On the protests in charlottesville, virginia. This is 15 minutes. Good morning. I am going to open the session with some not so great news, we have now received word and confirmed the death of one american citizen in the terrorist attacks in spain among those that have been killed. We are still confirming injuries and deaths of others but we express our deepest sympathies to the loved ones of this individual and others who suffered, they will be dealing with a very tough few days. One of the things i most enjoyed about this job and enjoyed in the past is an opportunity to have a conversation with young adults and people on the front end and front edges of their professional life and where they may be headed. This is a special opportunity for me to talk to you this morning. I know each of you are wrapping up your time with the state department. I am certain you found it to be useful, a great learning experience for you and inform you to some choices, the career you want to choose, your future professional life, first i want to thank you for the time, your contributions and your service, that you worked hard, we appreciate on behalf of the country, and your colleagues, deeply appreciate your contributions as well. With the events of so many things happening this past week i want to use this as an opportunity because we have great representation of so many who make these sources ahead of them, a topic on everyones mind in particular, a subject of Race Relations and diversity in the workplace, it is simply important that it is well understood and embraced, i am certain we all know hate is not an american value. We honor, protect and defend freedom of speech, First Amendment rights is what sets us apart from every other government regime in the world and allows People Freedom of expression. These are good things. We do not honor or promote or accept hate speech in any form. Those who embrace it have damaged the very country they claim to love. We condemn racism and bigotry in all its forms, racism is evil, antithetical to americas values, antithetical to the american idea. George washington said in an address to the synagogue in newport, rhode island that his vision for our country was, i quote, a government which gives bigotry no sanction, no assistance. The second inaugural address Abraham Lincoln called on americans to bind up the nations wounds. What lincoln knew and we are sadly reminded today, the painful racial tensions are part of our experience as a nation. We too seek to bind up the wounds, we must pursue reconciliation, understanding and respect regardless of skin color or ethnicity or political views. One of americas most defining characteristics his promise of opportunity for advancement regardless of skin color, how much money your parents make or where you came from. It is why millions of americans, millions of people have risked their lives and fortunes to protect this country, to come to this country because they know america promises a chance to fulfill your aspirations no matter your background. You will succeed based on your efforts. As my good friend Condoleezza Rice has said the essence of america is that which unites us. It is not it is an idea. You can come from humble circumstances and do great things, doesnt matter where you came from but where you are going. As arm of the Us Government representing america around the world, the state department to americas values and our people not just in our mission but the composition of our workforce. We have a great diversity gap in the state department. We need a state department that reflects the american people, reflects who we are. The state Department Must redouble our efforts to increase diversity at the highest ranks of the department including at the ambassador level. 12 of Senior Service officers are nonwhite. That is the same for our senior executives. To better understand our talent pool i have directed the relevant committees to adopt a new procedure. Every time we have an opening for an ambassador position, one must be a minority candidate. They may not be ready but we will know where the talent pool is. A big part of developing minority leadership is identifying qualified individuals 5 to 10 years before they become Senior Leaders and managing and developing their careers as we do others so they undergo preparations for those roles over time. We need a more deliberate process to cultivate the abundance of minority talent we have in the state department. All of this is a leadership issue. The role of leadership from secretary of state to assistant secretary and directors of bureaus and everyone in between, we have to manage this process and be held accountable for the results of this process. We are going to reexamine and expand where we recruit from. As some of you know better than most americas best and brightest are not just from ivy league but a lot of other places in the country. Laredo, texas, jordan, roanoke, virginia, kids on the front row of their high school classes, veterans coming out of Service Looking for the next part of their career with a strong desire to continue to serve the country. So gifted in many ways from many walks of life so we are going to build recruiting Team Operations out in places where they havent concentrated before. That doesnt mean coming through town once a year and dropping them off at the recruiting office. We are going to build and develop relationships with institutions around the country so people can more easily find us and we can find them. Not just to rely on people seeking us out, qualified americans of all backgrounds should know the state Department Career is possible but we need to work hard to find those individuals. 