Its been quite a ride for the last six weeks. What id like to do this morning, you heard what i specialize in. I look to irregular warfare, try to help our commentators and enemies like al qaeda, like isys but now im in a National Security position inside the white house working on a strategic level. Let me give you a brief overview of what we inherited at 12 00 january 20 and then what we intend to do or what the president intends to do and then we will leave time for questions. So the world today. The sad reality is that wherever you look, any Compass Point on the compass, we inherited a world on fire. If you look to asia, whether you look to europe, whether you look to the middle east. Last administration created a vacuum and it wasnt an accident. The National Security strategy which is the highest unclassified expression of an administrations Foreign Policy plan, the Obama Administration opened that document with a letter from the president. Stating that our policy now is strategic remove patients. Strategic patience means america doesnt get america since back. Allows others to act. Id like to ask you a question. If you look at the world as it is today, which other country would you like to be facing the world environment . If not the United States of america . Would you like to be there and . Would you like to be russia . Would you like to be china . Would you like to be north korea . We facilitate as a nation for the last eight years a nation of numerous vacuums around the world vacuums that were filled most often by accident that do not have our interests as a nation close to their heart and do not believe in the eternal truths which we hold to be true and upon which the republic was founded. As a result, we inherited a firestorm. There are metrics to indicate the challenge, the magnitude of what we inherited. The united nations, hardly a crypto conservative organization has done the research and has publicly stated that today as you sit here, there are 65 million refugees in the world. 65 million. Why is that important . That is a World Historic record. We have never had 65 million refugees in human history, not even in 1945 with the cessation of hostilities that world war ii which saw 60 Million People killed, not even then after the holocaust, the death camps, the war in asia, not even then did we have that many refugees but we do today. And its not just about refugees, think about what else is happening. As we said responsibly in the capital of the most powerful nation on gods earth, right now, as you are serving your coffee and eating your bagel there are women and children being sold as sex slaves. Right now. Today. And slave markets, being run by the Islamic State. Thats the reality, thats the challenge. So now we have a commanderinchief who takes that responsibility incredibly seriously and in justice get 15 weeks, he will have turned things around. Let me focus on one correct so you understand the enormity of the situation. That threat is the Islamic State which our president has vowed not to degrade, not to ameliorate, but to obliterate. Language is important. And president Donald J Trump will not countenance Political Correctness or political distortion of reality. Remember who this man is and was not only is he a patriot, not only does he love our armed forces and the organization it stands for, he wants a success and not just the success , and incredibly successful stands in the World Toughest market. That was the last eight years. But in reality, it fits preconceived notions of what the world should be like. So lets focus on the most serious terrorist threat to the United States, that the Islamic State and i want to walk through quickly three or four yardsticks that will help you internalize just how very serious the brett is to america, and why the president has made it his primary mission to destroy this organization. Number one, the Islamic State is unique amongst threat groups. Why . Because it is the worlds first ever trans regional insurgency, the worlds first ever. Let me unpack that, that the technical designation but its important. We now know whats out there of course, that the Islamic State old territory in most of the country. Both territory in syria, iraq and has affiliates according to the National Counterterrorism center , it has fully operational affiliates in at least 19 nations around the world. These are people who say isys, you are cool. They are fully operational. Lets take a Historical Perspective to that. Maybe we have some amateur historians in the room. Go back the last 170 years. Pick any insurgency in modern history, any insurgency whether its now in china or after world war ii, whether its the market in columbia, but just ask yourself one question. In each of those cases, doesnt matter which one you pick, the answer will be the same. What was the strategic objective of the insurgency . What did they wish to achieve . Its always the same thing. They are in irregular warfare conflict against big government. Now they want to take down the nationalists and take over china which he successfully did. The fork in columbia wished to take down the