[inaudible conversations] finally, i have heard admiringly to your 47 year tenure. It may come as a relief to colleagues to know that i have no intentions to seek to serve anything like that. [laughter] either as a parliamentarian or in the chair as speaker. That said, we appear to be destined for testing times i offer myself to the upper house as the speaker. Think you for those kind remarks and referring to my longevity which is not controversial. I beg to move the right honorable john do take the chair of the house and speaker in my belated congratulations to the right honorable member. So when we sadly lost another member the leader of the opposition said to politics sandoval the of the departments of state drought yearlong and distinguished career with his to your resiliency preside over the openings today over the al election of a new speaker. Of those were naturally familiar were pleased to welcome new members. Whether they may not realize is under his name the speaker was the agent and afforded little protection if the agent of the keying he had no less than seven speakers. [laughter] but fortunately the Job Description has changed in for a the speaker to protect our rights without a fear of losing his head. So with 47 Years Experience but i have seen many changes in parliament. [laughter] im sorry there are one or two. [laughter] the hours have changed and the median never sleeps and the jobs of the speaker continues to multiplied i have seen the right honorable members grow in his job. He says he is impartial to defend the house of commons and is a determined champion of our democracy to make parliament accountable and is an effective speaker who use the office to reach out across the country and the ambassador throw the United Kingdom and around the world and is a hardworking champion. These are not my words but the endorsements of the right honorable members and the leader of the opposition and the Prime Minister but my favorite endorsement is from the right honorable member who said on his reappointment that he may be small in stature but make no mistake as the speaker he is a giant. So big things to come in small packages. [laughter] so my own party propose him as speaker never allowing his views to compromise i think all sides we can agree and if he he in no ways members from time to time and fosters a sense of community and applies himself with vigor but also his ability but his command of english language and in particular the ability to remain in the chair the record being the 11th hour 24 minutes uninterrupted during a debate bringing up the strength of his bladder. [laughter] saw his performance in the chamber he attend thousands of events and with great patience and good humor of which can attest this parliament was recalled that have gone before will have its own character and its challenges. Over the next two years our country will go to the greek changes of the democratic vote but at the same time we face a very real threat of freedom and democracy and our precious way of life is so broad so starkly into focus with cyberattacks and the to the unspeakable acts of violence during the election campaign, and of course, the loss of our colleague who was taken from us all one year ago this week. As speaker he always acts quickly to enact with reassurance Standing Shoulder to shoulder with a Community Coming under legal attack so with all of the deliberations me the experience and commitment to the parliament by the right honorable member his honor cannot be disputed it gives us strength and fortitude i have pleasure to commend him to the house as our next speaker. The question is do you take the chair of this house as speaker . [inaudible conversations] [applause] colleagues, before i take the chair is speaker thanks to the house for the honor it has again bestowed upon me. It is the greatest honor it can give to any of its members i pray i show justify its continuing continents all i will do in my power with its best traditions. And i will as i may that first it is that reputation repetition that is justified, isnt it marvelous to see the right to honorable gentleman back here. Secondly, in welcoming all colleagues today congratulating those in all parties, i hope experience members will understand if i pay particular tribute to the 87 members newly elected for the first time. What ever else you have done or will do in the course of your careers, there will be no greater honor than that of which you have just attained as an elected member of parliamenparliamen t in the chair in one of you will be very conscious of your responsibilities to your constituents and rest assured the speaker will booked for you and be very keen sooner rather than later and more frequently or less frequently to hear from you. Mr. Speaker elect. [laughter] that is not the Prime Ministers fault. I gave her the nod. To all those new members c you can be here 20 years and still not know protocol. On behalf of the whole house i congratulate you on your reelection. At least somebody had a landslide. [laughter] and may also congratulate you to become the first speaker since the Second World War to be elected three times to be a great champion to be sure every member of the house has the opportunity to be speak and to be heard it is such an important part and you will continue in the vital role of the future as you have the past. Also into assuming the chair as the father of the house as others have said to have a long and distinguished career to his constituents and to his country it is very good to see him back here where he belongs. But it may not surprise him i intend to sell be difficult to day and break this tradition by not only welcoming him as the father of the house but also the returning mother of a house the right honorable member has been increasing the number of women in parliament and we will celebrate the fact there are more women than ever before as we welcome him members from all sides we should celebrate the fact we now have a Record Number from black and minority ethnic backgrounds and also have more women and lgbt and together i hope we can continue to build on the progress from previous parliaments to fight discrimination in all forms to be representative of all people that we serve so well there is still further to go there is one outcome that we could welcome that today we have the most Diverse Parliament in our history. Mr. Speaker elect i know members will pay tribute we will all miss our former members now returning but we welcome our new colleagues to be a member is a great privilege at a personal sacrifice and everyone in the Chamber Wants to serve the public. With everybody results general elections are an exercise of democracy and our values. Those democracy in values the recent terrorist acts thought to undermine. This is the first opportunity on the despicable terrorist attacks in recent condolences who lost their lives in the attacks and though the house wants to have the extraordinary work whose courage and speed of response as to begin this new parliament facing some of the greatest challenges of our time to keep the nation safe with that ideology and extremism as part of the breck said deal to take United Kingdom at of the European Union so that no one ordo community is put behind to meet these challenges with it is part of the country that is divided with the rich and for and for those it brings worry and concern some people blame politics some say theres too much politics but it can be an incredible force for good conducted in the right way how we resolve our differences in view injustices it is not always glamorous or exciting but that duty we shares politicians to confront these challenges is a noble calling for aerosol