25 of Civil Service is africanamerican, 9 of Foreign Service specialists and 5 of generalists are africanamerican, diplomat and residents do an outstanding job ensuring people understand opportunities in the state department, more than 100 historically black colleges and universities and so much more we can do to raise awareness about the range of careers. Only 7 of Civil Services are hispanic. In addition to 6 of Foreign Service specialists, also recruiting hispanic serving institutions including miamidade, Florida International university, university of illinois, chicago, University New Mexico but we can do more to partner with hispanic and latino serving institutions and include more hispanic and latinos on the team and to expand our footprint at job fairs. We can do more to recruit from the most Diverse Talent pools, the us military, men and women in uniform and ready to move on. 20 of Civil Service team, 90 of Foreign Service generalists and 16 of Foreign Service specialists. This is a rich talent pool, and senior Foreign Service officers, the gender gap as well. All of you in this room through participation and fellowship and internships at the state department made an early declaration of your interest in public service. Some of you will be working here soon. We will be keeping our fellowship and internship programs in place. We put hiring programs this year, only temporary. A temporary measure to take further accounting of the state department and consider how to strengthen it, and improve our diverse city. Current fellowships and internships for the organization necessary to achieve diversity objectives. Future leaders at the department or elsewhere may choose in the country. The seeds of greater diversity we are planting today will have to be nurtured for years to come. Whether you find ourselves here or somewhere else as future leaders it will be your responsibility to run with that torch. One of the things it is important to appreciate is the value of diversity, not just to achieve a mix of population that looks like the rest of our country. I know from my long career in the private sector my experience has been value of diversity in the workplace, and riches our work, and riches our work product, to have individuals, and life experiences, that is the value. They will see things in the world i cannot see. I did not have that life experience. Whether it is africanamerican, latino, hispanic, women, lb gt, with experiences, the quality of the work. We are a Strong Organization when we embrace diverse points of view into our work product. If you are open you will enrich your life. You will enrich your life by engaging, different experiences than you have as you were growing up. You will find life to be a wonderful wonderful mosaic. I encourage you to do that. Before i close, to young adults and people in the early parts of their career i have a message to convey. Much of your future success and what defines you in your professional career or whether you fall short will be a function of how you view personal integrity and how you view to deploy your personal integrity or choose to compromise your personal integrity. What does integrity mean . I am an engineer by training graduating from the university of texas, practicing engineer for many years working in a technical background so when i about integrity, go to the dictionary and look it up, the state of being whole and complete. I think about this bills structural integrity, it is whole and complete, we dont worry about a building falling in on us because it is complete structurally, sounds, we rely upon it. Personal integrity is much the same way, not something that can be trained, not something that can be taught. You are born with it, born with a clean slate of personal integrity, no one can take it from you. Only you can relinquish it. You express that integrity every day with so many actions you may not think about. And no one is looking. You do the right thing not only when people are watching but more importantly when they are not watching. The choices you make, if you relinquish your personal integrity, you choose to take a shortcut, and someone elses expense. A shortterm gain out of that, you relinquish any personal integrity, it is very, very difficult to regain it. It puts you on a pathway that is very hard to reverse so i cant emphasize to you enough the value of that quality that exists in you. It is yours, you own it, it is yours to decide how you use it. If you choose to conduct your self, committed to the life of personal integrity you will be whole and complete, i promise you. If you choose to compromise or giveaway personal integrity will have a life that is not whole or complete. I know this because i have seen it happen to others. You are at a stage of your career where you get to choose how you want to conduct your self. This is the most important quality you will take to the workplace with you. Your skills and are you learned, that will be continual for the rest of your life. But your integrity is just there. It defines how you will conduct your self and how others will see you as well. As a trusted partner of trusted colleagues or someone they have to keep an eye on. I know you will choose the right path of integrity. Thank you for your service this summer, wish you all the best, whatever decision you may make about your future. The quality of this group of individuals, extraordinary citizens to our country, extraordinary leaders in our country whatever you choose to do. We are proud of you, proud you are with us for this time and for those that come back to the workforce i look forward to seeing you around the building, godspeed to all of you, god bless you.
