Even knowing this, women are many times left out during negotiations. The truth is that conflict knows no gender. Such as peace should no gender. Women are impacted by conflict in different ways than their male counterparts. Sex slavery impacts women as an incomegenerating business. Women need to be able to play a major role in addressing this and finding solutions to combat it. Women control large segments of the economy. Women are the sole income earners in onethird of all households worldwide while their husbands are soldiers, they are running the markets and schools and public institutions. And running the local economy and have a voice in community discussions. Their understanding can prove invaluable when mitigating conflict and building peace where increased instability, we must make sure that the work we are doing produces lasting results. Im confident the woman peace and security act and the accountability it provides will help produce sustainable outcomes for americans and also touches on our National Security. While our u. S. Government in recent years has made efforts to include women in peace negotiations. Is one tisan bill instrument in the tool box that our leaders can use when looking at producing longterm results and leaders can use it when looking to produce peace. Ms. Schakowsky i thank my colleague, representative castro, for yielding to me. Im so proud to rise in support of h. R. 2484, the women peace and security act, which i introduced along with my partner, representative noem. And we have been working on this bill for quite a while. And i want to really thank congressman royce, chairman royce, for not only his eloquent words today and his clear description about why this is so important, but for working closely with us to make this day a reality. And im hopeful we will be able to go through the senate and get this bill finally enacted. To the women peace and security act promotes the participation of women in the Peace Process and is a step forward for our security and our Economic Prosperity as well. When women are involved in peace, and peace negotiations, it is more likely, a Peace Agreement is more likely to last. And in fact, the International Peace institute found that a Peace Agreement is 35 more likely to last for at least 15 years if women participate in drafting the agreement. The study also found that with each 5 increase in womens participation in the political process, a nation is five times less likely to use violence when faced with International Crisis or conflict. When women and girls are equal partners in all aspects of decision making, countries are more likely to be peaceful and economically prosperous. Despite the strong evidence in participation, women remain underrepresented in onflict resolution and the postconflict peacebuilding efforts that are happening around the world. And the United States can be helpful to change that. The women peace and security act will build upon the 2011 National Action plan for women peace and security which made clear that the meaningful inclusion of women in peace and security processes is imperative for national and global security. And you heard how in northern eland and all the way to rwanda, the participation of women has been absolutely essential. Our legislation establishes womens participation as a permanent element of u. S. Foreign policy. It would encourage the United States to assist women mediators and negotiators by addressing barriers to their equal and secure participation in the Peace Process. It would institute comprehensive training modules on the protection rights and specific needs of women in conflict. And require the administration to evaluate the impact of u. S. Foreign assistance and womens meaningful participation. In addition, women peace and security act would require the president to report to congress its strategy to promote womens participation in conflict prevention and resolution and would empower congress to exercise oversight of that strategys implementation. The United States plays a crucial role in encouraging Peace Agreements all over the world, by making sure we bring women into the Peace Process, we can improve national and global security. And so once again, i just want to thank congresswoman noem, my partner on this Bipartisan Legislation as well as chairman royce and Ranking Member engel for their support. And i want to thank the many advocacy groups who have been persistent throughout these years in bringing it to us, the evidence of the success of women when women participate in the Peace Process. Speaker, from liberia to Northern Ireland to frankly all over the planet, we have watched women play pivotal roles in pushing their governments, in pushing combatants and politicians to bring an end to conflict. In recent years, we have seen Armed Conflicts flair around the world producing the largest number of refugees on record. Efforts to negotiate an end to these conflicts are more important than ever. We know when women are included in these discussions, we are more likely to see an enduring peace. As a witness at our hearing explained, including women is not only the right thing to do, it is the smart thing to do. The legislation before us will strengthen u. S. Efforts to promote the inclusion of women in peace negotiations in order to create more sustainable agreements and more stable partners for the United States and for the u. S. Allies. Mr. Katko this legislation seeks to expand the department of Homeland Securitys Traveler Redress Inquiry Program tore assist travelers who have been repeatedly screened. The trips process provides redress to individuals who have been placed on the nofly list. However, for reasons unknown, they could be selected for enhanced screening without the opportunity to correct the record if they feel this is due to an error. This came to an attention that an individual who works for a Nonprofit Organization alerted the committee that he had been ubject to enhanced patdowns every time he traveled. He twice submitted inquiries to the department of Homeland Security through the trips process, he couldnt obtain information why he was getting flagged as a potential security threat. As you can imagine this can cause a great deal of stress and worry for someone who feels they have been targeted by the u. S. Government. After continually prodding t. S. A. By my staff, this individual, a u. S. Citizen was cleared by Homeland Security and able to travel hasslefree. This is not an isolated case. A member of the Committee Staff was repeatedly selected for enhanced screening on multiple flights after traveling to the middle east. When my staff was in this case, the staffer was flagged for enhanced screening due to erroneous information that was entered. As these demonstrate, Homeland Security needs to establish a formal mechanism to handle these cases. My legislation requires the department to do just that. I thank congressman king and congresswoman Watson Coleman for their Bipartisan Legislation. The american flying public has seen many changes in how Aviation Security is handled since the devastating morning of september 11, 2001. Among the most prominent changes has been the screening of passengers named against a socalled nofly list. That contains information on tens of thousands of people who are deemed by our intelligence and Law Enforcement community as threats to aviation. H. R. 2132 seeks to ensure a traveler who has repeatedly received enhanced security screening at Transportation Security Administration checkpoints, and believe they have wrongly been identified as posing a threat to Aviation Security, can receive timely redress from the department of Homeland Securitys travelers redress Inquiry Program or d. H. S. Trips program. This bill directs t. S. A. To ensure that an individual who has received enhanced screening from t. S. A. More than three times in a 60day period can address can access the departments redress process. This bipartisan bill, which was unanimously approved by the Homeland Security committee on may 3, is informed by the committees oversight finding. As such, i support the bill and urge my colleagues to join me in passing this measure, to increase transparency and accountability on behalf of travelers. With that i reserve the balance of my time. S. A. Has a duty to protect classified and Sensitive Information from those who wish to do us harm, we must ensure t. S. A. s operations are , as they can be to the vast majority of passengers who are trying to travel with as little stress as possible. Congress has an obligation to ensure that our National Counterterrorism programs and policies are as effective as possible. At every opportunity we should assess gaps and weaknesses and work to find out opportunities for improvement. For example, the committees investigation into the 2013 tragic Boston Marathon bombings revealed a series of weaknesses we have worked to correct. And many other recent attacks, including the San Bernardino and garland shootings, the Orlando Pulse Night Club attack, and other small scale plots have each prompted review and reflection and action. The report act will provide valuable assistance in this work by requiring the department of Homeland Security in the coordination with other appropriate federal officials to submit a report to congress on incidents of terrorism within one year of completion of the investigation.
