, he went to the infrared telescope learning to operate a major scientific facility and acquiring the skills to analyze digital images. Was a sophomore he led a study over the mount gem observatory site. He will participate in next summers total Solar Eclipse research and outreach. For those not familiar, what wyoming wyoming will be the place for the total eclipse. If youre not aware this is a big deal. I have in my notes in my own words to make sure this is how valuable this is to tourism august 21, he also serves as a council at uw. He has done as a junior what many phd students with long to do. He is a of the Science Initiative. We want to encourage more students to take advantage. Logan, please stand. [applause] in the supplemental budget year i request a contingent funding of 21 million for 20 title 25 services. Not point to for the state penitentiary. In 104. 2 million for the Budget Reserve account. This would come from lsr a. A request legislator legislator authorized bonding to cover Capital Construction cost. Whether you want to take it for bond or savings it will not go away by not addressing the funding. I believe the prison should say not just by the constitution, but by what it means to the community. I also believe we need to be prepared whether its a fixer re bill what we need to have to address the session including where the funding came from. I Budget Proposal is barebones. We have nearly 1,600,000,000 sitting in a sitting in a Rainy Day Fund. It appears without a diversion but ive asked for from all of you, the Rainy Day Fund will grow this session. Its a hard message and we will continue to grow the Rainy Day Fund and it goes to the question what is it for and what are we going to use it for. I have asked for some of that money to be diverted for my budget and not grow the Rainy Day Fund at a time when it is raining. I think of many of you think of it a