elite in socalled body of aryan republic representatives of the true people of columbia. But in every single case, whichever Insurgent Group you choose its always the same exact objective. Replace the one government they are fighting. Now attach that to isis. It isnt about one government, its about all governments. It isnt just rhetoric, its happening on the ground. We are making their life are difficult for them but people like mcmasters and others but think about what they have achieved in a scant six or seven years. It captured and held territory in multiple countries of the middle east as we already know but not only that, there affiliates have held territories in other countries. You may have heard of the organization both go rob in nigeria, that is the black african nigerian group, its name is a combination of african arabic, boko haram literally means book of the hidden but it means western education, east end western Jihadist Groups. Two years ago, boko haram swore allegiance to the Islamic State and to boko haram by donnie. A done that before and this time republicans listening to them in coastal or rock and the United States actually accepted their oath of allegiance. The new caliphate. Subsequently, boko haram changed their name. Names matter. They are no longer boko haram. They do not call themselves, the Islamic State province of west africa. You may have zero tolerance for italian areas but it doesnt matter. The Jihadist Group in west africa, now call themselves the west african promise province of the Islamic State based in iran and syria. Take about that for a minute, you seen this before. We have never seen a threat group that actually expands, in multiple countries but multiple regions. That by itself means it is a clear tier 1 threat. To america and our friends and our allies and our politics. Second, boko haram, the Islamic State is just very impressive. When it comes to what we call first line of operations. Which refers to mobilization recruitment, most important thing for any insurgency is what separates a terrorist group from an insurgency. Terrorist groups are 12 guys they box of hand grenades. Identified horse, whether man on the ground. The insurgency has lots of trigger points, and they move in to territory. How did he do that . It did that by proving tens of thousands. Were talking about sympathizers. Were not talking about people thatspend a little bit of money , but were actually talking about active fighters. All of these unclassified, in the last five or six years, al qaeda has recruited more than 85,000. 85,000. Thats impressive by itself but lets break it down further. The 85,000 at least 36,000. Art what the fbi calls foreign fighters. In people who are not from the war zone, theyre not from iran or syria, they have been recruited from the back. Thats very important because its relatively easy to recruit somebody whos at home and angry that somebodyscome into their backyard. Thats what my friend david cole killing wrote a book on, he called it the accidental guerrilla. When youre an Afghan Tribal leader and you have foreigners running around your country it easy to get angry and pick up in ak but the two traveled from tunisia to syria, thats a different level of commitment. To travel from indonesia. Two. As a fighter, thats impressive. Almost half of it, their fighters are not actual fighters but it gets to work. I dont say this but im a hungarian ethnically. So of the 36,000 fighters, if you break that down unclassified on the hill, at least, and this is a low estimate, at least 6000 are westerners. Westerners. Bricks. Germans, americans. Who have freedom of movement. From western passports. Maybe some of them are part of visa waiver programs. This is disturbing because we will defect, we will cross , we will obliterate isis with our partners. But we never will catch all of them. Some of them will go home. The skill sets theyve learned, that will make them very dangerous. Maybe it all goes back to here, you may think this is happening in pennsylvania, who cares but let me bring it back home. Does is anybody familiar with what omar mckean . The pulse nightclub computer shooter said to the 911 dispatcher, i killed 49 americans in orlando. The largest terrorist attack in us history since 9 11. The middle of that massacre, omar mckean went to the restroom, put down his rifle and dialed 911. Not to call an ambulance, and save the people he had shot but on the contrary. To make a statement to the dispatcher. That statement, you can now read, i think you can access the original auto. Why is this important . Lets look at the word. Its not some crazy idea trumped up in a cave in southeast asia. It is a real entity for over 1000 years first founded in the Arabian Peninsula in the six hundreds, headquartered out of mecca. Then headquarters moved to damascus at the height of its power the caliphate was run out of baghdad. What was the caliphate . It was literally the empire of islam. An entity that melted religion with politics and spanned a massive expansive territory in north africa and the middle east and into europe. One metric i remind people, at the height of