main reasons is we may need pay for it with our time and somebody else hands over the money. >>host: it in your view should health care be tied to the employer? >> i would create a level playing field to have just as much help to buy on your own or at work and get rid of all the laws that prevent employers to buy insurance for you that is portable and then let the market decide if employers have something to offer their will and if not they should not be in the market. >>host: is an affordability with obamacare? >> no. inputs huge fines on employers who try to buy for their employees individually owned insurance. they said just give them the money and that was "don't ask, don't tell" but now they said we will give you punitive fines they're trying to stop that. >>host: what if congress repealed or radically changed obamacare if there is a republican elected? >> i would like to see that replaced and the universal tax credit to give everybody the same amount of help wherever they get it, it is not affected how they work or how much they earn true universal. then let the government back up and get out of the way. >>host: medical savings accounts? >> i am called the father felt savings accounts and it is key we need a much more liberal lot that needs to be very flexible to wraparound any third-party insurance it could be a huge boon to the chronically ill many it would like to manage their own health care than they need to manage the money that pays for that care. >>host: john goodman, you write one of the problems is real insurance what do you mean by that? very president obama is the view and discrimination with pre-existing conditions but now we have bait-and-switch right now they cannot turn you down or exclude year because of a pre-existing illness but what we see is a race to the bottom better very narrow networks with a heart patient you can find out there is no hard doctor within 50 miles. there is a much better way to do it. the premium the individual pays should not be based on the health condition but there needs to be a condition so the insurer gets paid just like medicare advantage if that happens they will not compete for everybody but it is a level playing field. >> what about the debate whether or not it is a right? >> no place in the world has made it a right if you live in canada you never write to mri. the language distracts us from what is really happening. access to health care could be made much better in the united states and with obamacare it is being made worse and for low income people. >> metadata as a competitor? >> to let it compete with the private sector is fine letter everybody in medicaid get out and get a private plan if a wealthy person wants to go to medicaid he can do that. but most medicaid plans are run by private health plans and private insurance is better. >>host: is it politically feasible to make it a competitive auction? >> of course, . i would like to see the uniform tax credit made available 8,000 for a family of for that is what it costs to put people into medicaid so that is enough to get medicaid like insurance and i don't see why you could not get that in itself but the vast majority will not want to be in medicaid. >>host: john goodman from the goodman institute here is his book a better choice health care solutions for america.
