76. I have lived through recessions. I lived through gas lines good morning, everyone. Here we are, such an actionpacked week. We are very excited that yesterday we had asphyxiation vote margin and victory for the chips bill. We had 100 voting from the democratic side, and once we got to june 18, a large number of our republicans voting l which is encouraging because we always work on this as a bipartisan bill. Six of the bills at least six of the bills and the package were republican bills, many of the others bipartisan. Its very exciting. Its going to be as transformative in terms of how it enables america to reassert itself as preeminent in the world. Its called the chips and science act, and im very pleased with that because maybe more than a week or ten days ago it was just a chips bill. We were having shall we say encouraging for to go beyond chips. Because chips are very important. Semiconductors very important but its about the here and now, as we go forward in the near future. The science park is about the future, the future, the future. And science, science, science, research, education, expanding the diversity and inclusion of many more people making scientific decisions and learning about it and teaching us about as well as doing so in every corner of the country. What it does this at lower costs for consumers that it creates 100,000 good paying union jobs, reduces u. S. Dependence on foreign manufacture and it brings chips manufactured home. Make it an america which is a National Security priority as well as an economic necessity. Turbochargers american innovation. Really powering our preeminent research and nextgeneration technologies. I want to salute Eddie Bernice johnson the chair of the sciencebased technology committee. She got much, not all but a good deal of her bills Bipartisan Legislation into the package, and Frank Pallone doing the chips peace of this, as well as 100,000 prevailing wage jobs, bobby scott, i could go on and on about all the members of our chair who play such an Important Role in all the members who did so as well. A couple more things about it. It ensures that chips funding comes with strong guard rails against corporate profiteering. Security provisions to diversify the innovation workforce sort best minds can power our technologies of the future. And including in in a legisln to drive decades of discovery with important money come strong investment, National Science foundation, also said the department of energy and nist. And now outside, backup of the washington monument, our tribute to our founders who are committed to the future. Thats what this legislation honors and we send it on to the president. Thats pretty exciting for us. We had, im excited today because for a long time now i wanted to reinstate the assault weapon ban. You work here. Maybe you werent even born when we did this in the 90s, it was hard but it happened and it saved lives. And im looking forward to having a good, the passage of it this afternoon. Why not talk about on the when i talk about on the floor this afternoon im going to show a presentation of what some totally irresponsible people are putting out there about little children, toddlers learning how to use an assault weapon, small assault weapon. Small assault weapons but getting their muscles ready to be able to use it. Is that sick . Anyway, we are hopeful that when our vote on assault weapon ban and the outcry for in the country. I think the best most important thing to do is to have background checks. It probably saves the most lives on the ongoing, but very important to reinstate, we like to say reinstate because we get past this before and it did save lives. We take an oath of office to protect and defend, to protect and defend our constitution, the american people, making our communities safe. Democrats are committed to having strong support for our Law Enforcement and our first responders. I am so proud to announce that as of late last night we have, to terms in terms of how we support our Law Enforcement and do so with accountability. I have to pay tribute to joyce beatty, the chair of the congressional black caucus, to Josh Gottheimer who really has been a leader on this issue, and abigail spanberger. She has a bill, too, and they found a way to do what we want to support our men and women in uniform but to also do so with accountability. Since we talked about our Security Package ago, we had been flooded with so many bills that people have that we need to, shall we say, we have to have the bandwidth to deal with all of them and hopefully, not hopefully, we plan to bring them support for our men and women in Law Enforcement with accountability to the floor in the second week of august when we come back. Thats what i think we will comply with, conform to win the senate may be ready to send us the very important legislation, its title is inflation reduction act. So very excited about the fact that we have a break through there. It is in everything we want. How many times have i said that . Cannot judge something for something it doesnt do but respected for what it does. And what this does do is quite remarkable in terms of our investment in protecting the planet. It lowers, in addition to which it lowers healthcare costs with the subsidies that are extended for three years in the bill, as well as to have, for the first time, historic, historic opportunity for the secretary of hhs to negotiate for lower Prescription Drug prices. Prescription drug, the cost of Prescription Drugs is a Kitchen Table issue in our country, and this legislation will reduce that cost but also give people hope and part of our lower cost, Safer Communities, lowercost. Again, we will bring this legislation to the floor. Public safety bills, but at the time when we have the legislation coming over from the senate. And that inflation, inflation reduction package you know what it is, lowers costs of health care for millions, slashes Prescription Drug prices, historic action to combat the Climate Crisis and Lowers Energy costs and advances energy security. Again it does what we want to do to fight inflation by lowering costs. Its fully paid for and no new taxes as President Biden has said for families making under 400,000 a year. I talked with enthusiasm about the advances were making in preparing legislation, passing legislation and the rest as we speak your you right now oe floor. We are addressing drought and fires in california as a westerner, this is very, very important legislation for many, for everyone in our country, in particular we benefited from the intellectual resource that are western members are on this. But we had a sad thing happen, and that was when the senate failed to pass. How do you explain how 80 of republicans in the United States senate said no, said no to our veterans . Every time, and it just had last week i had my regular meeting with the veteran veterae organizations and always promised them and we tried to honor that promise by acting always in a bipartisan way so they dont have to get involved in one decision or another. We