the caliphate, parts of spain were part of the caliphate. At the height of its size, the caliphate of islam was larger than the roman empire had ever been. Larger than the roman empire. The caliphate was real and had been for more than a millennia. At the beginning of the 20th century, the caliphate still existed. It wasnt run by arabs out of the middle east and weeding called the caliphate, but the empire was the latest iteration of the islamic empire. At the beginning of the 20th century, there was a little old man who was the leader. In 1914 pu 1914 they put their money on the wrong horse and thought the hungry and would win world war ii but they didnt. They had a face the fact that they were on the wrong side of the war. They didnt want to be cut up into little pieces so a very charismatic officer came up with the answer but he decided the only way we can survive is to convince the winners of world war i, including south america that we are on their side. We want to join their club. We will be a western nation. That man became the head of the new republic of turkey. It wasnt just a question of changing labels on the door, it was much deeper, as you all know. He was a muslim. He said to all his fellow muslims, look, we can practice our faith, thats fine, but thats a private issue. Thats what you do at home five times a day, thats what you do at the mosque on friday but religion can have nothing to do with politics or the governance of this country, just as the founding father separated church and state, i will separate mosque and state. That is what he did. To make sure everyone understood his commitment in 1924, he officially dissolved the caliphate. The emperor was given his pink slip, literally. That is when history changed. A lot of people had issues with that. A lot of people who had a fundamentalist interpretation of the religion thought what just happened . An old army guy with no theological credentials just fired the emperor and dissolve the empire. This is forbidden. This is wrong. There was instant pushback across the muslim world by extremists and fundamentalists. One of the most important things that resulted less than five years later in egypt was the establishment of an organization youve heard a lot of lately. The islamic brotherhood. The Muslim Brotherhood. Its purpose is to reestablish the caliphate that was unjustly dissolved. It was wrong to separate islam from politics and the only way we should live is in a theocratic caliphate. That is history. Thats indisputable. What happened for the next 90 years from 1928 onwards, literally hundreds of Jihadist Organizations were established following the Muslim Brotherhood creation and every single one of them, al qaeda included, hundreds of organizations across the earth tried desperately too reestablish that theocratic reality and bring back the caliphate. What happened . Every single one failed for almost a century until june 29, 2015 where one organization didnt talk about recreating the caliphate, they simply went ahead and did it and that is isis and that is why isis is the opposite of a jv team. Its the most successful Jihadist Organization since the caliphate was dissolved. Last point, why isis is special has to do with its narrative. Its an awful word. I hate it. D. C. Loves these words and grabs on and then nobody uses them. The message if you will, the Bumper Sticker of isis must be understood because that is different from all the other jihad groups. There is a core narrative to the jihadism of the last 90 years based upon key riders. You can google these people. A founding author of the Muslim Brotherhood from the 1950s, then we have an individual, the founder of the Muslim Brotherhood, we have the current head of al qaeda, and the most important of all, of dula azzm. These individuals laid the groundwork, and the stunning thing is, all the bad guys of significance have read their work. We have captured these documents on high valued criminals. There is a plan for the most dangerous thing we can do is to say the enemy is crazy and they have no plan. Wrong. The enemy has a strategy and thats why they have been so effective. One interesting thing was that isis put a special spin on their message. For 90 years the narrative was always the same, we are. Find islam. The west has declared war on us whether its through colonialism or freemarket or bluejeans, what have you. We are in defense of jihadist, we are just responding and we must. By the world and reestablish the caliphate. That was a core message for all of these organizations. Isis took that and added one crucial addendum. If you read the prophetic scripture of islam, like any religion, it also has eschatology. It has a story of and of time. Every religion whether youre christian or jew, the religion has stories and tales about how the world will end. In islam, in close parallel to christianity hadnt asked geology to do with a final dutchman day, battles between believers and nonbelievers and the specificity of a islamic specific he is geographic. That is a small part of what it means, it means in islamic prophecy, its the equivalent of the christian megiddo. It