and a test for all of us if we choose to reflect those divisions to help the country overcome them. So we conduct ourselves in a manner fitting to recognize geologists year britain that a stronger and fair and stronger for children and grandchildren our interests and ambitions as bring us together as reface the challenges ahead to come together in a spirit of National Unity to have a stronger and more prosperous future in every part of our United Kingdom. As leader of the opposition mr. As that might be to be open to debate with anti frenchman in antidisabled but that is okay never on these occasions the other returning Prime Minister i congratulate her on returning that democracy is a wonderful thing with the unexpected result. And i am sure we all live forward to hear that a great speech just as soon as the coalition has been negotiated. Just let the house know in the rest of the nation know that the labor party stands ready i want to warmly welcome mr. Speaker of the members of the house is an amazing day to take those decisions that will help peoples lives that is why we are elected here to represent those to try to make their lives better. More than ever before in the history of this parliament that we join the Prime Minister to congratulate marking the house of democrats the first more black men in the British Parliament in 60 years. To of the four with that most diverse house of commons ever and then to put up with an awful law to be pioneers and it is vital for our democracy for those ever heard sanders presented. There is no better speaker than you to make sure the voice is our heard the good the bad and the tragic and the difficult the way in which presided over the chamber of the Westminster Bridge when it came almost to the door of parliament. I also agree with the Prime Minister on one other thing she said. The politics are not divisive. I think thats important. Whether we take a different view on the constitution, hundred four and social policy and tax in spain, these are simply the different opinions of political opponents and not enemies and if we can reflect a little more respect across all that would do this house and a great deal of good. Mr. Speaker, may i congratulate you. We have always seen you as a champion ensuring that all of the voices across and indeed within the parties are properly heard. Indeed, i can also say having sat with you on the house of Commons Commission youve shown yourself to be incredibly diligent and with an attention to detail in the way this building and house of commons is run. Im sure those who join you on that commission, in this parliament, will find exactly the same thing. And congratulating you, and we do, may make one final comment. The leader of the opposition has referred to a coalition which as yet, undefined and a program for government which appears to be, as yet, unwritten. Given there is no absolute majority in this house, we are in for Interesting Times so with my congratulations, mr. Speaker, may i wish you all the very best of luck. [laughter] thank you. Many congratulations to you and may i associate myself with remarks that have been made by the speakers so far, especially in light of the outrage that took place in manchester and in london during the general election and campaign. They were outrageous in our response is to be united to show love and respect, immense gratitude to those who came to our aid and those who came to help those who were stricken, those who keep a safe and as we were attacked, a few months earlier, and saw the deaths we are reminded in the most utterly visceral way, how safe our Security Services keep us and to whom we are immensely grateful for it may also associate myself with marks made, generous remarks exactly so, about the honorable and indeed for. [inaudible] and also with remarks made she made one mistake, she said we got nearly rid of all the weights and by the 50 increase. Thank you very much. Yes, come on. Mr. Speaker,. [laughter] actually, mr. Speaker, congratulations on your reelection which is, of course, utterly welldeserved. You have the privilege of serving and residing over one of the most interesting parliaments in recent years. I think youre the first speaker, certainly in modern times, to preside over one but two polymers and will have to do something about the chaos and absolute instability caused by the proposed electrical system. We have every right to expect and every confidence that youll continue with characteristics, good graces and you must preside over this place. You are known to your fans to ensure that the voices rise in the quarter of the United Kingdom and every party is heard. I am sure that my colleagues returned here in greater numbers and will look forward to speaking very clearly for their constituents, particularly as they embark on this trend for negotiations. After this divisive. It will be our intentions to seek unity and National Common purpose across this house and where we disagree with the other party, to seek to disagree well and with grace. We shall all speak out in favor of restored investments in schools, health and social chair in our police force believing that a parliament that is not invested in those Public Services is no servant of its people. Once again, many congratulations from me and all my colleagues. Mr. Nigel dodd. May i begin by congratulating you on your reelection and i wish you very, very well indeed for the post you now reoccupy. Youve always been very, very assiduous in his reign that those with smaller parties, regional parties, and little influence have had their voice heard. Can i also say that i wish, hope that in future why something may have changed that it is good that you remain in place. We look forward to this parliament and i want to commiserate with all those members on all sides of the house who has failed to be reelected or left us and congratulate all members of all parties who have joined us. I want to particularly pay tribute to those Northern Island, from other parties have not been reelected. I want to thank them for their service and we bear a have a responsibility along with the independent member as the representative from Northern Island and we intend to carry out that responsibility. Very carefully, indeed. We hope of course for the restoration, as soon as possible, as our locally devolved assembly and executive in Northern Island where everyone can play a part in the government of northern ireland. Mr. Speaker elects, we have Interesting Times ahead and i look forward to playing a role in the proceeds of this parliament over the course of the next five years and i wish you wellin your office during that time. When you were last reelected in may 2015 you said you would like to be immortalized on your tombstone as the back champion. As a member of this house, you have a chance of becoming a fun venture and i can say that you have that ambition safely in the bag. But can i also say that you are a champion of the smaller parties in this house and we are very grateful for that. Also, as a pioneer, when it comes to the urban issue of parliamentary reform and that as well is much appreciated. Id like to congratulate the honorable member are becoming father of the house and echo the words. [inaudible] in doing so, id like to echo the comments of others about the pleasure we havent seen now a Record Number of women being represented in this place and at the same time, its 32 still remain off 50 . Slow progress is better than no progress but we still think theres some way to go and who knows, perhaps, we will not have to wait a full five years before having a chance to improve on that 32 of this house being women and are still 38 in the world that comes to women in this place.
