Caller the rules will be published in the federal register in 60 and a 60 days after that they become official. The next steps will be the efforts by the critics to try to roll back these regulations. In congress, republicans are working on their own legislation. Some of the republicans are more interested in the straight repeal of these new rules. Other republicans like john thune and fred upton are working on trying to find some kind of compromise with democrats so they can avoid this title to utility style regulation. That is happening on capitol hill. Providers like at t, verizon are probably going to challenge the new rules in court. You will have the challenge on capitol hill, the challenge and the court. Host what can happen on capitol hill . Host can the republicans legislate this away . Caller i dont think they can legislate Net Neutrality away because president obama would veto the bill. The real question is how far the republicans would be willing to compromise. They are working on a bill that would address many of the concerns that the advocates of Net Neutrality would want, like preventing writers from blocking websites or slowing down traffic. It would impose those kinds of rules while also stopping the fcc from using this broader utility style authority, making the internet into a telecommunications service. There is potentially some ground for copper mice, but we will see because a lot of democrats have been worried about limiting the fccs authority. Some ground for compromise. I think it will be it is a tough challenge. There are some leading democrats that have been interested in negotiating and talking about it. Some other democrats are perhaps less interested in they feel like they want to see this why try to undermine that. Host how much longer are they talking about the issue . If there is some sort of violation or advocates claim there is a violation will the fcc crackdown. Im not sure what will be different in three weeks. They are not ready to accept the senates proposal. You will see these two chambers take opposite paths today. I assume the senate is going to pass the threeweek bill after the senate after the house approves its stopgap measure and then congress will live to fight this issue again in march. Host why is the house not eager to pass the senate bill . Caller conservatives in the house believe the senate is giving in to the demands of democrats. They essentially are because they dont have the votes Senate Republicans have a deep or votes and the need 60 to break a democratic filibuster. Democrats have blocked the Homeland Security bills and demanded the immigration provisions be dropped from that bill. You canit would still get vetoed by the president. It is an unwinnable fight right now to use the Homeland Security bill as leverage to override the president S Immigration actions. There are a number of house members who believe the senate is not pushing hard enough. They believe the president has taken an unconstitutional action on immigration. They believe the funding bill is the only way to do it. The house is not ready to bend to the demands of the white house because they believe there is more they can do. Host two big votes in the senate. One on stripping one on the executive order. And one on passing a bill a dhs funding bill through september. Over on the house side, one vote on a threeweek extension correct . Caller thats what we are looking at right now. There will be a vote on a separate executive action separate bill that would block the president s executive action on immigration. It is a standalone bill, not tied to the department of Homeland Security funding. It would block the president from Going Forward on the executive action. That measure that the senate will vote on today will fail on a procedural vote because democrats are insisting the department be fully funded before the debate. The democrats will have the votes to prevent that from Going Forward. That will complicate things in the house where republicans believe the funding process is a way to go after the president S Immigration action. The Affordable Care act will help people to get more training and get better pay. 7080 of paid care for elders is done by nurses aides and they need more training and better pay in order to provide that care. The Affordable Care act is also going to try to switch the focus of care from Nursing Homes to homebased care and community care, which would be a really good thing. We need to deal with endoflife issues. In regards to people on medicare , making informed decisions about what they want and what they dont want in regards to cpr, feeding tubes come antibiotics if they are in a state where they dont know whats going on. Host are you in the Health Care Industry . Caller i am. I have been a nurse for 23 years. Endoflife issues is what is killing medicare. It is not a pretty subject. It is hard to talk about. It is bankrupting our Health Care System. Host are you seeing a lot of money being spent in the last couple weeks of life . Caller there is more money spent in the last year of a patients life and in all the years leading up to it and its because we dont talk about endoflife issues. We have things we call dnr the family with the doctor get to choose. They make decisions like not having cpr but putting meds through their iv. If someone is in that position come if you are not doing cpr to circulate those meds, the mets are doing no good. We let this happen because it makes everybody feel a little bit better about not doing anything, which is really an ok thing to do. We need to get that through our heads. We need to start paying for Palliative Care for people who have congestive Heart Failure dont have to go into the hospital every month for drips and things like that that can be treated at home. Homebased care, thats what needs to happen. Hospitals will start getting not reimbursed if the patient is admitted to the hospital for the same diagnosis in one month twice. If they get readmitted within 30 days, the hospital does not get reimbursement for that second admission. How is that fair if t
