Its an honor to moderate the debate between senator tim kaine and governor mike pence. Both are longtime Public Servants are proud fathers of sun serving in the u. S. Marines. The campaign agreed to the rules. There will be nine different segments covering domestic and Foreign Policy issues. Each segment will begin with a question of both candidates they will each have two minutes to answer. Then i will ask followup question to facilitate a discussion between the candidates. By coin toss is been that senator kane will be first to answer the opening question. We have an enthusiastic audience tonight. They have agreed to only express that enthusiasm at once once at the end of the debate. And right now as we welcome governor mike pence, and senator tim kaine. [applause] moderator gentlemen welcome it is a privilege to be with you tonight. I would like to do start with the topic of president ial leadership. 28 years ago, tomorrow ago, tomorrow night lloyd benson said, the Vice President ial debate was not about the qualifications for the vice presidency but about how, if treasury should occur the Vice President has to step in without any margin prayer, without time for preparation to take over the responsibility for the biggest job in the world. What about your qualities, your skills, and your temperament equip you to step into that role at a moments notice . Senator king . Kaine thank you for being here tonight. It is is so great to be back here. It is a very special place. Sixtyfive years ago, a young, courageous woman, Barbara Johns led a walkout of her high school , she made history by protesting school segregation. She believed our nation was stronger together, and that walkout led to the brown versus the board of education decision that moved us on the path toward equality. Im so proud to be running with another strong, history making woman, Hillary Clinton to be president of the United States. Im proud because her vision of stronger together, building an economy that works for all, not just those at the top, being safe in the world, not only with a Strong Military but also strong alliances to battle terrorism and climate change. Also to build a community of respect it just like our bridge on strategy 65 years ago. Thats why am proud to be heard running mate. Hillary tell me why she wanted me to be her running mate. She said the test of the Clinton Administration will not be the signing of the bill or passage of a bill. It will be whether we can make somebodys life better. Whether we can make a classroom better learning environment first kids are teachers. Is going to be about results. She said to me, you you better missionary and civil rights lawyer, a city councilman amir, a Lieutenant Governor governor and a u. S. Senator. I think youll help me figure out how to govern this nation so we always keep in mind the success of this administration is the difference we make in peoples lives. Thats what i bring to the ticket. That experience having served at all levels of government. My primary role is to be Hillary Clintons right hand person a strong supporter she puts together the most historic administration possible. I also want to say thanks to everybody who is looking in tonight. Who understands what an enormously important time this is in the life of our nation. For the last seven and a half years we have seen americas place in the world weekend. We seen an an economy stifled by more taxes, more regulation, war on call and a fairlane healthcare reform known as obama care. The market people know we need to make a change. I want to thank you all for being with us tonight. Also want to thank donald trump. For making that call and inviting us to be part of this ticket. I have to tell you, i am a smalltown boy and thats not too different from farmville. I grew up with a cornfield in my backyard. My grandfather had immigrated to this country when he was about my sons age. My parents had everything built everything they needed in a small town, good name, business, and they raised a family. I dream someday representing my hometown in washington, d. C. But honestly i never imagined i would be the opportunity to be governor of the state i would love it let alone the city netted table like this. So to answer question, i would say, i would hope that if the responsibility ever felt to me in this role, that i would meet it to in a way that im going to be the responsibility should i should i be elected Vice President of the United States. That is to bring a lifetime of experience. A lifetime growing up in a small town. A lifetime lifetime were observed in the congress of the United States. Where i have led a state that works, the great state of indiana. And whatever responsibility is might follow from this. I would hope and pray to be able to meet that moment with that lifetime of experience. Host senator kane on the campaign trail you praise her service yet 60 of voters dont think Hillary Clinton is trustworthy. Why do so many people distrust her. Is it because they have questions about her emails and the Clinton Foundation . Kaine heres why i trust Hillary Clinton. And heres what people should look at. They have a passion in their life that showed up before it before they were in public life. Have they held onto that passion throughout their life regardless of whether they were in office or not succeeding or failing . Hillary clinton has that passion. From the time as a kid in the method is used youth group in chicago she has been focused on serving others with us special focus on empowering families and kids. As a civil rights lawyer in the south with the childrens defense fund, the first the first lady of arkansas in this country, secretary of state it has always been about putting others first. Thats been a sharp contrast with donald trump. Donald trump donald trump always puts himself trump. He built a Business Career in the words of one of his own campaign staffers, off the backs of his little guy. And as a candidate he started his campaign with a speech where he called mexicans rapists and criminals, yet he has pursued and discredited and really outrageous lie that president obama wasnt born at the United States. Its a painful to suggest that we go back and think about these days were an africanamerican cannot be a citizen of the United States. I can imagine how governor pence can defend the insult driven style of donald trump. Moderator governor pence let me ask you you have said that donald trump is thoughtful, compassionate compassionate steady yet 67 of voters feel he is a risky choice. 