have our differences of opinion as to allocation of resources but to do so in a most bipartisan way, and the pack act as a very bipartisan bill. 80 some senators voted for the first time became underfloor there. That they would vote against that, when people are waiting, people die, people are sick because they were exposed to these burn pits, huge burn pits. If you dont know about them read about them because they are deadly. In addition to which if you live in North Carolina are served at camp lejeune, anyone in your family you will know that the water there is deadly. Not only for the Service Member but for the families who may live there with them. And that is covered in this legislation. So for them to say well, we are not going to vote for him because youve come to an agreement on the reconciliation, thats what they were calling it, is so ridiculous. Wait a minute, you are not going to help our veterans because we want to lower the cost of Prescription Drugs, because want to lower the cost of healthcare, because want to protect the planet . Of course you dont agree with any of those things that we do use that to vote against our veterans . Its, its really a moral, almost criminal because these people were exposed and ive been on this issue since agent orange for a long time, and the sooner that we can do this for healthier our veterans will be. As a suggested in our rally, when in the military we say on the battlefield we leave though soldier behind, and when we come home we leave no matter behind but the republicans in the senate did just that by 80 of them voting no. Isnt that unbelievable . Actually when the bill passed innocent first time it had 84 votes. People are Democratic Communications and policy, democratic policy and Communications Committee put forth our agenda, are for the people agenda, people over politics. We are very excited about that. It has three things, lowercost. It again, Safer Communities and better jobs, and thats what we are about. In the event, its a comparison to what the republicans are doing, the contrast of maga republicans are criminalizing womens healthcare, planning to install security and medicare. Dont take it from me. Read their stuff. Attacking democracy, undermining the right to vote. So we have a clear contrast in terms of why we are here and how we go forward. Any questions . Okay. So on this reconciliation package, it seems as though we try to get something done, there might be problems getting this through the senate. Do you feel like some of your members my sake here are on the ropes again if they cant get this through this and even the senator manchin is on board . How does that translate to winning in november . So you want to talk politics . But obviously let me just say, our purpose is to meet the needs of the american people. You have to talk to the senate about the dynamic over there, in regard to this bill. It is shall we say not everything that i want. I mean not even close. But nonetheless what is in there is very good. Historic. First time. 88 sector can negotiate for lower Prescription Drug prices. Not as big as would like but its in the door to start historic, in terms of not, threeyear extension of the subsidies, the Affordable Care act, strengthening the Affordable Care act. Fabulous. And by the way i wanted more. That is is a one the medicaid piece and rest of that but that doesnt mean we dont support the bill. Probably the biggest difference although those are substantial for Kitchen Table issues is what it does in terms of climate. You may recall when i i was speaker the first time, climate was my flagship issue. We established a committee. We passed legislation, all of that. So this is of the highest importance because its about the children. Its about the future. It is a short fuse that were on, thermal management of the plan is greatly at risk. Rising sea levels, encroachment of deserts, so many things that are happening in communities that they have to move so its a health issue, clean air clean water. Its an economic issue, eminence in, security issue because encroachment of all these and past of climate, the Climate Crisis cause competition and conflict over resources and habitat and the National Security people come into us and say this is a security issue. And, of course, its a values issue. So this for us when i i learnf what was in their was just transformational. We have never spent this much money as we had originally. We have never invested this much in such an important way, and a publicprivate way to have the private sector play its role in this so we get more advantage that is just right there. So it is, its beautiful to behold and i feel pretty confident. [inaudible question] and when they send it to us we will pass it. Okay . I realize democrats [inaudible question] are we talking a consent decrees . Antivirus 20 . Can republicans to read and say you only get your funding for the Police Department if you go and what democrats want you to actually go by for their policy agenda . Thats like saying you lease funding with accountability. Fully funded with accountability. We are very proud of the compromises that were made, and with much discussion on the other side of the aisle and people outside. So thats what had to say about that. Jake . But make no mistake ive said to you we had every intention of winning this election. As people make judgments and campaigns around the country, thats that but it has nothing to do with whether we should have a strong grand old party which is done great things for our country. Really quickly, i know you dont want to talk about yourself. Can you talk about the significance of a congressional delegation would want to send if you, in fact, make this trip . I dont ever talk about my trouble because at some of you know its a security issue. Its a security issue for every member of congress traveling, especially abroad, but for the speaker it is additional security issue and for those traveling with me. Not just members of staff, et cetera. The president earlier, well, earlier in his term talked about a strong emphasis on the asiapacific. He has visited their as Vice President , secretary and commerce and others, and we want the congress of the United States to be part of that initiative. Of course as a west coast person received the pacific as, you know, that is our home. We are part of that as well. That is not to diminish the importance of our transatlantic relationships as well. Im very excited, should we go to the countries that we will be hearing about along the way about the conversations we have. Earlier this year a couple months ago, we had nine leaders of the asean, Southeast Asian countries, at the house, bipartisan. Fact we invited the senate to come and some participated to have conversation, hear their presentations and add another symbol. The president had that asean meeting in washington, d. C. And we were very much a part of it. So again we have global responsibilities, whether it comes to three things i always say, security, economy, and governance. And this will be part of that.
