coverslicia caldwell immigration and homeland security for the associated press. she is on the phone. remind us the origins of these policies. guest: the childhood arrivals program was launched five years ago on june 15. announced rather by the white house. the idea was that congress has not acted, sympathetic people, the administration, the obama administration wanted to give them an opportunity to be safe from deportation while congress had a chance to act on some sort of reform bill that, in the eyes of many, would have protected this group of people. these are young people, many of whom who arrived as a very young children. some did not know they were not u.s. citizens until they went to get drivers licenses or jobs. the idea was to create a stopgap measure that would allow for a temporary reprieve. odd years later, 787,000 young immigrants have taken up the government's offer and then at approved for this program which provides a work permit. not only do they have permission tuesday, they get a work permit. the parental program was the follow-on. it extended the same protections, temporary reprieve from deportation and a work permit to parents of u.s. citizens or legal permanent residents. my understanding is there was discussion to expanding it to ka kids, theof da obama administration decided to go with parents of u.s. citizens. in some cases the families overlap where one family has one and the other is a u.s. citizen or permanent residents but the parent -- that program never fully launched. it was litigated and 26 states with some challenging is legality. holdge in texas but it on and that whole has been upheld by eight appeals court and the litigation is still pending, which, according to homeland security, prompted the revocation of the memo that created the second program, the parental program. wereer program is or treated -- created by executive order or law, they were created by memo. executive authority. all that is required to finish them is what we saw yesterday, the risk vision -- the rescission of the memo. host: how big a victory is this for immigration rights activists? guest: sort of. immigration enforcement, absolutely, the arrests are up. we are talking about people living in the united states illegally. folks are hearing every day about somebody who is gone to an immigration and customs enforcement office to check in routinely and is arrested. they encountered an agent and do not have status and are arrested. what is lingering in the background is the number of deportations is slightly down. issue, a multifactor including but not limited to, the number of people caught crossing the mexican border has plummeted. that is the best figure available to gauge how many people are trying to come into the country illegally. right now, it is a record lows. the border patrol has estimated it is probably a 40 year low in terms of the monthly apprehension rate. i believe 14,000 people were arrested at the border last month. , so doe numbers plummet the number of deportations. it is an issue that deportation is a complicated process. just because somebody is arrested for being in the country illegally which is not a federal crime, a civil violation. the process to order somebody out of the country can be lengthy and complicated. at this stage of the game, not seeing a significant rise, or any rise in deportations. that may change but we are seeing a lot of arrests but not a lot of deportations. host:a i demo -- alicia caldwell and immigration reporter for the associated press, thank you for your time. post, saying he would look at the dreamers and be fair, he is doing that and i love how he is going after the gangs and illegal immigrate -- criminal illegal immigrants. in from south carolina, democrat line, what do you think?