65 think he does not have the right temperament to be president. Why do so Many Americans think mr. Trump is similar to a erratic . Pence let me say first inform us that senator, you and Hillary Clinton would know about an insult driven campaign. It really is remarkable. At a time when literally come in the wake of Hillary Clintons tenure secretary of state, where she was the architect to the obama administrations Foreign Policy, we policy, we see entire portions of the world, particularly the middle east spinning out of control. In a situation where watching hour by hour in syria today is the result of the failed Foreign Policy in the week form policy that Hillary Clinton helped lead in this industry secrete. The newly emboldened aggression and russia whether its in ukraine and the heavyhanded approach. Kaine you said. Moderator i do want to get back. Kaine you praise putin as a great leader. Moderator we do have a common appear but in the meantime the questions is about the running mate. Pence at a time of great challenge in the life of this nation where we have weakened americas place in the world, stifles americas economy, the campaign of Hillary Clinton and tim kaine is an avalanche of insults. To get to your question about trustworthy, donald trump is built a business through hard times and good times. He has brought extraordinary business acumen, he has employed tens of thousands of people in this country. Moderator why the disconnect with your running it . Pence theres a reason people question the trustworthiness of Hillary Clinton because theyre paying attention. When she was secretary of state, come on. The on. The Clinton Foundation accepted contributions from Foreign Governments. Kaine let me talk about. Pence i think this is my time. Kaine isnt the said discussion. Pence let me interrupt you to finish my sentence if i can. The Clinton Foundation accepted for contributions from Foreign Governments it while she was secretary. Kaine governor pence doesnt think its gone so good. When Hillary Clinton became secretary of state do you know Osama Bin Laden was alive . That we had 175,000 troops deployed in iraq and afghanistan . In iran was rushing toward a Nuclear Weapon. Under secretary clintons leadership she was part of the national team, Public Safety team that went after and revive the dormant hunt against bin laden and wiped them off the face of the earth. She worked a deal with the russians to reduce their chemical weapons stockpile. She worked a tough negotiation with nations around the world to eliminate the Iranian NuclearWeapons Program. Theres a lot of people wondering about the economy. Lets turn to the issue of the economy. According to the nonpartisan for responsible federal budget, neither responsible federal budget, neither of your economic plans will reduce the growing 19 trilliondollar National Debt. In fact, your plants would add even more to it. Both of you were governors who balanced state budgets. Are you concerned that adding more to the debt could be disastrous to the country question what governor country question governor pence . Pence i think the fact that under this past administration which Hillary Clinton was a part we have almost doubled the National Debt and thats atrocious. A part of the fact that i come from state that works. The state of indian has balanced budget. We taxes and made investments in education and infrastructure. I finish my term with 2,000,000,000 dollars in the bank. Thats different from one senator came was governor of virginia. He tried to raise taxes by 4,000,000,000 dollars. He left his state about 2,000,000 dollars in the hole. The state of indiana we dollars in the hole. The state of indiana we cut unemployment in half and on appointment doubled when he was governor. I think is a very fitting running mate for clinton. In the wake of a season where American Families are struggling in this economy under higher taxes and obama care, the war on coal the stifling avalanche of regulation coming out of the ministration. Hillary clinton and tim kaine want more of the same. It really is remarkable. Theyre advocating 1,000,000,000,000 dollars in tax increases. You try to raise taxes in virginia and it was unsuccessful. But a trillion dollar and increases, more regulation and more the same war on coal. More. More of obama care. Even former president bill clinton calls it a crazy plan. But clint Hillary Clinton and tim kaine want to expand on it. And put it into a sinker singlepayer program. Look, donald trump and i have a plan a plan to get the economy moving. Just the way it worked in the 1980s and in the 19 sixties. That is by lowering taxes across the board for working families, Small Businesses and family farms. And in the world coal thats hurting the economy. Repealing obama care and repealing all of the executive orders that obama has signed better stifling economic growth. We can get america moving again, put on top of that the kind of trade deals theyll put the American Worker first and you have a prescription for growth. When you get the economy growing that is when you can deal with the National Debt. Well we get back to 3. 5 or 4 growth with Donald Trumps plan we will have the resources to meet her nations need at home and abroad, and will have the ability to bring down the National Debt. Moderator senator came. Kaine theres a fundamental choice for the american electorate. Do you want a higher president or do you want your fired president donald trump. I think thats not her choice. Hillary and i have a plan on the table that so your hired plan. Five components. We invest in manufacturing and infrastructure and research in the Clean Energy Jobs of tomorrow. Second, we invest second, we invest in our workforce. Paprika education two great teachers, to debtfree college and Tuition Free College for families make less than 125,000 per year. Third we promote fairness by raising the minimum wage they cant work fulltime and be under the Poverty Level and by paying Women Equal Pay for equal work. For that we promote Small Business growth. To make it easier to start and grow Small Businesses we each grew up in Small Business families. My dad is here tonight and fifth, we have attacks plan and the tax relief to middleclass individuals and Small Businesses. And ask those at the very top who benefit as we come out of the recession to pay more. The trump plan is a different plan, its your fired. Theres two elements to it. First donald trump said wages are too high in both donald trump and mike pence think we ought to eliminate the federal minimum wage. Mike pence, when he was in congress voted against raising the minimum wage above 5. 15. He has been a oneman bulwark against minimum wage increases in indiana. The second component of the plan is massive tax breaks for the very top. Trillions of dollars of tax breaks for people just like donald trump. The problem is that is exactly what we did ten years ago and up at the economy into the deepest recession since the 19 thirties. Analysts say that clint plan would grow the economy by 10. 5 million jobs and that trump plan would cost 3. 5 million jobs. Donald trumps tax plan helps him and if he ever met his promise and gave his tax returns to the American Public like he said he would, we would see how much his economic plan is really a trump first plant. Moderator on that point, part of mr. Trumps tax returns were released and said that he couldve avoided paying income taxes for years. Yesterday, mr. Trump said he brilliantly used the loss to pay as little tax as legally possible. Does that seem fair to . Pence first, le