is the site that is said to be the location of the last jihad against the infidel. They are saying hey, look at who we are. We havent just named ourselves after the territory in which the last war will occur, weve actually captured it which means what . What is the implicit message . This isnt just any old jihad, this isnt fighting the serbs in bosnia, this isnt fighting the indians in kashmir or the soviets in afghanistan, this is the last one. I am a child of the cold war. I grew up in the cold war. I miss it immensely. [laughter] it was much easier. We were always told when the balloon goes up, october 62 we thought the balloon was going up. The message from isis is the balloon is up because we are in sham. This is the last one and it is my conviction this is the only way to explain more than 85000 jihad is recruited in just a few years because they are using eschatology, they are using and times. They are using things that were prohibited to discuss inside federal government. I can tell you because i was at those academies. I was teaching the fbi and i was a hostage to those politically correct policies of the Obama Administration. We are talking truth to the problem. Second, youve seen the president do this incredibly in the last few weeks, we have to help our friends win this war. The president is not an interventionist. Anybody who thanks 59 cruise missiles is the same as 160,000 troops to point to the middle east has no idea what they are talking about. The president has said explicitly, i am not interested in invading other peoples countries and occupying them. This is not the neocon stealth administration. The president understands you help a man to learn how to fish. You dont give him a fish. We are here to help our friends, our partners in the middle east fight their war for themselves. We do not wish to be on the frontline because they have to win this war but we will help them. We will support them and provide training, intelligence as required, but look at what weve done. Look at the body language with jordan and egypt, they understand america is back. No more leading from behind which itself is an oxymoron. How can you lead from behind. Thats called following. America will lead and help others fight their own wars. Lastly, back to the cold war, what is the longterm victory . Churchill was right. You never go to war. You never deploy one soldier unless you know what it is you wish to achieve and have defined the piece that will follow. Ultimate victory is not killing all the terrorists. Body bags are not a good metric of success. That was a bad metric during vietnam and it is not good today. We can kill you wherever you are, if we have the coordinates and the local nation and everybody else is copacetic, we can find you. We did it with bin laden. But that is not the ultimate measure of success. Why . We can kill one jihad he but what happens when the next day 20 People Volunteer to replace him. The description ive given for the last 16 years is exquisite lacrimal. What is whack a mole . How do we win . By killing the bad guys and making people not want to become jihadist. Thats how we win. How do we do that . We won the cold war on november 9, 1989 without firing one shot. Think about that. We had thousands of Nuclear Warheads on either side. We undermined the ideology of the enemy elite. We made communism look like a hollowed out dead total failure and the people on the other side took the wall down. It wasnt gis, it was east germans with pickaxes that took it down. Thats how we won and thats what we have to do today. We have to destroy the credibility of the jihad ideology by supporting sunni allies. They are the greatest victims of the war. Look at the figures. By far the greatest number of victims in this war are the sunni partners, killed by the tens of thousands. America needs to understand there is a connective tissue between the fascist of world war ii, the communists of the cold war and the enemy we face today. That connective tissue is simple. All three of them are totalitarians. You couldnt negotiate with hitler, you couldnt negotiate with russians and you cant negotiate with these people because they all have one thing in common. Either you agree with them or they will enslave or kill you. Same with hitler, same with the others. We will have one when the black flag of jihad is as repugnant around the world as the red, white and black swastika. That is how we will win and with the current president in office, we will win. The massive difference is that the communists insurgencies were secular. This one says we are doing it for god. Isis, al qaeda says we are creating something for the glory of god. However, even that isnt the real difference but why . Communists and anti communists, what do they call communism . A godless religion, and it was. Marxism is absurd on the face of it. You look at the concept of the dialectic and human are always addressing, its just our bridge. You have to take on faith things that could never be proved scientifically so even there there is a similarity thats not really about reason, its about Blind Loyalty to what the party says.
